MEYER COLLECTION - FALLS CREEK PHOTOS In 1947 a determined group of like-minded State Electricity Commission (SEC) staff including Ray Meyer, the chief surveyor of the Kiewa Hydro-Electric Scheme, had a common interest that revolved around the skiing potential of the snow-covered high plains which included what is now the resort of Falls Creek. The six SEC employees, Toni St Elmo, Ray Meyer, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson (together with their families) banded together to secretly build a 'hut' that was the first ski lodge at Falls Creek. Using a road built in 1930s to gain access to Falls Creek, their hut project was carried out in secret as efforts by other skiers were blocked by H.H.C. Williams – the engineer in charge of the Hydro Scheme. In 1946 Ray Meyer made a trip to the Lands Office in Melbourne. He came away with a 99-year lease on three acres that was ideally suited for a hut designed by Lloyd Dunn. Adrian Ruffenacht (Design Engineer for the KHS) had suggested where the group should build because of easy access to a spring for water. Much of the building material required was scavenged from derelict huts on the high plains. Due to the need for secrecy, the determined group worked on the hut in the evenings and weekends to avoid detection. During the building period the group had met at Echidna Rock (now known as Eagle Rock) where Skippy St Elmo announced, "This is my favourite ‘Skyline’.” And so the first lodge in the area at Falls Creek Ski Resort came into existence. With the development of the International Poma in the 1970s, the Skyline Lodge, which was sited between the ski-lift’s pole one and pole two, was demolished. However, the legacy of Ray Meyer, Toni St Elmo, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson and Skyline lives on in the vibrant atmosphere of Falls Creek Resort. The MEYER COLLECTION documents developments on the Kiewa Hydro Scheme and their life at Falls Creek from the mid 1930s to 1960s.This image is significant because it depicts a member of a pioneering family of Falls Creek area, and one of the founders of Skyline Lodge.A black and white image of Joan Meyer in Diamantina Hut. Erection of staff quarters at Pretty Valley was completed in April, 1947 and accommodation for construction workers commenced in 1948 but suspended on 11th May for winter and resumed on 9th November. Construction of this camp was completed in 1949. A large dam was proposed at this site but was never constructed. Instead a small diversion dam was built which diverts water either to Rocky Valley Dam or to McKay Creek Power Station. An historical record of the type of accommodation provided for workmen during the construction of the Kiewa Hydro Scheme during the 1940's/50's.A black and white photograph of Pretty Valley Camp, c 1949. This item was used by the State Electricity Commission of Victoria in their mess huts/rooms for their workers during the construction of the Kiewa Hydro Electricity Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed and relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun. This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tied to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local and European expertise in dam construction and water management in alpine terrain came from migrants for England and Europe. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world. These saucers were used in the mess huts including later in the Bogong mess hall and the Mount Beauty Chalet. This item is a white ceramic saucer (tea /coffee). It is made in England and is of strong and durable ceramic. The bottom cup indent is for either tea or coffee cups of a similar ceramic structure. The 5mm thickness of the ceramic suggests this saucer belongs to a commercial kitchen environment and not domestic. The indent bottom of the saucer is 5mm deep with a side curvature ratio of 2:5. The ceramic is glazed to a commercial standard (worker's mess). This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world. This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. On site accommodation for the workforce is still a requirement for some mining areas but high market returns have produced fly in/out labour. This anodised metal sign has been "block" stenciled on. Wilkinson's Hut was built for the State Electricity Commission of Victoria in 1932 as a permanent residence for the snow research program manager, who was the resident engineer of the Kiewa Hydro Electric Scheme. The hut was sold in 1948 to the Ski Club of Victoria / Victorian Alpine Club and renamed Wilkinson Lodge. In 1958 it was sold to the Melbourne Bushwalkers Club. It was burnt down on 17th January 2004.Wilkinson Lodge was located at Wallace Gap on the Bogong High Plains and was the first S.E.C.V. permanent residence for the workers of the Kiewa Hydro Electric Scheme. It is also an early built lodge owned briefly 1946 - 1958 by the Ski Club of Victoria / Victorian Alpine Club and used by skiers before other lodges were built at Falls Creek. The arrival of explorers Hume & Hovell in 1842 brought about the widespread clearing of land in the valleys for pastoral uses and the displacement the original inhabitants in the high country which became a boon for cattlemen due to extensive