The reason for the reduction of the 240 volts to the 32 volts was for the safety of the inspector. The SEC Victoria Hydro Scheme's electrical generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this the point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This transformer lamp is very significant to the Kiewa Valley as it was introduced as a very small part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both industrial and larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley. This is also a specific electronic item which was manufactured in Melbourne and not sourced from Europe or Asia. This demonstrates the fast evolution of Australian technology to a high standard compatible to that of the rest of the world.This heavy hand held electrical transformer (transforms 240 volts to 32 Volts) an has one leather handle on the top with three small (gauze filtered) air holes. It also has two 2 pin directional cable distribution (clipsal) in/out points 10amps / 240 volts. There is one glassed in volts/ac meter and one variable switch (180 to 150 voltage in settings of 10 volt increments.There are two vents (one on each of the smaller sides). The control centre can be hundreds of meters above the generators and this resistor reduces the large current to a small voltage entering a calibrated control monitor. This resistor is highly significant to the Kiewa Valley because it represents a major construction and ongoing operational industry dealing with the supply of hydro electricity to Victoria. Although it is relatively small in size it is part of the controlling mechanism for the supply of a non polluting energy source for home and industrial use.This mainly metal and wire resistor has been built of copper and brass and designed to carry a current of 2000 Amperes. The river flows and rainfall patterns had to be established before any construction of holding dams or tunneling could commence. This barometer is very relevant to the Kiewa Valley history because it presents the high degree of professional and technical information required at the time before implementing the "Scheme" upon the virgin alpine region and its effects upon the "natural" flows of the rivers within the Kiewa Valley. Time since the start of the project has verified the use of instruments such as this barometer and the information gained from its use that the success of any large impact upon a sensitive environment requires a thorough and systematic study before implementation. Weather records were kept of temperature, wet-bulb temperature, wind direction, speed and barometric pressures. To record barometric pressure a meter was devised with a clockwork mechanism which took one week to do a revolution. A chart was fitted to a drum and had an ink pen shaped like a little shovel. The shovel was filled with ink and was checked daily. To calibrate the barometer it was sent to the Melbourne General Post Office to be compared against the one there (at sea level). It is an excellent overview of one of Australia's greatest construction projects (along with the Snowy River Hydro Scheme). This book highlights in detail the planning, programming and construction phases throughout the life of the construction from 1919 onwards until the 1960's. There were a few copies made using carbon paper and a type writer on foolscap paper.This book with its Parts A to D, photographs and plans/tables is very significant to the Kiewa Valley region as it details "the bones" of one of Australia's greatest construction projects that was undertaken by Governments that had the foresight and the will to undertake such a costly and environmentally imposing project for the benefit of their states and their country. This project was at a time when financial and security pressures where at a high and fluctuating level. This project was the major contributor to the expansion and diversity of non rural activities within the region. It was directly and indirectly the cause of better transportation avenues, tourism and the lifting of the regions natural facilities to sustain an ever increasing long term and short term population.This large hard (thick cover) book has both front and back sides fastened to the spine by two brass screw on pins. The book title, author/compiler and the commissioning organisation (STATE ELECTRICITY COMMISSION OF VICTORIA) together with the SEC Vic emblem are all embossed in gold script.The spine is also embossed with the title. The book contains 396 pages consisting of the 390 pages which are the duplicate(carbon copy) of the original type written pages and 6 pages of site plans. Sprinkled throughout the book are 36 original photographs of various stages of construction. ... ...victorian state electricity commission...Climbing pegs were installed on higher poles that extended beyond the reach of ladders. kiewa hydro electricity scheme victorian state electricity commission relays generators electrical pole maintenance This thick leather linesman belt is made from two lengths of heavy lengths of leather straps sewn together to make up 80% of the belt. ...This linesman belt was used under the 1947 Electricity Regulations and before tighter Occupation and Health regulations (late 1990's early 2000's) were introduced that mechanical lifting platforms(wherever possible) replaced the belt up the pole method.The safety concern was that it required that tools needed by the linesman had to be placed in a large canvas bag and attached to the belt (extra weight) then the linesman had to climb the ladder. Ladders had to be at the correct angle and not able to "slip" from their initial footings. A full harness and a secondary fall belt is now mandatory for pole linesmen. The safety of fellow workers could be compromised if they were required to assist or recover the first linesman if needed. In 2006 an additional 269 registered lineworkers were employed. Please note that the terminology of linesman has become unisex. The linesman's belt enabled the linesman to place his feet against the pole adjust the belt (if