The State Electricity Commission of Victoria published a journal every second month for all its workers throughout Victoria. Each 'project' reported their news, giving an update on work, sport, technical achievements, social gatherings, personal notices etc. The S.E.C. Journal included a regular section for the Kiewa Hydro Electric Scheme titled "Kiewa Keynotes" giving an insight into life & an update on the work on the project and the reporting of new clubs, services etc. being formed. Mt Beauty & District Meals on Wheels committee was formed on 6th Dec. 1967, possibly under the Elderly Citizens Welfare Council News (or Senior Citizens Mt Beauty) with service commencing on 16th July 1968. Volunteers transported meals from the Hospital Kitchen to the elderly and sick members of the community each day including weekends. Eventually the Shire managed the meals and roster until recent times when, in 2016, Alpine Health took over. Members of the Mt Beauty community recognised the need for meals to be delivered to the elderly and sick. They formed a committee and organised the means (rules, meals, containers, roster ) by which they could achieve their goal with volunteers and the Tawonga District Hospital. The first delivery was recorded by the press and was on film by AMV 4 Albury TV station for their local news. This is a program of the Centenary Procession that took place in Warrnambool in 1947 to celebrate the 100th anniversary of the city’s founding in 1847. It was originally intended to celebrate the 100th anniversary in 1940 but these celebrations were postponed because of World War Two. In 1947 centenary celebrations were held but on a less lavish style. 1947 was a more appropriate year as 1847 was the year of the first land sales for Warrnambool and the arrival of the first European settlers in the town. The 1947 celebrations included a Grand Procession which was estimated to have been watched by 20,000 people. A similar number saw the bonfire and fireworks display in Albert Park the same evening. The celebrations lasted a week and included a choral thanksgiving festival in the Botanic Gardens, a massed band display and a ‘Warrnambool Can Make It’ exhibition of local manufactures. The well-known historian and Town Clerk at the time, Henri Worland took a prominent role in the organizing of the celebrations. This little booklet is of considerable importance because it contains a short description of the floats and the names of those connected with the various floats of the Warrnambool Centenary Procession of 1947. It not only gives us a better idea of what and who were in the procession but it now enables us to better label the many photographs we have of this procession and to identify the people in the photographs. The program is a valuable source of information for historians. It also is a good example of the type of celebratory procession that was popular 70 years ago. This is a paper program of the Warrnambool 1947 Centenary procession. It has four pages and a buff-coloured cover. The front cover has a sepia-toned photograph of the first car purchased in Warrnambool (1906) and on the back cover there is an advertisement for Lane’s Bus Services. The inside front cover has an advertisement for Guyett and Sons Furniture Store and there are other advertisements throughout the pages. The printed text on buff-coloured paper gives details of the 29 floats in the ‘Mechanized’ Section and of the 27 floats in the ‘Back to the Horse Pageant’ Section. This business card advertised the business of Charles Hider who had a stationery and book shop in Liebig Street from the 1860s to the 1880s. (63 Liebig Street today). He also sold photographs and pictures, picture frames, pianos and other musical instruments and homeopathic medicines and was an agent for local newspapers and overseas magazines. The stamp on one side of the card shows Liebig Street spelled ‘Liebeg’, suggesting that the stamp was perhaps made in the 1860s when ‘Liebeg’ was the common spelling of the street name. Charles Hider’s brother James also had a book and stationery store in Warrnambool in Timor Street in the 19th century. This card is of considerable interest as it belonged to Charles Hider, a prominent businessman in Warrnambool in the 19th century. It also shows the type of business card used in the 19th century.This is a small business card from Charles Hider, a 19th century Warrnambool bookseller and stationer. It is buff-coloured on one side with a stamp of Charles Hider on a white background and a sketch of a sprig of daisies with foliage. The flowers are coloured red, white and green. His father, brother and son were also engineers and worked in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. This letter book was passed on to John Crawley’s son, Rolf Crawley, Engineer for the Shire of Warrnambool from 1935 to 1968. The letter book then came into the possession of Michael Hand who took over the private surveying business of Rolf Crawley in Warrnambool. The Warrnambool and District Historical Society has acquired the letter book, one of several Crawley ledgers, from the Michael Hand estate. This letter book is of considerable