Stevenson screens were first introduced in Australia in the 1880s and were widely installed by 1910. The screens have been used to shelter and protect thermometers and other meteorological instruments from rain and direct heat while the holes and double-louvre walls allowed air to flow around them. Sometimes other meteorological instruments were included in the weather stations, so there were different Stevenson Screen sizes. This authentic, original Stevenson screen was previously owned by the Australian Bureau of Meteorology and was used for many years for weather readings at the Cape Otway Light Station in southwest Victoria. The Lighthouse Keepers recorded the readings for minimum and maximum temperatures at 9 a.m. every day from January 1865 until April 1994. The equipment was sheltered in a Stevenson Screen from 1902 until April 15 1994, when the mercury thermometer was replaced by a platinum resistance probe within an Automatic Weather Station (AWS). This Stevenson screen is one of the two screens that then became redundant. The other Stevenson screen was kept to display to visitors. Lightkeepers were no longer required at the Cape Otway Light station either, due to the automated system. The meteorological instruments donated with the screen were used for measuring temperature and humidity. They are mounted on a metal bracket that fits across the screw holes on the screen’s internal frame. The glass-covered Relative Humidity (RH) sensor was made by the renowned precision instrument maker, Rotronic AG of Switzerland, which was founded in 1965. The firm made its first electronic temperature and humidity instrument in 1967. Meteorological records have been collected in Australia from the 1800s. The records were collated, published and used as a basis for weather forecasts. Many sectors, such as maritime and agriculture industries, have relied on these figures for making important decisions. The quality and placement of the meteorological instruments used to measure temperature and humidity are of utmost importance for accuracy. In early colonial times, there were no national standards for meteorological instruments that would allow for accurate figures and comparisons. Once the Bureau of Meteorology was established (around 1908 to 1910) the department installed Stevenson screens throughout Australia, many at lighthouses and light stations, and the measuring instruments were standardised. The Stevenson Screen was named after its inventor, Scottish Civil Engineer Thomas Stevenson (1818-1887) who was also the father of Robert Louis Stevenson, author. Stevenson developed the small thermometer screen around 1867. It had double-louvred walls around the sides and a top of two asbestos sheets with an air space between them and was thickly painted with a white coating that reflected the sun’s rays. This design was modified in 1884 by Edward Mawley of the Royal Meteorological Society. Standards were set for the locations of the screens and instruments, including their distance above ground level and the direction the door faced.Stevenson screens played a significant part in providing a standardised shelter for all meteorological instruments used by the Australian Bureau of Meteorology from about 1910 until 1994. The readings from the instruments gave the meteorological statistics on which weather forecasts throughout Australia were based. The screen is a white wooden cupboard with a slanted cover raised above the top. The top has ten drilled ventilation holes, and the sides and door are made of downward-slanting double louvres. Two brass hinges join the door to the lower edge of the screen and a metal fitting at the top edge allows for a padlock closure. The screen is supported on four short legs, each with a hole drilled from side to side for fitting to a frame. Inside the screen are two wooden frames fitted with hooks and screws. The floor has three boards; one across the back and one across the front at the same level, and a board wider than the space between these boards is fitted higher, overlapping them slightly. Inside the screen, a pair of electronic instruments with short electric cables is mounted on a metal bracket with drilled holes in it. One of the instruments is a Relative Humidity (RH) probe. It is 26 cm long and is a glass tube with a filter on one end and an electrical connection on the other. It has inscriptions on its label, showing that was made by Rotronic AG, Switzerland. The other instrument is a Resistance Temperature Device (RTD) thermometer. It is 22.5 cm long and has a narrow metal probe joined to a hexagonal metal fitting. Before the introduction of electricity, lighthouses had a clockwork mechanism that caused the lens to rotate with a light source inside that was either powered by Kerosene or Colza oil. The mechanism consisted of a large weight attached by a cable through the centre of the lighthouse to the top where the cable wrapped around a barrel, drum or wheels that controlled the speed of the lights rotation by a clockwork mechanism. The keeper would crank the clockwork mechanism, which would lift the weight ready for the next cycle similar to an old grandfather clock mechanism. Once the weight lifted to its apex at the bottom of the first landing, the keeper