Junior Legatees are organised into groups ...Every month Legacy's handicapped dependents are invited to go on outing for take part in recreational and educational activities. These programmes aim to develop independence and thus lessen the need for reliance on others for simple routine functions. Once a year there is a two week camp, this is believed to be Somers School Camp. These photos are from 1992. An article in the widows' newsletter in 1992 explains more detail on the 1992 camp. The article mentions that the annual camps run for two weeks at Somers Camp. It is a wonderful gathering of Junior Legatees, Legatees, and dedicated helpers. 50 junior legatees attended this camp (in 1992) with the personal attention almost one-to-one. With ages ranging from 22 to into the 60s, Legacy has to ensure it caters for the differing needs. Legatees headed by Camp Chief, Jim Hammon and Chairman of the Handicapped Dependents Committee, Merv Tickell, were supported by two Camp Co-Ordinators and 50 helpers known as 'leaders'. Many of the leaders are people in the workforce wishing to give something back to the community. Junior Legatees are organised into groups. They participate in horse-riding, swimming, golfing, strawberry picking, and many other activities. Photos were in a scrapbook of photos spanning 1983 to 1991.A record of the type of activities Legacy provided for the handicapped dependents of the Legacy families. One edition was included as a supplement in Mufti, (a veterans publication) in September 1982. The first edition featured Prince Phillip and the words he spoke during a telecast in 1980. Legatee Ken Green was the president. The edition in September 1982 had definitions of key words such as Legatee, Junior Legatee and an explanation of where money came from. It featured a photo of Alisa Watson of the Youth Leadership Group. Edition No 4 was from the Diamond Jubilee Year in 1983, it featured an article on Legatee Frank Doolan and the foundation of Legacy. Another has four children in kayaks playing and having a water fight with their paddles. Another photo has a young child with a supervisor getting ready for abseiling. Names are unknown. It was with a group of photos from the 1990's in a folio with paper labels. The article in The Answer explains it was a the annual two week summer camp for Junior Legatees. In 1995 it was held at Cave Hill Creek, near Beaufort and the nearby Mt Cole State Forest. The children were supervised by a team of 12 experienced leaders from the Melbourne Legacy Leadership group assisted by educational instructors. A total of 50 attended the camp (27 boys and 23 girls). Most came from Melbourne but some from country Victoria and 9 from South Australia. Frater gave aggressive leadership to the small group ...William FRATER (1890-1974) Born 31 January 1890 at Ochiltree Castle, near Linlithgow, Scotland Arrived Melbourne, Australia in September 1910 In a lecture on modern art in 1925, Frater stated the basic position from which the rest of his oeuvre stems: 'Copying nature is not an art; … to copy effects of light tends to destroy form and colour'. Frater gave aggressive leadership to the small group of modernists in the 1920s. His example, teaching, lecturing and crusty style of polemic did much to disrupt the academic style as the arbiter of pictorial values and to pioneer a change of taste in the community.His approach in the 1930s was markedly indebted to Cézanne, especially in the portraits which predominated until his retirement from stained-glass designing in 1940. Badges, Volunteer Cadet Corps, Late 19th century
These are badges or pieces of insignia that would have been worn on the collar or cap of members of the Victorian Volunteer Corps. This organization was formed in Victoria in 1867 with the object of fostering in young men leadership, discipline, loyalty and initiative through training programs and community service. The Victorian Volunteer Corps was established in Warrnambool in 1868 and units were initially based at the Warrnambool State School and the Warrnambool Grammar School. Later groups were formed in other schools and competed against each other in rifle shooting competitions, marching and parade skills etc. The Warrnambool groups were trained and assisted by members of the local adult Volunteer Corps. Today cadet groups are sponsored by the Australian Army and there is revived interest in Warrnambool in school cadet groups. These insignia items have no known local provenance but are of historical interest as mementoes of the Volunteer Cadet Corps that operated in Warrnambool from the late 1860s through to the early 20th century. .1 This is a bronze-coloured metal badge with gold lettering, a crown on top, a cross with stars in the middle section and laurel leaves around the outer edges. The two clips at the back are for attachment of the badge to a collar or cap. .2 as above except that this badge has been damaged and somewhat flattened. Trophy, Coulter Cup