significance as it contains maps, plans, sketches and written information which is the work of John William Crawley Junior, the engineer for the Shire of Warrnambool for 40 years. These documents contain information about the Warrnambool Racing Club in the 1960s. Race meetings were held in Warrnambool as early as 1848, a few months after the first white settlers arrived. The Warrnambool Racing Club was formed in 1854 and the present day racecourse was first used in 1858. In 1872 the well-known Warrnambool Grand Annual Steeplechase was first held. These documents came from the office of Rolf Crawley, a surveyor, architect and engineer in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1935 to 1968. His grandfather, father and uncle were also engineers, working in that capacity or as the Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. The Shire of Warrnambool existed from 1863 to 1994. These documents came into the possession of Michael Hand who took over the private surveying practice in Warrnambool of Rolf Crawley. The Warrnambool and District Historical Society acquired these documents, along with several ledgers and other Crawley memorabilia, from the estate of Michael Hand. This is a ledger from the Warrnambool business of Swintons Pty Ltd. It gives details of the accounts of customers from 1911 to 1941. It also has information on staff wages and years of service. William and Ann Swinton migrated to Australia in 1854 and for a decade William Swinton worked as a builder and carpenter in the Warrnambool district, erecting many buildings including the Wangoom Presbyterian Church. In 1865 he opened a shop in Timor Street, Warrnambool selling groceries, china and glassware. By 1888 the business was known as William Swinton and Sons. Branch stores were opened in Cudgee, Nullawarre, Wangoom, South Warrnambool and West Warrnambool. When William died his son Robert became the first managing director of Swintons Pty Ltd. In 1934 the business split with George Swinton and Sons selling furnishings, clothing and glassware and Swintons Pty Ltd selling produce, seeds and hardware. Today the Swinton family still operates a furniture and bedding business in Timor Street. This ledger is of great importance as it contains information on the Warrnambool business, Swintons Pty Ltd. The list of customers contains the names of many well-known Warrnambool and district people and the staff information is also of great interest. The ledger will be of great use to researchers. The current Swinton business in Timor Street is the oldest family business in Warrnambool and, with the Swinton name associated with businesses in Timor Street for 152 years, it is among the the oldest family businesses in Australia. This is a dark blue-coloured ledger with leather trim on the spine and the corner covers. The leather is much worn. The insides of the cover have a blue and black mottled patterning. This item is a World War One certificate featuring Walter Coulstock. Private Walter George Coulstock, an engineer, was born in Warrnambool and educated at the Warrnambool Academy. He enlisted at the age of 21 in August 1914, embarked in October 1914 and while travelling to Egypt he entered the machine gun section. He was wounded on the afternoon of the Landing and died of wounds in May 1915. He was buried at sea while in transit to Alexandria. Walter Coulstock was one of the many men and women from Warrnambool and district who enlisted in World War One and who died on active service.This certificate is of considerable significance as it is memento of Walter Coulstock who died in World War One. The Coulstock family was a prominent one in the Warrnambool district in the 19th and early 20th centuries and Walter is one of the local heroes of the Great WarThis is a paper certificate mounted on a frame of plywood. The mount indicates that the certificate has previously been framed. The certificate has a grey background and contains images of the British and Australian flags in red, white and blue, six black and white photographs, an image of H.M.A.S. Australia, an image of a battle scene with artillerymen and black and red lettering. Pasted on to the centre part of the certificate is a yellow piece of paper with a photograph and information on Walter Coulstock. This envelope has been used at the Warrnambool chemist shop of Harry Shilton to protect the films (snapshots) developed for a customer. Harry Shilton’s shop was at 119 Liebig Street. He took over the pharmacy business of Ralph Barnes in 1937 and Alan Anderson became his business partner in 1953. Mr Shilton retired from the business in 1960. In 1952 the centre for elderly people was at Alveston in Cramer Street, Warrnambool and was part of the services of the Warrnambool Hospital. This booklet is of interest as it is an annual report for the Warrnambool Hospital (1952) and will be useful for researchers. This is a booklet of 25 pages. On Saturday September 2, 2023, Russell Yeoman led a group of 22 society members and interested others on a walk following trhe bounadries of the original Shillingalw farm. Commencing at the corner of Panther Place and Library Place, we proceeded up to Shillinglaw