Map, Plans (5) showing Subdivisions of Warrnambool, 1989
... in the Warrnambool City Council offices. The scale of the plans was 1... in the Warrnambool City Council offices. The scale of the plans was 1 to 5000 ...These plans have been drawn by Steve Hester for the Warrnambool City Council to illustrate the allotments in Warrnambool concerned with the subdivisions of 1989. The streets have not been named but there is an indication of the area with the identification of known buildings (eg Hospital) and the plan numbers of each allotment is clearly marked. These numbers corresponded to the plan numbers registered in card files and ledgers in the Warrnambool City Council offices. The scale of the plans was 1 to 5000. These plans are of considerable interest because they show Warrnambool street subdivisions of 1989 in illustrative form. They show how information was collated in the late 1980s before the widespread use of computer digital means to describe and store information. These are five hand-drawn sheets showing plans of sub-divisions in Warrnambool streets in 1989 (Warrnambool City Council material). The plans are multi-coloured (crayons) and show allotments with plan numbers. The first plan has much of the material torn off but the location is known to be in the Russells Creek area. Some of the green tape around the edges is missing. Plans two to five are almost intact and are bound with green tape. Plan Two- Industrial Estate of West Warrnambool; Plan Three – Hospital/Merrivale/ Lake Pertobe areas; Plan Four – North Warrnambool, Wollaston/Brierly areas; Plan Five – Flaxman Street area. ‘Subdivision Plan, Reference Guide, Steve Hester, Oct. 1989’. warrnambool street subdivisions, steve hester, history -

Photo, Negatives Pioneers of Warrnambool & District board, 1975
... was in the foyer of the City Council offices. During the renovations... was in the foyer of the City Council offices. During the renovations ...The following extract written by Karen Tyers Warrnambool Family history group explains the journey and background of the Warrnambool Pioneer Board. Warrnambool is fortunate to have a photographic record of some of its pioneers. They are commemorated on the Pioneers’ Board. The Pioneers’ Board with its elaborate frame measures approximately 2 metres by 3 metres and holds 204 photographs of Warrnambool’s early pioneers. In 1907 Edward Vidler, secretary of the Warrnambool & District Progress League and Chamber of Commerce and Industry, invited descendants of those who arrived in Warrnambool before 1860 to send photographs of their pioneer ancestors to commemorate the Diamond Jubilee of Warrnambool’s foundation in 1847. A charge of £1 for each photograph was set. Lillian Foyle of Foyle’s photographic studio, was engaged to colour the photographs and undertake the associated artwork. By December 1907 the honour board was on exhibition in Bernard’s Gallery, Melbourne. Unfortunately Vidler left Warrnambool in 1907 with the honour board expenses unpaid. The Progress League refused to take responsibility for the debt and the honour board remained with Foyle’s Studio for 17 years. In 1922 subscriptions were called for and £43 16s 6d was acknowledged. After a final determined effort was made in 1924, the £100 debt was collected and Charles Foyle, Lillian’s brother, accepted settlement of the debt. On 2 May 1924 the honour board was moved from Foyle’s Studio to the Art Gallery. For many years the honour board was in the entrance passage to the public library. After the library was demolished in 1975 the pictures were removed to the Art Gallery where it was restored by the Director of the Art Gallery, Jack Welsh. The board was later stored in an empty front room at Murweh and the dismantled frame stored in an outbuilding. By 1982 the honour board was in the foyer of the City Council offices. During the renovations of the interior of the council offices in 1997 the honour board was moved to the library where it remained until moved to HeritageWorks in March 2014. For a full list of names go to http://www.warrnamboolhistory.org.au/warrnambool-history/pioneers-board/ The Warrnambool pioneer Board is one of those rare items which can claim significance on most if not all of the primary and comparative significance criteria. As a collection of early pioneers in the district it provides a valuable resource for historians and researchers. It gives light to a social scene in the district much of which can be verified from diaries and other items held by the historical society and also available on websites such as Trove. It has relevance to this day with many family historians enquiring of people included on the board. The collation of the board is a story of great interest in itself. While there are images of 204 men on the board the only reference to a woman is Lillian Foyle the artist who was responsible for much of the artistic work on the board. It compares well in size and quality with a number of montages, and collations of images from around the state of Victoria. It is by no means a complete list of pioneers of the district but there are many well- known ones included. They come from a wide range of backgrounds and as such presents a cross section of our earliest settlers in the district from 1840's to 1860’s.Cardboard folder with black and grey mottled cover with 3 metal studs along spine and white paper label with the word negative printed in black on front cover. Inside is a printed index of pioneers with reference relating to board number and negative number. There are three loose strips of negatives and 20 pages with pockets to hold strips of negatives. Up to page 13 have negatives strips inserted. There are 15 large and one small print of some of the pioneers from the board. This negative album was prepared by John A Welsh MBE JP Dip M Eng Director Warrnambool Art Gallery 1/7/1975 to 11/12/1977.There are a number of grey lead notations possibly corrections against some of the names in the index.warrnambool, warrnambool pioneer board, jack welsh, warrnambool art gallery, pioneers of warrnambool, foyles photography, lillian foyle, bernard framers, w mcaree, -