As an incentive to improve school work and develop student leadership, from 1927 former Clarendon PLC student Nellie Sutherland (Coulter) donated a silver cup each year. The cup soon became a prestigious award. It was awarded to the girl holding the leading place in 'work, sport and above all moral character'. The cups were awarded annually until to 1951. Mrs Sutherland made these gifts partly to remember her school days under Mrs Kennedy and because the school in Mair Street was built on the site of her former home. But the main reason was in memory of her two brothers Jason and Les killed during World War 1. In 2001 the Junior School Parent Group funded the ongoing award for a Year 6 student. The award criteria in 2001 were 'general excellence in academic achievement, respect for and from others, a positive role model, involvement and initiative'. Beverley donated her Coulter Cup back to the school archive 'in appreciation of the wonderful experience I had a school' (CPLC reunion, April 2017). Lindsay F.J. Hillman was born in Ballarat in 1910, and attended the Ballarat Junior Technical School. He became a cadet in Electrical Engineering Laboratory at the Ballarat School of Mines where he gained eventually gained a student Teachership for diploma studies at the School. Hillman was particularly active and excelled in a wide range of sporting interests and in student activities. In 1928 and 1928 he was awarded the Ballarat School of Mines Honour blazer by the Old Boys' association for all round athletic ability, leadership and scholarship. After spending two years with the Melbourne City Council Electric Supply Department gaining industrial experience Hillman was awarded his Diploma of electrical engineering in 1931, returning to the School in 1932 to teach apprentices and senior students. Hillman was appointed lecturer in Engineering Design and Graphics in 1937, lecturer in Engineering Design and Civil Engineering in 1944, Lecturer-in-Charge of Mechanical and Civil Engineering in 1948 and Head of the Electrical Engineering Department in 1949, a position he held until his retirement in 1973. In 1975 Lindsay Hillman was appointed to the Council of the Ballarat School of Mines and played an active role in school affairs.As Vice-President of Council from 1981 until his death in 1991 Hillman took a leading part in the implementation of many of the major building projects on the Lydiard Street Campus. The L.F.J. Hillman Award was established by the Ballarat School of Mines Council in conjunction with and through the generosity of the Hillman family in honour of the late Lindsay Frederick John Hillman. The bronze medal was presented annually to an enrolled student in an accredited course in the field of electrical/electronics studies at the Ballarat School of Mines. specific Criteria for the Award consisted of a balance of academic performance, leadership qualities, commitment to further study and involvement in sporting and/or community groups. Bronze medal designed depicting the portrait of Lindsay Hillman. The medal has a copper finish, and is presented in a blue hinged box. The first Hillman Award was presented in 1992. In 1884 Mrs Aherne and Mrs Mrs Willward founded Girton and named it after the first residential college for women at Cambridge University in England. It was controlled by the Anglican Church. By 1992 the church could no longer afford to run the school and announce its imminent closure. Started in 1936, the aim of the Pilots was to capture the imagination and the devotion of children for the service of the Kingdom of God and to begin the training for membership of the world wide church of Jesus Christ. Pilots was mainly a week-night activity to supplement the training which boys and girls are given on Sundays, either through Family Church courses or approved Sunday School guides. Many churches were already using the lesson courses prepared by the Youth and Education Department of the Congregational Union for the Family Church. A Pilot company consisting of six or more boys meet regularly under the leadership of a Captain. Depicted are four students who were the 1951 House Captains at Ruyton Girls' School. The photo is an official school portrait, taken outdoors in front of Henty House (formerly Tarring). In the background, we can see two bicycles. The girls are dressed in their school uniforms, comprising a knee-length check-print skirt, dark jumper, light-coloured collared buttoned blouse with a dark tie, wool blazer, stockings, and dark-coloured lace-up shoes. Two of the girls are standing, while the other two are seated on a small concrete plinth. The students have been identified, from left to right, as A. Dickinson (Lascelles), C. Kent (Anderson, H. Cole (Bromby), and E. Duff (Daniell). Student leadership commenced at Ruyton Girls' School in 1906 with the introduction of the prefect system. Prefects had numerous responsibilities—gate duty, grounds duty, classroom marking, assembly door watch, uniform monitoring, and even supervising student detention. In 1947, a dedicated Prefects Room was erected on the east side of the Ruyton Girls' School Assembly Room in Henty House. In the early 1920s, Ruyton was settling into its new home at Selbourne Road, Kew. At the time, students were arranged by their form (or year level) for lessons and other school activities. A collection of eight emblems and mottoes for each form group was published in the Ruytonian December 1922, although the genesis of each were left unexplained. With enrolments continually growing, Principal Miss Hilda Daniell felt a new basis of organisation would benefit students, giving them a broader outlook and something bigger to work for. She took inspiration from tradition and implemented a House system. The House system was adopted at Ruyton in September 1924 to "provide a new kind of co-operation and competition among the girls, especially in Sport." There were four houses, three of which were named after early Principals: Anderson, Bromby and Lascelles. There was also the School House, initially for boarders only. Some time after the publication of the Ruytonian in April 1928, the School House was renamed Daniell House, and had opened up to day