... Victorian school inspectors... Finch Rix House Creek School Victorian school inspectors School ...This folder contains the official Inspector's reports for House Creek School Number 2266. Inspections were carried out every six months for all Victorian Government Schools. On 8th October 1879 Mathew Parnaby and others applied for the establishment of a school, between Huon and House Creeks, about four miles southwest of Wodonga. The District Inspector approved and Albert Schlink offered two acres of freehold land as a site, four chains from the southeast corner of Allotment Eight, Section 10, of the Parish of Wodonga in the County of Bogong. A portable classroom, 22ft x14ft, with quarters was erected at a total cost of £192, and SS2266 opened on 1st of June 1880 with Edwin Davis as Head Teacher. In 1883 the average attendance ranged between 12 and 20. Both school and quarters fell into a very bad state of repair. Temporarily closed in 1894, the school reopened as a result of a petition by Ferdinand Godde and others. By 1902 the school had a nett enrolment of 37, the grounds had been fenced, and a shelter shed erected by local effort. By 1907 the nett enrolment had risen to 45 with an average attendance of 37. Ferdinand V. Godde served as Correspondent of the Committee in 1911. House Creek was unstaffed in February 1917 and closed on 8th of November 1917. It reopened on 4th August 1921, but with a nett enrolment of 6, closed on the 24th July 1926. The building was sold for removal. Many of the reports in this Register were written and signed by Henry Finch Rix. He was a pioneer of the Victorian School Inspection System and from 1884 to 1887 worked as a Chief Inspector in the Beechworth Education District. He had previously played with the Carlton Football Club for one season. Henry Rix was a highly regarded educator and a staunch advocate of the establishment of school libraries to teach children of "the rich stores of profitable pleasure to be found in books."This item is significant because it documents progress and recommendations for students at an early government primary school in the Wodonga district.A large bound folder of printed forms. The majority have been completed in handwritten reports including names, notes and statistics. Projector - 'Pictoral' Bogong State School, 1925 - 1935
As Bogong State School was located in a remote area especially in winter when the weather and therefore the road isolated the school for an indefinite time, the school was provided with up to date equipment with a comprehensive library and educational films that wouldn't disadvantage the students. Educational films covered all subjects and areas of the curriculum. The projector was very modern at the time. The Society for Visual Education Inc was founded in 1919 as a for-profit educational publisher dedicated to the use of new technologies in teaching.This projector was used at the Bogong State School which opened in 1941 for the children of the employees of the State Electricity Commission of Victoria who were working on the Kiewa Hydro Electric Scheme. The school was outstanding as reported by the school inspectors regarding the education of the pupils which was also supported by new and modern equipment. The nearest school was 14 km away over a dirt road that wound around the Victorian mountains and often closed due to bad weather. Bakelite box holding a globe and a small black tin projector on brown rectangular bakelite base with 4 round rubber stands at each corner. It is able to be moved upwards from the front to adjust the height within a cm. The back is a tall irregular box shape with ventilation on 2 sides of the bottom and at the top. There is a brass plaque attached above 1 vent and an electric cord, with switch, below it. Attached at each side of the front of this box is a cylinder fitted horizontally facing the front where the lense is fitted. At right angles above there is another cylinder, hollow, with a rod for the film to be placed. Leisure object - Sheet music, Beautiful blue violets, c. 1864
This piece of music was composed by Joseph Summers (1839-1917). The date of the composition is between 1863 and 1866. The brother of Charles Summers, the sculptor, Joseph Summers was born in England and came to Australia in 1865. He was an organist and composer, an Inspector of Music in schools and in charge of music examinations conducted through Trinity College, London. In 1897 he moved to Perth. The signature of ‘Miss Jessie Webster’ presents a problem as no information has been found on this person. This is a most significant item because of the date, 1866, and the name, ‘Jessie Webster’. But it is not known if the music has any local provenance. The item also has social significance as an example of the type of music played in mid-Victorian drawing rooms. This is a piece of music of four printed pages of musical notation. The cover of this music is missing. The paper is white with black printing and all the pages are much mottled and stained. The edges of the pages are ragged and torn. There is some pencil scribble on the first page. Typed letted on Government of Victorian Education Office letterhead. The front page is bordered in black for mourning after the death of King Edward VII. The letter related to an exhibiton being held in Ballarat which was to be visited by Frank Tate (Director of Education) and Ponsonby Carew Smyth (Art Inspector). Another handwritten letter from H.H. Circular from the District Inspector, Earl G Pearson, to all schools, June 1952. Divided into six headings. 1. Education Week information and suggestions. Will be held August 10th to 16th. Sunday 10th is Education Sunday. 2. State Schools' Horticulture Society return form nursery shows very little support. All school should support this and pay annual fee of 7/6d. Location is Teachers' Nursery, Poath Road, Oakleigh. ( Became State Schools' Nursery and now Victorian Schools' Nursery No 4214). 3. Inspection. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. Certificate, Education Department Victoria, Education Department Elementary Certificate made out to Frank Wright at Smeaton State School No 53272, 23/11/1915 (exact)
