The new campus at Mount Helen was part of the Ballarat School of Mines, and was known as Ballarat Institute of Advanced Education. The drawing was prepared in the early stages of the Mount Helen campus development, while Stage I buildings ('E', 'F', 'G') were constructed. the Union Building (now Albert Coates Centre), Library, 'S' Building and student accommodation were in the design stage. This is a Memorandum of Agreement between the Registrar of the School of Mines - William Henry Barnard and the Collector of Monies for the school - James Johnston Twining. It states the length of time the monies can be held by the collector - 48 hours. It then must be paid into the Union Bank of Australia, Melbourne, to the credit of the Council of the School. The Collector was paid Five Pounds per year plus Ten Percent in every hundred pounds collected at the end of each month. Either party could terminate the agreement. The Federation University Mt Helen Campus was once the farm of John Latta and his wife Elizabeth Ann Dean. The couple married in 1867 and had three children at the time of John Latta's death (Elizabeth Ann b.1870; Mary b.1873; John b.1875). Elizabeth later married George Downing, and had another six children. The house was situated in the vicinity of the current Administration and Caro Conference Centre buildings, surrounded by an orchard, and a well under the current Albert Coates Building (Union Building). Ballarat Institute of Advanced Education (BIAE) was the tertiary division of the Ballarat School of Mines. The 240 acre Mt Helen campus was purchased in 1967.
