Chief Secretary of Victoria, 17 August 1971" on the exterior bluestone wall. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. The library and Shire Offices were demolished exactly 25 years later in 1996. The current library was opened in 1994. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. This tape is from the first telegram ever sent in Western Australia. This important event occurred on 21 June 1869. At this time the transmitted message was received on paper tape and later transcribed onto a telegram form for delivery. The original tape was presented to the Honourable Frederick Palgrave Barlee, Colonial Secretary of Western Australia, as a souvenir. "FPB" appears on an engraved shield on the lid. James Coats Fleming, the first telegraphist and later Superintendent of Telegraphs, sent the telegram. During 1875, Colonial Secretary Barlee transferred from Perth to Belize and then to Trinidad where he died in 1884. The fate of the case and spool, souvenir of that first telegram, was unknown. In July 1940, the WA Agent-General in London advised the Premier's Department in Western Australia that a Mrs EW Hillyer of Hertfordshire had the spool and case and was willing to sell it for ten guineas ($21). The Postmaster General's Department agree to the purchase and it duly arrived by registered mail. As a communications museum was planned in Melbourne, it was sent there to be included in the collection. Nothing more was heard until early 1980s when the relic arrived at the Post and Telecommunication museum in Perth. The case had been found in an old Melbourne strongroom where it had apparently been placed for safe-keeping and then forgotten. Initial attempts to decode the message on the tape were unsuccessful. Eventually, it was discovered that the Western Australian Telegraph Company, responsible for that first transmission, had devised its own code. A copy was obtained from the Battye Library and the message deciphered.This Morse tape is of historic significance as the first telegram ever sent in Western Australia. The occasion was momentous as the transition point between isolation and ease of connection for business and personal communications. The case is of aesthetic interest for the craftsmanship involved in the engraved text. Further, the tape has research potential owing to the unique information contained within this tape; that is, the code of the Western Australian Telegraph Company. This tape, may in turn be used to decode further messages sent by the Western Australian Telegraph Company. As the first telegraph message sent in Western Australia, this tape is rare. Despite a tumultuous journey from 1869 to the early 1980s, the tape's ceremonial wooden case provides provenance information which supports the tape's historic importance.Small wooden case (.1) holding a length of morse tape (.2) which was the first telegram ever sent in Western Australia . This set of photos is from a leather bound album bearing the inscription "HUME RESERVOIR AUSTRALIA" plus 'The Rt. Hon. L. C. M. S. Amery, P. C., M .P.' all inscribed in gold. It was presented to The Rt. Hon. L. C. M. S. Amery, P. C., M. P, Secretary of State for Dominion Affairs on the occasion of his visit to the Hume Reservoir on 2nd November 1927. To ensure preservation of the album and its contents, the images and information pages have all been digitised. It is assumed that over the past 70 to 80 years there has been some loss of contrast due to fading, and probably detail. Thus, each photo was enhanced in several steps. Digitalisation of the album was completed by Eric Eulenstein in Wodonga in April 2002. The position of Secretary of State for Dominion Affairs was a British cabinet-level position created in 1925 and responsible for British relations with the Dominions — Canada, Australia, New Zealand, South Africa, Newfoundland, and the Irish Free State — and the self-governing Crown colony of Southern Rhodesia.This album is of local and national significance as it documents the planning and development of the Hume Reservoir up to 1927. It was the largest water reservoir in the British Empire. The album records the pioneering engineering work that went into its construction. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. During the period of Jun through October 1956 the original wooden bridge over the Diamond Creek in Bridge Street was replaced with a new concrete structure. At the same time the intersection of Bridge Street at Main Road was revised necessitating the relocation of the Eltham Obelisk. It was ‘temporarily’ relocated to the front garden of the Eltham RSL Sub-Branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jeopardy and in conjunction with Nillumbik Shire Council, supported by the RSL, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. The new location resulted in significant impact upon the Eltham War Memorial Garden. Council’s preferred location was near the Eltham Library however that would have cost $39,000. Two A3 page photocopy of official document with handwritten description of 640 acres of land in Ringwood purchased as Section 23 on 16th November 1954 by Charles Heape of Melbourne for the sum of £640. Summary of Section 23 land (transcribed as written without punctuation): "Bounded on the North by Section 20 bearing East eighty chains on the East by a line bearing South sixty one chains on the South East by the Mullum Mullum Creek on the South by Section twenty eight bearing West sixty seven chains and on the West by part of Section twenty seven and Section twenty four bearing North eighty chains seventy links reserving and road one chain fifty links wide passing through this section being the land put up to sale by auction as lot no.72 in pursuance of the Proclamation of the twenty ninth day of April 1854 and subsequently selected by the said Charles Heape under the Regulation of the first day of March 1843."