would let it fall, which would pull on the cable, which would, in turn, operate a series of gears activating the rotation of the Fresnel optical lens, which would then rotate to create the lighthouse’s unique light speed of rotation characteristic. Creating a specific characteristic required a way to regulate the speed of the rotation, and was important as sailors could identify a particular light by its speed and time between flashes. The weight had to fall at a certain rate to create the proper rotation speed of the lens and a regulator within the mechanism accomplished this. History: From 1851, Chance Brothers became a major lighthouse engineering company, producing optical components, machinery, and other equipment for lighthouses around the world. James Timmins Chance pioneered placing lighthouse lamps inside a cage surrounded by Fresnel lenses to increase the available light output these cages, are known as optics and they revolutionised lighthouse design. Another important innovation from Chance Brothers was the introduction of rotating optics, allowing adjacent lighthouses to be distinguished from each other by the number of times per revolution the light flashes. The noted English physicist and engineer, John Hopkins invented this system while employed at Chance Brothers. Chance Brothers and Company was a glass works and originally based in Spon Lane, Smethwick, West Midlands England. The company became a leading glass manufacturer and a pioneer of British glass making technology. The Chance family originated in Bromsgrove as farmers and craftsmen before setting up a business in Smethwick near Birmingham in 1824. They took advantage of the skilled workers, canals and many other industrial advances taking place in the West Midlands at the time. Robert Lucas Chance (1782–1865), known as 'Lucas', bought the British Crown Glass Company's works in Spon Lane in 1824. The company specialised in making crown window glass, the company ran into difficulty and its survival was guaranteed in 1832 by investment from Chance's brother, William (1788 – 1856). William owned an iron factoring business in Great Charles Street, Birmingham. After a previous partnership that Lucas had dissolved in 1836, Lucas and William Chance became partners in the business which was renamed, Chance Brothers and Company. Chance Brothers invented many innovative processes and became known as the greatest glass manufacturer in Britain. In 1848 under the supervision of Georges Bontemps, a French glass maker from Choosy-le-Roi, a new plant was set up to manufacture crown and flint glass for lighthouse optics, telescopes and cameras. Bontemps agreed to share his processes that up to then had been secret with the Chance Brothers and stayed in England to collaborate with them for six years. In 1900 a baronetcy was created for James Timmins Chance (1814–1902), a grandson of William Chance, who had started the family business in 1771 with his brother Robert. Roberts grandson, James became head of Chance Brothers until his retirement in 1889 when the company became a public company and its name changed to Chance Brothers & Co. Ltd. Lighthouses can achieve distinctive light characteristics in a few different ways. A lighthouse can flash, which is when brief periods of light interrupt longer moments of darkness. The light can occult, which is when brief periods of darkness interrupt longer moments of light. The light can be fixed, which is when the light never goes dark. A lighthouse can use a combination of flashing, oscillating, or being fixed in a variety of combinations and intervals to create individual light characteristics. It is a common misconception that a lighthouse's light source changes the intensity to create a light characteristic. The light source remains constant and the rotating Fresnel lens creates the various changes in appearance. Some Fresnel lenses have "bulls-eye" panels create beams of light that, when rotated between the light and the observer, make the light appear to flash. Conversely, some lenses have metal panels that, when rotated between the light and the observer, make the light appear to go dark. This trade mark (V inside a clover) was German. It was used by the lamp makers Veritas Efsca Works in Birmingham, and for a time by Valor Co. Ltd. which took over Veritas. Valor Co. Ltd. was established in Birmingham in 1890 and produced oil containers for the Anglo-American Oil Com. In 1901 the firm advertised themselves as Stampers And Pieces. Later it was named 'The Valor Co. and was associated with the Aston Brass Co., and advertised as makers of oil lamps and stoves. Valor became a maker of oil heaters cookers and many other products that were fueled by oil. Later it sold gas heaters and ovens. In 1936 Valor Co. Ltd. was made a Public Company and operated under the name The Velor Company Ltd. The company changed names over the years and it was still operating under Velor Fires in January 2002.Oil or kerosene lamps were the means of lighting for homes, farms and industry in the late 19th and early-to-mid 20th centuries. Lamps like these were important as Lighthouse Keepers and Assistant Keepers' equipment. They were in common use in until the lighting was powered by gas and electricity. The