The League evolved out of concern for the welfare of returned servicemen from the First World War. In 1916, a conference recommended the formation of The Returned Sailors and Soldiers Imperial League of Australia, which included representation from Queensland, South Australia, Tasmania and Victoria. New South Wales was admitted to the League the following year, Western Australia in 1918. In 1927, the Australian Capital Territory formed a branch and was admitted. The Returned Sailors’ and Soldiers’ Imperial League of Australia (RSSILA) the forerunner of today’s Returned and Services League of Australia (RSL) was formed in June 1916.Returned Sailors and Soldiers Imperial League of Australia Badge. The centre of the badge shows a sailor and a soldier in raised detail. A blue enamel circle surrounds the central detail and has 'RETURNED SAILORS & SOLDIERS / IMPERIAL LEAGUE' in gilt lettering. The outer edges of the badge are white enamel with a floral spray to the top left and right of the blue circle. At the bottom of the badge is a red enamelled scroll with 'AUSTRALIA' written in gilt lettering. On the reverse of the badge are soldered two brass lugs with a split pin attached for securing the badge to clothing. The RSS&AILA was the name of the RSL in 1956, called Returned Sailors and Soldiers and Airmen Imperial League of Australia. The Australian Imperial Service of Women’s Auxiliary of the RSL was formed by mothers, wives, widows, sisters, daughters and aunts of men who served in the Australian Imperial Forces in the First World War (1914-1918). The auxiliaries grew from this beginning to raise money for the welfare of men and women who served and their widows and families. In Victoria, the RSL Women’s Council of Victoria is headquarters for Auxiliaries throughout Victoria. The aim of Women’s Council is to support the Auxiliaries, in assisting the Returned & Services League to give a helping hand to Service Members, their families and the wider community. RSL Sub-Branches and their Women’s Auxiliaries work together towards the same goals. As of August 2015 there are 64 Women’s Auxiliaries with approximately 1250 members. The Lara Ladies Auxiliary was disbanded in September 1952, due to not enough members to continue the auxiliary (the ladies from the beginning becoming too old – First World War). Those left promised to continue to support the RSL in all its future activities, which the ladies continue to do today as members and Associate members. Here is the last entry, dated 8th September, 1952: “Since our last meeting our President Mrs Marshall has passed away. It was decided that as there is not enough members to continue the Auxiliary the Lara Sub Branch was requested to have the Auxiliary disbanded. Assistance was promised the League by the ladies present in all its futher activities.” There were four present at this meeting. Signed by P. In each case of head wounds when respirators have to be worn, care should be taken to adjust the pad so that it does not interfere with the fit of the facepiece. Below the circle a red enamel ribbon is depicted with the word - Australia enclosed. The brass centre of the badge has the figures of a Sailor & Soldier each carrying a rifle. Two x Small Badges (18mm (W) x 24mm (H) - The smaller badge has the same material and colours but includes the third figure of an Airmen holding a rifle in the centre. The location of the organisation name has changed to Returned Sailors' soldiers' & Airmen's in the blue circle and red ribbon contains - Imperial League Australia. One of the small badges has a green 67 year clasp fastened with three clasps around the crown. In this period Financial members received a new clasp for each year of financial membership.