In 1860 Smeaton residents appealed for funds to establish a school. Patrick Curtain, and his co-workers raised more than £150 plus a land grant (Allot A, Sect 2, Township of Smeaton). Head Teacher John Forbes, with assistant Zillah North, opened a timber school building which measured 36ftx18ft (11.0x5.5m) on 1 September 1861 with 44 children. Rising enrolment to 65 in 1868 made building alterations necessary. During 1870-1 a residence of four rooms was supplied and in October 1882 a 20ftx18ft (6.1x5.5m) classroom. In 1907 a new brick building accommodated 122 children. Among notable ex-pupils are Major-General Bridgeford, Frank Wright ( Musical Director of the London County Council), Alex Wright, (AKA singer Andre Navarre), and Les Brooks. (Visions and Realisations). Frank Wright was a renown resident of Smeaton, where he was born in 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. He was the youngest of eleven children. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was appointed in 1934 as the Musical Director of the London County Council (the GLC or Greater London Council), where he organized many amazing concerts in most of the 150 parks, in and around the London district. He was also responsible for some of London’s major concerts at Kenwood, the Crystal Palace and Holland Park. He was made Professor of Brass and Military Band Scoring and Conducting and was a Fellow of the Guildhall School of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. Frank was awarded an M.B.E. in 1967 and he died in November 1970. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.Cream printed certificate with hand written additions.Handwritten additions in caps: This is to Certify that FRANK J.H. "Ponsonby May Carew-Smyth (1860-1939), educationist, was born on 7 August 1860 at Cork, Ireland, son of Emmanuel Uniacke Smyth, gentleman, and his wife Catherine Giles, née Carew. Carew-Smyth's initial art training and teaching was at the Belfast Government School of Art and Design. In 1885 he entered the National Art Training School at South Kensington, London, where he remained as student and teacher for five years. He also taught at Rugby School, studied at the Royal School of Wood Carving and the Guild School of Handicrafts, London, and was sent by the Department of Science and Art to study art, art education and museum procedures in Paris. Testimonials to his career in England affirm his ability and dedication as an educationist and his integrity as a man. On 23 December 1890 Carew-Smyth married Marie Reynolds of Brixton; they migrated to Australia next January. In September Carew-Smyth applied from Melbourne for the position of master of the school of art and design, established under the auspices of the Ballarat Fine Art Gallery. Opening in November, the school offered day classes and a broad curriculum, and under Carew-Smyth's guidance, established a sound reputation. In November 1899 he was appointed inspector of drawing in the Department of Education. Carew-Smyth saw drawing as a crucial link between primary and technical education, insisting on it as a 'mental process quite as much as a manual'; he believed strongly in the utilitarian value of drawing to the artisan class and of art as 'craftmanship'. By his emphasis on teacher-training, by his role in the Teachers' Training College, and by his constant travels, writing and lecturing, he upgraded both the standard and importance of drawing early in the century. His meticulous mind formulated the Austral Drawing Books which provided the basis of instruction in the subject in Victoria until 1927. Although he gave his occupation as 'artist', Carew-Smyth was primarily an educationist. He was actively involved in the early years of Prahran and Swinburne Technical colleges, and especially the Working Men's College which held his interest even after his retirement. In 1906 he was appointed chairman of the Victorian State Schools' Equipment and Decoration Society, and he was important in the organization of the state schools' exhibition that year. He designed the commemorative wall plaques installed in state schools after World War I, and the art teachers' certificate. He was prominent in bringing about the 1922 Jubilee Exhibition, and the 1926 showing of work of overseas schools, and especially the 1934 Melbourne centenary 'Early Victorian Art' exhibition. In the 1930s he wrote wide-ranging, informative and sometimes humorous articles for the Argus on various aspects of the decorative arts. In mid-1936 he was acting director of the National Gallery of Victoria. To students his single-mindedness sometimes suggested sternness, but Carew-Smyth was always held in the highest regard both professionally and personally. His colleagues recalled a man of kindness, unstinting