reflector at the back of the lamp makes it of greater significance as most lamps don't have this feature. The logo is also interesting as it originated in Germany and was used with permission by a British company and the company that brought it out for a short time. This telescope was amongst various items collected from a sea dive in Port Phillip Bay. The diver was the caretaker of the Port Lonsdale Lighthouse, who dived on various wrecks in the bay during the 1960's. After the caretaker's death, his son sold off many of the shipwreck artefacts. The telescope was purchased from the caretaker's son in the 1990's by a previous owner of the Marine Shop, Queenscliff, Victoria. Many companies were making scientific instruments in Liverpool. Between 1730 up too today, they manufactured spectroscopes, telescopes, microscopes, barometers, photometers, cameras, ophthalmoscopes, and electrical equipment such as electric lamps. Liverpool was a major centre for the production of scientific items rivaling Glasgow and London from 1850 to 1920. This telescope appears to be of quality manufacture but the origins can only be surmised at based on the gold embossing to the leather surrounding the main brass tube as being associated with Liverpool England. There is no maker or owners mark, so again there is no sure way to determine the year of manufacture or maker. There were many opticians and scientific instrument makers working in and around Liverpool from 1730 through too today. Also the possibility the telescope could have been made outside Liverpool overseas should not be overlooked and may have been made as a souvenir item from Liverpool from the mid to late 20th century. The size and type of telescope is a traditional type that was used for many sporting activities in the mid to late 19th century for deer stalking, bird watching, or used generally. I believe the item dates from sometime around the early to late part of the 20th century as the use of the liver bird mark became popular in 1911. It began appearing on many manufactured items of the period up too today, denoting that these items were made by companies operating in or around Liverpool England. If the item had been made by a notable firm it would have been engraved with the makers name city of origin, or owner as was the accepted practice for these items. The writer has been unable to determine if any specific company had had exclusive use of the liver bird logo as it was widely used and was not copyrighted until the Liverpool football club successfully won a court case giving them the sole rights to the trademark in 2012.The item is also an example of the shipwreck artefacts gathered along the southwest coast of Victoria. It is also a sample of scientific instruments used up to the mid 20th century.Victorian style gentleman's three draw brass telescope with machine milling surrounding the end of each tube and around the objective end. The three tube draw has no split and all three cartridges are held within the main brass tube wrapped in leather with rope bindings at both ends 5 cm in length and beginning 7 cm from the objective end. The last 2.8 cm makes up the remainder of the brass tube which has a sliding brass sunshade. The eyepiece is flat and has a protective slide over the lens aperture. Two relay lenses are missing on the ends of the second and third tube. This early 20th-century chest of drawers is unique. It was made from recycled timber kerosene boxes and metal tins. The case was made in South Australia between 1905 and 1927 by the British Imperial Oil Company Ltd, which was the first business to import bulk petroleum products into Australia. Before this, ships carried crates of kerosene as cargo. Items salvaged from the 1880 wreck of the vessel Eric the Red included kerosene boxes. Kerosene replaced plant and animal-based fuel, such as whale oil, for lighting in homes and for the lamps in lighthouses and on marine vessels. It was also used for cooking and heating and as engine fuel. The last kerosene-fueled lighthouse lamp was transferred to solar power in 1985. The chest of drawers is one-of-a-kind. The original uses for the components of the chest of drawers, the wooden box and metal tins were for containing and transporting kerosene. Kerosene was used from the late 19th century for fuel in lamps, heating, and cooling. Previously whale oil was used for the lamps in lighthouses. The company providing the kerosene was the first to import it into Australia in bulk quantities. The set of drawers is one of the many ways that inventive Australians were able to repurpose materials.Chest of drawers; wooden frame and rails, metal drawers with vertical metal handles. The three drawers have been created from empty kerosene cans that were cut in half from top to bottom, some with the round opening closed over. This book is a mid-20th century updated version of a manual with regulations and instructions for lighthouse staff and the supply of equipment and other goods that are necessary. It includes lists such as protective clothing required, fuel, when to raise a flag at half-mast, how communication must be carried out, the testing of equipment, and other similar information. It also contains templates for the Certificates of Service of