Tait collection: item 27 of 62. This document contains details of the Will of William Stacey Spencer, formerly of Stanstead, Mount Fitchet but late of Birchanger, Essex, England. He was a corn merchant and malster and died in England in October 1897. He left an estate with a gross value of £4973, with the beneficiaries being his wife and children. Three codicils were added to the will, one being caused by the death of an executor, William Spencer’s brother. The English lawyers involved in drawing up this will were Richardson, Foxwell and Hart of Much Hadham, England. As this document is an Exemplification of the Will and was drawn up in the colony of Victoria it is presumed that one or more of the beneficiaries was a resident in Victoria and possibly in the Warrnambool district. The Warrnambool lawyers, Henry Parrington and Con O’Mahony have their names in the document. The document has been, with others, passed down to successive lawyers occupying legal premises in Kepler Street, Warrnambool and located in that building in 2014. Unless some local connection can be found to William Spencer, this document is of interest only in that it was drawn up by local Warrnambool lawyers in 1899.This is a cream-coloured document consisting of five double parchment pages bound together with green cord and including a folded-over inset piece of paper on the front page. Nine of the pages have ruled black lines on the edges and there is handwritten material in black ink on nine pages. The document gives details of the will and codicils of William Spencer of Essex, England who died in1897. The document has the seal of Her Majesty’s High Court of Justice, Probate Division, attached with white binding and a stamp for three pounds attached with a metal insert. This telescope was amongst various items collected from a sea dive in Port Phillip Bay. The diver was the caretaker of the Port Lonsdale Lighthouse, who dived on various wrecks in the bay during the 1960's. After the caretaker's death, his son sold off many of the shipwreck artefacts. The telescope was purchased from the caretaker's son in the 1990's by a previous owner of the Marine Shop, Queenscliff, Victoria. John Browning was particularly well known for his scientific advances in the fields of spectroscopy, astronomy, and optometry. Between 1856 and 1872, Browning acquired provisional patents for designs of numerous scientific instruments. He was also the recipient of an award at the 1862 International Exhibition held in London. Also recognised for his temperature-compensated aneroid barometer. Browning's scientific instruments were used in physics, chemistry, and biology. The products he designed and manufactured included spectroscopes, telescopes, microscopes, barometers, photometers, cameras, ophthalmologist, and electrical equipment such as electric lamps. John Browning was born around 1831 in Kent, England. His father, William Spencer Browning, was a maker of nautical instruments. John Browning's great-grandfather was also an instrument maker as well as John’s brother Samuel Browning of the firms Spencer & Browning and Spencer, Browning & Rust, who also manufactured navigational instruments. The latter firm was in operation in London from 1784 to 1840 and was succeeded by the firm of Spencer, Browning & Co. John Browning initially intended to follow the medical profession and entered Guy's Hospital, a teaching hospital and a school of medicine. Despite having passed the required examinations, however, he abandoned his plans. Instead, he apprenticed with his father, William Spencer Browning. At the same time, in the late 1840s, he was a student attending the Royal College of Chemistry several days per week. By the early 1870s, practical optics had become John Browning's primary interest, and he listed his occupation as an optician on the census records from 1871 to 1901. He was well known among London's ophthalmic surgeons for his various ophthalmic instruments. He had a large part in reforming the art of crafting spectacles. Other achievements were as an author of the book, How to Use Our Eyes and How to Preserve them by the Aid of Spectacles. Published in 1883, the book included thirty-seven illustrations, including a diagram demonstrating the anatomy of the eye. In 1895, he was one of the founders of the "British Ophthalmology" the first professional organisation for optometry. He was not only its first president but also registered as its first member so many considered him to be the first professional optometrist. Other professional organisations he belonged too was as a member of “The Aeronautical Society of Great Britain”. In 1871 constructing the first wind tunnel located at Greenwich Marine Engineering Works. He was also a member of other scientific organisations, such as the “Microscopical Society of London”, the “Meteorological Society”, and the “Royal”. Then in 1908 the company of W. Watson & Son, opticians and camera makers, took over John Browning's company since 1901 John Browning had been semi-retired but in 1908 he fully retired and moved to Bournemouth in Hampshire. He died in Cheltenham, Gloucestershire in 1925.The telescope is significant for its association with one of the world’s leading scientific instrument makers and inventor of the 19th and early 20th century. It is believed the donation came off a wreck either in Port Philip Bay or between Point Lonsdale and the Nepean Heads making it a significant maritime historical artefact. Its provenance is good given it was taken off a wreck in this area by the Point Lonsdale lighthouse caretaker. Examples of John Browning's telescopes because of their scientific and historical importance are highly valued by collectors.Marine style single draw brass telescope with a sunshade. The single draw has no split and the second cartridge is held in a long brass tube within the single draw, mounted from the objective end. The eyepiece is flat and at the end of the first draw in a very faded engraving that is believed to read "John Browning, 63 Strand, and should read London under the word strand but this is hard to establish given the engravings condition. 