As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) implemented the conversion strategy from mainly brown coal supply to hydro - electricity. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. Clover Dam and Power Station were built by the State Electricity Commission of Victoria as part of the Kiewa Hydro Electric Scheme from the late 1930's to the early 1940's. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an ever-increasing demand for electricity by growing population and heavy industrial areas within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run-off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. Mt Beauty and Bogong village were the places where this scheme was built and where this photo shows part of its construction being Power Station 3. Originally there were 3 Hydro stations built from the 1930's onwards. The scheme finished being built in 1960 and is the biggest Hydro electricity scheme in Victoria. This photo has good Historic significance: The construction of No. 3 Power Station which was part of the Kiewa Hydro Electric Scheme built by the State Electricity Commission of Victoria. Therefore is picture is very historically significant as it shows the power station at the time of its construction which is an important part of Victoria' development and history. Since Mt Beauty was established due to the Hydro scheme being built this photo has great interpretation capacity. This medium sized metal, horse-drawn, road-working scoop, with timber shafts is an example of those used in Moorabbin Shire in the late 1800s, and up until the 1940s for road-works, building dams, market-gardening work and other similar earthworks in the shire. The Box Cottage museum example would have been drawn by one horse, with the worker walking and steering the horse and scoop from behind using the timber shafts. There were even bigger metal scoops that required two or more horses to drag the scoop through the soil.Following the Dendy Special Survey 1841 allotments were sold to pioneer settlers who established market gardens in the Moorabbin area. Wycliffe translates the Bible for people around the world. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p171 The peace and beauty of Australia’s Wycliffe Centre reflects what it aims to bring to thousands of people around the world. Kangaroos calmly feed, accompanied by bird song, near the mud-brick buildings set amongst Kangaroo Ground’s rolling hills. On 11 hectares off Graham Road, the centre aims to transform people’s lives by giving groups around the world, with no written language, help with literacy and Bible translation into their own tongue. Associate Director, Harley Beck, says reading the Bible (probably history’s most influential collection of books), in one’s own language, provides a strong moral basis, helping people withstand exploitation and escape poverty. One of Wycliffe’s field partners, SIL (formerly Summer Institute of Linguistics) Papua New Guinea, has won two UNESCO awards, and SIL branches in many other countries have won international and national awards. The translators are modern heroes. They undertake hardships, forsaking for years, sometimes decades, a salary and the soft western lifestyle, to face loneliness and primitive conditions that most of us would not even contemplate. No staff is paid a salary. An example is the first Australian Director and former International President, David Cummings, who for 50 years has depended on donations from supporters and churches. Students of all ages at the EQUIP Training School on the site come from all walks of life. They train in linguistics and learn how to communicate in a way that is sensitive to other cultures. Spiritual resilience is encouraged, enabling people to persist until the job in the field is done, which takes on average ten to 15 years. Courses range from a few weeks to a year. The Wycliffe concept was born in the 1920s when American missionary, Cameron Townsend, found a Spanish Bible was inadequate to evangelise the Cakchiquel people of Guatemala. When a Cakchiquel man challenged: ‘If your God is so great, why doesn’t he speak my language?’ Townsend decided to translate the Bible into all languages! He founded a linguistics training school in 1934, naming it after 14th century theologian John Wycliffe, the first to translate the Bible into English. The first Wycliffe Bible was completed in 1951 in the Mexican San Miguel Mixtec language. In May 2007 after 30 years of work, Wycliffe Australia, with other organisations, completed the first Bible for indigenous people in the Kriol* language, for about 30,000 people in northern Australia. Wycliffe Australia began in 1954 in the Keswick Bookshop basement, Collins Street, Melbourne. As the organisation grew, its quarters became so cramped that Director Cummings at times interviewed potential recruits in his car! The development of the Kangaroo Ground property is a story of faith and generosity. In 1967 Cummings proposed moving to a larger property despite having no funds. Within a month Wycliffe received a $20,000 donation and a gift of land towards a national centre. An earlier owner of the Kangaroo Ground property, Mrs Elsie Graham, would have been delighted, as she had wanted her land to be used for ‘God’s service’. Mud-brick architect and Christian, Alistair Knox, offered to design the centre at no charge. Despite a drought, straw was donated to make bricks. Many volunteers helped with the building, including church youth groups who made mud-bricks. Volunteers planted thousands of native plants, watered by recycled water from the site’s dam. Building began in 1968 and in 1983 the South Pacific SIL School (now EQUIP Training) followed. Wycliffe, the world’s largest linguistic organisation, and other organisations, have translated the Scriptures into more than 2000 languages. But another 2000 languages still lack any portion of the Bible. However translations are now completed more quickly, because of new computer programs and as education spreads, more speakers of the local language can assist. Despite the growth of secularisation, Beck says support for Wycliffe Australia, which has offices in all states and the ACT, is stronger than ever. * Kriol is a Pidgin language, which has become a speech community’s prime language.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others. Thomas William Cavey was born in 1871, he was the youngest of his family and the only child that was born in Australia. He was first employed at the lime kilns in Geelong, before moving to Queensland for 4 years where he worked as a Boundary Rider. Thomas returned to the Lilydale area to be the driver of a buggy and pair for David Mitchell of David Mitchell Quarry in Lilydale. He selected land in Seamer Road in Monbulk in about 1898, but was working for the railways in Melbourne at the time and would come up to Monbulk at weekends to clear and cultivate the land. He met Lillian Eager, probably through relatives of hers, the Wingates, who lived in Monbulk. He and LIllian were married in 1910. They bought a 22 acre property in what is now called Cavey Road. They had two sons Thomas Charles, born in 1918 and George William Born in 1923. Initially the property in Cavey Road was farmed for vegetables, fruit and berries. The land used for this was over a creek on steep land away from the house. Once the produce was harvested it was taken by flying fox, back across the creek to where it could be prepared for sale. It was then taken to the Emerald and Belgrave markets each week. Later 10 cows were purchased, and the main income from the property was the dairy which produced approximately 25 quarts of milk a day, they produced Cream and Butter and together with the milk they were delivered fresh daily in the horse and cart. Deliveries were made to Monbulk, The Patch and to the canvas town at Silvan Dam, where the workers building the Silvan Dam lived. Thomas William Cavey died in 1959 aged 89. Lillian Blanche Cavey died in 1949 aged 68.

