The architect of Eltham's new library, Harold Bartlett of Messrs Leith & Bartlett Pty Ltd at the opening of the Eltham Library in 1971. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. Diamond Valley News, 24 August 1971 Wisdom of Solomon. "The architect of Eltham's new library, Mr Harold Bartett, at the opening of the library last week said: " Decisions to build such cultural builidngs as this with so little money and so many other basic items on the priority list are not taken without long hours of thoughtful debate demanding the wisdom of Solomon, the knowledge of a Moses, the business acumen of a money changer, the tender heart of a Rachael, the couriage of a David and last, but not least, the armour of a centurion." Thus, he described the attributes required in a municipal councillor. Mr Bartlett is a former councillor and is still honorary planner for the shire." H. E. Bartlett was on the Shire of Eltham Council 1954-1961. The library and Shire Offices were demolished exactly 25 years later in 1996. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Constance Ross was an early pupil at the school attending classes during the Kennedy era (1876 - 1902), teacher until retiring in 1935, but returning 1940 - 1943 during the war years. Constance served on the Clarendon Council 1925 - 1949. In 1954 the school named a visual education centre at the Mair Street campus the IC Ross classroom. The room was furnished and equipped by the Old Collegians Association to honour the long school service of Constance Ross. Large, thick cloth-bound book with embossed design; ornate gold lettering on front cover; very poor condition - lettering missing from spine; the book is accompanied with a hand-written note from Constance Ross dated Nov 1929. Alec Craig was elected to the Barkly Ward seat on the Bendigo City Council in March 1954 after the resignation of Cr J A Michelsen. He became Mayor in 1956 and served from 1956 -57, 1963 - 64 and 1973 -74. Councillor Craig first posited the idea of Hargreaves Street becoming a shopping mall but retired from council in 1976 before the idea was executed. Alec Craig was the foundation President of the Provincial cities and Town Association of Victoria and President of the Bendigo Base Hospital in 1973. He was awarded an O.B.E. in 1973 for outstanding public service. The fire screen was gifted to Mr J J Watson at his retirement in 1952. The assembly hall at the Mair Street property was named in his honour. Mr J J watson was a member of the school council from its inception in 1919 when he was elected as a representative of Scots' Church. He succeeded Rev J T Riddle as secretary to council in 1920. In 1954 the assembly hall at the Mair Street property was officially named Watson Hall in his honour. In 1957 the constitution of the Council was amended to enable Mr Watson to be elected its first life member. The fire screen was returned to the school by the family after his death. In a tribute in 1952 at the time of Mr watson's retirement from secretarial position on council, Principal Kerr said, 'Mr watson's family was friendly with the Kennedy(founder) family in Ireland, so that his interest in Clarendon was almost hereditary. His breadth of vision, generosity, devotion to the advancement of the school in every way, and meticulous care of the property and ikts interests, have given him a unique place in the hostory of the school. This photograph was taken in the 1960s at Lake Sambell and is a view across the lake from the east side, the photo was taken during a period of improvements to the lake and surrounding area. Lake Sambell is an artificial lake that was created on the site of the old Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. Funding for the project was raised through both competition funds and donations. Since the construction in 1928 several engineering issues have arisen. In 1939 the water levels were low, and the lake was considered both an eyesore and ‘mudhole’, Beechworth Shire Council sort funding to raise the height of the lake six feet to improve the quality of water. Throughout the 1940s the Beechworth Swimming Club sort to address the structural engineering issues and improve swimming facilities at the lake. R.E. Carter, similar to L.H. Sambell, was a shire engineer who advocated the importance of positioning Beechworth as a tourist destination. Carter held the position of shire engineer from 1954-63 and organised many improvements to the Lake Sambell area including the caravan park in 1959, the lake swimming pool in 1961, water skiing and boating facilities, and increased the lake surface area in 1964. These improvements to the lake also reflect an increase in leisure time and access to travel during a period of post-war prosperity in Australia during the 1950s and 60s. This photograph is of historical significance as it documents Lake Sambell in the 1960s after a series of enhancements to the lake area to improve its appearance and usability for both the people of Beechworth and tourists. This photo was taken in the 1960s from a northeast position looking down towards Lake Sambell, the caravan park, and the surrounding area. This photo was taken during a period of rejuvenation for the lake area including the opening of the caravan park in 1959 and the swimming pool area in 1961 (this pool is just visible in the centre of the photo). The popularity of caravanning in Australia exploded during this post-war period of the late 1950s and 1960’s. This popularity was driven by multiple factors, including: the stopping of fuel rations, the accessibility of car ownership through the manufacturing of affordable cars, technological developments in caravan design, and the increase in prosperity and leisure time for many Australians. This stencil has been made to imprint the label, 'Britain Relief Appeal' on to parcels and packages sent to Britain in the late 1940s and the early 1950s from the City of Warrnambool. Britain endured severe rationing of food, clothing, petrol and furniture from 1940 because of the outbreak of World War Two and this rationing continued in some form after the war up to 1954. Australian towns and cities established organizations such as Food For Britain and sent regular parcels of food and clothing to Britain during those times. The British Relief Appeal in Warrnambool (via the Warrnambool Food For Britain committee) was sponsored by the Warrnambool City Council, Toc H, Australian Red Cross, and various local charities and businesses. The Warrnambool & District Historical Society has in its collection over 100 letters sent by grateful British recipients of these parcels to the senders, the employees of the local Warrnambool business, Swintons Stores.This stencil is of interest as a memento of the effects of rationing in Britain in post-World War Two times and the close ties that existed between Australian towns and cities and their British counterparts.This is a rectangular-shaped metal stencil, originally painted black, with cut-out letters in the centre.
