The Ballarat School of Mines was the first School of Mines in Australia and was established in 1870. 22 page booklet titles 'The Ballarat School of Mines: A Statement of the Objects and Resources of the School.' The book has a number of illustrations including the interior of the Ballarat School of Mines Laboratory, and the former Ballarat Circuit Court House. It includes a statement of the formation, progress, and present position of the School of Mines, Ballaarat. The image of the Ballarat School Mines Assay Room shows assay furnaces, crucibles, chimney, and teacher Joseph Flude on the far right. This room is now is a building known as the 'Old Chemistry Building'. John S Wearne First Manager of the Specimen Hill Co. W.H. Thomas Manager from September 1873. OBITUARY. Residents of the Borough of Eaglehawk will regret to learn of the death of Mr. John Wearne, a former well-known member of that community. The late Mr. Wearne, who was 68 years of age, came to Victoria in 1857. He was the first manager of the Specimen Hill mine and was also largely interested in several other mines in the district. Some considerable time ago he retired from active pursuits, and went to reside at Strathfieldsaye, whence he removed to Ascot Vale some years ago, where he lived until his death, his remains were brought to Eaglehawk by the mid-day train yesterday and conveyed to the family vault in the Eaglehawk Cemetery, many friends joining the cortege. Six members of the family survive — two sons and four daughters — Mrs. Wearne having pre-deceased her husband some time ago. OBITUARY. "Mr. J. B. Rankine, the inspector for the Dundas goldfield, entered upon his duties on June 4, 1897. He states that his preliminary examination of the mines in active operation on the field, which was of a hurried nature, revealed in several instances a very unsystematic method of mining, which must have been attended with grave risk to the workmen had it been allowed to continue. The underground workings in one, particular mine which he inspected, and wherein a large number of men were employed, were of such a serious and dangerous nature that immediate steps and measures had to be taken to secure the ground for the safety of the men so employed. Without entering on this occasion into the question of culpability, he desired to place on record that the manager had shown a readiness and willingness to carry out his (the Inspector's) instructions. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Copy of an article from the Bendigo Weekly 9/6/2000 titled The Mine Flooding Crisis - New Pumping Technology Suggested by James Lerk. Louis August Samuels was born in Germany. Samuels was involved in the mining industry in Australia and he had mining experience in West Africa. He had knowledge of the mines at the southern end of the field. He was president of the Mine Managers' Association. He believed the flooding was caused by the lack of baling and pumping operations. Earlier he had visited a coal mine in Bohemia to see a Riedler pump at work. It was a new design, very effective, simple in design and reliable. He watched it work. It was 500 metres underground and pushed the water to the surface in a single column. He suggested this type of pump could be adapted to use on the New Chum Reef. Even this suggestion was not the latest technical innovation, but it would be more efficient and less costly than baling. No one took him seriously and continued to remove water by the traditional means. "In April 1969, the first major residential development in Melton began with the release of 148 homes for purchase. This was the first stage of a staggered release of a planned 30,000 homes for 100,000 people by 1990. The development, called Westmelton Satellite City, was described as ‘a preview of tomorrow’.101 It was the first estate built in a ‘modern’ style, with curved streets, and dozens of culs de sac. Westmelton was also the first major development in Victoria to build all the supply lines to the houses – including electricity and telephone lines – underground. The six different home designs in Westmelton were ‘specially designed for the future’, and with allotments ten feet wider than regulations required, there was plenty of ‘space for gracious living’ and for a family swimming pool. The developers of this new estate were active in promoting Westmelton as a new community within the Shire of Melton. By 1971, the Westmelton City News reported that Ian McIntosh, General Manager of Westmelton, had given away $100,000 on behalf of the company ‘to aid community projects’. This included a $72,000 donation towards building a community centre in Westmelton, and $25,000 for the shire’s Olympic-sized swimming pool. Ian McIntosh and his family moved to Melton and Ian said he was ‘very much aware of the needs of [the] Westmelton community’. By the end of 1971, Westmelton was home to 100 new families. The modern residences were obviously an appealing drawcard, but so was the country feel that characterised Melton. Mrs C. Allen, described as a ‘housewife’, said she and her husband chose to move to Westmelton because of ‘the quality homes ... and we both love the clean, fresh, natural environment that surrounds us’. Similarly, Mr W. Coxhead, insurance consultant, moved to Westmelton because of the ‘clean, fresh country air’. Accountant Mr B. Swanton echoed their sentiments, describing Westmelton as ‘far enough away from the industrial pollution carried over Melbourne suburbs by prevailing westerly winds’. The new development attracted an increasing number of young, professional couples and families, representing the beginning of a significant shift from the predominantly rural and farming community of the district’s past. The Westmelton development had four different ‘neighbourhoods’ designed to cater to a variety of different lifestyle needs. Westmelton was the first to be established, followed by Brookfield, which offered ‘superb land in a rustic setting’.
