... Heritage Protection Overlay... Marshall Bungalow Heritage Assessment Heritage Protection Overlay ...From 1955 Alan Marshall's home was a bungalow at the rear of his sister's house at Eltham. The first bungalow burnt down. Its replacement shown here still stands. In March 2020 the property was sold. It was last sold previously in November 1982. No mention was made in the advertising regarding the heritage protected bungalow in the rear yard and advertising material presented it as having future potential to develop STCA (Subject To Council Approval). Concerned local members of the community alerted to EDHS to the pending upcoming sale and Council was also alerted to the sale and the potential risk presented to the heritage protected bungalow. In 2021 an updated amendment, C133nill, was made to the Nillumbik Planning Scheme in response to a planning application to develop the property following its sale. The Minster of Planning approved and gazetted the Amendment. Gazettal occurred on 25th November 2021. A copy of the gazetted Amendment is available on website of the Department of Environment, Land, Water and Planning at www.planning.vic.gov.au/schemes-and-amendments/browse-amendments. ... of the wreck were re-discovered and the ship now has maritime heritage... and the ship now has maritime heritage protection. Harry McKenna ...This is a model of the ship La Bella which was built in Norway in 1893. From 1902 the La Bella worked the timber trade between New Zealand and Australia under the command of Captain George Mylius. In 1905 the ship hit a submerged reef about 100 metres from the Warrnambool Breakwater and was grounded and wrecked. Seven men drowned in the wreck and five, including the captain, were saved. A local fisherman, William Ferrier, was hailed as a hero when he went in the stormy seas in a small dinghy with one oar to rescue two of the men. In 1982 the remains of the wreck were re-discovered and the ship now has maritime heritage protection. Harry McKenna, a Warrnambool resident, was a well-known maker of ship modelsThis model is of considerable interest because: 1. It is a representation of the local Warrnambool ship, the ‘La Bella’ (wrecked in Warrnambool Bay 1905) 2. It is an example of the art of making ship models in bottles 3. It was made by Mr Harry McKenna, a well-known Warrnambool 20th century resident. This is glass bottle with a white stopper. The bottle contains a model of a ship with three wooden masts and white sails and a wooden hull. The bottle is resting on a wooden structure with two side pieces with curved tops, a top section for carrying the item and a wooden base. ‘Model of La Bella’ ‘La Bella’ wreck of the ‘la bella’, harry mckenna,, model ship builder -

... to Queensland’s Department of Environment and Heritage Protection (EHP... to Queensland’s Department of Environment and Heritage Protection (EHP ...This concretion of tobacco pipes is one of a group of artefacts in the McCulloch Collection. It was recovered from the shipwreck of the Victoria Tower. The pipes may have been amongst the ship's cargo but could have been included in a passenger’s personal effects. The object is now one of the shipwreck artefacts in Flagstaff Hill’s Mc Culloch Collection, which includes items recovered from the wrecks of the Victoria Tower (wrecked in 1869) and Loch Ard (wrecked in 1878). They were salvaged by a diver in the early 1970s from the southwest coast of Victoria. Advanced marine technology had enabled divers to explore the depths of the ocean and gather its treasures before protective legislation was introduced by the Government. The artefacts were donated to Queensland’s Department of Environment and Heritage Protection (EHP) by a passionate shipwreck lover and their locations were verified by Bruce McCulloch. In 2017 the Department repatriated them to Flagstaff Hill where they joined our vast collection of artefacts from Victoria’s Shipwreck Coast. The Victoria Tower: - The three-masted iron clipper ship was built in 1869 in Liverpool, England, as a passenger and cargo ship for the Australian trade. She was named after one of the two towers of the British Houses of Parliament and owned by the White Star line. The Victoria Tower sailed under the command of Captain Kerr from Liverpool towards Melbourne on her maiden voyage. She carried 34 passengers and 16 crew plus a general cargo including bottled beer, slates, iron pipes and hardware. She was almost at her destination when she was wrecked on 17th October 1869 at Point Impossible, west of Thompsons Creek, Breamlea. The shipwreck is a very