The City of Moorabbin existed from 1934 until 1994. Henry Dendy's Special Survey in 1841 of 5,120 acres in the Parish of Moorabbin , extended from Port Phillip Bay , then East to Boundary Road, South to South Road and North to North Road and became known as Brighton. 1859 Brighton became a Borough with its boundary Thomas Street ,and Bluff Road. In 1862 The Moorabbin Roads Board was formed and the extended area now included Cheltenham, Hampton, Sandringham, Black Rock, Beaumaris, Mentone and Mordialloc .and Little Brighton became known as Bentleigh. In 1871 the area became known as The Shire of Moorabbin. Gradually the area was separated into The Borough of Sandringham 1917, ( Black Rock, Beaumaris , Sandringham and Hampton ) Borough of Mentone and Mordialloc 1920, ( Parkdale ). In 1934 The City of Moorabbin was established for the area from South East corner of Thomas Street and North Road , East to Warrigal Road, Clayton Road, Kingston Road , Lower Dandenong Road, then South along Nepean Highway to Balcombe Road and along Bluff Road, Cummins Road, Nepean Highway, Thomas Street to North Road In the 1994 Amalgamation of Councils the City of Moorabbin was divided between the new City of Kingston in the South ( from South Road) and the new City of Glen Eira to the North . The availability of reliable regular and frequent public transport was very important to the land speculators of the 1880s. Charles H James, an early land speculator, had large holdings in the Shire of Moorabbin at Black Rock, Sandringham and Mentone. In 1884 he was advertising the auction of 109 blocks of land at ‘Picnic Point’ in the Brighton Southern Cross.[1] He provided free railway passes and conveyance to the grounds to prospective buyers. A proposal to extend the Brighton Railway to Sandringham and Black Rock seemed remote in 1884 so James acted to resolve the lack of public transport by forming his own tramway company. From the discussion between the Council and James it was agreed that the Council would apply for permission to construct a tramway on Beach Road. By February 8, 1889 the horse drawn trams were running from Cheltenham Station to Rickett’s Point and from Sandringham Station to ‘Blackrock Corner’. Although stricken with financial problems for its entire existence, Beaumaris Tramway Company continued until 1915.Black and white image of two horses. harnessed to a double decker tram, being pulled along the tram tracks laid in the street. Item used on the Victorian Railways Sandringham - Black Rock tram line for the short section of the single track of the line between the railway station in Station Street and the depot entrance in Bay Road. Tram drivers were required to carry this to prevent a head-on collision on the single-line section. Image 3 shows the driver placing the item in the "staff box" outside the depot. In 1977, artist Annette Meikle undertook a commission to illustrate a book recording stories of places and people in the Bayside area. It was published in 1978 as Sandringham Sketchbook, with text by Elizabeth Waters. The sketches were intended to record remaining examples of Bayside’s early architecture and environment, as well as reflect newer architectural changes. Meikle went on to donate 22 of these sketches to Bayside City Council in 2003. Semco Park was a model of exemplary modern business in the 1920s. Located on Cheltenham Road, Black Rock, then considered to be an outer suburb, the property was home to Semco, a manufacturing and importing business of paper goods and cotton fabric items. The business’s governing director, Charles Mylius, wanted a firm that treated staff with fairness, created healthy and spacious working sites and offered recreational facilities. The site contained a factory as well as three houses for staff, a park with lawns, trees and flowerbeds, a cricket oval and a canteen serving hot food. Staff enjoyed soft background music played in the factory, and benefited from a superannuation scheme. Black Rock House was built in 1858 by wealthy land dealer and politician Charles Hobson Ebden as a holiday home on 112 acres of virgin scrub, taking in the area of present day Balcombe Road, Beach Road and the line of Keating Street. The house included four bedrooms, a cellar, stables and a courtyard enclosed in castle-like sandstone walls. In 1977, artist Annette Meikle undertook a commission to illustrate a book recording stories of places and people in the Bayside area. It was published in 1978 as Sandringham Sketchbook, with text by Elizabeth Waters. The sketches were intended to record remaining examples of Bayside’s early architecture and environment, as well as reflect newer architectural changes. Meikle went on to donate 22 of these sketches to Bayside City Council in 2003. This inter-war house located at 60 Bluff Road, Black Rock, was built in 1926 for former Scotland Yard and Criminal Investigation Branch detective Horatio Reginald Clarence McWilliams. When McWilliams died it was found that he had taken extreme measures to protect his security. All the windows were nailed shut, a network of burglar alarms ran through the house and a complicated underground air raid shelter had been built in the garden. The security measures were at odds with the name of the house – Karinga or Karinya – an Aboriginal word meaning peaceful, happy home. Later residents of ‘Karinga’ included Senator Don Chipp and his family. Sandringham was originally part of the Shire of Moorabbin. On 28 February 1917, Sandringham was severed from Moorabbin and incorporated as the Borough of Sandringham. It was proclaimed a Town on 9 April 1919 and a City on 21 March 1923.