1 Russell Street was built in 1888 and from 1888–1905 (maybe 1911, as his death notice says he died at Russell Street) it was the home of James Burrell, a blacksmith. His smithy was on the corner of Canterbury Road. In 1893 a block of land (No.3 ) was bought to establish the fire station and James Burrell acted as fire officer and stored the reel and hose until the station was built. From 1911–1928 it was the fire station residence, as the brigade gained status. James Burrell (1860-1911) married Elizabeth Wilson (1862-1925). She was daughter of Edward Wilson. They had 4 children: James Herbert, known as Bert (1888-1953); Aleck (1890-1951); William Spencer, known as Bill, (1893-1976) and Elsie May (1898-1990). Both James and Elizabeth Burrell are buried in Burwood Cemetery. From 1930–1943 Michael Ginnane, retired station master, and members of his family lived in the house. Michael Ginnane (1864-1935) married Annie Mary Brock (1868-1945). Both were born in the Ballarat area. They had 10 children. From 1913-1917 he was station master at Woodend. In the 1925 electoral rolls the family is listed as living at Surrey Hills station. There was a station master's house adjacent to the station (demolished and the site now part of the car park accessed off Blackburn Street). They are again listed here in the 1925 electoral roll. By 1931 they are at 1 Russell Street and he is listed as a retired station master. In the early 1880s the Ballarat School of Mines Council introduced a three year course of training under the professors to qualify students in the following professions: 1. Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. By the 1890s the professorial staff had drawn up a curriculum leading to an Associateship of the Ballarat School of Mines. The first two years work was to be common to all courses, but in the third and subsequent years the student wold be devoted to a specialised branch of study. The Associateship was to be conferred in one of another of the following Courses: Agriculture, Civil Engineering, Electrical Engineering, [Geology], Metallurgy and Mining Engineering. All were three year courses except for Agriculture which was two years. Each course was conducted in accordance with a prescribed curriculum and syllabus. During the 1910s there was an expectation that candidates for the Associate course should have attained the age of sixteen, and have received preparatory training equivalent to University Matriculation at least in the subjects of Elementary Mathematics, English Grammar and Composition, or have passed through Junior Technical School. In 1960 an new procedure for admission to graduate status as Associates was introduced to the Ballarat School of Mines where Associateship would be conferred at a public ceremony. After 01 July 1976 graduates of Ballarat College of Advanced Education and Ballarat College of Advanced Education were admitted in major studies relating to mining for Australian accreditation and overseas purposes. In 1920 Dora Sandow, the youngest daughter of George and Mary Ann Sandow, married William Spencer Grigg, a son of William Michael and Louisa Caroline Grigg. Born at Spring Hill in 1866, Louisa Spencer married William Michael Grigg, a carrier/haulage contractor, in 1891. They lived in Ballarat where their first two children were born, then moved to Linton in about 1895. For a short period after this the family went to Western Australia, before returning to Linton in about 1900. Louisa and William Michael Grigg had five children - Georgina Myra (called Ena), Lilian Violet (called Cis), William Spencer (eventually known as "Bill Grigg Snr"), Nellie, and Spencer Lancelot. William Spencer and Samuel Browning's were in partnership from 1778 to 1781. When Ebenezer Rust joined the partnership of Spencer and Browning in 1784, the firm of Spencer, Browning & Rust was created. All of the original partners of Spencer, Browning & Rust had died by 1819. The firm was succeeded by Spencer, Browning & Co. in 1840, following the 1838 death of Ebenezer Rust, Junior, son of the original partner. The successor company was in business until 1870.A monocular telescope in a tapered brass tube, with the middle two thirds coved with dark-brown leather. The eye piece end in telescopic, and is probably an add on. 83 cm long, 6.5 cm diameter at large end, 4.0 cm diameter at eyepiece end. This is the sixth in the series of records of items in the collection of Edgar Dawson DCM. Dawson was the Regimental Sergeant Major of 57th Battalion, AIF. C Company of the 57th was composed of men drawn from Echuca, Eaglehawk and Bendigo.
