This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. Photo is likely to have been taken pre-1924 when the land was subdivided. Donor information is that this was taken from a home in Churchill Street, Mont Albert; it would be looking south towards Mont Albert Road. Black's dairy farm occupied the area just east of Hamilton Street to near Elgar Road. It was subdivided into 88 house allotments along Churchill Street, Bruce Street, Black Street, Proudfoot Street and View Street. The solicitors were Proudfoot & Horton, 360 Collins Street; estate agents were Duncan & Weller, 29 Queen Street. The real estate subdivision notice on the SLV website states that Neil Black had been the owner for 50 years. To date no trace of a Neil Black has been found. Box Hill rate books simply give BLACK as the owner in 1877 (no first name); the entry for 1878-1884 states Robert Black. The 1909 electoral roll has entries for Mont Albert Road for Robert Black (farmer), Thomas Black (carter) & Elizabeth Black (HD). The 1912 electoral roll has entries for Mont Albert Road for Robert Black (farmer), Thomas Black (labourer), John Arthur Black (carter) & Elizabeth Black (HD). Robert Black died in 1920 (b. 1836) and is buried in Box Hill Cemetery (CE-*-0057). His parents were John and Margaret Black. He married Lizzie Foley in 1878. She was the daughter of Margaret & John Foley, born in 1859. She died in 1902 aged 43 years and is probably buried in the same grave, although the cemetery records record her age as 0 years. Children: 1. James Hughbert (1880-1954) 2. John Arthur (1881-1959) 3. Alice (1882-1883) - died aged 6 months 4. Laura Elizabeth (1883-1951) 5. Thomas (1885-1965) 6. Isabella (1887-1963) 7. Eleanor (1889-1963) 8. Ada Maud (1890-1968) 9. Robert (1892-1930). BDM Victoria states places of birth as Box Hill, Surrey Hills or Mont Albert. Many of the family are buried in Box Hill Cemetery. None of the girls appear to have married. Communication from a descendant of John Arthur Black gives the following: "John Arthur Black, son of Robert & Lizzie Foley, married Gladys Anne Layton had 4 children, Robert, Elenore, Marion (Follett) & Annie; they had farm on Stud Road, Dandenong where they milked 30 cows that he retired to after being a earth-moving contractor with draft horses and dug irrigation ditches around Shepparton." The Bofors 40 mm gun, often referred to simply as the Bofors gun, is an anti-aircraft/multi-purpose autocannon designed in the 1930s by the Swedish arms manufacturer AB Bofors. It was one of the most popular medium-weight anti-aircraft systems during World War II, used by most of the western Allies as well as by the Axis powers. The shells were manufactured according to a British design after it was discovered that the Swedish shells had much too sensitive a contact fuse, "which functioned on impact with rain drops". Although the shells could nominally reach out to 11,000 yards (10,000 meters), almost all the shells manufactured had self-destroying tracers that detonated the rounds at a range of 4000-5000 yards (3700-4600 meters.) This helped prevent friendly fire incidents or other collateral damage. In addition to the TNT bursting charge, the shell contained a pellet of powdered magnesium and aluminum as an incendiary. The vacant land was the site of Norman Carter's future home at 21 Everton Grove. Norman Broadley Carter (1899-1984) married Mabel Annie Moore in 1927. Norman was an engineer with a passion for photography. Norman took many photos of Surrey Hills and Mont Albert from the 1920s and particularly of events and activities of the Church of England. For many years the house on the left located at 14 Harding Street belonged to the Kenneth Rothwell Culliton and his wife (Fanny) Molly Culliton. The house is located next to the Harding Street Reserve. Ken was an engineer and Molly was an early member of the Surrey Hills Historical Society. Ken was born and died in Surrey Hills. His father Harry Culliton was a well known golfer. His mother Christina Mary Rothwell was the daughter of Thomas Talbot Rothwell, known as a tea merchant and importer; also lived in Surrey Hills. On the day of the presentation in 1972 the men were accompanied by their wives or relatives and treated to afternoon tea by the RSL Ladies Auxiliary and entertained by two RSL members George Elliot and George English. History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Whilst the Senior Citizens Centre is contained within the original Eltham War Memorial building precinct, it was not part of the original Memorial and was not funded by the Eltham War Memorial Trust.A Conquest Account Book manufactured by Norman Bros. The Marysville Theatre was located on Murchison Street. The solid concrete building was used as a Theatre from 1932 to 1970. The building was then purchased by The Darmody Family and was used as an Arts and Crafts Centre for two years from 1975. The building was then purchased by Norman and Rosemary Fiske in 1977 and converted into a restaurant called The Pumpernickel.
