Taken between 1928 and 1930, depicted is the Bethanga Bridge under construction. The Bridge was completed in 1930 and was built to assist residents of the Bethanga district to travel to Albury. Other bridges would become submerged by the backed-up water of the Murray and Mitta Rivers so the Bethanga bridge was built two miles above the Mitta Weir. The Bethanga Bridge was built north of the future Hume Dam which would be completed in 1936. At 2430 feet long, Bethanga Bridge was the longest road bridge in Australia at the time of its completion. The Bridge is 20 feet wide and made up of nine 270 feet long spans. Materials used include ten tons of paint for the steel works; 1600 tons of steel; 900 tons of timber for the decking; and reinforced concrete for the piers. The tender for the construction was awarded to C. Ruwolt Pty. Ltd., engineers who were located on Victoria Street, West Richmond. The contract was awarded for £71,890. It was predicted between 250 and 300 men would find employment on the project. The news was well received by trade unions at the time as there had been a drop in available engineering work.This photograph is historically significant as it depicts the progress of the Bethanga Bridge construction, which was important infrastructure for the area. John Hastie Engineer and millwright John Hastie opened small manufacturing works in Greenock in 1845 and 1853 patented the first self-holding steering gear. The firm became known as John, Hastie and Co. Ltd. in 1898 after taking on limited liability status and their main works were at Kilblain Street, Greenock, where they specialised in ships' steering gear. The company also occupied works at Rue End Street, Greenock. Plans of this unit depict a stockyard to the east, with areas for welding; fitting and assembly; flame, cutting and fabrication; and a machine bay. The company was dissolved in 1991. Brown Brothers Brown Bros Rosebank Ironworks made the steering gears for many large ship's, including The Titanic. Andrew Betts Brown the founder was born in 1741 and closely associated with many improvements in marine engineering. He was educated in his native city and served his apprenticeship as an engineer in the locomotive works of the North British Railway Company at St. Margaret's. During his apprenticeship, he attended the evening classes at Watt College. subsequently going to Manchester to study chemistry. He went to London around 1863 and took over an old brewery, which he converted into an engineering works. During his time there he invented an overhead travelling crane, which was used on the construction of Blackfriars Bridge London. He went on to develop plant which used steam and hydraulic power for discharging ships as a result the company was contracted to install this equipment in Hamburg Docks. By around 1870 he continued to construct machinery in London but realised that conditions were more favourable in Edinburgh. He acquired land at Rosebank adjoining the North British Railway Company's line to Granton, and the necessary infrastructure was completed allowing him to finish the Hamburg contract. The works at Rosebank were eventually extended and added to until they became one of the largest engineering works in the East of Scotland. Mr Brown was a member of numerous engineering institutions, the best known at the time being the Institution of Naval Architects. He was also a Fellow of the Royal Society of Edinburgh, a member of the Institute of Mechanical Engineers and of the Institution of Marine Engineers he died in 1906 at the age of 67.An item made by two marine innovators of marine auxiliary machinery and itemsShip's wheel, brass, attached to brass pillar. James Alexander Robertson was born 14th June, 1855, at Pentridge. the Coburg area which was known as Pentridge at the time, and prior to the building of the gaol. His parents were James Thomson Robertson and Esther (nee Hale), At age 20 James became the first selector on the Snowy River at Lochend. He took up Lots 1, 2 and 3, in the Parish of Newmerella in 1875; with his selection being ratified on May 1st, 1876. The selection included hill and river flat land in the area near where Icy Creek enters the Snowy River. James gradually improved and farmed the property; he cleared and drained Icy Creek and constructed the first known flood-gate on the Snowy River. To meet his farming commitments he supplemented his income by working on the construction and maintenance of roads and drains in the Newmerella area. He gained a contract with the Bairnsdale Shire council to construct the first road cutting down Burn’s Hill at Newmerella. His tender was for £16 ($32), and it took him, with four others, two months to complete the contract. He was single, and, after his untimely death at aged 29, in 1884, his parents and surviving unmarried sisters and brothers moved from Sarsfield to take over his selection at Lochend. Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946.Diversion dams are installed to raise the water level of a body of water to be redirected. The redirected water is used for hydro electric power generation. A diversion tunnel is usually bored through solid rock next to the dam site to bypass the dam construction site. Photo No. 1 - Junction Dam wall was commenced in February, 1940 and completed in March 1944. Type - reinforced concrete slab and buttress. Height 25.9m, and crest length 121.9m. Lewis Construction company had the original contract, but was replaced by the State Electricity Commission in 1942. Photo No. 2 - Bogong Village was the first village built to house workers and their families working on the Hydro electric scheme. Construction commenced 1940. The single men's quarters are slightly right of centre on the foreshore. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. Discussed in book : Echuca: A centenary history by Susan Priestley, pp.21, 38, 45, 66, 114-123, 126, 174 R.J.Evans established this mill on the banks of the Murray River, Echuca in 1923 & it operated until 1980. The mill later became a tourist attraction, Red Gum Works, continuing to cut timber until it was taken over by The Port of Echuca as a display (Port of Echuca booklet, 2005 ed., p. 32)Sawmilling was a very important industry for Echuca. At its peak in Echuca in about 1877 there were between 1000-1500 men employed in the industry (Priestley, Susan. 1965, p.118). Red gum was sourced from the forests along the Murray river. It is a very strong timber suitable for bridge & wharf building, construction works as well as housing and especially for sleepers for the railways. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. After retirement in 1987, the College Council decided to name the Library after him in recognition of his achievements.Colour photograph of the ground floor of the E.J. Percy Richards taught Architecture and Building Construction at The Ballarat Art School - a division of Ballarat School of Mines from 1918-1921. He was responsible for the design of a number of buildings in the district. This item is the "Specification of work required to be done and materiaals required for construction of the new A.N.A. Building at the corner of Sturt, Albert and Lewis Streets, Ballarat. Prepared by and to the satisfaction of P.S. Richards, A.R.V.I.A. Architect and subject to the General Conditions of Contract." "BALLARAT CITY A.N.A. BALLARAT, Wednesday — The Ballarat City branch, A.N.A., which was formed nearly 50 years ago, ranks fourth on the association records, but several of the members were prominent in establishing the association in Melbourne a year or two earlier. On the past half-year's operations the total funds increased by £1558/18/3 to £29.389/11/11. The membership now totals 949. The committee recommended that as the property at the corner of Sturt and Albert Streets, which had been intended as the site of a new hall, had been sold, steps should he taken to remodel the present hall, and bring It up to date. On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. [from EDHS Newsletter No. 45, November 1985:] TIME CAPSULE CEREMONY: Our 150th Anniversary Monument is now under construction in the gardens in front of the Eltham Community Centre. Further details of the project are given under a separate heading below and this item deals with the proposed ceremony. We propose to formally lower the time capsule into its container underneath the monument as part of the Eltham Community Festival. All members are invited to attend the ceremony at 2.00 p.m. on Sunday, 10th November. Come earlier with a picnic lunch if you like. Local people and firms who have contributed money or services for the monument will also be invited. As part of the Festival programme the public are welcome to attend. This is one of the most significant projects the Society has undertaken and members' participation in its finalization would be most gratifying to the organizing committee. 150TH ANNIVERSARY PROJECTS: We have concentrated our efforts on finishing the monument and time capsule project within the 150th year and have found it necessary to abandon the historical tour project. We have applied to the State 150th Committee to transfer the funds allocated for the tour to construction of the monument. The historical tour project will be continued at a later date and photos of historic houses in the area, taken by Doug Orford, will be available for use in an associated display. At the time of writing, the monument construction is on schedule for the ceremony on 10th November. The concrete base has been completed and the main feature of the monument, which is an old tyring plate or disc, will be lifted into place in the next week. The final ceremony will involve lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule will contain mainly items relating to present day Eltham and its people and is to be opened in the year 2035, a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is proposed to place the items in the capsule on 5th November and any items members think could be included may be submitted up to that date. The Society has received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, has arranged many of the donations. He and his firm, Package Handling Equipment, have donated the time capsule itself and have carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries has donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete has donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies has donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson has agreed to donate the use of his crane to lift the tyring disc into place. Financial contributions have been made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. We are grateful to all who have helped, and members' support for firms who have donated their services would be an appropriate recognition. It is planned to print "Time Capsule Certificates" which can be held by organizations or passed on to descendants by individuals. The certificates will indicate an interest in the contents of the capsule when it is opened in fifty years.
