The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. The Album was compiled by Nancy McHaffie late 1990's, with the assistance of Edith Jeffery's, with her book "Garden of Memories" and extensive knowledge of Phillip Island. The Cemetery lies back from the road and is surrounded by Manna Gums, rare Peppermint Gums, Blackwoods and other native trees. In all 25 acres of land were set aside as Crown Land in the land settlement of 1868. There are 6.2 acres of wetlands near the cemetery entrance.466-34: Captain J. B. Lock. John Barnard Lock was associated with the trading vessels to operate from Phillip Island when the settlers had most of their goods brought from Melbourne. He died in 1908 and is laid to rest in the family grave. The grave is surrounded by metal railing and flowers. 466-35: David Charles Justice. David came to the Island in 1898. He was a blacksmith, coachbuilder, farrier, agricultural engineer, wheelmaker, shipbuilder and farmer. He purchased a farm from the Harbison Estate in 1911 in the Ventnor township. He assisted Mr Will Kennon in building a punt used to recover equipment from the wreck of the "Speke". "Dinny" as he was called, married Isabella Miller (an early settlers' family). Henry J. Hall was an teacher Freehand Drawing and Model Drawing at the Ballarat School of Mines. In 1889 he reported to the Ballarat School of Mines Council that this class was never established for the cultivation of Art (as generally understood) or the making of pictures but with an idea of assisting artisans - of both sexes - and persons connected with mechanical industries, in acquiring lightness of hand, and facility in the use of a black-lead pencil so as to be able to place legibly and intelligibly upon a sheet. For many years Henry Hall advertised private tuition in Drawing, Painting and Perspective, at 'Ferndale', 25 Eyre Street. Handwritten letter on paper with the address 'Ferndale, 25 Eyre Street, Ballarat' printed at the top. The handwritten letter is from Henry J. Hall to Andrew Anderson, President of the Ballarat School of Mines. Handwritten in ink "March 19th 98 Andrew Anderson Esq President School of Mines Dear Sir I am informed by the registrar of the School of Miens that you are desirous of despensing [sic] with the services of Drawing Instructor at that Institution. The reason assigned being dis-satisfaction expressed by the inspector regarding "the quantity and quality of the freehand work done during the year. Before any definite action is taken, might I ask in justice to myself and the students whose work is thus maligned, that I be allowed a personal interview with Mr Monkhouse in order to ascertain the grounds of his complaint, and afford me an opportunity of vindicating my position. Document. Newspaper Article - Mr J W Faul, J. P. Newspaper article from 'Bendigo Advertiser' dated Saturday Feb 3 1917, reporting on the death of Mr John William Faul, J. P. He was born in 1849 London. He worked in the publishing room of the 'Bendigo Advertiser' c1863 - 1865. Was an apprentice plumber and was later foreman on the Hepburn Mineral Water Supply Works at the age of 20. In 1871 he opened a shop in Williamson St, later Williamson St and then Hargreaves St until a fire on 21 Dec 1912 destroyed his business. In 1891 he was gazetted a Justice of the Peace. In 1902 he contested the South Sandhurst Seat, narrowly missing out. "A joint meeting of city and town ratepayers, convened by Messrs Francis Jago and Henry Johns, interested in the formation of a cart bridge in Hill street, over the Yarrowee Creek, was held on Saturday evening, in the Societies Hall, corner of Skipton and South streets, with the view of taking united action in the matter. Mr Morris was voted to the chair, : and about 60 persons were present. The chairman stated that the object of the meeting was that united influence should be brought to bear upon the City and Town Councils, so that a cartbridge should be erected. He said that Mount Pleasant would no doubt be thickly populated in a few years, and the bridge would prove a great boon to the inhabitants of the locality. By means of a cart bridge drays, would be enabled to save on their journeys to and fro between the mount and the batteries, at least a mile and a half each time. He hoped that the councillors for the south ward would assist them in this matter. Mr Jago, as one of the conveners of the meeting, said that united action on the part of both eastern and western ratepayers was requisite, so as to exert a strong pressure upon the City and Town Councils, in order that the work should be carried but. Mr Grainger moved the first resolution as follows;—“ That the construction of a cart bridge over the Yarrowee Creek at Sunnyside, to facilitate communication between the residents of the city and town, is urgently necessary, and that in the interests of both municipalities the two councils be asked to at once jointly carry out the work. In doing so he said that the necessity of a cart-bridge for the residents of Mount Pleasant would be apparent when the number of batteries, tanneries, and also the Woollen Mill, in the district were considered. The place was of growing import ance, and ready communication should at once be established. Another