This glass door insert is one of a pair previously inserted into the entrance doors to the Shire of Diamond Valley offices in Greensborough. The Shire of Diamond Valley was a Local Government Area located about 20 kilometres northeast of Melbourne. The shire covered an area of 74.38 square kilometres and existed from 30/09/1964 until 1994. After the local government mergers of 1994, the Shire of Diamond Valley offices were used by the Nillumbik Council.This etched glass is a reminder of the Shire of Diamond Valley. The Municipality of Kew was granted independence in 1860. It was declared a borough in 1863, a town in 1910 and a city in 1921. In 1994, Kew was amalgamated into the new City of Boroondara.Black and white photographic positive of the front of the (former) Kew Town Hall in Walpole Street between High Street and Malmsbury Street, on the west side where Woolworth's supermarket now stands. The photograph, from August 1970 shows the detailing of the Italianate rendered-brick facade, added in the 1880s when the hall was renovated. In 1863 the museum was dedicated as a memorial to former Beechworth police superintendent (1854-1858) and explorer Robert O’Hara Burke, following Burke’s death from malnutrition on the Burke and Wills expedition in 1861. The Gippsland Institute of Advanced Education was opened on 20 November 1976. The Council of the Institute included members of the Gippsland community who are prominent in local government, industry, commerce, education and the professions, the Director of the Institute, and representatives of the academic staff, students, and graduates. The institute assumed responsibility for the diploma courses previously offered by the Yallourn Technical College. Initially, all the Institute's teaching was conducted in the diploma building of the Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounds near the township of Churchill.These books are useful reference tools.Four thick volumes of "Gippsdoc A Bibliography of Gippsland". The Coat of Arms of the Shire of Orbost has been designed in the form of a cross in which five stars are set on a shield. This was typical of those used by many shires and cities throughout Victoria and the Commonwealth. A small crown above the cross indicates the loyalty of the President, Councillors and Ratepayers to the reigning King or Queen. The inner circle of the shield contains four figures, a sheaf of wheat, a factory, a cow, and a ship, which represents the activities of agriculture, fishing, industry and dairying undertaken in the district. Originally part of the Bairnsdale district, Orbost split away as part of the Shire of Tambo in 1882, and became a Shire in its own right as the Shire of Croajingolong on the 30th may 1892. The name changed to the Shire of Orbost on 17 February 1893. Orbost was divided into four ridings on 31st May 1895, they were the North, South, East and Central riding, which was represented by three elected councillors. This ship model is of a Colonial Port Jackson schooner, originally designed by the British Admiralty in 1803 as a response to the request of New South Wales' Governor Arthur Phillip. The drafts for the original plans are in Greenwich, UK, in the National Maritime Museum. The model is a Ledition edition, number 2 of 5, modelled by Bill Leonard. The model is rigged and decked in the manner of David McGregor. The flag on model of Port Jackson schooner is that of the British White Ensign which was used as the flag design of the Royal Australian Navy from 1911 - 1967. In 1785 the First Fleet arrived in the new British colony of Port Jackson (now Sydney Harbour) in New South Wales and Arthur Phillip was appointed as the first Governor. The following year Governor Phillip asked the English Royal Navy to provide drafts and materials for two ships for use in the Port Jackson colony for exploring and surveying rivers. The vessels needed a shallow draught and to be made from local cedar timber. He asked for the frames of the schooners to be provided along with shipwrights to assemble them. Many years later, in 1803, Governor Phillip’s request was fulfilled but he had already resigned from his post. The drafts titled ‘Schooner for Port Jackson’ were despatched by the Royal Navy from England to Australia. The original draft is still in the National Maritime Museum in Greenwich, UK. Meanwhile, the NSW Government had already built various other ships before 1803. In 1797 His Majesty’s Dockyard was opened at Port Jackson for building larger vessels. The Royal Navy’s 1803 design of a ‘Schooner for Port Jackson’ has been recognised on the obverse of Australia’s twenty dollar banknote since 1994. A sketch of the schooner is beside the portrait of Mrs Mary Reibey, who arrived as a convict and rose to become a respected and successful owner of a cargo shipping business. Her fleet included the Mercury, a schooner similar to the 1803 design for the Port Jackson schooner. Although the 1803 plans for a ‘Schooner for Port Jackson’ are commonly believed to be used for the first ship built in Australia, no records have been found of any ships being built according to these plans. However, it can be claimed that the plans were the ‘first Royal Navy plans made for a ship for use at Port Jackson, and to be built at Port Jackson, in Australia’. William (Bill) Leonard passed away on March 1st 1995.This ship model is significant for its representation of