A letter from Frank Meldrum (?) to Legatee Cyril Smith in May of 1940, to accompany a two page listing of Legacy clubs, their contact details and meeting times. L/- Meldrum was returning to active service. It was in a folder of documents about the history of Legacy which appears to have been mostly compiled by Legatee Cyril Smith as he has many hand written notes on miscellaneous pieces of paper (some are envelopes addressed to him). The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The call for public donations was partially due to the purchase of the Dureau building and the need to modify the building for Legacy's needs. The documents from this folder have been added in seperate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally items from the 1950s.The documents provide an insight into the working of Legacy, especially in the 1940-50s. A letter to Legatee Cyril Smith from the Repatriation Commission, it mentions a second page which is not found so we don't know the sender. It was a record of changes to the pensions for widows and their children over the years between 1943 and 1956. It mentions domestic allowance and allowances for each child, also for orphans. It seems Cyril had been requesting information for his records. After the first world war there was a decision made to create a memorial. Legatees were involved in the process at various times and capacities. In particular Legatee Kemsley was vocal in idea of a structure over a utilitarian memorial (such as a hospital or a park) - see letter at 01182. Also that 25 sites were selected for consideration in 1921. Although the St Kilda Road site was favoured early on, by 1926 there was pressure to change to a "provision of square" and Cenotaph at the intersection of Spring and Bourke Streets. 'Melbourne Legacy decided to support and work for the Shrine of Remembrance as the National War Memorial.' It is notable that the initial design 'incorporated certain features of the Mausoleum at Hellicarnasus, which is listed as on of the Seven Wonders of the World and, also, many of the refinements of the ancient Grecian architecture.' This note describes how the ray of light shining on the Rock of Remembrance was 'something of an afterthought' as Philip Hudson (one of the architects) saw something similar on a trip abroad, in a chapel in France. The final paragraph is significant 'All materials in the Shrine are of Australian origin. Indeed, with the exception of the marble in the Shrine floor which was quarried at Carloola in NSW, and the Hawksbury freestone in the bas relief panels, the remaining materials are all of Victorian origin.' This account is written by a Legatee who was heavily involved in the building of the Shrine. It is presumed to be Legatee Kemsley but it is not certain (the handwriting might be a clue if more documents written by him are found). Also the date is not known. Labelled 'Shrine of Remembrance S1 - S14' it was part of an old archive numbering system, that showed there has been efforts in the past to collect, order and save items of Legacy's history. An interesting document outlining the evolution of the tradition of pausing in silence for remembrance on 11 November each year. The account outlines how King George V decreed a two minute silence be held at the first anniversary of the Armistice - originally referred to as Peace Day. The events included a letter written by Edward George Honey, an Australian journalist, proposing the idea on 8 May 1919. In it part of it says: "Should not this be the spirit of at least a fragment of our Peace Day? Communion with the Glorious Dead who won us Peace, and from the communion new strength, hope and faith in the morrow, Church services, too, if you will, but in the street, the home, the theatre, anywhere, indeed, where Englishmen and their women chance to be, surely this five minutes of bitter-sweet silence there will be service enough. Before and afterwards, sing and make merry as we will. Of one thing, I am quite certain, and the tis that our songs will take a deeper, truer note after those five minutes of remembrance We will have gathered from them strength for the morrow. God knows we need it!" The document was produced by a committee that was proposing a memorial to Edward Honey to record his role. It was forwarded too H.G. Brain, presumably a Legatee who could bring this information to Legacy's attention. Post Card: Melton Railway Station 1909 Mattie to Fred My Dear Fred I received your letter and the L2 10/- I was very pleased to hear that I could write again. You say you will come home after the last shead. I should think so. I had a letter from E Jenkins so I am going down to see her next week we call the baby Fernie now I hope you will agree. I do hope dear he will get over this all right you must be nearly dead going without sleep for so long I had a bit of misfortune myself on Thursday the machine locked and jumped out of my hand and stuck in my bone I kept on working but it was very painful as all the holding is done with the..next page ..knee the boss also has been chipping a good deal this week he says the next time he has occasion to speak to me I will have to go he is very particular. I would like to go through if possible even if I do a lot less. Well Dear Wife you see I have kept my promise. I rode all the way up here and also carried all my luggage with me it came in handy as I had to camp on the road last night between Rochester and Echuca surrounded by water. I had to walk all the way pretty well from Rochester to Echuca. I am now waiting for the train to Deniliquin. Love to you and my little son Fred. Sunday 21st Aug extract I am having a good time here, a good cook and the best of everything no fires to light or kettles to boil just get up and wire in… plenty hard work the sheep are pretty tough but much better than Wandook. I am well among them here we had a little rain on Friday but not enough to stop us so we have got one full week in .. the weather is lovely. I have been basking in the sunshine mainly in the morning and feel strong and fit a as fiddle, they are a grand lot of men here I only knew one out of the lots but know them all pretty well now, we have a bit of a concert here every nights almost there are a few good singers here and we also had a phonograph up from the station with all the latest records we have two dancers among ourselves very boisterous affairs indeed thy do make the dust fly. I have not ventured to take part in it and don’t think I will either. I get enough dancing all day long and besides I have to furnish the music you ought to see them going when I rattle up the concertina. I though I was never going to get one as it was Sunday fortnight when I wrote to you but we only the mail here twice a week so it takes a long time to write and get an answer. I also got a reply from Eynesbury and a favourable reply it starts on the 13th Oct. …. I have 800 sheep shorn up to date and am fifth among about 30 men. I am sending two more [Ls] this time which I drew on Saturday. I don’t like sending too much more this time as there is a chance of it going astray and it is not very easily earned…. Things must be humming in Melton with all them babies coming and people getting married… I suppose we will be having new neighbours soon. If Mr Watts is selling out he was getting more property then he could