The Port of Warrnambool - In the early years the Port of Warrnambool was a busy port. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. The Lifeboat and Rocket House - The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid 1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque "Fiji" at "Wrecks Beach" near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.This photograph is significant for its association with the Port of Warrnambool and the Warrnambool Breakwater as it shows a point in time when shipping activities were an important part of Warrnambool's commerce and social development. It is also a record of the Warrnambool Lifeboat and Rocket house which was important in aiding ordinary citizens, harbour employees and the volunteer boat and rescue crew in saving the lives of sailors and passengers due to the high number of shipwrecks that occurred along the coastline. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. The Sailors and Soldiers Fathers' Association was established in the First World War and appears to have had branches in most states. The group was active (and often outspoken), involving themselves with hospital visits, repatriation issues, employment of returned servicemen and the establishment of returned servicemen’s rights relating to principles such as pensions and housing. There appears to be a close co-operation between this group and the Returned Sailors and Soldiers Imperial League of Australia in forming a group with strong lobbying abilities. Similarly, they were active in raising funds to build Memorials after the war. The Association remained active after the First World War in pursuing returned soldiers’ rights. They appear under a slightly different name during the Second World War (Sailors, Soldiers and Airmen’s Fathers' Association) but their goals were identical........The Sailors and Soldiers Fathers' Association, established during the First World War, was active in fundraising, establishing memorials and advocacy for issues such as the repatriation and employment of returned servicemen. The Returned Sailors' and Soldiers' Imperial League of Australia was formed in 1916 to support servicemen returning from World War 1. In 1940 its name was changed to Returned Sailors', Soldiers' and Airmen's Imperial League of Australia and again in 1966 to Returned Services League of Australia. Arthur Ernest Beard enlisted in the 10th Battalion in 1914 and was discharged as medically unfit in 1918. His service included three years and 115 days of overseas service. He was gassed during his war service, resulting in ongoing health issues. Beard received an incapacity pension. Despite his ill health, Arthur dedicated many years of service to the committee of the Returned Sailors' and Soldiers' Imperial League of Australia Wodonga branch. At various times he served as President and secretary. He was on the committee when the branch was lobbying for the construction of a Soldiers' Memorial and also a Soldiers' Memorial Hall for Wodonga. Arthur also participated in groups and community activities, including the Wodonga Boys’ Club, Wodonga Public Library Committee and the Wodonga and District Progress Association. Arthur died on 29 Jun 1940 in Wodonga, Victoria, aged 46 years. This certificate is significant as it recognises service to the Wodonga Branch of the RSSILAA coloured certificate on heavy card presented by the Wodonga Branch of the Returned Sailor and Soldiers Imperial League of Australia. It features an archway imprinted with the name of the RSSIL with the League emblem surrounded by the flags of England, Australia and the Royal Australian Navy. It is adorned with an anchor and rifle and the words "Great War 1914 - 1919. An image of Anzac House, the headquarters of the R.S.S.I.L.A. in Melbourne is on the lower left hand side. Two member badges from the The Returned Sailors, Soldiers Imperial League of Australia (RSSILA). The number 68 on the front could be 1968 as it is detachable and could be updated each year. The badge with 1921 could be the year of membership. The member number is engraved on the rear. The shield design is symbolic of the protection provided to those who wear it. Within the badge, red represents the blood ties of war that exist between comrades; white stands for the purity of the motives in joining the league – to render service without personal gain or ambition; and blue indicates a willingness to serve a comrade anywhere under the blue sky. The wattle represents Australia, with the leek, the rose, the thistle and the shamrock standing for Wales, England, Scotland and Ireland respectively. The RSSILA was the precursor to the Returned Services League (RSL) and provided support for returned servicemen after World War One. Worn by members of the Returned Sailors, Soldiers Imperial League of Australia, those eligible being members of all services, both wars, including nurses, who have returned from active service outside Australia. These were with other World War 1 memorabilia that has come from Private John Basil McLean, 2nd Reinforcements, 37th Battalion, A.I.F. J.B. McLean (Service No. 13824) was from near Maffra, Victoria and enlisted on 22 January 1916. He embarked on 16 December 1916 for Europe. He spent time with the Australian Field Artillery (Pack Section). At the end of the war he worked for a year at the A.I.F. Headquarters in London before returning to Australia on the 'Ceramic', arriving in Portsea in 1920. His full war record is available from the National Archives of Australia (B2455, MCLEAN JBM).The RSSILA was an important organisation for ex-servicemen and many Legatees would have been members.Enamel badges from the R.S.S.I.L.A. The centre of the badge shows a sailor and a soldier in raised detail. A blue enamel circle surrounds the central detail and has 'RETURNED SAILORS & SOLDIERS / IMPERIAL LEAGUE' in gilt lettering. The outer edges of the badge are white enamel with a floral spray to the top left and right of the blue circle. At the bottom of the badge is a red enamelled scroll with 'AUSTRALIA' written in gilt lettering.