devotion to work, and humour; he was considered quite a raconteur. Survived by his wife, a son and a daughter, he died in his home at South Yarra on 9 October 1939, and was cremated." Harold Brocklebank Herbert (16.09.1891-1945) Harold Herbert was one of the first pupils at the school starting in 1891, commencing as a 15 years old he studied Applied Design and Architecture at the Ballarat Technical School of design attached to the Ballarat Fine Art Galery, transferring to the Ballarat Technical Art school attached to the Ballarat School of Mines. He was a certificated Art Teacher with the Victorian Education Department. His talents were identified by Ballarat’s Ponsonby Carew-Smith who rose to become Art Inspector with the Victorian Education Department. His teaching career included being appointed Principal of the Sale Technical Art School in 1898. Harold Herbert undertook further studies in England returning to Ballarat with all new entrepreneurial ideas. He worked at the Ballarat Technical Art School between 1915-19. Harold Herbert was involved with the design of the Ballarat Arch of Victory, and was responsible for the reproductions in ‘The Education Department’s Record of War Service. Had been principal of the Sale Technical Art School since 1898, and had undertaken further studies in England returning to Ballarat with all sorts of entrepreneurial ideas. In 1924 the Ballarat School of Mines Students’ Magazine reported “We are perfectly safe in claiming on behalf of our school, that no institution of its kind has turned out a greater number of men and women students who have since “made good” while some have achieved enviable prominence in the world of art. Amongst these later, the most brilliant is Harold B. Herbert whose work is so widely and justly appreciated throughout Australia and whose achievements are watched by his old school with the greatest pride. He commenced at the School when he was about 15 years of age, and followed a course of training very similar to what most students are doing the most valuable qualities shown by him during his career as a student were a passion for drawing and a capacity for taking pains, so essential in all artwork. He was appointed as Assistant Art Teacher at Ballarat on completion of his course, and later assistant in the office of Art Inspector. All of his spare time was devoted to out-door sketching and commercial drawing and he showed an ability in practical design for various crafts quite equal to the ability he has since displayed in depictive art. His return to this School as senior master and his departure to devote himself entirely to fine art are quite recent happenings with which all students are familiar. The wonderful exhibition he held in Melbourne on return from a sketching trip abroad has place him amongst the leading artists of Australia. Upon his death in 1945 the Ballarat School of Mines Student's Magazine recorded: "The death of the famous water-colour artist, Harold Herbert, will be a distinct loss to art in Australia. he was educated at the Ballarat Art School which it was situated in Sturt Street, and the gave promise of becoming a famous artist then. his talents were recognised, and in water-colour work he quickly made a name for himself. his landscapes in water-colour are in the principle galleries of the world, and many of them are to be found in the Ballarat gallery and in other provincial galleries. In 1941 he was appointed official war artist for the COmmonwealth, and he served in the Middle East and Syria. Exhibitions of his war pictures have been seen at different times in Melbourne."Portrait of a young man in a suit. Ponsonby May Carew Smyth was born at Cork, Ireland, Carew-Smyth studied at the Belfast School of Art and Design. Carew Smyth taught at the national Art Training School, London and Rugby School. He arrived in Australia in January 1891, and was appointed Principal of the Ballarat Fine Art Gallery School (Ballarat West Technical Art School) from 1891 to 1899. In 1907 Carew Smyth was Chief Inspector of Art for the Victorian Education department. He designed commemorative wall plaques for state schools after World War One. Queen Victoria on 22 January 1901. Mourning stationery for letters, both writing paper and envelopes, was printed with black borders, of varying depths, as a token of bereavement. Black sealing wax, black leather blotters, and jet paperknives were also sometimes used. The permanent fruit fly road blocks in Victoria began in 1958. The first was set up on the Lincoln Causeway between Albury and Wodonga. The aim was to protect the Victorian fruit export industry, the largest in the country. Cars would be stopped and inspected when entering Victoria. At peaks periods, such as Easter and school holidays, there were up to 10 inspectors at the 24 hour checkpoint near the former butter factory on the Lincoln Causeway. Local residents could apply for a pass such as this one which would be displayed on their window, but were still subject to random checks. Hundreds of tonnes of fruit each week was confiscated and pulverised by Department of Agriculture staff. The road block was closed in 1980, partly due to the increased traffic flows and the cost of maintaining inspection points.This image reflects government measures taken to protect the fruit industry in Victoria.A transparent sticker designed to be applied to a car window for motorists to pass through Department of Agriculture fruit fly control points.
