Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. At a small ceremony held Friday, April 20 at the Local History Centre, Eltham, members of the Society and our Collections team, along with Ms. Vicki Ward, MP for Eltham, presented the seven volumes for 1858-1863 along with the complete set of digital files to Mr. David Taylor, Community Archives Manager and Mr. Charlie Farrugia, Senior Collection Advisor, Public Record Office Victoria.Born Digitalassessment ledger, donation, eltham courthouse, eltham road district, local history centre, public records office victoria (prov), rate books, eltham district road board -

Lu had been working in the Department of Humanities and Social Sciences since since the beginning of Semester 1.He participated in and contributed to a unit on Chani in the Bachelor of Arts and a unit in the B.Ed. With Linda Brumley he has translated and recorded all the Chinese gravestones in the Ballaarat New Cemetery. Lu was attached to the Ministry of Education in Melbourne where he spent considerable time preparing Chinese language material for use in Victorian Schools. In 1853, He was appointed Government ...Baron Sir Ferdinand Jacob Heinrich von Mueller was born in Germany on 30 June 1825. Ferdinand was a German-Australian physician, geographer, and a botanist. After passing the pharmaceutical examinations he studied botany at Kiel University. In 1847 he received the degree of Doctor of Philosophy from Kiel University.when he was 21 years old for a thesis on the flora of Schleswig-Holstein. In 1847, he moved to Adelaide, Australia and worked as a chemist. From 1848 to 1852 he travelled through the colony, discovering and describing a large number of unknown to Western science plants. He wrote a few papers to German periodicals on botanical subjects. In 1851, Mueller moved to Melbourne, capital of the new colony of Victoria. In 1853, He was appointed Government Botanist for Victoria by Governor Charles La Trobe. In 1873, Ferdinand received an honorary doctorate of the University of Rostock. In 1883, he was awarded the Clarke Medal by the Royal Society of New South Wales. He published many volumes on the Victorian plants. Many of Australian geographical features were named after him such as: the Mueller Ranges (WA), Muellers Range (Qld), Mount Mueller (in WA, NT, Tas and Vic) and many more. Mueller died in Melbourne on 10 October 1896 and is buried in the St. Kilda Cemetery A green cloth hard cover book. Title and author's name is engraved in gold on spine. It includes an introduction, a table of contents and plates. Lithograms in b/w. Each plate accompanied by a page with descriptive print. Number of plates XIII-LXXI. No. of supplement plates XII-XVII. The book illustrates Victorian plants and outlines the principal characters of those species. This book is No 1290 in the Original Register of Books (Cat. The ladle allows quick and easy scooping of the contents to refresh the lifeboat and rocket launching crew, and the survivors of the disaster Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. Rocket Rescue Method - The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to a rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy apparatus was in use. The apparatus was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. The British Board of Trade published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a lightweight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part of the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. Beach apparatus equipment - In the mid-1800s the equipment could include a line throwing set, coiled line in wooden carrying case, rockets, cartridges, breeches buoy, hawser and traveller block, line-throwing pistol, beach cart, hand barrow, sand anchor, crotch pole, and tools such as spade, pick, mallet and hawser cutter. Around the 1860s Warrnambool had a Rocket House installed beside the Harbour. This water canteen is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Water canteen and ladle; blue painted oval metal cylinder with a removable round threaded lid. A blue-painted copper ladle with a fixed, 45-degree angled handle is attached to the canteen with a length of string. Hand barrows were in common use in the 19th century. The strong canvas could be weatherproof and waterproof to a large extent, provided the drawstring was pulled tight. After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. At the beginning of a shore-to-ship rescue the instructions are sent to the distressed vessel after the first rocket line was received by them. The stranded people on the vessel follow the instructions to assist the life saving rescue crew in saving their lives. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. Rocket Rescue Method - Rocket rescue became the preferred lifesaving method of the rescue crews, being much safer that using a lifeboat in rough seas and poor conditions. The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The film shows archival images of Australia in 1914 and accounts from WWI, which gave rise to the campaign to build the Shrine in the 1920s. Gen.Sir John Monash, after consulting with Legacy, lent his support and it was opened in 1934 by the Duke of Gloucester, becoming the focus of commemoration in Victoria. The forecourt with the Eternal Flame was added in 1954 to commemorate the fallen of WWII and was dedicated by Queen Elizabeth II. The crew would connect the steel cables to the connecting cable and then join heavy ropes or chains to the connecting cable. They would then bury the anchor in a trench about three-quarters of a metre deep, keeping the connecting cable’s end free. The length of heavy rope or chain was attached to a pulley block onto the heavy hawser line. The block and a crotch pole were used to keep the hawser line high and taught, keeping the survivors above the sea as they were hauled to shore on a line or in a breeches buoy. The rectangular wooden bevelled-edged plank with two pairs of square metal plates bolted through it. Each metal plate has an eyelet and the two steel cable lengths are permanently attached by their eyelets to the plates. The eyelets at each end of the cable lengths are reinforced with rope work and one length also has a ‘U’ bolt shackle connection. The steel connecting cable also has reinforced eyelets at both ends. The plank has a black stencilled inscription on the upper surface. ... of the investigation were published in the Victoria Government Gazette... of the investigation were published in the Victoria Government Gazette ...In June 1987, the government directed the LCC to carry out a special investigation of the social, recreational, cultural and ecological values of rivers and streams in Victoria, and to make recommendations on the use of these rivers and how their identified values can best be protected. Notices announcing the commencement of the investigation were published in the Victoria Government Gazette and in Victorian newspapers in November 1987. A descriptive report was published in September 1989. The Council received 75 submissions following the publication of this report. After considering these submissions, the Council formulated its proposed recommendations, which were published in November 1990. The Council received 177 submissions commenting on the proposed recommendations. The Council published its final recommendations in June 1991. While welcomed by many, the study cut across the interests of other groups and was perceived to be particularly threatening to water authorities. The investigation resulted in a legislated system of 17 heritage rivers (with significant natural, recreational, scenic and heritage values) and natural catchment areas across Victoria. -

Back at Somers there is a comic performance of Goldilocks in front of a large audience of younger Junior Legatees and the supervising Legatees, which ends with a bearded Goldilocks being taken away in a police car. A service in the bush chapel is then shown before we see the older boys throwing one of their number off a jetty. A volleyball game completes the film.