popular dive site. The artefact is an example of cargo or personal items on board a ship in 1869. It provides a reference point for classifying and dating similar items. The artefact is significant for its association with the clipper ship Victoria Tower, which is listed on the Victorian Heritage Register as S698. The Victoria Tower is recorded as the most intact historic shipwreck accessible between Point Lonsdale and Cape Otway. ... campaigner for heritage protection in Canterbury. This document... a tireless campaigner for heritage protection in Canterbury ...This report was prepared by historian Robin da Costa-Adams to assess the cultural heritage significance of "Enniskillen" at 14 Balwyn Road, Canterbury. It includes some family history on a number of prominent families - the McAlpin family, the Hindson family and the architect, Arthur William Plaisted who designed 'Enniskillen' for the McAlpin family. McAlpin's was a major Victorian flour company in the nineteenth and early twentieth centuries. Owned and operated by J. McAlpin and Sons, the company sold its flour products across Australia and overseas. McAlpin's developed a successful marketing campaign which was pitched directly at housewives. One innovation was the publishing of a free cookbook which had recipes in it that used McAlpin's products. These free cookbooks were published successively from the 1930s through to the 1960s in Australia. Arthur Plaisted also designed the Surrey Hills Medical Centre in Union Road c1911. Some of his work is featured on the State Library of Victoria Collection. Robin da Costa-Adams has researched and written many publications including 'Blackburn a picturesque history, 1978'; 'Land of Gold: Gwlad yr Aur: James Tipping and a Mining Heritage'; 'Address (with signatories) from the women of Ballarat & Ballarat East to the women of England 1864 : against transportation of convicts', compiled and indexed by Robin; and 'Connie's Story : commemorating the Life of Mrs Edward (Plorn) Dickens'. Robin has been a tireless campaigner for heritage protection in Canterbury. This document on 'Enniskillen' was included with Robin's submission for 2 VCAT hearings regarding possible development of the property. Both resulted in a judgement against the proposed developments. In the recent (2021) hearing the document was specifically mentioned in the judgement.A report prepared by Robin da Costa-Adams in 2009 to assess the cultural heritage significance of "Enniskillen" at 14 Balwyn Road, Canterbury. The shipwreck is a very popular diving site. The artefact has now been repatriated to Victoria and is located at Flagstaff Hill Maritime Village. The Victoria Tower is one of only seven shipwrecks in Victoria that have had more than 100 objects recovered from them reported as a result of the Commonwealth Amnesty held in 1993-94.Ceramic tile, square, with star or compass design.Brown tile has cream design of i-pointed star with a circle in the centre and between, and on the end of, each point. The side profile of the tile shows the division between the top layer and the base, with a groove between the two. The tile was made by MAW & Co. of Broseley, England. The back of the tile has parallel ridges and is embossed with an inscription. It was recovered from the wrecked ship Victoria Tower. Container - Earthenware jar, Bailey & Co, circa 1878
... donated to Queensland’s Department of Environment and Heritage... and Heritage Protection (EHP) by a passionate shipwreck lover ...The handmade earthenware jar was one of a group of artefacts in the McCulloch Collection that were recovered from the shipwreck Loch Ard. The jar could have been from the ship's cargo or personal effects. There are other jars in our collection that were recovered from the Loch Ard. The Loch Ard: - The three-masted, square-rigged iron ship Loch Ard belonged to the famous Loch Line which sailed many ships from England to Australia. The ship was built in Glasgow in 1873. The Loch Ard made three trips to Australia and one trip to Calcutta before its final voyage. The Loch Ard left England on March 2, 1878, under the command of Captain Gibbs, bound for Melbourne with a crew of 37, plus 17 passengers and a load of cargo. The general cargo included straw hats, umbrellas, perfumes, clay pipes, pianos, clocks, confectionery, linen and candles, as well as a heavier load of railway irons, cement, lead and copper. There were items included that were intended for display in the 1880 Melbourne International Exhibition, including the famous Loch Ard Peacock. On June 1, 1878, Captain Gibbs was