... in the City's banks and insurance offices. The connection with Legacy... in the City's banks and insurance offices. The connection with Legacy ...A magazine published for British servicemen during World War One. It contains articles for the soldiers, poems and short stories. It is published by the 26th Royal Fusiliers, who were a group of men that came from the Banking industry. There were only two editions published, this one from June 1916 and another from July 1916. The phenomenon of Pals' Battalions began as early as August 1914, when 1,600 men volunteered in a single week for a 'Stockbrokers' Battalion' of the Royal Fusiliers. In the next two years, over 600 Pals' Battalions were formed, many from the men of individual towns, but others from specific trades or professions. The 26th Battalion of the Royal Fusiliers – the Bankers' Battalion – was announced in July 1915. It was launched on the initiative of the Lord Mayor of London, to be raised from men working in the City's banks and insurance offices. The connection with Legacy is not known, though the founding Legatees, and all those up to the 1940s, were all returned servicemen from the first World War. It was discovered with information from Legatee Syd Wilson about Tobruk.A magazine from World War One that would have been significant to the founding legatees.A magazine containing black and white line drawings and text from World War One. 'The Grange ' was a 2 storey home built 1857 by Mr Charles Tuck, originally named 'Baydon Hill' , at 1011 Nepean Highway, Moorabbin ( South Brighton). Mr Charles Tuck was Veterinary Surgeon from Baydon Hill, Wiltshire, England, who migrated to Australia c1850. He married his cousin Miss Jan Chaudler in Melbourne in1853. He was at the Ballarat gold-fields at the time of the riots and then they settled in South Brighton ( later Moorabbin) and built a large Georgian Styled home called 'Baydon Hill'. The Tucks had a large family - 9 children. Charles enjoyed a prosperous Veterinary Practice as his advice was needed for stock purchases by the farmers / settlers. Charles died in 1893 and Jane left the property c 1903 and died at Blackburn in 1928. The House had 5 owners, the last being the Healey family c1920 and at some stage the name was changed to 'The Grange' and the gates shown were installed. The Healey Family were also prosperous in developing vegetables and flower seeds and seedlings. 'The Grange' was sold to Moorabbin City Council 1972 and then used by the City of Moorabbin Historical Society for meetings and storage of historical material. Rodd’s established sales offices in the main city ...Rodd's was established by George & Ernest Rodd in Melbourne in 1919.They were manufacturers and wholesalers of precious metal jewellery. Later they began to manufacture high quality silver plated cutlery under the brand name “Rodd”. They then expanded into holloware when they took over Platers Pty. Ltd. who produced a very high quality range of silver plated Sheffield Reproduction Silverware, under the brand name “Hecworth”. Rodd’s established a large factory at 150 Barkly St., St. Kilda, Melbourne. During WW2 with a staff some 200, the factory produced ordnance components to help with the war effort. Rodd’s established sales offices in the main city centres of all States. The company prospered. In December, 1960, Rodd [Australia] Ltd. was merged with Mytton’s Ltd., Melbourne, and became part of the newly formed company Mytton Rodd [Australia] Ltd. Mytton’s were also producers of silver plated cutlery under the brand name “Grosvenor” and were strong competitors to the Rodd brand of cutlery Australia wide. It was a friendly take over and the Directors of Rodd [Aust.] Ltd. were appointed to the board of Mytton Rodd [Aust.] Ltd., and some to the Holding Company Mytton’s Ltd. Mytton’s were heavy manufacturing engineers producing a large range of stainless steel products including: kitchen sinks of various design, beer barrels [9 and 18 gallon kegs] for the breweries, milk vats for cooling and storing milk on dairy farms, a large range of dairy and industrial vessels, road transport tanks, LPG tanks, low pressure pre-mix vessels for the soft drink industry. They also produced a range of domestic bathes, steel railway sleepers, using their 3000 ton hydraulic presses. Mytton’s also had their own non ferrous foundry and rolling mill which produced nickel silver sheet used in the manufacturer of their silver plated cutlery. They also produced copper sheet for their own and industrial use. Mytton’s had factories in York St., South Melbourne and Port Melbourne. Rodd [Aust.] Ltd. set up a manufacturing, distribution plant in Auckland, New Zealand, circa 1960. This company began producing precious metal jewellery in a rented space in the premises of Matthey Garret Ltd., Bullion Merchants, in Drake St., Auckland. Later they moved into their own building in Sale St., Auckland. The company prospered and purchased land and built a factory at 121 Apirana Ave. Glen Innes, Auckland, circa 1964. ( B. Ceremonial object - Clothing, 'Jabot' style collar and cuffs Moorabbin City Council Mayoral Robes, c1960
