Date estimated to be circa 1912 based on the style of printing on the reverse of the card - Kodak Austral paper for real photo postcards, the paper was manufactured c.1908-1914 (See also POSTCARDS ON KODAK PAPER - IS IT POSSIBLE TO "DATE" THEM? http://tps.org.au/bb/viewtopic.php?t=115) Brougham Street was created in Josiah Holloway's 1851 subdivision of Little Eltham. It was one of several east-west streets shown on the subdivision plan as crossing the Diamond Creek. The western part was named Wellington Street on the subdivision plan but was later changed to conform with the name of the eastern part as acknowledgement of the continuity of the street. It is not known when the first bridge was constructed in Brougham Street however it was certainly mentioned at Council’s meeting of 2 June 1884 as being in a dangerous state of repair. This photo (c.1895) of an old bridge shows a very low-level simple log girder bridge crossing the creek at a right angle and so the approaches involved bends in the road alignment. This bridge was generally known as Kaylocks Bridge or Kaylock’s Crossing after the owner of the adjoining land. It was most likely built from around the mid-1850s, or a crossing of some fashion established as Richard George Kaylock, butcher of Little Eltham and his wife Emily Ann settled there in 1854. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. The land on the western side of the creek was farmed, the house being on the eastern side. Kaylock's Bridge formed part of the original coach road to Eltham and in 1922 was described as an "old rustic bridge". Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. In September 1922, Council called for tenders for a new timber bridge to be constructed at Kaylock’s crossing. An engineering assessment carried out for the Council by Macleod Consulting at the time of the replacement suggested that the construction details indicate that it was in the 1900s, however this dating could possibly have been the result of numerous repairs undertaken over the years to flood damage. The tender was awarded to Mr Weller of Kangaroo Ground who commenced work in February 1923 on a higher-level timber trestle bridge. Work was slowed due to illness of the contractor and the accidental death of a man in March 1923 following the collapse of the bank after he had jumped into a hole that had just been blasted. The bridge was completed around July 1923 at which point the old structure was pulled up, marking what was described in the ‘Advertiser’ newspaper as the passing of an old and well-loved landmark in the district. In April 1924 the approach to Kaylocks bridge was washed away during the heavy flooding that destroyed the Main Road bridge. The western side was repaired, and an extra span was added to the eastern side using timber from the destroyed Main Road bridge. The bridge was again severely damaged four months later in August 1924 When a lack of finances delayed repairs to the Bridge Street bridge in 1931 (also referred to as Obelisk Bridge at the time), traffic had to detour via Brougham Street for some time. Local residents feared that the Bridge Street bridge might never reopen. Kaylocks Bridge was constantly subject to damage by floods. In the 1934 flood it was submerged by two feet of water. In more recent times the bridge was again severely damaged by flooding and repairs made. Significant items relating to Albert Telfer White who entered Ballarat College April 1912 and left December 1918. Albert was born 29 June 1897 at his home 'Ashford Vale" farm, Cuthbert's Road, Cardigan. Albert, a second generation Australian, was the fourth son and sixth of eleven children born to dairy farmer John White and his wife Elizabeth, nee Douglas. Albert attended Bunker's Hill State School prior to enrolling at Ballarat College. After College he obtained employment with the engineering firm Ronaldson and Tippett in Ballarat. Following his eighteenth birthday Albert enlisted in the AIF in Ballarat with the rank of Private, No 2012. He embarked for the Middle East with 23rd Battalion on 26 August 1915 and was 'taken on strength at the Gallipoli Peninsular 25 October 1915". On 10 January 1916 Albert was posted to Alexandria, Egypt and during this time he was able to meet with his aunt Rose Douglas, an Australian Army Nursing Sister. This was a great comfort to his family. Albert was sent to France 19 March 1916 and transferred to the 22nd Battalion. He was mentioned in dispatches for 'good and gallant conduct' 5 August (1917?). Albert was hospitalised 30 March 1918, rejoined 22nd Battalion 3 June 1918, wounded in action 3 October 1918 but died of wounds at Rouen 10 October 1918. news of his death was received by his family n Australia just prior to the armistice. This set of taps and dies tools was owned by Frederick William McDowell (Fred) (1880 to 15-6-1967). He was a wheelwright by trade. He made and repaired vehicles such gigs, buggies, jinkers, sulkeys, spring carts and farm wagons. His workshop was on the corner of Cramer Street and Raglan Parade in Warrnambool., previously the site of Fotheringhams, and after McDowell's, and still in 2023, occupied by Reece Plumbing Fred's workplace prior to retiring was at Bryant & Waterson's in Kepler Street, opposite the Criterian Hotel, making rubber tyred horse-driven farm wagons. This Wiley and Russell hand operated, thread cutting Die and Stock, or Die and Tap, set’s patent carries the description “The taper-headed screws adjust the size; the four side screws hold the cutters firmly in the holder. Marketed as the Wiley & Russell LIGHTNING SCREW PLATE. The taper-headed screws are carried over from the J.J. Grant October 21, 1871 patent (no. 120,266). This patent was improved by Smart's Oct. 21, 1884 patent (no. 306,783).” Dies are used to cut external screw thread, stocks are the tools that hold the dies in place with countersunk adjustable