"Mr. J. B. Rankine, the inspector for the Dundas goldfield, entered upon his duties on June 4, 1897. He states that his preliminary examination of the mines in active operation on the field, which was of a hurried nature, revealed in several instances a very unsystematic method of mining, which must have been attended with grave risk to the workmen had it been allowed to continue. The underground workings in one, particular mine which he inspected, and wherein a large number of men were employed, were of such a serious and dangerous nature that immediate steps and measures had to be taken to secure the ground for the safety of the men so employed. Without entering on this occasion into the question of culpability, he desired to place on record that the manager had shown a readiness and willingness to carry out his (the Inspector's) instructions. " Designed by architect Norman Day, the school was built in an innovative postmodern style. Day’s vision was for the school’s students to feel as comfortable and familiar at school as in their own homes. He based the design on the local suburban typology. The buildings consisted of individual self-contained classrooms, each with a front door, back door and garden. Each class retained the same homeroom for the duration of their schooling. Norman Day won the inaugural Lustig & Moar Architectural Prize in 1988 for his Mowbray College design, and the Australian Library Promotion Council/RAIA Library Design Award for the school’s library building. The school officially opened on 7 February 1983 with an enrolment of 93 students from Prep to Year 7. Mark Fergus was a Prep student in the school’s inaugural year. He later remembered: It was good then because everyone knew each other. Our first few weeks at school we had classes in the Guide Hall because the Mill wasn’t finished. The rest of the school where the Labs and Coppin Court are now was only a big paddock. Another Prep student, Brooke Harrison, recalled: The only recreation we had was the rough playground which consisted of monkey bars, old tractor tyres and a sandpit and high bars. Accidents were a frequent occurrence in those days! It was a friendly atmosphere, you know everyone and their business ... During some classes we used to do horticultural work and planted trees out the front of the school. In 2003, Mowbray College celebrated two decades of educating students in Melton. By that stage, the school had expanded to two campuses with over 1,450 students and 120 staff. It was estimated that over the twenty years since its establishment, 13,000 students passed through the gates. By the mid-2000s, the school offered an International Baccalaureate program and operated across three campuses: the original campus, named Patterson after the first principal, and the Brookside and Town Centre campuses, both located in Caroline Springs. Unfortunately, in 2012 Mowbray College found itself in an unmanageable situation. The community had lost faith in the school’s financial security and as a result some parents withheld their school fees, fearing the school would collapse. It had been in financial difficulty since the mid-2000s and by 2012 was $28 million in debt. 84 In June 2012, all three campuses closed and within four months, each of the campuses of the former Mowbray College had been purchased by other education institutes. Heathdale Christian College bought the original Mowbray campus and established its own campus there and Grace Children’s Services bought the Brookside campus. The Town Centre campus was purchased by Intaj Khan from the Western Institute of Technology but remained vacant after some failed attempts at re-establishing a school. The school building originally owned by locals was lost in the Black Saturday 2009 bushfires. Land was purchased in 1914 to build he Strathewen State School on School Ridge Road, Strathewen. Residents and the Education Department contributed funds for the building which the Education Department then leased for a small annual fee. The school opened with one teacher in 1917 with no equipment. In 1921 the Education Department provided desks and a hexagonal shelter shed and took control in 1925. After this photo was taken, the school was destroyed in Black Saturday on 9 February 2009. Kangaroo Ground's first school began in 1851 with 22 pupils from the district's ten families. It was a single room school located further south on the site, which also served as a Presbyterian church. The first teacher was Andrew Ross. The school building was used as a Post Office between 1854 and 1858 and during 1857 also served as a Court of Petty Sessions. With a growing farming community, a new building was warranted and the original Sate School No. 352 was closed and a new building, State School No. 2105 was oipened October 1, 1878. A residence for Head Teacher Henry Wallace School was erected in 1879 attached to the left of the school building. That residence is now home to the Andrew Ross Museum, which opened in 1993. This structure, attached to the former teacher’s weatherboard residence facing Main Road, first served as a school in 1878. The former residence, built in 1879, houses the Andrew Ross Museum, which opened in 1993. It is named after the school’s first teacher,1 who also founded The Evelyn Observer newspaper, which began on the site in 1873. Later the printing presses were moved to brick newspaper offices by the Kangaroo Ground Hotel, which became the Shire of Eltham offices. However Kangaroo Ground’s first school began in 1851 for 22 pupils from the district’s ten families, in a slab building further south on this site. Andrew Harkness and other settlers campaigned for the building, which was