... for the City of Moorabbin 1934-94. This is the last City of Moorabbin ...In clothing, a collar is the part of a shirt, dress, coat or blouse that fastens around or frames the neck and may be permanently attached to the main body of the garment (e.g. by stitching) or detachable. Today's shirt collars descend from the ruffle created by the drawstring at the neck of the medieval chemise, through the Elizabethan ruff and its successors, the whisk collar and falling band. Separate collars exist alongside attached collars since the mid-16th century, usually to allow starching and other fine finishing. Jabots made of lace and hanging loose from the neck were an essential component of upper class, male fashion in the baroque period. During the Edwardian period, and sporadically thereafter, ornamental collars were worn as a form of jewellery. Names for specific styles of collars vary with the vagaries of fashion. Jabots survive in the present days as components of various official costumes, as are those worn by judges and counsel throughout Australian courts and town mayors. 2018 Kingston City Council Mayor Steve Staikos asked CMHS to loan the Former Moorabbin Mayoral Robes and Jabot for display at KCC Office Cheltenham. These Moorabbin Mayoral Robe with Jabot are now displayed along with those of the former City of Chelsea Robe and the former City of Mordialloc Robe at Cheltenham . KCC possesses the original Mayoral Chains of each former Council and they are displayed on each Robe for the annual Opening Meeting of KCC in February. This set of a 'Jabot' style collar and cuffs was part of the ceremonial Mayoral Robes c1960- 94 for the City of Moorabbin 1934-94. This is the last City of Moorabbin Mayoral Robe and was worn by Mayor Ron Brownlees, (prior to amalgamation with the City of Glen Eira and City of Kingston in 1994), and donated to the City of Moorabbin Historical Society in February 2007 by the City of Kingston. The City of Moorabbin developed from the Moorabbin Roads Board of 1862, becoming The Shire of Moorabbin in 1871 and the City of Moorabbin in 1934. November 2018 At the request of the Mayor Cr Steve Staikos this Jabot Collar and Cuffs is now on display with the Mayoral Robes at Kingston City Council Offices Nepean Highway Cheltenham . In 1872 William Tulloch and Alexander McLaren constructed a new brick 'Royal Standard Brewery' to the design of architect Henry R. Caselli. They had been operating a much smaller 'Royal Standard' Brewery, possibly since 1859. The Ballarat Brewing Company was established in 1895 and took over operations of the 'Royal Standard'. This new company resulted in the merger of the 'Royal Standard Brewery', James Coglans 'Phoenix Brewery' (Warrenheip) and Henry Leggo's 'Barley Sheaf Brewery' (Creswick Rd). J. Coglan and W. Tulloch were principals of the new company. By 1912 the Ballarat Brewery buildings fronting Armstrong Street were upgraded and new plant installed. Ballarat Brewing Company was well established as a thriving business. In 1926 'Ballarat Bertie' (the cellar-man) advertising image was introduced. It was used successfully until 1994 on 'Ballarat Bitter' labels. During the1940s and 50s the Ballarat Brewing Company was significantly upgraded and extended equipment and buildings. In 1959 Carlton and United Breweries purchased the Ballarat Brewery, its brewing rights and the land (but not the 114 BBC hotels or the Dana Street offices). The Lydiard Street frontage become the 'front' of the CUB Brewery. CUB ceased brewing at the Ballarat Brewery site in 1989 and closed the plant. Four years later the 'brewery site' was purchased by the Ballarat School of Mines to enlarge its campus area as TAFE was a rapidly expanding areas of education. In 1994 plans were developed for the 'Brewery Complex' with careful regard for needed educational facilities and due concern regarding historical aspects of the site and its buildings. There was close consultation and cooperation with the Ballarat City Council during the planning process. In 1995 most of the Brewery buildings were demolished by some special structures and features are preserved. The old brewery chimney was retained as a permanent reminder of the original industrial site, as were two boilers. The SMB Brewery Complex was completed in 1996 and reflects aspects of the former brewery's appearance. It was opened by Prime Minister John Howard on 28 February 1997. Further details at http://guerin.ballarat.edu.au/curator/buildings/site_listing_brewery-complex.shtml Twenty five colour photographs of the Brewery Building at the University of Ballarat SMB (Ballarat School of Mines) campus. Book, Waverley Novels Vol 18 The Monastery
Pattison Collection This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and it's Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items have become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. These items help to provide a more complete picture of our community’s ideals and aspirations. As with many Mechanics' Institutes in Australia, the one which operated in Warrnambool was established and overseen for many years by key individuals associated with the development of the city itself. The WMI publication collection is historically significant because of its association with local people, places and the key historical themes in the development of Warrnambool of rural development, industry, farming, education, and community. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. The Warrnambool Mechanics' Institute publication collection is of both local and state significance.
