... founders hall ballarat school of mines centenary Programme ...In the course of celebrating the Ballarat School of Mines centenary in 1970, the School Coundil launched a building appeal for the erection of a Great Hall at tehe then new Mount Helen campus of its tertiary division. In 1976 the tertiation division of the School of Mines was, by government decision, merger with another tertiary institution in Ballarat to vreate the Ballarat College of Advanced Education while the remainder of the School of Mines continued to be based at Lydiard Street serving the needs of Technical and Further Education. The 1870s Founders Hall, erected from the proceeds of the Centenary Appeal for a sum of approximately $800,000, commemorats the intiative of the founders of the original School of Mines and its "descendants", including Ballarat C.A.E., as well as formal technical education in Australia. The hall accomodates approximately 670 people in theatre type seating and was intended for multiple purpose use by community groups as well as by the College. Construction of the Hall commenced in 1878. It was opened approximately 110 years after the opening of the Balalrat School of Mines, and 10 years after the opening of the Mount Helen campus. Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. Book - 92 pages plus card covers, a historical survey of the Sebastopol district. Originally written by E.D. Jenkins for the Borough of Sebastopol's centenary in 1964, reprinted with additional text by Lloyd Jenkins to recognise the 125th anniversary of the Borough covering the years 1965 to 1989. Book covers mining history, churches, the Borough Council, early days of the district and various points, eg cabmen, horse trams and electric trams, schools, the Mechanics Institute, various clubs, fire brigade, hotels, industries, and programme of events to celebrate the centenary. The second part of the book, covering the period is laid out in a chronological order with forward by Cr. Donald, the Mayor with many photographs. Centre page has a large map of the district showing the many mines, leads, roads and other historic locations. Tramway photos are horse tram No. 7, ESCo 17 at depot (all on file) and a photo showing a horse tram heading north along Albert St. with the shopping centre in the background - see image. Photo taken just after the tram has crossed the roadway. These meetings were held at the Kooyong office and the minutes include Present, Chair, Apologies, Minutes, Matter arising from minutes, Correspondence, Life governors, Election of members, Nominations, Reports from Regional Blind Members groups. Some highlights are: 30/6/1990 under the capable leadership of Mrs Elsie Germon the schools programme has been re-convened. Regular visits are being made to primary schools. Speakers are accompanied by sighted guides. 9/8/1991 Executive Director, Mr John Cook reported merger of the Braille & Talking Book Library with AFB. First radio appeal for 3RPH raising over $30,000, opening of the new Baringa Day Centre at Shepparton. 30/6/1996 the annual report highlighted the Centenary of AFB it was noted that self-help has always been the major emphasis underpinning the work of the Blind Member's Council. The Tilly Aston Fund raised over $1/2 million for the new National Information Centre. The peer support work and monitoring of services, ensures that we give back something to AFB, for the support we receive. BMC representatives made 70 visits across the State. The Council registered the Tilly Aston Rhododendron as a lasting way of acknowledging the work of our founder. 19/9/1997 The Chairman welcomed those present to the second combined meeting of the AFB and the Tilly Aston Customer Council. The Council welcomed the change in Articles and Memorandum of the Association and the formation of the Tilly Aston Customer Council which allowed all customer of the Association automatic membership and input to the monitoring of services.