needed) and lean back securely allowing both hands to be free to work with. This linesman belt is very significant to the Kiewa Valley due to the numerous poles and high voltage overhead power structures that needed maintenance for the extensive "mushroom" installation of electrical power polls(wood and metal). On high poles (steel) climbing pegs were welded on, however in the Alpine areas snow in winter caused an OH&S problem which were hard to overcome. The safety of a linesman when maintenance of electricity line on poles can be highlighted by the New Zealand linesman who survived an 11,000 volt shock when carrying out maintenance. For the record 11,000 volts is four times more powerful than execution by "the electric chair". The maintenance of the linesman's belt was his responsibility (keeping it clean and in "good" condition). Labour laws change this initial responsibility, from the linesman, to the employer. Climbing pegs were installed on higher poles that extended beyond the reach of ladders.This thick leather linesman belt is made from two lengths of heavy lengths of leather straps sewn together to make up 80% of the belt. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. ...This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. ...This VHS was produced by the State Electricity Commission of Victoria, to show the pristine state of the Kiewa River and Valley post the completion of the Kiewa Hydro Electricity Scheme (Circa 1950s), The late 1970s on wards was the beginning of deeper social scrutineering by pro environmental groups such as the Australian Wilderness Society (1976) and the Greens (political Party), before, during and after the construction phases of any man made structures in forest/bush areas which may or could damage or adversely affect the natural flora and fauna of sites. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. With the passage of time since, and the issue of the global push to minimise carbon pollution, and as an alternative to coal fired power stations, the use of hydro electricity can now be seen as a highly efficient alternative to "coal powered" electricity. This VHS is a snap shot in time (1990) when the Kiewa Valley was still relatively under populated and holiday houses owned by city bound workers was still relatively insignificant. As more and more holiday makers retire to a small but friendly region(Kiewa Valley and Mount Beauty) the increase in visitor numbers will affect the local rural bush scene more and more. The changes that will occur (in time) can be measured against the scenes presented in this video. The additional resources provided by the State Electricity Commission of Victoria of "alpine bush" fire control and management, together with an ongoing educational scheme for school children in learning about what constitutes the Alpine country's unique environment, are a very important offshoot, benefitting to both the communities within the Kiewa Valley and regional Victoria.This VHS tape is stored within its own plastic cover which has a front side covered by a coloured photograph(both front and back cover) of the Kiewa River, just to the north east of the Mount Beauty township. The VHS tape is nestled within a formed inner structure which not only prevents the tape from moving to and fro but also unnecessary intrusion of foreign particles.Front cover "KIEWA" on the spine top circle with lines projecting out and below this "SEC". This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. With the passage of time since, and the issue of the global push to minimise carbon pollution, and as an alternative to coal fired power stations, the use of hydro electricity can now be seen as a highly efficient alternative to "coal powered" electricity. This item provids a snap shot in time (1990) when the Kiewa Valley was still relatively under populated and holiday houses owned by city bound workers was still relatively insignificant. As more and more holiday makers retire to a small but friendly region(Kiewa Valley and Mount Beauty) the increase in visitor numbers will affect the local rural bush scene more and more. The changes that will occur (in time) can be measured against the scenes presented in this video. The additional resources provided by the State Electricity Commission of Victoria to "alpine bush" fire control and management, together with an ongoing educational scheme for school children in learning about what constitutes the Alpine country's unique environment, are a very important offshoot, benefitting to both the communities within the Kiewa Valley and regional Victoria. The Bright Council, now the Alpine Shire took over the control of the township in 1960 and today Mount Beauty is one of the most complete company towns in Victoria.The SECV provided several standard designs for the housing of workers and management in Mt Beauty. At the completion of the scheme the housing was retained and Mount Beauty now exists as one of the best examples of a company town in Victoria.There are many examples of the original houses remaining around the town. It was built in 1917 for the Shires of Heidelberg, Eltham and Whittlesea. It is considered Nillumbik Shire's finest engineered bridge and was construced by the engineering company of Sir John Monash. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p117 Monash Bridge is considered the Shire’s finest engineered bridge and was constructed by the engineering company of that great Australian, Sir John Monash.1 The bridge spans Diamond Creek on the Hurstbridge-Arthurs Creek Road, linking Hurstbridge with Yarrambat and Arthurs Creek. Monash Bridge, also called Hurst’s Bridge, was built in 1917, by the Reinforced Concrete and Monier Pipe Construction Company Pty Ltd, for the Shires of Heidelberg, Eltham and Whittlesea. Although Monash was probably in action overseas during World War One when the bridge was designed and constructed, he evolved the basic design in the 1900s and it was a standard design for the firm. However J A Laing, a designer at the firm, was probably the designer, as his initials are on bridge drawings held by the Eltham District Historical Society.2 The bridge is an excellent early Australian example of an open spandrel reinforced concrete arch bridge and has a single span of 29 metres. It is unusual in Victoria, but similar to many reinforced concrete arch bridges in Europe and America, built from the late 19th century. In Victoria, Monash pioneered the use of reinforced concrete – then a revolutionary construction material. His company, Monash & Anderson, had the exclusive licence for the Monier patent for the system of reinforced concrete construction for Victoria and New South Wales. A well-known example of the Monier arch bridge is the Morell Bridge in South Yarra. The sweeping arch of the Monash Bridge combines grace and utility and blends with the surrounding rural landscape. Its design and construction have allowed it to carry increasing volumes of heavy traffic, but in modern times the one lane is considered by some to prevent easy passage through Hurstbridge. However others consider this an asset to deter too much more traffic, which would diminish Hurstbridge’s charming rural character.3 This is the third bridge across the Diamond Creek at this site. The original bridge was a log bridge upstream, constructed in the 1850s by early settler, Henry Hurst, after whom Hurstbridge was named. The bridge spanned the creek, where it divided his family’s property. In the 1880s a timber bridge replaced it, known as Hurst’s Bridge. However a more permanent bridge was considered necessary when the new railway arrived in 1912, bringing with it expectations of growth in the town and the surrounding fruit-growing district. Monash Bridge’s official opening on November 3, 1917 was a gala occasion, which took place before about 1000 spectators. Two who attended the opening had a particularly sound knowledge of the locality. One was Fred Hurst, Henry’s brother, who used to ford the creek at or near the bridge’s site more than 50 years before. The other was John McDonald of Arthurs Creek, who had built the old wooden bridge over the creek about 40 years earlier.4 Although John Monash was a fine engineer, his fame came from his brilliant war career, rather than from his engineering or his many other achievements. Monash was Corps Commander of the Australian Forces. His brilliance was recognised with his awards: Knight Grand Cross of the Order of St. Michael and St. George, and Knight Commander of the Bath. Monash was also decorated by the French, Belgian, and American Governments.5 After the war, Monash worked in many prominent civilian positions, the most notable as head of the Victorian State Electricity Commission. He was a leading and loved public figure, involved in many public and private organisations. He was president of the Australian Zionist Federation and involved in the Boy Scouts. Monash University is named after him. By the 1920s Monash was probably regarded as the greatest living Australian.6 Despite most of his life working as an administrator and leader, rather than a fighting soldier, he became integral to the ANZAC legend. Monash died in 1931.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The imprint of the year '1921' was to identify the year that the SECV was formed which relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge scope, isolated and time consuming nature, the feeding of its workers was quite demanding of cutlery and crockery. (See more KVHS 0113)This item is a white ceramic State Electricity Commission of Victoria bowl. It is made in England and is of strong and durable ceramic. The 5 mm thickness of the ceramic suggests this bowl (cereal / soup) belongs to a commercial kitchen environment and not domestic. The indent bottom of the bowl is 5 mm deep with a side curvature ratio of 2:5. The ceramic is glazed to a commercial standard (workers' mess). See also KVHS 0128 (B - D) for other ceramic crockery.The red printed seal of the State Electricity Commission of Victoria is imprinted on the top outside rim within a curved scroll and a raised fist with electrical "Charges" extending out. The Bogong Township was the base camp for workers employed by the State Electricity Commission. ...The Bogong Village was originally constructed (1937-1940) by the State Electricity Commission to house, engineers and construction workers working on the Kiewa Hydroelectric Scheme. These workers were initially settled in 26 houses and were mainly of European heritage. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. This photograph shows the village before beautification for tourism was introduced and "bare bones" homes and village usage existed.This photo clearly presents a period of restricted human occupation of a very fragile Alpine environment(up to 4000 workmen involved). This was the beginning of a planned and controlled form of sustainable tourist orientated development of the Victorian Alps and high plains region. The Bogong Township was the base camp for workers employed by the State Electricity Commission. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. The front cover has a coloured picture of a snow covered Mount Bogong taken from the opposite mountain range. The valley between both ranges has a whisk of mist over it. At the bottom of this picture are three black and white photographs covering the construction of the Kiewa Hydro - Electricity Scheme. On the back cover is a photograph, (black and white) detailing the Bogong village and Junction dam containing lake Guy. The inside front cover is a black and white photograph which details the construction of the West Kiewa tailrace tunnel during April 1951. The inside back cover is a black and white photograph of the concrete pour at the Clover Dam circa 1952. All photographs and sketches are in black and white. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) ...Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. A positioning ring has been welded to one bottom ring for stability.parrafin wax, candles, domestic household ighting