lush summer grazing for cattle. High country cattlemen built a variety of huts for shelter and storage, when driving cattle up to the plains in summer, during mustering and bringing the cattle down from the mountains before winter closed in. These same huts now provide shelter from the elements for hikers, bush walkers and skiers. Wallace’s Hut is the oldest of the Cattleman’s huts still standing in the Alpine National Park and is classified under the National Trust. Due to their age and the ravages of the elements, including bush fires, many of the huts have been destroyed, or are falling into disrepair. Groups of willing volunteers are now working to preserve as many of the huts as possible with restoration or rebuilding. The numerous cattleman’s huts of the Alpine National Park and the colourful characters who erected them represent a significant part of the history of the high country area and early cattle grazing, which has been the theme for many poets and film-makers alike. They also have a significant role in the early days of the SECV when they were used by surveyors and other workers for shelter and temporary accommodation. More recently the huts have functioned as shelter for hikers and skiers caught out in the elements and a refuge along the long trek for bush walkers. They are a popular attraction for tourists and feature prominently in much of the tourist information of the region. In the mid to late 1930’s survey outposts were established to plot the early stages of the Kiewa Hydro Electric System for the SECV in the Bogong High Plains. Before any roads were built, the old cattleman’s tracks were used with packhorses to deliver supplies, wages and mail and collect timesheets and correspondence from the workmen and dam builders living in canvas tents and at the outlying survey posts. The trip up the mountain was long and hard and dangerous for both horse and man Most of the men of the survey teams were not bush-men and were often ill equipped for the harsh weather and living conditions of bush camping, often arriving in their city clothes ready for work. The tent city at Bogong was destroyed by bush fires in 1939 after which an access road was built from Mt Beauty to transport building materials for more permanent dwellings for workmen. Pack horses continued to be used for transporting goods etc. to workers further up the mountain.Without the work of horsemen and their pack horses providing supplies and communications for outlying outposts, surveying and early planning for the Kiewa Valley Hydro Electric scheme could not have gone ahead and the dams and power stations which support the system could not have been constructed. The Hydro-electric scheme, and the workers who planned and built it play a major part in the early history of the Kiewa Valley and many original families still remain living, or have ties with the local area.: Set of 21 black and white photographs and copies of photographs depicting the pack horses and the men who handled them, transporting supplies and correspondence to the outlying camps and survey posts in the Bogong High Plains, via the rough cattlemen’s tracks. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water. This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. In the 1830’s, European pastoralists started moving south from NSW into the Alps. In 1836, cattle grazing began around Omeo and the runs spread out into the foothills. The higher country was used for summer grazing and huts were built for shelter and storage during stock mustering. The lure of gold brought many people to the Alps from around 1850 to 1900. Bushfires destroyed the forests around Melbourne in 1939 and the boom in house-building after World War II ked to increased demand for timber from the Alps. This resulted in the building of a network of roads which helped open up access to the Alps. The early 1940’s brought the first of many workers to the Alps for the planning and construction of the Hydro-Electric Scheme. These were the pioneers and early settlers of the Kiewa Valley and provided a wealth of characters and a tapestry of stories and adventures to be handed down to future generations. These 3 posters, which were most likely produced for promotional purposes provide a glimpse into the early lives of the pioneer families of the Kiewa Valley through pictures and verse. They show their lifestyle and outline the hardships they had to endure in living and working in the Alpine region. They also highlight the early arguments regarding grazing in the high country which would ultimately lead to the end of the long traditions of the high country cattle men. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. The early forties saw rapid growth of Bogong Village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Bogong Primary School opened in 1941 to provide an education for the families of employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed circa 1970.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. The nearest school would have been 14 miles away and over mountain roads subject to heavy construction traffic and extremes of climatic conditionsBlack and white photograph of a group of 6 children playing on play equipment in the schoolyard at Bogong Primary School.