Cafe then the Shillinglaw trees at the former Eltham Shire Office site then along Main Road to the fire station then throughh St Laurence Lane and uinder the railway line , along Diamond Street then return via the Diamond Creek trail behind Andrew Park. The actual farm boundary went past the creek and further up the hill. The original farm comprised lot 90 of Holloway’s 1851 subdivision of Little Eltham. Its area was 30 acres lying east of the Diamond Creek and north of Henry Street. Movie Two (1950s): 13:25 – 19:00 This black and white film was taken by a TV film crew in the 1950s depicts a typical call out for the Diamond Creek Fire Brigade. In this case the careless action of a member of the public throwing a lighted match from a car, which can cause extensive damage. Footage features the Shire of Eltham War Memorial tower at Kangaroo Ground before it was modified with a fire spotter’s cabin. Discusses fire spotting operations from the tower. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek. The telephone call is received, and the alarm sounded. Captain Clarrie Stone and firemen May and Shaw leave their workplaces and prepare for action. Scenes of running across the Main Hurstbridge road showing the shops (Shell service station and Chemist prominent). Scenes entering the fire station which has a pictorial warning covering the entire door “Only you can prevent forest fires – If you’re careless – we’re homeless!” Eric Holt pinpoints the location of the fire while Captain Clarrie Stone and Fireman Shaw take note. The advance vehicle (an FE Holden ute, rego GTE-696) leaves to assess the extent of the fire. Having assessed the fire, Fireman Shaw communicates with base showing radio with call sign VL3JZ. Eric Holt takes the call. In the meantime, Captain Clarrie Stone and Fireman Shaw undertake some limited action to address the fire. Firemen Bill May, Jim Bates and Hugh Bar (?) man the tanker. A photo portrait of Queen Elizabeth is visible hanging on the wall. They are later joined by Firemen Jim Cox, Eric DeBuse (?) and Jack Marks. The tanker is seen departing the station and diverging off before the bridge. Captain Clarrie Stone and Fireman Shaw are seen pumping water on the flames with hand pumps when the tanker arrives. The hose is unreeled, and water turned on the flames. Jack Sinclair joins the action. Jim Cox directs water to the high stuff. Credits with CFA Victoria emblem and then placed over a view of an old-style ladder engine. Opens with the scene of a fire engine outside the Diamond Creek Fire Station then various trophies reflecting the competition success of the brigade in various track and disciplined events. Two trophies shown of particular pride to the brigade were for first place in the Torchlight Procession at the State Championships in Mildura in 1986 and also at Swan Hill in 1981. Cuts to scene of radio control room, January 1969, and news of a fire on the northern side of the township of Diamond Creek. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. The whole town could have been burnt out but for the determination, skill, and courage of the Diamond Creek Fire Brigade. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Cuts to a scene in the mid-1970s to mid-1980s of a house fire in Haley Street attended by the Diamond Creek Fire Brigade. Although the house was severely damaged, it was saved. Mentions that whilst assistance is appreciated, in some circumstances, those doing so are not properly dressed for fighting fires. Breathing apparatus is a must in structure fire attack. Next scene (either on Mangarook or Coventry oval) showing off four Diamond Creek Fire Brigade efficient and very expensive firefighting units. Features a forward control vehicle Toyota 4WD used for conveying task force personnel to the required areas; a Hino Model 3.2 tanker, diesel powered and carries 3,000 litres of water and has a 16 HP petrol driven pump which delivers 900 litres of water per minute; an International tanker (registration TCM-418) which carries 3,000 litres of water with pumping capacity of 600 litres per minute. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Views of the main pump and control panel on the vehicle. As well as the main pump, the vehicle is equipped with an auxiliary pump which allows the facility to pump whilst moving. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. Cuts to scene of parade – the Diamond Creek Fire Brigade has with other neighbouring brigades participated in most town fairs and earns the respect of the watching public. It can be seen why this brigade has been so successful at disciplined contests. Views of Plenty Fire Brigade Road Rescue unit which is equipped with the “Jaws of Life” Scenes of athletic competitions – many neighbouring brigades indulge in friendly but keen competition at the Diamond Creek Town Fair. The young are also encouraged to participate in all aspects of Junior Fire Brigade activities and become tomorrow’s generation of volunteer fire fighters. During his experience year he worked as a builder's labourer on the new Eltham Library construction project. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building.