various ranks such as Master and Mate. Australia no longer has manned lighthouses although some still have caretakers that report on the weather. The last manned lighthouse was in Tasmania and was de-manned in December 1995.The ultimate purpose of the book was to set down instructions that would be used to carry out life saving procedures, and to avoid shipwrecks. It confirms some earlier methods and updates others. The information within the book is similar to the information referred to by the 19th century and early 20th century lighthouse keepers and staff, and others involved in the preservation of life, such as those published by the Department of Ports and Harbours. The set of seven 1858 plans shows proposed plans for the original Lighthouse Complex that was built on Middle Island in 1858-1859. The whole complex was then transferred to Flagstaff Hill in 1871. The plan, dated 1909, is for proposed additions and repairs to the Quarters at Flagstaff Hill. The plan 'Alterations and Additions' shows alternate plans for changes to the quarters at the Flagstaff Hill location. This plan has no date. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters, the Store (now called the Chart Room) and a Privy, which was not included in these plans. The Keeper’s bluestone Quarters was a cottage divided into two compartments, one for each keeper and his family. The bluestone Store was divided into three; a store, a workshop an oil store (or office). The Privy comprised of a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. The Flagstaff Hill Keeper's Quarters have had extensions and additions at various times, and these have also been removed at various other times. The Senior Keeper’s side on the left has fireplaces in two of the three bedrooms and there is a pantry and wash house. The Assistant’s side has no fireplaces in the bedrooms and there’s no pantry or washhouse. These plans include proposed changes to the buildings. The Senior Keeper’s Quarters would have a partition on bedroom 2, a bath with plumbing and drainage, a wall moved and a built-in side porch. The Store would also have a built-in porch. The undated plan 'Additions and Alterations' (2375.9) shows alternative arrangements for water tanks, plumbing and such. WARRNAMBOOL'S LADY BAY LIGHTHOUSES- In the 1800s ships sailing from England to Australia began to use Bass Strait as a faster route to Melbourne. Small navigation errors led to many tragic shipwrecks. From 1848 lighthouses were operating along Victoria’s southern coast as a guide for sailors. Coastal towns such as Warrnambool grew and the exchange of trade and passengers were of great benefit. However, the uncertain weather changes, relatively shallow waters and treacherous, hidden rocky reefs were not suitable for a Harbour and in the 1840s and 1850s there were many shipwrecks in the area, with some even stranded in its Lady Bay harbour. A jetty was built in 1850 and a flagstaff to guide seafarers was placed up high on what became known now as Flagstaff Hill. In November 1857 the Victorian Government recommended that Warrnambool Harbour had beacons and two lighthouses to guide vessels into and out of the Harbour safely. The white light of the Middle Island lighthouse was to be used for the first time on September 1, 1859. The red light of the Beach Lighthouse, a wooden obelisk structure, was first operated on March 25, 1860, but in 1868 this light was ‘discontinued’ due to it being too low. Melbourne’s Department of Public Works decided to relocate the Middle Island Lighthouse Complex - Lighthouse, Keeper’s Quarters, Privy, Store Room and even water tanks - to Flagstaff Hill. The lower obelisk was shortened, and a protruding gallery, railing, and external ladder were added, as well as the light from the Beach Lighthouse. A green guiding light was erected on the end of the jetty. The transfer of the Complex began in March 1871. Each shaped stone of the lighthouse was carefully numbered, removed then reassembled on Flagstaff Hill. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope during one of his two periods of service there. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks, and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the early 20th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. The last occupants of the Middle Island Complex were Senior Keeper Robert Deverell, his Assistant Keeper, Andrew Farncombe, and their families. They all became the first occupants at the Lady Bay Lighthouse Keepers’ Quarters on Merri Street. The Warrnambool Lighthouse Complex plans are the origin of what is now the Lady Bay Lighthouse Complex. They are a record of the people, process and departments involved in bringing the complex into fruition. The plans are significant to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The plan are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The plans are also significant as an example of a product from the Public Works Department in Victoria in the mid-to-late 19th century. The structures built to these plans still stand strong. Plans for the Lighthouse Complex in Warrnambool, including Lighthouses, Keeper's Quarters and Stores. Seven of the plans are on thin fragile paper, one is on thicker, stronger paper. The drawings