expecting to see land but visibility was reduced by fog. As it lifted, the sheer cliffs of Victoria's west coast came much closer than expected. The captain was unable to steer away and the ship struck a reef at the base of Mutton Bird Island, near Port Campbell. The top deck was loosened from the hull, the masts and rigging came down and knocked passengers and crew overboard, and even the lifeboat crashed into the side of the ship and capsized. Of the 54 people on board, only two survived: the apprentice, Tom Pearce and the young woman passenger, Eva Carmichael. The well-packed Minton porcelain peacock also survived, safe inside its crate. Much of the cargo was washed up, smashed and broken, and some was salvaged. Other cargo is still with the wreck at the base of Mutton Bird Island, now protected by Government law. The artefact is an example of cargo or personal items on board a ship in 1878. It provides a reference point for classifying and dating similar items. This artefact is significant for its association with the sailing ship Loch Ard, one of the best-known, and one of the worst, shipwrecks in Victoria’s history. Flagstaff Hill’s collection of artefacts from Loch Ard is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the Loch Ard. The Loch Ard collection is archaeologically significant as the remains of a large international passenger and cargo ship. It is historically significant for representing aspects of Victoria’s shipping history. ... on Melbourne’s electric train network – which has local heritage... local heritage protection and is an important part of the area’s ...Announcement by Premier Daniel Andrews, Minister for Public Transport, Jacinta Allan and Member for Eltham, Vicki Ward mad alongside the Eltham Railway Trestle Bridge. MEDIA RELEASE "More Trains And Fewer Delays On The Hurstbridge Line" https://www.premier.vic.gov.au/wp-content/uploads/2018/08/180801-More-Trains-And-Fewer-Delays-On-The-Hurstbridge-Line-1.pdf Commuters on the Hurstbridge line will have more trains, more seats and fewer delays with a re-elected Andrews Labor Government to continue its massive upgrade of the Hurstbridge line. The Andrews Labor Government said it would deliver locals in Melbourne’s north-east more peak hour train services and less time stuck at boom gates, and we have. The first stage of the Hurstbridge Line Upgrade has been delivered – six months early and on budget. This includes the new Rosanna Station, duplicated track between Heidelberg and Rosanna and the removal of the dangerous level crossings at Alphington and Rosanna. There’s more to do and only Labor will deliver the next stage of the Hurstbridge Line Upgrade to give local commuters more train services and a more comfortable commute. The $530 million project will include a brand new train station at Greensborough and the duplication of three kilometres of track between Greensborough and Montmorency, and 1.5 kilometres of track between Diamond Creek and Wattle Glen to allow more train services during the morning peak. This will allow trains to run every six and a half minutes at Greensborough, every 10 minutes at Eltham and Montmorency, and every 20 minutes at Hurstbridge, Diamond Creek and Wattle Glen – as well as two extra Hurstbridge express services. Locals on the Labor Government’s new Mernda line will also get five extra train services during the morning peak, with a major upgrade of the Clifton Hill junction where the Mernda and Hurstbridge lines connect. Labor will also protect the Eltham Trestle Bridge – the last remaining timber bridge on Melbourne’s electric train network – which has local heritage protection and is an important part of the area’s character. The Liberals will leave this bridge to rot and demolish the nearby childcare centre and football club with their under-cooked and under-costed promise to upgrade the Hurstbridge line. Only Labor will protect this important piece of Melbourne’s history with planning work to be carried out for a long-term solution as part of the project. Stage two of the Hurstbridge Line Upgrade will create more than 950 jobs, with construction to start in 2020 and finish by 2022. Quotes attributable to Premier Daniel Andrews “We said we’d upgrade the Hurstbridge line and remove dangerous and congested level crossings at Rosanna and Alphington and we did – but there’s more to do.” “Only Labor will deliver the next stage of the Hurstbridge Line Upgrade with a new Greensborough Station and more trains, more often.” Quote attributable to Minister for Public Transport Jacinta Allan “The former Liberal Government