The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. The Chancellor is the head of the university and presides over meetings of Council. The Chancellor is also an ex officio member of all other bodies of the University. As well as being the traditional colour of embellishment on a Chancellor's gown, gold also provides a tangible link between the new university and its Ballarat ancestry. Academic gowns distinguish between the university's senior office holders, The design of the Chancellor's gown at the University of Ballarat is based on an Oxford and Cambridge tradition for university Chancellors' robes. It is made after the style of an English Queen's Counsel gown, with appropriate traditional adornment (chevrons) on the sleeves and edges. The decorative braiding is in gold oak-leaf braid. Ballarat Teachers' College was opened on may 4th, 1926, at S.S. 33, Dana Street, with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., m.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (Lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued till 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College.\During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own Graduation hymn, the words of which were written by Miss C.M. Canty of the staff. Mr Ellwood, former Principal,delivered the occasional address and presented the Ellwood Prize to the outstading student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointments and cacilities of the new buildign. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period. The University of Ballarat was established by the University Act 1993 and came into existence on 1 January 1994. The Act was amended in1997 to provide for the merging of the University with The School of Mines and Industries Ballarat Limited and the Winnera Institute of TAFE, and the establishment of a Technical and Further Education Division in addition to a Higher Education Division. Robert M. Serjeant was the only son of Theo and Alice Serjeant, and grandson of famed mine manager Robert Malachy Serjeant (1829-1902). Robert Serjeant was a past student of the Ballarat School of Mines (SMB), and at the time of his World War One enlistment he had just finished an electrical course, and was working as a junior member of the SMB Department of Electricity. Robert Serjeant enlisted in December 1914. Corporal Serjeant (2138) of the 8th Battalion, died of wounds received in action at Gallipoli on 28 April 1915, aged 20. He was buried at sea and his name is listed at the Lone Pine Memorial. A brown paper parcel of Robert Serjeant's belongings was returned to his parents. It contained his discs, wrist-watch (damaged), notebook, hymn book and letters. [1] The Ballarat Courier reported: 'He was of quiet disposition, and a great student, devoting himself closely to his work.' Further information on R.M. "Last March, the Minister for Defence announced that it had been decided by the Australian Government, in consultation with the New Zealand Government, to issue a medallion and lapel badge to the veterans of the Gallipoli Campaign. I am glad to be able to announce that arrangements have now been completed for the production of the medallion and the badge. The Minister for the Army will be arranging distribution to those wishing to receive them as soon as possible. The Government hopes that production of the medallion and lapel badge will be sufficiently advanced to permit at least some of them to be distributed by ANZAC Day. The medallion (with the name of the recipient inscribed) will be issued to the surviving members of the Australian Defence Force who served on the Gallipoli Peninsula, or in direct support of the operations from close off-shore, at any time during the period from the first ANZAC Day in April, 1915 to the date of final evacuation in January, 1916. Next of kin or other entitled persons will be entitled to receive the medallion on behalf of their relatives, if the relative died on active service or has since died. For surviving members, a lapel badge will also be available for wearing. This will be a replica of the obverse (or front) of the medallion and will be about 1 inch high and 2/3 inch wide - the same size as the RSL badge. The medallion is the work of Mr. Raymond Ewers, the well-known Australian artist, based on a suggestion by Mr. Eric Garrett, a staff artist with the Department of the Army. It has been endorsed by both the Government of New Zealand and ourselves. It will be approximately 3 inches high and 2 inches wide. The obverse of the medallion depicts Simpson and his donkey carrying a wounded soldier to safety. It will be bordered on the lower half by a laurel wreath above the word ANZAC. The reverse (the back) shows a relief map of Australian and New Zealand superimposed by the Southern Cross. The lower half will be bordered by New Zealand fern leaves. The medallion will be cast in bronze and the lapel badge will be metal of a bronze colour. The CD-Rom includes a range of electronic correspondence sent 'Big Cats Victoria and Simon Townsend and JohnTurner. Their website states: Big Cats Victoria Southern Australia, including south western West Australia, has a history of reports of ‘panther’ like predators dating back to the later half of the 19th century. The animals were usually described as being of black or tan colouration and with the proportions of a medium sized big-cat such as a Leopard or Puma. The records can be found in newspaper, radio and television archives, Government reports, a very few books and on the internet. The historical material is based on anecdotal reportage and has contributed to the mythification of the subject. Some Government agencies at both State and Local levels (in New South Wales), have collected records of sightings or investigated stock deaths purported to be associated with so called ‘panther’ kills. They remain understandably non committal due to the lack of a specimen of such a predator of undeniable authenticity. While other types of unknown predator have been reported in various parts of Australia they are not the concern of this website. The Myths and Monsters conference was something of a landmark in Australian mystery animal research. William Smerdon Holmes married Violet Mary Macfie (1859 – 1942) on 9 April 1890 at Geelong. William and Violet lived at "Sauchieburn", Ascot on the 291 ha (720 acre) property that William inherited from his aunt Catherine Coghill (nee Holmes). William and Violet Holmes had four children: • Violet Catherine (1891- 1949) married Samuel Gordon Spittle 11 August 1920; Mary Coghill (1892 - 1979); • William Edward (1894 - 1964) married Charlotte Anne Alexander 20 June 1933; • Henry Smerdon (1897 - 1954) married Edith Sarah Pickford 28/2/1922. William Smerdon Holmes was the grandfather of Henry John (Jack) Holmes (1922-1972) William Smerdon Holmes (1927-1993), David Coghill Holmes (1929-1950) and Mary Elizabeth Chatham (Elizabeth) (nee Holmes) (1932 - 2006). Edith Sarah Pickford was born and raised in Clunes, Victoria. She is the only daughter of John Pickford and Betsey (Robbins) Pickford and sister of Henry Pickford, John Pickford, William Harold Pickford, Horace Pickford DCM, Arthur Pickford and Charles Alexander Pickford. Edith's maternal grandmother was a descendent of Donald Cameron, the first recorded European settler in the Clunes area.The Pickford family's pioneer settler legacy in the Clunes- Glendaruel district is commemorated with a Pickford Road and displays in the Clunes Museum. A collection of Edith's song music was donated to the Clunes Museum by her great grand-daughter in 2023. Edith married a local farmer, Henry Smerdon Holmes from "Sauchieburn" Ascot, Victoria. Henry was a descendant of the family who had inherited their maternal ancestor's, Catherine Coghill (nee Holmes), Ascot - Coghills Creek property. This branch of the Coghill Family descended from the district's pioneer settler, Captain Coghill. Edith and Henry spent all their married life, and raised 4 children Jack [John], Bill [William], [Mary] Elizabeth and David, at Ascot. She was buried in the Coghills Creek Cemetery with her husband, Henry Smerdon Holmes, and their son, David, in 1967.