reason was that an immense saving in time would be effected. It was quite a common occurrence to see one, two, or three drays stuck in the bed of the creek which had gone that way to make a short cut. Now, what with the horses floundering about and breaking their harness, it seemed a wonder to him that life had not been destroyed before now, just through the want of a cartbridge. Mr Johns seconded the resolution. Mr Robert Calvert supported the resolution, and said that it was disgraceful action on the part of the representatives of the south ward that the work had not been executed long ago. They should come together like men and demand that the work should be done, and if not done they should not pay rates until it was. (A voice—“But they’ll make us.” Laughter.) The wooden footbridge across the creek was “only a wooden fabric, not fit for a Christian to walk across, and steps should be taken to remedy this also. Mr Blight, a resident of Mount Pleasant, said that, in common with others, he had been opposed to the erection of the bridge two years ago, but his views had since been altered. Cr. Morrison, who was present, said that the fault of the cartbridge not being erected over the Yarrowee at Hill street lay not with the City Council, but with their neighbors, who had always been opposed to its erection there. In 1874 a motion was carried at a meeting of ‘the City Council" by which the sum of £5OO had been voted to carry but the work. As the bridges over the Yarrowee were joint undertakings of the city and town, they had, by the provisions of an act of Parliament, called upon the Town Council to assist them in the erection of the bridge. In consequence, a conference of the two corporate bodies had taken place, when a motion was moved by Cr Howard, the representative of the south ward, and seconded by Cr Turpie, of Ballarat East—“ That the bridge should be erected at Hill street.” The motion was rejected, principally through the eastern representatives, who wanted the bridge lower down. Since then the two councils had often met to consider, the question of bridges over the Yarrowee Creek, but nothing had been done at the meetings, as the Eastern Council wanted the bridge in one place and the City Council in another. He had himself, when first elected to the council, given notice of motion affirming the desirability of a bridge, at the place now fixed upon. The Woollen Company was growing in importance, and a direct, road to its works would greatly advance its interests. For the working, expenses of each ward £400 was annually, appropriated; and this amount would not be sufficient carry out the work. They would have to obtain a special grant of about £900, as Hill street would require a culvert to be erected therein, as now it was virtually an open drain which carried the drainage of the western plateau to the Yarrowee. He advised that strong pressure should be exerted, specially upon the Eastern Council, and then the work might be carried out. He thought that if the foot bridge was repaired, and large stones thrown into the creek, it would do until the bridge could be erected. The chairman then put the resolution, and it was unanimously carried. Mr Hamilton moved the second resolution— “That Messrs Fern, Greenwood, Peirce, and Jago be deputed by the meeting to wait upon the City and Town Councils and present the first resolution; also that petitions in its favor be signed by all ratepayers interested.” Mr Haigh seconded the resolution, which was carried. Votes of thanks to Cr Morrison for his attendance, and to the chairman for presiding, were passed, and the proceedings terminated." (Ballarat Star, 9 August 1881, page 3) "WOOLLEN MILL BRIDGE YARROWEE IMPROVEMENTS Though brief the official ceremony of opening the bridge across the Yarrowee Creek, near the Sunnyside Woollen Mills, was of an interesting character. It took place at noon yesterday in the presence of the Mayors and councillors of the City and Town. Hon. F. Hagel thorn (Minister of Agriculture).Hon Brawn. M.L.C., Lt-Col Morton (Acting City Clerk). Mr J. Gent (Town Clerk of Ballarat East), Mr A. Farrer (City Engineer), Lt. L. Finch (who is about to leave for the Front, and who assisted Messrs A. Farrer and G. Maughan in carrying out the project, Mr W. Hurdsfield (Clerk of Works) and others. An apology was received from Mr J. McClelland, contractor for the work. Mayor Hill expressed pleasure in Introducing Mr Hagelthorn, who had at great personal sacrifice and inconvenience come from Melbourne to perform the opening ceremony of that beautiful bridge, which was of great improvements that had been effected.When Mr Hagelthorn was Minister of Pubic works he visited Ballarat specially to see the condition of the creek, which at that time was in a disgusting state from a sanitary standpoint. After viewing the position, and realising the justice of the claim. Mr Hagelthorn made strong representations to the Government of which the was a member with the result that it voted £17,000 for the work. That action had been the means of turning a plague spot into a thing of beauty. They therefore owed a deep debt of gratitude to Mr Hagelthorn and the Government of which he was a member, and they were particular