Historical information
The Queen’s Guide (Girl Guides) and Governor’s Award / Queen’s Scout (Boy Scouts) were the highest youth honours in their respective movements. In Victoria, these awards were traditionally presented by the Governor, including Sir Norman McCaughey, at formal ceremonies held at Government House.
These presentations symbolised civic leadership, service, and the connection between youth organisations and the State.
The Governor at the time of this ceremony was Sir Brian Murray and the Lieutenant‑Governor was Sir James Gobbo. These ceremonies were often performed by either the Governor or the Lieutenant‑Governor, depending on scheduling.
Mrs. McCaughey was the wife of the previous Governor Professor Davis McCaughey.