have been made in pens coloured red and black. They originate from Public Works in Melbourne. This bundel of twenty pages of meteorological observations covers the period between March 1947 and April 1948 but there are some gaps. The bundle includes handwritten records on pre-printed forms from the Commonwealth Government and brief records on plain paper. There are calculations for monthly totals of information such as rainfall, and there are some comparisons between the years. One of the forms has handwriting in three directions, which is quite unusual. Readings were recorded daily for barometer, temperature and wind. There was also a section for comments on Exceptional Phenomena such as storms and fog. . It was one of the many duties of the Lighthouse Keeper or his Assistant to keep these records and make the mathematical calculations required by the Government. Information gathered from Lighthouse Keepers' letters tells of the large amount of time taken for this detailed work and the lack of payment made for such a responsibility. The quite detailed record for May, June and July 1947 were signed by C Carrington, Harbour Master for Warrnambool. Captain Carrington was responsible to the Harborus Board. He was responsibilite for the fortnightly training of the Warrnambool Lifeboat Crew on the practice of lifesaving and using the Rocket Rescue equipment. These Meteorological Observations are an important accurate record of the local weather since the late 1899s. They are part of Flagstaff Hill's Meteorological Observations collection of over seventy record books dating from the late 19th century. The collected information gives a picture of the weather patterns for the months and seasons, which then allows for warnings of events out of the normal or extreme, such as forecasting floods or droughts.Meteorological Observations for Warrnambool March 1947 to May 1948. Coin collections have a long and varied history. Coins were often collected in churches in a box located near the entrance/exit, and later via a collection plate that was passed amongst the congregation Funds were used to repair the church or feed the poorest of the parish. The donation of coins is and was considered part of religious life and mentioned in Christian, Jewish and Islamic texts. With the need and expansion of charitable works occurring outside religious life, charity boxes began to spread into hospitals, orphanages and asylums. The need for non-fixed boxes grew with the rise in charities and their activities outside a fixed building. Collection boxes could be large (and therefore hard to move) or could be held by individuals acting as collection agents, working at a specific location, moving between dwellings or at events. This badge has 'Royal Victorian Institute for the Blind' written in gold against a dark blue background around an oval shape, with the words 'Rifle Club' in the same lettering at the base. Inside the oval, on a light blue background, is a lighthouse and a rifle either side of it, the butts crossing at the apex. In the 1960's, the RVIB approached engineer George Glover to produce equipment to allow blind people to shoot, based upon that made available at St Dunstan's Hospital in the UK. The rifle range opened in February 1966 at the rear of St Kilda Road with 30 members, and soon became involved in matches with sighted rifle clubs in the area. The club had many successful years, competing against teams from Canada and New Zealand in 1968, and had the support of ICIANZ which provided them with free munitions as well as teams to compete against. The cylindrical cardboard container with lid formerly contained a ventometer, a small simple tool for measuring wind speed. It consisted of a clear tube containing a small diaphragm which had a hole in the bottom for wind to enter. Once the wind entered the tube it pushed up the diaphragm, indicating the rate of velocity. Ventometers were common devices that have since been replaced by more sophisticated measuring equipment, such as digital air speed meters. Further information on this particular example, including perhaps the name of the manufacturer, may survive on the container but this has not been recorded. The items include a wooden ruler, masonite and metal clipboard, metal stapler and desk calendar holder made of metal, date from the 1970s. Three clear glass ink bottles and a black Bakelite fountain pen with screw on top are a little earlier in date, and all appear to have a reliable provenance to the lightstation. They have second level significance as small items of office equipment used in the day-to-day running of the lightstation. The desk was used by the head keeper and supplied by the Public Works Department, and possibly dates to when the lightstation commenced operations in 1884. Closer inspection of the wood may reveal the Crown motif and PWD monogram on the side or underpart of the furnishing. The PWD operated in Victoria from 1855 to 1987 and was responsible for the design of Victoria’s major public buildings and infrastructure as well as the supply of stores, furniture and equipment. The desk is identical to the large example remaining at Point Hicks. A smaller version, which is at Cape Schanck, has two sides stamped with the crown motif and PWD monogram. Another of the smaller desks formerly at Cape Schanck is now missing. Gabo Island has a small cedar desk or table in the same style, but with one drawer. There are also c.mid‐twentieth century desks remaining in the collections at Wilsons Promontory and Gabo Island. The Cape Nelson desk has first level contributory significance for its provenance and historical value as a government issued furnishing that is original to lightstation’s head keeper’s office.The large, late nineteenth century cedar desk has two drawers, leather inset top and sturdy turned legs. The drawers each have a pair of wooden knob pulls.