keep. I hope you will soon have rain…. you will have to watch our little boy the dear little rascal he must be getting very cute opening the gates he will be tumbling into the tank …. I came right into Redesdale by the train and stopped there last night… they had heavy rain on thursday up here and a tremendous fall of hail which covered the ground over a foot deep. There are only 4 shearers here yet.. I saw some of the sheep they look very rough and big so there will be no big tallies done, the men are saying he is giving 2s per hundred extra, so that will help a little. I have not seen a bit of butter since I left home as it is too dear for us for sinners here. Poor Marjie had a cold.. so the little kid wants to go to the war, she must think it is good like a picnic. We had light rain on Monday as usual only half a day’s shearing in the shed so that is all we done this week, we took a vote 9 to 6 no shearing so nothing till to morrow morning Thursday so there is still a good fortnights shearing to do, will do nothing Saturday polling day as we have to go 13 miles is near Services where I was last year so we will want the full day 50 men to vote and some will probably have to walk to get there, all solid for Labour. I have just had an interval for lunch, pudding, yeast buns and rock cakes… We are doing nothing but eating and sleeping this week. Before 1851, letters sent through the mail were charged by the number of sheets it contained and the distance it travelled. For example, a letter consisting of one sheet of paper was charged the single rate; a double letter, that is two sheets, was charged double the single rate, a treble letter, was charged three times the single rate, and so on. In other words, each additional sheet of paper increased the charge by one rate. In Great Britain. Sealing a letter in an envelope effectively put an end to postal clerks' ability to count the number of sheets in a letter and an alternative method of determining the postage had to be found. Overweight mailings had previously required the items to be weighed but with the introduction of the Uniform Penny Postage act of 1839, the public could mail a letter not exceeding a half-ounce in weight within the United Kingdom for one penny if prepaid, or two pence if paid on delivery. These postal scales belonged to Dr.William Roy Angus, Surgeon and Oculist. They were donated to Flagstaff Hill Maritime Village by his daughter, Bernice McDade. They are part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) According to Berry, her mother Gladys made a lot of their clothes. She was very talented and did some lovely embroidery including lingerie for her trousseau and beautifully handmade baby clothes. Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . Its first station was in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. A lot of his work during this time involved dental surgery also. Between 1928-1932 he was surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. In 1933 Dr Angus returned to Nhill and purchased a share of the Nelson Street practice and Mira hospital (a 2 bed ward at the Nelson Street Practice) from Dr Les Middleton one of the Middleton Brothers, the current owners of what previously once Dr Tom Ryan’s practice. Dr Tom and his brother had worked as surgeons included eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He had been House Surgeon at the Nhill Hospital 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan had gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. When Dr Angus took up practice in the Dr Edward and Dr Tom Ryan’s old premises he obtained their extensive collection of historical medical equipment and materials spanning 1884-1926. A large part of this collection is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. and an ALDI sore is on the land that was once their tennis court). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served as a Surgeon Captain during WWII1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. He had an interest in people and the community They were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. At about the same time that the adhesive postage stamps and envelopes made their appearance, postal administrations began to experiment with strategically placed street letter boxes, known as pillar boxes because of their round, pillar-like shape, that permitted the public to mail letters from a place other than from a post office. For all these reasons, the use of postal scales became the nucleus of every post office. Scales had been in use since ancient Egyptian times so their use for everyday commerce was not unusual in the 1800s. What was new in 1840 was their ubiquitous use throughout the postal system. No post office could function effectively without one. Although the earliest scales used in post offices did not differ markedly from the ones in general use as time went on they were adapted specifically for postal use. For example, a paper sleeve, also known as a weight sticker, was attached that showed the applicable rate of postage for any given weight. This innovation was quite a time saver as postal clerks no longer needed to weigh the item first and then refer to a separate chart to determine the required postage for that particular weight.The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other items and equipment is culturally significant, being an historical example of medicine from late 19th to mid-20th century. Dr Angus assisted Dr Tom Ryan, a pioneer in the use of X-rays and in ocular surgery.Postal scales with weights,. Childers Cove is situated about 15 ks east of Warrnambool in the area known as Mepunga. It is named after the shipwreck of 'The Children.The documents relate to the running of the Childer's Cove Progress Association. There are a number of social activities including gymkhanas, racing meetings, making of roads and improving with planting trees There are many names which are still familiar with the area nearly 100 years later, including Wallace, McDowall, Burleigh, Murnane, Bonnett, Abraham Laidlaw Keogh Holloway and Palmer. Some of the meetings were held at the Mepunga South School with others held at Eckers Hotel Warrnambool and some at the race course. Fundraising events were held also from athletic meetings and district school children's races. This collection of papers is representative of many small communities around Australia where people came together and worked to improve their community facilities. It therefore has strong social and historic significance.This is a collection of papers most of which relate to the Childer's Cove Progress Association. Scrap Book - with printed cardboard covers - titled scrap book on outside and reproductions of newspaper clippings printed onto covers, 64 pages off white paper. Scrap book compiled by Neville Gower from Nov. 1992 to June 1997. Primarily consists of newspaper clippings glued to the pages involving the Ballarat Tramway Museum. Also contained are other items of relevant interest, such as BTM brochures. Pages number in pencil by Warren Doubleday 2/2001. Where relevant some items contained in this book have been separately catalogued to enable easier reference. Some items were already in the collection and are thereby reference with their registered number. Also contains registered items 1659, 1654 and 1655.