built on half an acre (0.2ha) donated by local farmer, James Donaldson. Builder was Samuel Furphy, father of the novelist Joseph.2 The single room measuring 30 feet x 18 feet (9m x 5.5m), was unlined and the green slabs shrank, allowing the wind and rain entry through cracks except when they were stuffed with paper.3 The building served as a Presbyterian church as well as a school, where fees were 18 pence a week for education. Young men also attended evening classes there in winter. At one stage, a corner of the room was curtained off for the schoolmaster’s living space, and the platform, which was used for sleeping, was also the pulpit during church services. Teacher Andrew Ross also took church services when the minister was unable to attend, which happened frequently as he had long distances to travel on the bad roads. In 1857 the school building was also used as the Court of Petty Sessions, and from 1854 until 1858, it served as a post office. During the gold rush fossickers on their way to the Caledonia Diggings at Queenstown (now St Andrews) prospected the district, but did not remain long, as the fields were not rich in gold. But the farming community grew, until by 1878 the population warranted the building of State School No 2105 – the present one-roomed tongue-and-groove lined building measuring 49 feet x 18 feet (15m x 5.5m), to accommodate 60 children. The old school, No 352, was closed, and the new one opened on October 1, with Henry Wallace as head teacher, assisted by work mistress Annie Johnston. Early teachers included Messrs Smith, Hamilton and Prosser, with sewing teachers Misses Sweeney, Limerock and Oliver. In the early 1920s a small room was built on the front veranda of the teacher’s residence, and used as a State Savings Bank agency until about 1934. In 1928 the schoolroom’s three-tiered floor was replaced by a flat floor and teacher’s platform (which has since been removed). A half-glassed partition wall then divided the large room into two rooms in which the old style form-type desks were replaced with dual desks. The small playground, surrounded by pine trees and a picket fence, was extended in 1931 with an additional acre or so (0.4 ha) of land. During World War Two the school faced closure because of a fall to seven in the enrolment, but by 1946 it had increased again to 45. Mr Eric Morgan was head teacher and Mrs Margaret Banks was assistant head teacher, a position she held for ten years. In 1955, under the head teacher Mr V Gardiner, who taught there for 13 years, the school won a prize for the best-kept garden and school ground in the inspectorate. A district subdivision increased the enrolment in 1968 to 65 and a bus service was established. After the hall which had been used for lessons was demolished late that year, the pupils met in the original fire brigade meeting room (now the tennis club, diagonally opposite the general store). 1892-1953 The Methodist Children's Home in Cheltenham was founded c1880 to provide housing for neglected children from the inner city. The Founders aimed to provide regular nourishment, a stable environment and integrate the children into the local community thereby improving their education and lives. However new settlers to Cheltenham area who were seeking a healthier and more respectable lifestyle for their families were not happy to share Church and School with the Home's Children. 1911 school parents committee moved to exclude the Home's Children but this was countered by the Home's Committee who defeated the motion 60 to 8. 1915 Dr Scantlebury was pressured by school parents into ordering the confinement/ isolation of all Homes Children if an infectious disease was contracted by a child. This resulted in the Homes Children missing school for months so an application was made to the Victorian Education Dept. for e School to be set up at the Home. However funds were short due to WW1. In 1917 John Livingston, former Homes child who had become successful, bequeathed his estate to the Home and the Vic.Education Dept agreed to a school at the Home. The Influenza epidemic 1919 saw the children quarantined for 4 months as a precaution at the Home. When Flu actually struck, a further 5 months isolation was ordered. July 1920 their own school was on site and continuity of education could proceed , however it reinforced the isolation of the institution contrary to the Founders vision of integration.. 1925 the Danks family funded a Domestic Economy Class for girls, but not until 1936 could the children attend the local High School so that they could pursue office work, apprenticeships, commercial college courses. 1947 a benefactor donated £5,000 to pay fees for school, university or apprenticeship in Arts & Cultural subjects. Some of the children were able to join the local society as Methodist minister, accountant, nurses, farmers, secretaries, trademen whilst others were unable to adjust as crime and misfortune ensued. 1939 some past residents began a group called Living Stones Union that they circulated to the others giving news and a sense of family connectedness among themselves. The new Burwood Homes Facility opened in 1951 and children were transferred from Cheltenham in 1952. Kim Tarpey was the Co-ordinator of the Eltham Group of Schools After School Learning Program, 1986-1989. The Eltham Group of Schools consisted of Eltham High, Dalton street Primary, Eltham North, Grove Street, Research and Sherbourne Primary. Kim was based at Eltham North and her position was partly funded by a small grant from Eltham Council and a small levy on the fees. The program offered music tuition, hire of instruments, art, pottery, drama, and a variety of other activities.