This image shows Bethanga Bridge, which was constructed between 1927 and 1930 in Albury, NSW. The bridge was a necessity due to the building of the Hume Dam (Wier), 1919-1936. Bethanga Bridge is a long, nine-span, riveted-steel, variable depth, Pratt Truss road bridge of nine principal spans of 82 metres and a total length of 752 metres over the flooded valley of the Murray River, now part of Hume Reservoir. Because of its unique location, over the waters of a dam with the border running down the centre of the body of water, the Bethanga bridge is the only built structure shared by both New South Wales and Victoria. It was built 1.6 kilometres upstream of the dam and in 1961 was raised 300mm, with a concrete deck replacing the original wooden deck. The State Rivers and Water Supply Commission of Victoria and the New South Wales Department of Public Works were responsible for the construction works for the Hume Weir under the River Murray Waters Agreement. It is apparent that a similar joint arrangement was made for the construction of the Bethanga Bridge as part of the Hume Weir works.This photograph of the Bethanga Bridge is of historical significance as it showcases the architectural skills of Percy Allen and Vincent Packer. Taken during the construction of the Bethanga Bridge (1927-1930), this sepia photograph shows a view of the incomplete bridge taken from inside the structure and looking down the span of the bridge from where the photographer stands. The photograph depicts an incomplete deck, with loose-looking wooden planks/panels lain along the centre in groups of three. Once complete, the original decking of the bridge was made of timber before being replaced by cement in 1961 (Victorian Heritage Database).Bethanga Bridge is of historical significance to the Indigo Shire for its associations with the construction of Hume Dam, its associations with the River Murray Waters Agreement and the River Murray Commission, and illustration of the needs and influence of the farming communities along the river in this area - particularly in relation to the building of the Weir. This image shows the Punt (a kind of small boat) that took residents of Bethanga across the Murray River before the Bethanga Bridge was built. Bethanga Bridge was built between 1927 and 1930, and was made a necessity by the building of the Hume Dam. The Hume Dam, formerly known as the Hume Weir, was in construction between 1919 and 1936, which swelled the Murray River into the floodplain to the East of the dam permanently, creating Lake Hume, and isolating the residents of Bethanga and nearby towns, for whom the trip all the way around the new lake to another river crossing was a massive undertaking. The person who wrote on the back of this card instead chose to cross the river on a boat until the Bethanga Bridge became available. Interestingly, partially submerged trees can be seen in the lake in the background of this photograph, illustrating that the dam had already begun to fill the floodplain even before the bridge was built. This photograph shows the methods the residents of Bethanga used while the Bethanga Bridge was being built. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run-off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. This by-product allows agriculture and grazing to be less vulnerable to seasonal flooding thereby resulting in a more stable annual production level. 1. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. 2. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. In the mid to late 1930’s survey outposts were established to plot the early stages of the Kiewa Hydro Electric System for the SECV in the Bogong High Plains. Before any roads were built, the old cattleman’s tracks were used with packhorses to deliver supplies, wages and mail and collect timesheets and correspondence from the workmen and dam builders living in canvas tents and at the outlying survey posts. The trip up the mountain was long and hard and dangerous for both horse and man Most of the men of the survey teams were not bush-men and were often ill equipped for the harsh weather and living conditions of bush camping, often arriving in their city clothes ready for work. The tent city at Bogong was destroyed by bush fires in 1939 after which an access road was built from Mt Beauty to transport building materials for more permanent dwellings for workmen. Pack horses continued to be used for transporting goods etc. to workers further up the mountain.Without the work of horsemen and their pack horses providing supplies and communications for outlying outposts, surveying and early planning for the Kiewa Valley Hydro Electric scheme could not have gone ahead and the dams and power stations which support the system could not have been constructed. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.Pictorial history of the early years of Bogong Village including one photo taken following the devastating fires of 1939. The Victorian Environmental Assessment Council and the former Environment Conservation Council (ECC) and Land Conservation Council (LCC) have completed 36 land use investigations over more than 35 years, including 27 regional reviews. They provide a framework for use of Public Land in Victoria. The Land Conservation Council was established by the Land Conservation Act 1970.These maps provide an assessment of the Alpine area at the time the maps were created. Some of the topics eg. Rainfall and water resources may change over the years thus providing a comparative analysis.