Telephones x 3 (GILS 0001, 0038, 0070; attached fixtures) There are three, black Bakelite, wall mounted, crank handle telephones across the lightstation; one in the former assistant keeper’s quarters, and two in the former head keeper’s quarters. The phone has instructions for its use on the crank dial. Two have acoiled handset cord, which dates the phone to just after 1949 when these came into use. The third has a smooth cord and must pre date 1949 (GILS 0070). Another much older wallmounted phone remains in the lighthouse (GILS 0041; attached fixture; see above 6.1). The four telephones at Gabo Island formed an intercom system that facilitated communication between the lighthouse and lightstation buildings. They demonstrate the necessity for employing various methods of communication in a remotely located lighthouse as well as communication between the lightstation buildings. Telephones of the same wall mounted, crank dial type remain at Cape Otway and Point Hicks As fixtures, the telephones belong to the building fabric and are included in the existing listing of the Gabo Island Lightstation in the Victorian Heritage Register (H1773). Five, knuckle-shaped white glazed ceramic examples are associated with radio antennae wires. In addition to insulators, there is a telephone insulator bracket made of metal with wooden pins. It was once attached to the top of a steel pole and some of these remain in situ along the former telegraph line. Telegraphic communication commenced at the Gabo Lightstation in 1870, just eight years after the lightstation opened. The line from Sydney reached Eden, NSW by 1868 and was then extended to Gabo with the costs shared equally by NSW and Victoria. It was initially carried on posts across the sea to the island but was changed to a line along the seabed after the posts were washed away. The first telegraph office was a timber building on east side of the assistants’ quarters. In 1887 a new concrete telegraph office was built which included quarters for the operator, with Victoria and NSW sharing the construction costs. The 1992 CMP identified remnants of the line from its various phases of operation, and these can still be seen in 2016. The black and white manual typewriter is made of plastic and metal by the Swiss company,Hermes. The model name ‘Ambassador’ and the series number M82, indicate that the typewriter was made sometime between 1953 and 1965. It demonstrates the working operations of the lightstation under the Commonwealth Lighthouse Service when it was managed by the Department of Transport, which introduced a number of modernising initiatives during this period.It has second level contributory significance for its historic value as an original item of office equipment. Further information on the unidentified object has not been available during preparation of this report, but it may be a buoy light, or perhaps even a solar powered rotating light made by Pharos Marine, New Zealand. Portable beacon lights were made with a plastic lens and an aluminium base and it is known that one of these was installed in the Gabo Island Lighthouse in February 1992. It was replaced in May 2006 and the lights are now no longer used within the AMSA network. The unidentified item, which can be described as a white painted conical object, appears to be associated with signalling, but more information is needed to confirm this. These items of equipment are presumed to relate to core lightstation functions and look to be in good condition. They have at least second level significance for their probable provenance and association with the theme of visual signalling and the use of navigation equipment for maintaining safe routes for shipping.Beacon and unidentified object (GILS 0095) The portable beacon is a small rotating light containing a lens and prism. The other item can be described as a white painted conical object.