an early Australian colonial schooner. The 1803 Royal Navy’s plans for the colonial ‘Schooner for Port Jackson, were for the first ship specifically designed by the Royal Navy to be built and used in Port Jackson, for use in exploration and surveying of Australian ports and rivers. This ship model is significant for its association with the emblems of Australia’s history on the twenty dollar banknote. The breeches buoy and traveller block are part of the beach rescue apparatus used by lifesaving crew overseas and in Australia in the 1860s to 1960s. The breeches buoy (or chair bucket or petticoat breeches) were invented by Lieutenant Kisbee by the 1850s. It looks like a pair of canvas shorts with a cork lifebuoy ring attached around the top. The set-up works similar way to a zip wire and allows for two-way travel. Saving lives in Warrnambool – The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The first use of a lifesaving rocket rescue system is often credited to Captain Manby and his invention of a life mortar, first used in 1808 to fire a line onto a ship to rescue lives. Henry Trengrouse’s invention of 1820 was the first to use a sky rocket’s power to throw a line, and his invention included a chair for carrying the shipwrecked victims to shore. In 1832 John Dennett invented a rocket specifically for shore to ship rescue. It had an iron case and an 8 foot pole attached and could shoot the line as far as 250 yards (about 230 metres). From the 1860s the rocket rescue apparatus was in use. It comprised a breeches buoy and traveller block that was suspended on a line and manually pulled to and from the distressed vessel carrying passengers and items. Colonel Boxer, who had invented an early line-thrower, designed a rocket in 1865 with a range from 300 to 470 yards. It was the first two-stage rocket, with two rockets placed one in front of the other in a tube that carried the rescue line. The hemp line was faked, or coiled, in a particular way in a faking box to prevent twists and tangles when fired, and the angle of firing the rocket was measured by a quadrant-type instrument on the side of the rocket machine. Schermuly invented the line-throwing pistol around 1920, which used a small cartridge to fire the rocket. Victoria’s Government adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain, which used Colonel Boxer’s rocket apparatus rescue method. The British Board of Trade published instructions in 1850 for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line attached, then firing it across the stranded vessel. A tally board was then sent out with instructions in four languages. The ship’s crew would haul on the line to bring out the continuous whip line and attach the whip block to a mast or sturdy part the ship. The rescue crew on shore then hauled out a heavier hawser line, which the ship’s crew fixed above the whip block. The hawser is then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the buoy to and from the vessel, rescuing the stranded crew one at a time. The rocket system could also be used from one ship to another. This item is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Breeches buoy and traveller lock; white canvas breeches (shorts) with lifebuoy ring attached to its waistband, with ropes for attaching it to the traveller block. Wooden traveller block has double brass inline sheaves and brass rollers on each cheek of the block, and each shell is scored for the strop. The thimble attached to the strop has a wooden slat for quick release of the breeches buoy. The ropes comprise of two equal lengths of rope that have been bunched together to form two loops, then bound together just below the loops, while the four hanging ends are looped around the lifebuoy, equally spaced, with each end finished in an eye-splice. The Port of Warrnambool - In the early years the Port of Warrnambool was a busy port. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. The Lifeboat and Rocket House - The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid 1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque "Fiji" at "Wrecks Beach" near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95. Valentine Publishing Company Pty. Ltd. Valentine and Sons was a printing and photography business based in Dundee, Scotland and Canada. In the early 1900's, at the height of the postcard craze, they published large numbers of postcards in the U.K., Canada, U.S., Australia and South Africa. Valentine postcards have a 6 digit serial number on the view side with the initials "J. V." in a circle adjacent to the number. The 300,000's related to views of Australia. From around 1900 (or earlier) the firm bought many images for their postcards from local and national photographers who sold publishing rights to Valentines.This postcard is significant for its association with the Port of Warrnambool and the Warrnambool Breakwater as it shows a point in time when shipping activities were an important part of Warrnambool's commerce and social development. It is also a record of the Warrnambool Lifeboat and Rocket house which was important in aiding ordinary citizens, harbour employees and the volunteer boat and rescue crew in saving the lives of sailors and passengers due to the high number of shipwrecks that occurred along the coastline. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. Bentwood furniture is a type of furniture made by bending wooden rods into the required shape after they have been heated with steam. Mundus bentwood chairs are among the most successful examples of early mass-produced furniture. The inventor of manufacturing chairs using this method was Gebrüder Thonet. The subject item was made at Josef Jaworek small factory that produced bentwood chairs and was the only Polish member associated with the Mundus furniture company of Vienna. This company was founded in 1907 and Mundus went on to merge with J & J Kohn in August of 1914. Mundus furniture was a significant manufacturing company, active in several places in the Austro Hungarian Empire, at the end of the 19th century and early 20th century. Factories seem to have existed in multiple locations including Poland. Their products carry diverse labels, such as "Budapest", "Borlova", "Czechoslovakia", etc, some of the furniture was co-signed with "Jacob and Josef Kohn". Mundus also merged with Gebrüder Thonet in 1922 the inventor of the bentwood chair.The subject item is believed to be associated with the original Warrnambool Town Hall and would have been part of the buildings furnishings. The town Hall played a significant role in both local government and social events of local and district areas. It was not only a place for Council meetings but community events and social events. The item is significant as it is an early example of mass-produced manufactured furniture from a company in Austria that pioneered this type of furniture around the turn of the late 19th and early 20th centuries. Probably taken 1890's before Orbost was separated from Tambo. The Shire of Tambo was a local government area about 320 kilometres east of Melbourne. The shire covered an area of 3,506.86 square kilometres and existed from 1882 until 1994. Tambo was first incorporated as a shire on 6 January 1882, splitting away from the Shire of Bairnsdale. On 30 May 1892 it lost three-quarters of its land area when the Shire of Orbost was incorporated. A small amount was re-annexed as Cunninghame Riding on 3 January 1913. On 2 December 1994, the Shire was abolished, and merged with the City and Shire of Bairnsdale, Shire of Orbost, most of the Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. This is a photograph of some of the Orbost Shire councillors standing outside their council chambers. This photograph was taken before 1969 outside the previous council offices in Orbost. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. The port facilities in Warrnambool Bay were in constant use from the first years of Warrnambool’s settlement but there were also difficulties for the shipping trade – a small and unsafe anchorage, the lack of loading facilities and little natural protection from the southerly gales. From the 1870s on there was local agitation for some sort of Breakwater to be built and an Andrew Kerr design was approved by the Warrnambool Council but no funds were made available from the Victorian Government. Throughout the 1870s the building of a Breakwater was a major political issue in the district with preliminary work being funded and started in 1874. In 1879 the Government agreed to a further inspection of the area and an official report. Sir John Coode (1816-1892) was commissioned to make this report. He had come to Australia in 1872 to advise on harbour construction. Coode recommended a 1800 feet long Breakwater and wharf connected to the shore and it was this proposal that the plan described herein and drawn up in 1879 was to accompany. The original plan was eventually modified because of the cost and a Breakwater was completed in 1890 under the direction of the engineer, Arthur Dudley Dobson, with extensions early in the 20th century. This plan is of great interest as it shows in simple graphic form the original plans proposed by Sir John Coode for the Warrnambool Breakwater. It is therefore of great historical importance. The Breakwater was not the maritime success that it was hoped it would be but it is today a significant feature of our foreshore. This is a Plan drawn up in 1879 by Victorian Harbours to accompany Sir John Coode’s Report on the proposed Warrnambool Breakwater. The chart detail is hand-drawn and hand-tinted on canvas with the names of places, geographical and marine features and local points of interest added in print. The edges of the chart are rubbed and the chart is somewhat faded and dirty but the main colours of red, green and brown are still clearly discernible. The title of the plan is printed in an oval inset at the top of the chart. This sign points has two different messages. The first states Public Works Office, which was operational in Victoria between 1855 and 1987 dealt with many aspects of the states infrastructure. It had many different reponsibilities and roles from building government accommodation and fit out of buildings, licences for unused roads and water ways, main roads and bridges, ports and harbour,and water supplies. Much of this work was managed through local offices such as the one at Warrnambool. The sign on the reverse which states Witnesses Waiting Room relates to the court house which is where this sign originated.The Warrnambool court house was built in 1870-71 by the Victorian Public Works department and it is possible that this sign relates to that period.It is one of a number of public buildings built in the period 1870-1890 including the