In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The library building was designed to reflect its parkland setting. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. This photograph shows men working on cutting marble at South Buchan for Australia House in London. In the early 1900s black marble was being mined in the Bruthen district. Some was used for the Shrine of Remembrance in Melbourne and Australia House in London. 900 tonnes were shipped to London to be included in the construction of Australia House. King George V laid the building’s first foundation stone in 1913 but it was not until August 1918 that he officially opened the completed building. The stringencies of World War I – principally shipping difficulties and labour shortages – had delayed construction considerably. Federation of the six Australian states formally took place on 1 January 1901 but it was not until 1906 that the Federal Government sent an Official Secretary to London to represent Australia. In the intervening years Australia was represented by State Agents-General, the first of whom was the Agent-General of Victoria. The building is significant for its unique design, Beaux Arts style and the materials used in its construction.Marble quarrying has been a significant part of the history of Buchan in East Gippsland. James Chester Kerr Trewin (916-1965) was born in Orbost, Victoria, Australia and died there. Service Australian Army  Service Number VX5640. He enlisted on 23 Oct 1939  at Sale, VIC  He was discharged on 5 Aug 1943 with the rank o Lieutenant  He was in 2/7 AUSTRALIAN INFANTRY BATTALION.  This personal document gives an insight into the human element of World War 11 ensuring that those who were part of the Orbost community and played a vital role during this time are remembered.A rectangular laminated certificate which was given to James C. This Post Office Receiving Pillar was restored in 1980 and is now a fully operational Australia Post mailbox. In early August 1980 Prime Minister Mr. Fraser posted Warrnambool’s first commemorative envelope into this restored Post Office Receiving Pillar at Flagstaff Hill Maritime Village. The special limited edition envelopes are numbered 1 – 7000. When posted, the envelopes would have the Flagstaff Hill Logo and Flagstaff Hill Maritime Village’s own postmark of a ship’s steering wheel surrounding a lighthouse and a sailing ship, and were dated August 3 on the First Day Cover. Amongst Flagstaff Hill’s collection is that very first letter posted by Prime Minister Fraser. HISTORY OF POST OFFICE RECEIVING PILLARS In 1851 ‘pillar boxes’ were installed at roadside locations in the island of Jersey, England; they had already been successful in several European countries. The use of new prepaid, adhesive postage stamps as well as the roadside pillar boxes meant there was no need for the public to take a trip to the Post Office just to post a letter. By 1855 London had installed its first six Pillar Boxes. In 1856 the pillar boxes were first introduced in Sydney. These were circular with a crown on the dome, supported by leaves. Early Victoria Mail was originally collected by ‘letter carriers’, first appointed in Melbourne in 1841, equipped with leather bag and hand bell. He wore a red coat with brass buttons and a black top hat! In 1844 two wooden receiving boxes were erected in Melbourne. The first cast iron boxes were installed in South Melbourne (Emerald Hill) and were still in service until 1967. They were a fluted circular design and made in England. In the early 1860’s the ‘low door round’ design posting box was introduced, being circular and surrounded by a crown, with two broad embossed bands around its circumference. The clearance door was in front of the box and low down. These were made in Australia. In the early 1870’s square boxes with a tapering top were being used. These too were made in Australia by different manufacturers with slight variations on style such as the orientation and number of slots. Next came the circular boxes again, similar to the ‘low door round’ but with the clearance door extending to just below the posting slot, often referred to as ‘high door round’. These boxes did not have embossed bands. In 1887 small cast iron boxes were introduced, attached to posts and poles and called ‘lamp post receivers’. Around 1930 a ‘London’ model was used in Victoria. It was copied from the flat-domed type in London but made in Tasmania. Australia is governed by a Federal Government and by six State Governments. National coordination of their respective geodetic survey and topographic mapping activities is effected on the advice of a National Mapping Council. Twenty years ago, at least 95% of Australia was poorly mapped and what maps existed were in need of revision. only a small area of the continent was covered by horizontal geodetic control and there was no scheme for a national levelling survey. Over the intervening period there has been an urgent and increasing demand for topographic maps varying from large scale contoured maps in support of specific engineering projects to rapid reconnaissance maps required for mineral prospecting in remote areas. Superimposed on this has been a defence requirement, specifically for military training areas, and