screws, and taps are the tools that make the internal threads. The tools would be used by farriers, blacksmiths, wheelwrights sailing and steam ship engineers for making new, or repairing old, threads in metal. WILEY AND RUSSELL Manufacturing Company The company Wiley and Russell was established in 1872 by Solon Wiley and Charles P Russell, whose uncle founded the J. Russell Cutlery Co. The company began with the purpose of manufacturing thread cutting tools in Green River U.S. This tap and die set is an example of tools used by blacksmiths, farriers, wheelwrights and engineers on sailing and steam ships. It is also an example of early U.S. made engineering tools.Tap, Die, Die Stock set of industrial tools, fitted inside original timber box with three instruction labels attached inside lid. The set is the “Wiley and Russell LIGHTNING SCREW PLATE Pat. Aug. 5, 1884”. The lid has three metal hinges and is secured by two metal hook and eye fittings. This set of Whitworth standard threads has metal die and stocks (seven), and taps (three - the case has provision for four more die). The manufacturer’s details and the sizes of the threads are impressed into the tools. The paper labels have instructions and a diagram for the use and care of the tools. Tools have a protective oil coating. This water standpipe is believed to be the only one of its kind in working order. It was originally located in Warrnambool, on the hillside at the corner of Mickle Crescent and Banyan Street, providing water for the Chinese Market Gardens below, on the flats. It was removed from this location on May 2nd, 1979, with the intention to relocate it at the new Flagstaff Hill Maritime Museum & Village. The standpipe lay in storage for years until the Warrnambool Company, Chemblast, offered to restore it for use as a working display. The display was officially opened on March 31, 2014. The water from the adjacent lake is drawn out with a hand operated water pump, and goes up into the standpipe, where flows through the canvas hose and into the top of the Furphy Farm Water Cart. The display is a visual acknowledgement of the years served by Flagstaff Hill volunteer and Friends of Flagstaff Hill Chairperson, Bob Crossman. Warrnambool’s early settlers had no water supply prior to the mid-1850s. They relied on rain water tanks, domestic wells and springs. The town experienced a huge, destructive fire in William Bateman Jnr. & Co.’s large produce store in November 1856, which highlighted the need for both a fire brigade and a good supply of water. In 1863 a volunteer fire brigade was established. In August 1880 the town celebrated the installation of its first water standpipe on the corner of Liebig and Timor streets. The water was pumped from springs at Cannon Hill through the connected pipeline to the standpipe, then distributed to households via horse and cart. Each of the licenced cart drivers were compelled by Council regulations to keep their carts full from sunset to sunrise, ready to cart water to outbreaks of fire. They received a fee for this service. In 1893 the town installed a water supply, sourced from the Merri River, stored in a reservoir basin and tower in north Liebig Street, and distributed throughout the town in a system of pipes. By late 1939 a reticulated supply was installed, with the water piped in under the Otway Scheme. Standpipes are still used in modern times in rural and remote areas for homes, farms, stock, agriculture and firefighting. Many commercial or government owned standpipes are metered, charging a fee for the quantities of water supplied. This water standpipe was made by Langlands Foundry Co. Limited, Melbourne, which was establish in 1842. It was Melbourne’s first foundry and iron shipbuilder, and one of the largest employers in Victoria at the time. Langlands was known for its high quality workmanship and wide range of goods for mining, engineering, marine, railway and other industrial uses. The company made the first cast bell, the first lamp posts in the colony, and the boiler for the first Australian train. In the 1860s it produced cast iron pipes for the Board of Works, which laid the pipes for Melbourne’s first reticulated water supply. The firm was bought by Austral Otis Co. in 1897.This water standpipe is significant historically as it is believed to be the only one of its type in working condition. The standpipe is significant for being manufactured by early colonial firm Langlands Foundry of Melbourne, which was known for high quality, cast iron products. The firm made the boiler for the first Australian train, assembled the first Australian paddle steamer and made the first Australian cast bell and lamp posts. Langlands was one of the largest employers in Victoria at the time. The standpipe is significant historically as it represents the evolution of water supply services in Australia. A hexagonal pipe extends at right angles from the joint, with an outlet fitting and flow-controlling wheel on the end. A length of canvas hose hangs from the outlet fitting. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). This area was once known as O’Shaughnessy’s Paddock. O’Shaughnessy was the licensee of the Kew Hotel. The ‘Paddock’ or farm was for many years the closest farm to Melbourne. By 1903, when this plan was surveyed and lithographed, little of the farm remained. The area is dominated by a ‘clay hole’, on the site of the current Foley Reserve. It was used by Smart’s Brickyard from the 1880s until 1911, when the Council purchased it for a rubbish dump. It is notable as the site is one of the few industrial operations to have existed in Kew. By 1903, urban development was characterised by larger houses fronting Barkers Road and brick and weatherboard villas in Foley Street. Nearer the pit, weatherboard houses predominated. Foley Street bisected the triangular block and continued right to Denmark Street.