grateful to Mr Hagelthorn for coming to Ballarat to perform the open ceremony. Mayor Levy said he could bear testimony to the good work Mr Hagelthorn had always done for Ballarat. In him Ballarat and district always had a good friend. He thought Mr Hagelthorn would feel amply gratified at seeing the good work that had been done. It would serve as some reward for the expenditure, on behalf of the residents of Bal larat, of the amount of money made available through Mr Hagelthorn's instrumentality for the two municipalities. Otherwise the City and Town councils would not have been able to carry out so necessary and so beneficial a work. There was a great amount of work yet to be done, and when the financial market became low stringent Mr Hagelthorn would no doubt be pleased to take the necessary steps to have money provided for further works which could not be undertaken at the present time. The adjacent woollen mill was a standing monument to what was being done in Ballarat, and what ever the City and Town Councils or the Government could do to encourage such manufacturing enterprise should be done, and he was glad to be able to say that was being done as far as finances would permit. He concluded by presenting Mr Hagelthorn with a gold mounted pocket-knife with which to cut the ribbon stretched across the centre of the structure as a bar to traffic. The Hon. F. Hagelthorn, who was greeted with applause said before him was a good work well done in the interests of the public. Real prosperity could only be achieved by a movement carried out by the people to increase natural productiveness. Most of them had been made aware, on account of the war par tiularly, that the people who were best equipped, the industries that were best organised, and the Governments that were most intelligently controlled would get the most of this world's goods and some of its luxuries that Would be denied other people less efficient. Any thing the Government could do to promote industry and to increase the reward of those engaged in it, both employer and employee, would be done. Most Governments would do but little in that regard. ... The Correspondent for The Argus on 10 May 1901 described the opening on 9 May as: "The Parliament of the Commonwealth was opened yesterday by the Duke, of Cornwall and York, under a Commission signed by Queen Victoria and subsequently endorsed by King Edward VII. The ceremony was marked by the splendour and solemn impressiveness which befitted its historic importance. An immense assemblage of spectators, drawn mainly, of course, from this state, but in part also from each of the other federated states, and including representatives of other portions of the British Empire and of foreign powers, thronged the spacious, stately, and joyously decorated edifice. The picture was magnificent. It must have printed itself indelibly on the sensitive minds of the thousands of Australians who were privileged to behold it. We may assume that artists will reproduce it in worthy and imperishable forms, and that from generation to generation it will be familiar in the households of the Commonwealth. Our children's children, we may gladly say to-day, will not be ashamed of the function which inaugurated the self-governing rights of the southern British Nation. Nothing was omitted which could add to the grandeur and significance of the occasion. In a broad sense the proceedings were perfectly intelligible to the vast and sympathetic gathering, though the natural limits of a single human voice had to be accepted. The King's son, with his consort and the Governor-General and Lady Hopetoun by his side, and supported by the Governors of the states and other eminent personages, fulfilled his doubly-attested Commission with a simple dignity and a modest manliness altogether admirable. The ceremony was a brilliant spectacle, and, in its sentiment and suggestiveness, an inspiration to a loyal and patriotic people."The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. Locally, the invitation is part of a group of Federation-related items issued to James Maitland Campbell (and his wife). Campbell was three times mayor of Kew in the second half of the 19th Century and the owner of Ramornie in Pakington Street, one of the significant extant mansions in Kew.A colour lithograph mounted on card which is an invitation to the Opening of the First Commonwealth Parliament of Australia, 9 May 1901. The invitation was sent to Mr J.M. & Mrs Campbell. John Longstaff and Norman Lindsay’s design for the invitation includes symbolic female figures and coats of arms of the British and Australian Commonwealth. The central figure represents Justice. At her feet a crown and sceptre are laid, ‘to denote that the monarch will always acquiesce in laws passed by Parliament, provided they are just.’ On the left appears a figure of Britannia, above the royal coat of arms and in front of the white cliffs of England; on the right is a female figure representing Australia, with one hand out-stretched and above the Australian Coat of Arms. 1823-1923.MR. JAMES VENN MORGAN. "FATHER OF" KEW."In a Village in Somersetshire in England on February 21, 1823, a son was born to George and Sarah Morgan. The child was so delicate that his parents feared that he would not live. How little ground the parents parents had for their fears may be judged from the fact that the boy, christened James Venn Morgan is still alive and hale. He is able to exhibit with pride the paper with its faded ink on which a clergyman wrote the certificate of his baptism almost 100 years ago. But for some slight infirmities of sight and hearing, Mr. Morgan, who is within six weeks of completing the 100th year of his life, is in good health, and is well able to attend to his business affairs. His immediate cause for regret is that he is not now able to do a day's work in his garden, as he was 12 months ago. After spending his early life in England, where he learned his trade as shoemaker, Mr Morgan came to Australia in April, 1851. He carried letters of introduction to Mr. Tripp, a solicitor, of Melbourne, who strongly recommended him to begin business as a shoemaker, and accordingly he opened a shop at the corner of Swanston and Bourke streets, where the Leviathan Stores now stand, and was not long in working up a good connection. Among his customers at that time Mr. Morgan recalls Mr. Justice A'Beckett and many leading men in law and medicine of the day. Then the news was flashed through Melbourne of the discovery of gold at Ballarat. Nothing can give a clearer idea of the excitement this news caused in Melbourne than that Mr. Morgan, who was a member of one of the first parties to leave for the diggings, left uncompleted in his workshop one of a pair of riding boots he was making for Mr. J. B. Weir. As the purchase of suitable clothing would have taken time, he set out to make his fortune wearing a top hat. At Ballarat he stayed for five or six weeks, and returned to Melbourne with 10oz. of gold. He remained in the city long enough to finish the second of the two riding boots, and then, with three companions, set out for Chewton, near Castlemaine. Here fortune smiled. The party tried their luck in an abandoned shaft, and in two weeks returned to Melbourne again after having won 35lb. weight of gold. How Kew Was Born. Mr Morgan was content with his success, and induced his partners to invest their money with him in land. After obtaining the advice of a friend, the party negotiated with Mr Samuel Watts, of Collngwood, who had recently purchased land from the Crown, and from him they took over at £15 an acre about 32 acres of land in the district that is now known as Kew. This land extended from where the Kew Post-office now stands to the locality of the Boroondara Cemetery. At that time there was not a house in the district, and there was a fairly large population of aborigines, but no white men. Here it was that Mr Morgan decided to settle, and, after having had the land surveyed, the partners apportioned it by drawing straws for the four sections into which it had been divided. One of them sold his holding later in the year for £100 an acre, and was sorry for it afterwards. In 1853 Mr. Morgan built the first house in Kew, and this house is the one in which he still resides. Here with his wife, he settled down to market gardening and dairying. He tells with a laugh how he was paid 1/ a lb for the first potatoes he grew, and 1/ a quart for milk. So successful was the new venture that he induced his father and other members of the family to come out to Australia to assist him. How different Kew of those days was from the Kew of to-day will be understood from Mr. Morgan's statement that for weeks at a time they never saw a a white face other than those of the family. The blacks, he says, although very noisy, were entirely friendly. Gradually the district became settled, Mr. Morgan parted with a portion of his holding, and subdivided and built on the remainder which he still retains. In 1884 he found himself in a position to retire from active business. Youth in Old Age. In Mr Morgan's garden, which is a large, one trees which he and his father planted more than 60 years ago are still bearing heavy crops of apples. Mr. Morgan has been a widower since 1915. He has three daughters all of whom are married, and numerous grandchildren and great-grandchildren. One of the great-grand children reccntly informed Mr. Morgan that he was about to be married. Perhaps the most striking characteristic of Mr. Morgan to-day is his activity. Not only does he move about with surprising alacrity, but is able to go into the streets and attend to his business affairs with but little fatigue The Argus, 17 January 1923, p.12.This work forms part of the collection assembled by the historian Dorothy Rogers, that was donated to the Kew Historical Society by her son John Rogers in 2015. The manuscripts, photographs, maps, and documents were sourced by her from both family and local collections or produced as references for her print publications. Many were directly used by Rogers in writing ‘Lovely Old Homes of Kew’ (1961) and 'A History of Kew' (1973), or the numerous articles on local history that she produced for suburban newspapers. Most of the photographs in the collection include detailed annotations in her hand. The Rogers Collection provides a comprehensive insight into the working habits of a historian in the 1960s and 1970s.