promised new train lines but didn’t deliver a single kilometre of track – now they’re promising a half-baked upgrade of the Hurstbridge line with rubbery figures that don’t add up.” Quote attributable to Member for Eltham Vicki Ward “As a fifteen year old hopping on Red Rattlers at Eltham I wanted to do something to make the Hurstbridge line better. It’s taken me a few decades but finally our line will offer the frequency of services that are expected and needed in a 21st century city.”Born digital image (qty 27)jacinta allan, minister for public transport, panther place, premier daniel andrews, press announcement, railway line construction, trestle bridge, vicki ward mp for eltham, victorian parliament -

This acknowledged the property’s significant ...The Rob Roy Hill Climb originated in 1935 on the property of former Heidelberg Mayor, William Clinton, where he reared the Rob Roy breed of miniature ponies. He established Pleasure Grounds on part of the property attracting groups of Sunday visitors from Melbourne's inner suburbs. Visitors enjoyed a picnic area, pony rides, a dance hall and a tap room. Young men would ride their BSA or Harley Davidson motorcycles to the property which led to regular club-organised hillclimb meetings between 1930 and 1936. In 1935 Clinton offered the use of his property to the Light Car Club of Australia for their hillclimbs. The track was sealed that same year and the hillclimb at Clintons Road was one of only three specially designed bitumen surface hillclimbs in the world, the others being Shelsey Walsh and Prescott Hillclimbs in the UK. The first Light Car Club of Australia hillclimb was held at Rob Roy in February 1937. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p133 About six times a year the unlikely sound of car engines emerges from deep in the heart of Christmas Hills.* Usually a quiet retreat, the Hills are home to one of the world’s oldest purpose-built motor sport venues - the Rob Roy Hillclimb. When sealed in 1939, the hillclimb at Clintons Road was one of only three specially designed bitumen surface hillclimbs in the world, the others being Shelsley Walsh and Prescott Hillclimbs in the UK.1 The Rob Roy Hillclimb originated in 1935 on the property of former Heidelberg mayor, William Clinton, where he reared the Rob Roy breed of miniature ponies. Rob Roy was the Scottish folk hero and outlaw. On part of his property Clinton established Pleasure Grounds, attracting Sunday parties from Melbourne’s inner suburbs. Visitors enjoyed a picnic area, pony rides, a dance hall and a tap room.2 Young men riding on their BSA or Harley Davidson bikes led to club-organised regular hillclimb meetings, between 1930 and 1936. In 1935 Clinton offered his property to the Light Car Club of Australia for their hillclimbs. In February 1937, the first Light Car Club of Australia hillclimb meeting was held at Rob Roy. Jack Day achieved the fastest time that day for the 760 yard (695m) track at 36 seconds in a Ford V8 engined Bugatti Special. At first the climb was just a dusty gravel track, but in 1939 it was up-graded and bituminised. Today the 695 metre track begins on a slight incline, proceeds through a sharp right turn, which formerly passed a rusty iron shed, now remembered by the name Tin Shed Corner. The track continues down a slight incline to a level stretch along the top of an embankment holding back a half-acre (0.2ha) dam, then up to a one-in-three gradient. The track then winds uphill through several left turns to the finish line. In 1939 Frank Kleinig reduced the record to 29.72 seconds in an MG Hudson. Throughout World War Two the Rob Roy Hillclimbs were suspended, but were resumed in 1947. The hillclimbs consistently attracted crowds averaging 500 to 600 people, peaking at 2000, until the hillclimb was destroyed by the 1962 bushfires. The meetings included nine Australian Hillclimb Championships, with the first in 1938 won by Peter Whitehead in his ERA. Eight of the Outright and Class record holders were Australian Grand Prix winners including Jack Brabham, who became a triple F1 World Champion. The Light Car Club of Australia held 61 meetings at Rob Roy. Events usually included Touring, Gran Turismo, Production, Sports, Racing and Vintage cars and in the latter years Go-carts. These meets suddenly stopped after the 1962 bushfire destroyed the access bridge on the property leading to the track area, although fortunately Clinton saved his home. The club then established the Lakeland Hillclimb venue close to Lilydale.3 From 1979 to 1987 the MG Car Club ran hill climbs at