Police station and stables and police quarters, the Post Office and drill Hall , all in the same vicinity. This building reflects the growth of the town and also the importance it held at the time from a state level. The building while no longer used as a court house is a building of significance to Warrnambool as well as to the state of Victoria, being one of six around the state which were built in free classical style. Peter’s Project is an organization set up to raise funds for a Regional Cancer Care Centre in Warrnambool and to manage the Centre after it is built. The project was initially set up by Vicki Jellie in memory of her husband, Peter, who died of cancer some years earlier. The main aim was to build a centre for the treatment of cancer in Warrnambool so that many cancer sufferers did not have to go to Geelong or Melbourne for treatment. Government and local Council funds have been obtained for the project with the general public contributing to an appeal to raise $5 million. This target has been reached. The building is currently being erected. This invitation to the Official Launch of the appeal was sent to Bill Phillpot who was the Director of the appeal. This invitation is of some interest as it indicates the launch of the public appeal for funds for Peter’s Project and it is a great example of one person commencing a community campaign which was very successful and will have far-reaching results. Falls Creek is a ski resort in the north east of Victoria on the Bogong High Plains. Members of business's (accommodation & restaurants) formed the Falls Creek Chamber of Commerce to promote tourism 'under' the Falls Creek Tourist Area Management Committee. The Falls Creek Tourist Area Management Committee under the direction of the State Electric Commission of Victoria came into effect in 1959 and from then on building sites were leased and building and sewerage controls were applied. In 1979 the Victorian State Government had established the Ski Industry of Victoria working party with a brief report on its operation. These papers give an insight into the business of the Falls Creek Chamber of Commerce in 1984 eg. car parking, noise, closure of the resort due to heavy snow falls, the media and general development of the resort. This is an original Victorian Government document containing the printed version of 37 reports and letters regarding the building of the first Allansford bridge completed early in 1852. The correspondence dates from October 1850 to February 1852 and includes letters and reports from Melbourne Government employees such as Robert Hoddle, Chief Surveyor, David Lennox, Superintendent of Bridges and Lieutenant – Governor Charles La Trobe. The correspondence from local settlers included the names of William and John Allan, John Davidson and James Coulstock. The correspondence shows that some settlers in the Warrnambool/Port Fairy district wanted a portion of the Government allocated funds spent on the local roads and bridges in other locations. The 1852 Allansford bridge cost £480 and was replaced in 1870. This document has strong historical significance as it relates to one of the earliest State government works in the district and records the public imput into the decision.. These papers contain cuttings newspaper articles from the Standard of 1882 and handwritten comments appended to these cuttings. They refer to a dispute in 1882 regarding the ownership of the church in Grasmere to which the Anglican Church was claiming ownership The author of the handwritten comments is unknown but the comments purport to be a more accurate account of events than what appears in the paper cuttings. Grasmere is a small settlement 10 kilometres north of Warrnambool. In the 1850s land in Grasmere was donated for educational purposes and a Government-subsidized school which was a Denominational School run by the Church of England was established in 1858. This school was closed when Government State Schools were established after 1872 and the Anglican Church dismantled the old school and built a church on the site in the late 1870s. This church was erected by public subscription and many of the subscribers apparently believed they were donating to a building that could be used by any local Protestant churchgoers. The church in 1882 was being used by the Presbyterian Church for its services. A public meeting was held in 1882 to try to resolve the dispute between the Anglican Church claim and the local residents’ claim that the site belonged to the local community. Apparently the dispute remained unresolved and the Grasmere Anglican Church continued to operate until the early 20th century. This document is of interest as it is associated with a dispute that took place in Grasmere in 1882 and gives some indication of the arguments that were presented at the time in favour of, or opposed to, the Anglican Church’s claim to the ownership of the church. It is a document of particular interest to the history of the Grasmere. This is a folder of eleven foolscap-size sheets of paper enclosed in a mottle-coloured cardboard cover. The front cover is creased and partly torn and the back cover is detached and is in two pieces. The pages have been stitched together with thread and contain paste-in newspaper cuttings and handwritten material in purple ink. Grasmere Anglican Church

Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway.
