In UK in early 1800's the word 'mechanic' was applied to a broader range of skills such as working man, tradesman or artisan. Mechanics' Institutes were formed originally for voluntary, self-funded organisations, to improve the education of working men and to instruct them on their various trades. The germ of the idea came from a class formed in 1799 by Professor George Birbeck in Glasgow, Scotland, for journeymen mechanics (apprentice trade workers), with the first Institutes being organised in London and Manchester in the 1820's. By then the original aim had broadened and the Mechanics' Institutes were established as popular agencies of adult education. The Mechanics' Institutes were run by committees that provided facilities for a meeting room, hall suitable for lectures, and a library. Funding was raised locally and often supplemented by grants from government agencies for the purchase of books and other resources. Activities were community based. In Australia, Mechanics' Institutes were set up in New South Wales and in Tasmania in the late 1820's. Mechanics' Institutes began in Victoria, with the first one in Melbourne dating from 1839, providing similar services but in time offered services tailored to their specific area. Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. "These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In q856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art., and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. In 1975 the original building was demolished and the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: - The new City Library took some of the historic books and some important documents, historic photographs and newspapers. - The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. - The Historic Society has some items - The State Museum has some items - Some items were destroyed - Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. NOTE: Pages of this book have been digitally recorded and archived. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This Record Book was printed and published in Melbourne by Sands & McDougall Limited and distributed to be sold by stationers for 1s. 6d (1 shilling and 6 pence) or with Blottings (blotting paper to soak up excess wet ink) for 2s. 6d..The back cover has advertising from the Colonial Mutual Life Assurance Society Limited, an insurance company based in Collins Street Melbourne.Inside the front cover is a Calendar for the year 1897 and a table with dates for Eclipses of the Sun and Phases of the Moon for that year. Contained within the diary is a loose page listing products and an order form for Sands & McDougall. There is also a section titled "Miscellaneous Information" that includes Weights and Measures, Postal Tarriffs, Holidays, Population of various towns and states, education and a Ready Reckoner for Hourly Wages. The first meeting to form an Agricultural society in Orbost was convened by the then Orbost Progress Association and held in the Mechanics Hall on Saturday, 10th October 1891. Its first show was held on 3rd March 1904...on a site alongside the Bonang Road where the present Golf Club stands. It is currently held at the Recreation Reserve at Newmerella. (Ref: In Times Gone By-Deborah Hall) This frame was made by Mary Lynch, wife of Matt Lynch. Pictured in the photograph are: Back: W. The Album was compiled by Nancy McHaffie late 1990's, with the assistance of Edith Jeffery's, with her book "Garden of Memories" and extensive knowledge of Phillip Island. The Cemetery lies back from the road and is surrounded by Manna Gums, rare Peppermint Gums, Blackwoods and other native trees. In all 25 acres of land were set aside as Crown Land in the land settlement of 1868. There are 6.2 acres of wetlands near the cemetery entrance.466-40: George Walton settled at Rhyll after the Land Settlement Act was granted 8 acres in the township of Rhyll. He was the father of a large family, many descendants still live on Phillip Island. He had the honour of being the first brickmaker on the Island. He died in 1912 in his 81st year. Also Harriet Walton, Richard Walton & George James. 466-41: The Gall Family. Robert and Sarah Gall came to Phillip Island about 1869 and selected Block 10, some 20 acres. They built their home and sunk a well which still exists in Settlement Road, Cowes. This hat belonged to Mr William Grant, Shire President of Bacchus Marsh. Mr Grant and his wife were invited to the opening of the first Federal Parliament held in the Royal Exhibition Building, Carlton, on the 9th May 1901. The opening was attended by the Duke and Duchess of Cornwall and York (later George V and Queen Mary) and 12,000 guests. Mr Grant's family were early settlers in Bacchus Marsh, and both he and his father were influential people in the town. They owned the property "Millbank". Domestic object - Spoon, Walker & Hall, C.1910-1920