the Templestowe Hillclimb until the land was to be sub-divided. In 1991 the MGCC approached the Shire of Nillumbik about using the derelict Rob Roy venue. In 1992, after much lobbying, the club signed a ten-year lease from Melbourne Water, which has been renewed. The original track was faithfully reconstructed. Access roads were improved and guard rails were installed on the causeway. Permanent structures were rebuilt and tonnes of rubbish removed. This was made possible by an immense amount of voluntary work by MGCC members and financial support from the newly formed Friends of Rob Roy. In February 1993 the first Return to Rob Roy Historic Meeting was run with a huge spectator attendance of around 1000 enthusiasts. In September 2007, the Nillumbik Shire Council gave the hillclimb heritage protection. This acknowledged the property’s significant contribution to early Australian motor sport with its social connection to William Clinton and the local community.4 *Christmas Hills was named after emancipated convict and shepherd David Christmas, lost in these hills. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It remains the most recent comprehenesive publication devoted to the Shire's history connecting local residents to the past. nillumbik now and then (marshall-king) collection, rob roy hill climb, clintons road, light car club of australia, william clinton -

Air Raid Precautions (ARP) badges, Circa early 1940's
... of the badge shown on the Darebin Heritage 'Air Raid Protection... Heritage 'Air Raid Protection Services (ARP)' publication ...Mr Webb King was an Air Raid Warden during World War 2. These badges were found when his workshop was being cleared out, and so were donated to our society. The badges in our possession do not have the word WARDEN printed on them, like the image of the badge shown on the Darebin Heritage 'Air Raid Protection Services (ARP)' publication, or the image of a badge offered for sale on ebay. At this stage we are uncertain of why this is so. If anybody knows the answer then please leave a message on this site. During World War 2 Australian municipalities were expected to take precautions against air raids, with the Government campaigning to recruit men over 45 to be volunteer Air Raid Wardens. It was also common for women to become wardens. Wardens carried gas masks, helmets, and rattles or whistles. The wardens received 7 to 8 one hour sessions of training, and their chief duty was to advise people of precautions to take, and to ensure those precautions were taken. Air Raid Precautions included air raid drills, shelters (usually trenches), first aid, fire fighting, rescue of 'gassed' persons, evacuation drills, demolition and repair squads, monitoring of blackouts. Melbourne was deemed vulnerable to aerial attack because of its centralised port and industrial facilities and so Anti-aircraft guns were installed in Maribyrnong. By early 1942 more than 60,000 people voluntarily carried out Air Raid Precautions duties according to the Autobiography of Robert V. J. Padula OAM. As the threat diminished during 1943 and 1944 the need for air raid precautions was slowly reduced, and some shelters (trenches) were filled. The two photos showing Air Raid Wardens are out of copyright and have been sourced from the 'Argus Newspaper Collection of Photographs, State Library of Victoria.' The image showing one warden on Swanston Street Melbourne has been cropped to remove extras not connected with the photo. Other sources of information for this report are: (1) http://bpadula.tripod.com/autobiography/id100.html, (2) https://www.awm.gov.au/exhibitions/underattack/mobilise/precautions.asp, (3) http://heritage.darebinlibraries.vic.gov.au/article/57. The ARP badges are a historic reminder of the precautions that were taken in Victoria during the early years of World War 2. The precautions were an effort to minimise the harmful effects of a theoretical air raid. The war started to turn and so an air raid never came, however many people received valuable training in what precautions needed to be taken.Pressed metal round badges with pins. Main feature of badges is the large whitish lettering ARP on a red background. A black outlined crown and the word VICTORIA in red on whitish background is also on the badges. At the bottom of the badges in black are the letters DC plus the numbers of the badges.Serial Numbers of the badges are: DC 361, DC 362, DC 364, DC 368, DC 370, DC 374, DC 375, DC 376, DC 377, DC 379, DC 388, DC 389.arp. arp badge, air raid precautions, air raid precautions warden, warden, badges
