The United Warrnambool District of the Ancient Order of Foresters was formed around 1869. It was changed to the Court Warrnambool No. 4126 at a later date. The Ancient order of Foresters was established in Leeds in England in the mid 1700’s to provide financial and support to its members in times of illness, unemployment, disability and old age. They were particularly active in the lives of members around the time of both world wars and during the depression in the 1930’s. In 1869, the Warrnambool Meat Preserving Company commenced their business on the site, where it operated until 1875 when it was sold to the directors of the Warrnambool Woolen Mill Company. After being destroyed by fire in 1882 it wasn’t until 1910 that the Warrnambool Chamber of Commerce was approached by Marcus Saltau and Peter McGennan to invest in a new mill. The original directors were James Dickson, P J McGennan, Robert Swinton, M Saltau, and J W Younger. In 1955 the Warrnambool Woollen Mill formed a partnership with the Wangaratta Woollen Mills. Dunlop bought the mill in 1968. From that time until its closure in 2000 it had a number of different owners, the last being the Smith Family Industries. This register contains a list of names addresses and occupations of share holders from the period 1910 to 1944.This register provides a comprehensive listing of people who owned shares in the Warrnambool Woollen Mill in the period directly after its beginnings. This ledger contains entries which relate to waterworks and associated expenses: construction, pumping schemes, water from stand pipes, meter rent arrears, interest payments, pumping scheme. Early residents in Warrnambool relied on tanks and wells for their water supply and in 1880 the first water supply scheme was implemented from a well on Cannon Hill. Using a windmill the water was pumped up and stored in a small reservoir nearby then piped to the corner of Timor and Liebig Streets where a stand pipe allowed the filling of water carts. Similar supplies were also installed at Albert Park, the Botanic Gardens and the Cattle markets and from 1893 to 1939 water was drawn from the Merri River. Drainage works commenced with the building of the Japan Street tunnel in 1856. The Warrnambool Waterworks Trust was the body responsible for administering these works.The supply and storage of fresh water and drainage of the area was an important factor in the development and sustainability of the town. Ellerslie Hall was established in Warrnambool in 1889, as one of the first private schools of the time. Apart from use as a private college, the hall housed the first classrooms of the Warrnambool High School (then Warrnambool Agricultural High School) for a period in 1907 then went on to be established as the home of the 3rd Warrnambool Scout Troup... in the 1920’s which had associations with the Toc H movement. The hall was also the location of the first Lutheran services in Warrnambool from 1933. In more recent years the property has been used as a residence and for office use. In 2023 the hall is being used by the Sanctuary Church.This journal represents a link to an important International movement, the Toc H movement. One of the founders, Tubby Clayton, visited Warrnambool in 1925 and again in 1952 when he stayed with Sir David Fletcher Jones who considered him one of the greatest spiritual influences in his life. A start on the construction of Bogong Creek race line was made at the commencement of winter in 1948. Work proceeded in the following years when work on the High Plains was not practicable. In January, 1951 the special trimming machine, the special slip form and concrete mixing and placing equipment was put into service. A shortage of cement caused some delays as well as a sudden financial recession. The race line was completed and put into service in 1952.An historical record showing the machinery used during this time, the number of workers and supervisors involved and the mountainous terrain where they worked. It also demonstrates the OH&S of the period with workers mostly in street clothing with no hard hats or other safety equipment. The Anglican Church at Kiewa. The first stone was laid on the 29th Oct. 1924. In 1879, the Yackandandah rector commenced services on Sundays in private homes in the Kiewa Valley. In 1911 Anglicans met in the Kiewa Methodist Church to elect a committee to organise financial offers and so it eventually became a vestry.The town Kiewa is in the Kiewa Valley. The church served other communities in the Valley. The book records the local populations and their commitment to religion. Grassmere is a small hamlet about 12 kilometres from Warrnambool. It is a farming area. The Grassmere Gold Mining Company, presumably established by local people in Grassmere, was created in 1898 for the purpose of acquiring from Messrs James and Mewha a lease of a Cassilis gold mine (23 acres). The Manager of the Company was Horatio Dickson of Melbourne and the brokers were McMeekin and Co. of Melbourne and Warrnambool and Dickson and Osborne of Melbourne. This reef mine was one of several in Cassilis, Gippsland, 12 kilometres north west of Swifts Creek. The gold-bearing quartz reefs were discovered in 1885 and worked to 1914. It is not known whether the Grassmere Cassilis mine was a financial success but the mining operations were impeded by the hardness of the stone in the area. William Robinson was a farmer in the Grasmere area. This receipt is of considerable interest as one of only three items the Warrnambool and District Historical Society that is connected to the establishment of the Grassmere Gold Mining Company. The gold mine establishment was one of the many minor events in the district in the 1890s. This is an 1899 receipt for William Robinson upon payment of