This electroplated teaspoon made by Walker & Hall of Sheffield. It was recovered from an unknown shipwreck in the coastal waters of Victoria in the late 1960s to early 1970s. The shipwrecks in the area range from around the 1840s to the early 1930s. It is part of the John Chance Collection. Walker & Hall’s Marks on this teaspoon, the SHIELD and the FLAG, date the spoon between 1910 and before 1920. The letters, possibly N S, within a shield may stand for Nickel Silver. The first Sheffield licence to make electroplated pieces of work was granted to John Harrison in 1843. One of his employees, George Walker, had been sent to learn electroplating skills at Elkington’s in Birmingham, who had patented the process discovered by Dr John Wright. Walker left Harrison in 1845 and started up his own company with Samuel Coulson and William Robson, to become George Walker & Co., electro-platers and gilders, taking out a licence with Elkington’s. In 1848 Robson retired and Henry Hall joined the partnership, operating at Electro Works at 11 Howard Street Sheffield, with a showroom in at 45 Holborn Viaduct, London. The firm had changes in the partnership and by 1853 it was called Walker & Hall. Over the years the company grew, with branches in the UK and overseas in Australia and South Africa. Then John Bingham, and later his brother Charles Bingham, became involved in the business, increasing profits. In 1861 the firm registered its first Trademark, a stamped ‘Flag’ with a banner with letters ‘W & H’. In 1884 Walker & Hall were one of the largest manufacturers and the second to introduce a voluntary system of using dating marks for silver plate, based on the alphabet and styles of shields or figures. The firm grew and prospered. It was described as ‘comprehensive … touching almost every department of Social life’, selling all manner of silverware and other goods. In 1920 the firm became Walker & Hall Limited and continued to expand in the goods produced and the member employed. Then the effects of war brought economic depression and fewer people able to afford the quality luxury goods. Eventually, in 1963, the company amalgamated with Mappin & Webb and Elkington & Co., becoming British Silverware Ltd. Although the spoon is not linked to a particular shipwreck, it is recognised as being historically significant as an example of cutlery, perhaps part of a passenger’s luggage or imported for use in Victoria in the early 20th century. This spoon is significant for its association with makers Walker & Hall, famous for silverware and silver plate in the mid-19th to early-20th century. It is the only example in Flagstaff Hill’s shipwreck artefact collection. The spoon is also significant as it was recovered by John Chance, a diver in Victoria’s coastal waters in the late 1960s to early 1970s. Items that come from several wrecks have since been donated to the Flagstaff Hill Maritime Village’s museum collection by his family, illustrating this item’s level of historical value. Irish poet and balladeer Thomas Moore, best-known for penning The Minstrel Boy and The Last Rose of Summer, is honored in this statue prominently located in Sturt Street created by sculptor George Grant from white Carrara marble. George Grant was trained at the School of Art associated with the National Gallery of Victoria, apparently in the 1880s, and then worked as an artist, specialist house painter, and banner artist. Several of his paintings are held by the Ballarat Art Gallery. Moore`s writings range from lyric to satire, from prose romance to history and biography. His popular "Irish Melodies" appeared in ten parts between 1807 and 1835. Moore was a good musician and skillful writer of songs, which he set to Irish tunes, mainly of the 18th century. Ceremonial object - Engraved Silver Trowel, Bendigo and Eaglehawk Electric Light and Tramway Powerhouse, 1901

This trowel was presented to City of Bendigo Mayor, Simeon Ryan by Mr B. Deakin the Australian representative of the Victorian Electric Supply Company on the occasion of the laying of the foundation stone for the new power house building in Hargreaves Street, Bendigo. This power house was built to supply power to both Bendigo and Eaglehawk and the overhead power system for the tramway which ran from Quarry Hill, through the city to Eaglehawk and from Golden Square to Lake Weeroona. The building of the power house changed Eaglehawk and Bendigo as street lights were installed and houses became electrified. A report in the Bendigo Independent in 1902 reported ' Night will then be almost as brilliant as the day and people .... who live in the suburbs are to be provided with a tram service worth of the name'. (See reference A Mammoth Scheme.) The tramways closed in April 1972 after the Victorian Parliament granted the SEC an application to cease operating. Today Bendigo Trust operates the tourist trams which run along Pall Mall and welcomes over 40,000 visitors annually. The Bendigo Tramways Depot is the oldest operating tram depot in Australia and is listed on the Victorian Heritage Register. Certificate, Australasian Federal Referendum July 1899

William Grant Junior was President of the Shire of Bacchus Marsh in 1901 when the Australian Colonies federated to become a federal nation state. Grant was a member of a prominent local family and was active in public affairs throughout his life. The federation of the Australian Colonies was a turning point in Australian history and as such its achievement was celebrated in a range of ways. A major step towards achieving Federation was the referendum of July 1899 which saw five of the six Australian colonies vote in favor of Federation, with Western Australia later voting in favor in 1900.Printed poster sized document certifying that William Grant of Bacchus Marsh voted in a referendum of Victorian electors on 27th the July 1899 on the question of an Australian Federal Constitution. The body of the certificate text is surrounded on three sides by captioned photographic portraits of the Premiers of the six Australian Colonies. A British coat of arms is at the top of the certificate and at the bottom is an image of Parliament House in Melbourne, which includes a Dome, which was a projected feature of the building which was never actually added to the Victorian Parliament building.Across the top of the certificate: 'Australasian Federal Referendum July 1899'. In the centre: 'This is to certify that the question of an Australian Federal Constitution was submitted to the Electors of Victoria on the 27th day of July 1899 and that out of a Poll of 103,783 votes 152,653 were cast in favor of such Australasian Federal Constitution and further that William Grant, voted at the said election'.