girls. The account published by the newly formed Daniell House in the Ruytonian December 1928 reads, "we are rather bashful in presenting this account of our doings, for we are conscious of our newness. Helen started at Little Ruyton in Prep 1940 and finished Year 12 in 1952 as School Captain, Bromby Captain, Form Captain for Matric, Tennis Captain, Hockey Captain, Swimming Vice Captain, and an award for Best All-Round Girl. She also played baseball for Victoria. After finishing school, Helen went on to graduate from the University of Melbourne as a physiotherapist in 1956. Her first position at age 19 involved setting up clinics with the Victorian Health Department Poliomyelitis Rural division. Helen’s strong ties to Ruyton continued when she held the position of President of the Old Ruytonians’ Association from the start of 1966 to the end of 1967. In 2019, Helen received an Order of Australia Medal for service to community health as a physiotherapist. She was also the recipient of the 2022 Victorian Senior Achiever Award at Parliament House. Helen passed away in July 2023 at age 88. Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The project now has the overwhelming support of Council. “It is no longer about “if” it is about “when” the doors will re open” said Prof Peter McIntyre. With the property secured the fundraising can now be completed without the encumbrances and we know the restoration will be undertaken as the funds become available from the appeal. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. The City of Boroondara, Kew Historical Society and the East Kew Community Bank are working together as a team to make this dream a reality, but WE NEED YOUR HELP. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act. In the collection of the Kew RSL (Cotham Road) there is a framed original certificate with information about Lillias Jerram. It includes the following information: Miss Lillias May JERRAM Commandant No. 323 Detachment, Victoria [Citation] Loyal and able leadership and service during World War II Service: Joined No.323 (Kew) Detachment in 1937. Commandant in 1944. Miss Jerram did voluntary duty in casualty and wards at St Vincent's Hospital regularly for 6 years. Also duty at the Eye and Ear Hospital and A.R.P. Duty. Helped No.323 Detachment to raise funds amounting to 400 pounds for St. John Theatre at 115th A.G.H., Heidelberg. Blood donor. The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41. These meetings were held at the Kooyong office and the minutes include Present, Chair, Apologies, Minutes, Matter arising from minutes, Correspondence, Life governors, Election of members, Nominations, Reports from Regional Blind Members groups. Some highlights are: 30/6/1990 under the capable leadership of Mrs Elsie Germon the schools programme has been re-convened. Regular visits are being made to primary schools. Speakers are accompanied by sighted guides. 9/8/1991 Executive Director, Mr John Cook reported merger of the Braille & Talking Book Library with AFB. First radio appeal for 3RPH raising over $30,000, opening of the new Baringa Day Centre at Shepparton. 30/6/1996 the annual report highlighted the Centenary of AFB it was noted that self-help has always been the major emphasis underpinning the work of the Blind Member's Council. The Tilly Aston Fund raised over $1/2 million for the new National Information Centre. The peer support work and monitoring of services, ensures that we give back something to AFB, for the support we receive. BMC representatives made 70 visits across the State. The Council registered the Tilly Aston Rhododendron as a lasting way of acknowledging the work of our founder. 19/9/1997 The Chairman welcomed those present to the second combined meeting of the AFB and the Tilly Aston Customer Council. The Council welcomed the change in Articles and Memorandum of the Association and the formation of the Tilly Aston Customer Council which allowed all customer of the Association automatic membership and input to the monitoring of services. The AFB were aware that accommodation options for blind people were limited and sought to open a hostel to assist with this.The first hostel opened in Lara Street, South Yarra but could not meet demand. In 1926, a suitable property 'Egremont' at 54 The Avenue, Windsor, came on the market. The price was £2650. Lack of funds to purchase seemed an insurmountable barrier. With assistance from the Trustees of the Edward Wilson Estate and the Felton Bequest a deposit of £650 was raised. In a huge step of faith the Committee took out a mortgage of £2000. The interest on the mortgage and its repayments weighed heavily on the Committee. The Avenue, as 'Egremont' was commonly termed, was also a seven roomed house. Mr Paterson and the Architect, Mr Parkes of Oakley and Parkes, immediately began planning an extension, fourteen single bedrooms were added. They were filled from the Waiting List. A Windsor Auxiliary was formed and worked to reduce the mortgage of £2000. An active programme of dances, card evenings, theatre nights and the like took place under the leadership of Mrs. Robertson. The Auxiliary also took an interest in the boarders, arranging entertainment and social activity. £1500. was still owed in 1930. Living side by side is no easy task for a group of people, and the Hostel meeting minute books are filled with stories of disputes over wireless sets, telephones, hot water bottles and wardrobes. In 1958, with rising costs and the growth of aged care centres, the Hostel was closed and the house sold to a succession of private buyers.