six shillings and three pence, being part payment for shares in the Grassmere Gold Mining Company. The buff-coloured paper has black printing and black-ink handwriting. There are two stamps – one is the stamp of ‘H.S.Dickson’ and the other is the stamp of the ‘Grassmere Gold Mining Company, No Liability’. The certificate has silver fish damage at the top and the right-hand side‘May 30th 1899, Received from Mr Wm. Robinson the sum of six shillings and three pence, being the amount of 5th call of 1½ per share, due on 50 shares, nos. 12651/12700 in the above company, H.S. The minutes book of the Warrnambool Woollen Mill are an important record of the beginnings of one of Warrnambool's major industries for close to one hundred years. They record the struggle in the early days of 1909 and 1910 to raise the capital. Also mentioned is the support which had been given by local people of small means who were prepared to back the enterprise while those with financial means had been rather more reserved. Apart from a Mr Vidler all the initial directors were initially working in an honorary capacity. They lamented the fact that local banks held half a million pounds on fixed interest so there was no shortage of money. The first directors were appointed in March 1909 : Jas. Worland, W H Philpott, G S Mackay, E H Price, S McDonald, J C Beeching, W Rogers ,J Marfell, J Deany, Jas Duirs, Jas. Ponting, H Jessen, S Nettleton, J Blain, J Gooden, Drs. Holmes, Henderson and Powell. Mr J E Bennett was secured as first manager of the mill in 1910 Over the ten year period of this book there is much discussion on possible returns and share prices as well as decisions relating to the operation of and production from the mill. Within four years they were using more yarn than they were producing. Electricity was connected around 1914 and by 1915 shareholders were receiving eight percent return on their investment and were also contributing to the first world War effort by supplying blankets. Assets continued to accumulate and building was also continued with sandstone being quarried from the site and rain water tanks and asphalt floors installed, all contributing to savings. By 1917 The Warrnambool Woollen Mill was considered to be one of the states best investments and it continued to prosper through the years. The second minutes book likewise records similar events and circumstances for the period 1933-1945. This like wise is an interesting period, covering the period of the second World War. In 1955 the Warrnambool Woollen Mill formed a partnership with the Wangaratta Woollen Mills. Dunlop bought the mill in 1968. From that time until its closure in 2000 it had a number of different owners, the last being the Smith Family Industries. These minutes books hold an important information regarding the establishment and early operation of one of Warrnambool's major industries. The mill itself has strong connection to the Warrnambool community and many of the names mentioned as directors and shareholders have held positions within the community as businessmen and city officials. The Bank of Victoria was located at 7a Liebig Street, Warrnambool. The building still exists in 2023 as a part of the Quest apartments. The Warrnambool Mechanics' Institute was formed in 1859 and the first reading room opened in 1884. Responsibility for all activities of the Warrnambool Mechanics' Institute activities were formally handed over to the Warrnambool city Council on 27th July 1911. This Bank of Victoria Limited passbook documents credits and debits of the Warrnambool Mechanics' Institute & Free Library from December 1904 until 30th June 1911 just prior to the transfer to the Warrnambool City Council. This is a notebook used to keep some of the farm accounts of the Bonnett farm in Mepunga. As the handwriting is the same throughout, most of the entries appear to have been made by George Bonnett, the son of Frederick and Charity Bonnett. This ledger contains summaries of trading finances for Swintons Pty Ltd and Swintons Supermarket for the years 1969 to 1978. William and Ann Swinton migrated to Australia in 1854 and for a decade William Swinton worked as a builder and carpenter in the Warrnambool district erecting many buildings including the Wangoom Presbyterian Church. In 1865 he opened a store in Timor Street selling groceries, china, glass and hardware. By 1888 the business was known as William Swinton and Sons. Branch stores were opened in Cudgee, Nullawarre, Wangoom, West Warrnambool and South Warrnambool. When William Swinton died his son Robert became the first managing director of Swintons Pty Ltd. In 1934 the business split, with George Swinton and Sons selling furnishings, clothing and glassware and Swintons Pty Ltd selling seeds, hardware and produce. Today the Swinton family still operates a furniture and bedding business in Timor Street. This ledger is of great interest as it contains summaries of the financial records of the Swintons Supermarket and Swintons Pty Ltd from 1969 to 1978. It will be very useful to researchers. The current Swinton business in Timor Street is the oldest family business in Warrnambool and, with the Swinton name associated with businesses in Timor Street for 152 years, it is one of the oldest family businesses in Australia. These two notebooks come from Christ Church in Warrnambool. One contains the cash transactions of the Christ Church wardens (Folio 78) with the National Bank of Australasia (1932-1938) and the other contains the financial transactions of the Christ Church Parochial Missionary Association, Warrnambool (1933-1940). The Anglican Christ Church in Warrnambool was opened in 1856 with the addition of the nave in 1860 and the square tower in 1882. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor.