The Minimax conical fire extinguishers were manufactured until 1960 and then removed from the company’s product range. The earliest model had been produced with a simple handle made of folded pressed metal that is similar if not the same as that on the Point Hicks extinguisher. Later handles were moulded and had more substance to the way they were cut and then folded to form a solid grip. The Point Hicks Minimax extinguisher is an early model that probably dates from the years when these devices were demonstrated across parts of Australia. While numerous examples of the extinguishers survive in public and private collections in northern hemisphere countries, few appear to exist in Australian museum collections. However, the auction house records confirm that some do survive in private collections. The Point Hicks extinguisher was found by lighthouse keepers in 1974 buried in the sand in a flattened but surprisingly intact condition. It was beaten back into its original shape but the body still retains various dents. In 2010, AMSA located the extinguisher at the National Trust’s Polly Woodside historic ship museum and it is now at the Point Hicks Lightstation. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the late 19th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. Both Alexander and Farncombe had served under Senior Keeper Robert Deverell, who was the first and only Senior Lighthouse Keeper at the Middle Island Complex. John Alexander was the Assistant Keeper in the 1850s. Andrew Farncombe was the last Assistant Keeper at Middle Island, serving there with his family from 1864 to 1871. During 1871 and 1872 the Lighthouse Complex was moved to Flagstaff Hill on Merri Street. Farncombe and Deverell then became the first Keepers and occupants of the Lady Bay Lighthouse Complex at Flagstaff Hill. They continued their service together; overall, Deverell served from 1859 to 1885 and Farncombe from 1864 to 1974. WARRNAMBOOL'S LADY BAY LIGHTHOUSE COMPLEX - The original Lighthouse Complex was built on Middle Island in 1858-1859 then transferred stone-by-stone to Flagstaff Hill in 1871. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters and a Privy. The bluestone Keeper’s Quarters was a cottage divided into two compartments, one for the Senior Keeper and his family, the other for the Assistant Keeper and his family. The bluestone Store was divided into three; a store, a workshop, and an oil store (or office). The Privy comprised a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope in the late 19th century. Hope served two periods of time at the Lighthouse. This photograph is significant as a visual record of the original Warrnambool Lighthouse Complex on Middle Island, the origin of what is now the Lady Bay Lighthouse Complex. The photograph is significant for its connection to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The photograph is significant for its connection with the important navigational function of the Lighthouses, a function still being performed to this day. There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884 to ca 1916, originally named Lady of the Lake), a steamer ferry (1884 to 1920s), and a government lighthouse tender steamer HMV Lady Loch (1886 to 1962). The spring balance scale was part of the equipment on the HMV Lady Loch. The scale was made by the renowned company Salter Weighing Machines in the United Kingdom, to Silvester's patent design. Salter Weighing Machines, Britain, began making spring scales in the 1820s. In 1908 Salter opened up an Australian branch named Salter Scales Pty. Ltd. The scale is marked HMV SS Lady Loch. It would be suspended by its top ring, a basket or other container is hung from the hook, and the items inside the basket are then pulled downwards on the hook, which stretches the springs inside the works. The pulling action moves a rack and gears a calculated distance and the gears turn the pointer on the dial to indicate the weight of the goods. This scale measures up to 200 pounds capacity. The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. It was armed with a 6-inch gun and two 1-inch Nordenfelt guns. The Sydney Morning Herald of 27th January 1888 describes the vessel in detail. It even comments on the interior of the Saloon “The wood work … is on a very elaborate scale and is exceedingly neat …”. The HMV Lady Loch performed Customs duties and serviced the lighthouses along the coast. The scale could have measured goods for the Customs Tax, or for measuring out supplies for the lighthouse keepers. The vessel was named after Lady Elizabeth Loch, wife of Sir Henry Loch, Governor of Victoria from 1884 to 1889. In 1932 Lady Loch was converted to a hulk and used in Brisbane, and finally scuttled in 1962 at Moreton Bay, Queensland.The scale has importance due to its connection to the 1886 HMV Lady Loch, a vessel of great significance to Melbourne’s shipbuilding industry. It was the largest auxiliary vessel in the Victorian Colonial Government’s fleet and the first prominent vessel launched by Melbourne’s shipbuilding industry. The scale is also important for its connection with the colonial navy's Custom's work, as the scale was available to weigh goods that could attract taxes and deal out goods for distribution to lighthouse keepers. The HMV Lady Loch was also important part of Victoria's maritime history for its communication and support of the lighthouse keeper's along the coast of Victoria.Scale; Salter's spring balance mechanical hanging scale, brass and iron. Equally spaced marks around the circular dial have values from 0 to 200 in increments of 10, each increment is also divided into 10. An iron ring is attached to a fitted loop on the top of the scale, and an iron hook is attached to the fitted loop onthe bottom of the scale. A moving pointer attached to the centre of the dial has a calibration screw joined to its base. Four screws fix the brass face to the works at the back. There are stamped and embossed inscriptions.