generally for maps of the whole country. During the period much progress has been made. The first photograph was probably taken at a media event announcing the introduction of the Heidelberg Speedmaster printing press in late 1990. LTCOL Rene van den Tol was the CO of the Army Survey Regiment from 1989 to 1991. Partly obscured behind the CO was Mr Bruce Reid, who was the newly elected federal member for Bendigo. The media event was held in Wayzgoose Hall, Lithographic Squadron’s new purpose-built building constructed to house the Speedmaster printing press. The first photograph was probably taken at a media event announcing the introduction of the Heidelberg Speedmaster printing press in late 1990. LTCOL Rene van den Tol was the CO of the Army Survey Regiment from 1989 to 1991. Partly obscured behind the CO was Mr Bruce Reid, who was the newly elected federal member for Bendigo. The media event was held in Wayzgoose Hall, Lithographic Squadron’s new purpose-built building constructed to house the Speedmaster 102 printing press. The remaining 29 photographs were taken at an Army Survey Regiment Open Day at Fortuna Villa, Bendigo on the 24th of February 1990. This occasion was one of several events held to commemorate the 75th anniversary of the formation of the Royal Australian Survey Corps. Although historical tours of Fortuna occurred on a regular basis, this was the first technical open day since 1972. The Royal Australian Survey Corps recognised that an Open Day was the best way for the local community in Bendigo to gain an insight into the unit’s important role as Defence’s map production agency, its technical equipment, and its economic importance to Bendigo. It also gave them an opportunity to tour through historic Fortuna Villa. This occasion is covered in more detail in page 143 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. William John TURNER served on the Committee of the Bendigo Sub Branch from 1948 - 1951, 1953, 1955 - 1958, he was Jnr Vice President during the 1953 - 1958 years. His fund raising and other positions are well documented in Cat No 8029 re the submission for the Life Membership. William Turner had pre WW1 military service in the 67th BN Bendigo area as a Cpl in the Machine Gun section for 2 years. He enlisted in the AIF No 3627 in the 8th Reinforcements 21st BN age 19 years 6 months on 10.7.1915, embark for Eygpt 29.12.1915, transfer to 60th Bn 26.2.1916, promoted Cpl 25.3.1916, embark for France 29.6.1916, WIA 24.4.1918 GSW right wrist, rejoin unit 23.7.1918, promoted Sgt, transfer to 59th Bn 25.9.1918, RTA 15.5.1919, discharged from the AIF 22.8.1919. This collection of 22 photos was most likely taken in 1984. Mr Gordon Scholes AO was the Minister for Defence in the Hawke Government from 1983 to 1984. It’s evident in these photos he was taken on a tour through the production areas. Mr John Brumby AO at this time was the Federal Member for Bendigo. He later moved on to Victorian state politics, serving as Treasurer from 2000 to 2007 and Premier from 2007 to 2010. Key Army Survey Regiment personnel identified include COL Alex Laing, the Director of Survey from 1983 to 1988 and CO LTCOL Jorge Gruszka who led the unit from 1982 to 1985. The rank of the senior officer is not known, however would have been a Major-General or above, due to the presence of the aide-de-camp (female captain). Five Australian Christmas Carols was written by John Wheeler and music by William G James. William James came from Ballarat and John Wheeler was from Colac. James was a concert pianist who graduated from the Melbourne Conservatorium. He went to London and played the Proms and wrote a series of Australian themed songs for Dame Nellie Melba. He became the first Federal director of Music for the ABC until 1957. It was at the ABC that he met Wheeler a staff writer who wrote verse and songs. These five carols which have a distinct Australian flavor, were written between 1848 and 1957.While this collection has no direct link to Warrnambool, the works contained in the collection Five Australian Christmas Carols would have social significance as the carols would be familiar to a number of people. This is an election leaflet for Michael Barling who was a candidate in the Federal House of Representatives seat of Wannon in 2013. This electorate is in the south west of Victoria and is the second largest in the State. It includes Portland, Hamilton, Warrnambool, Ararat and Halls Gap. Michael Barling, a teacher, was an unsuccessful candidate, winning 39.9% of the primary vote. Dan Tehan won the seat and is the present Wannon representative. This book contains selections of the convict stories written by Price Warung, 1864-1911(real name William Astley). He was a journalist and writer who worked for a great number of newspapers throughout Australia and began an important association with the Sydney ‘Bulletin’ in 1890. In this period he write the powerful works for which he is best known, ‘Convict Days’, a series of four volumes of stories about Australia’s convict system. The major theme of these writings is the sordid nature of the convict system. Astley became heavily involved in the Federation campaign, firstly as the Secretary of the Bathurst Federal League and then as the organizing Secretary of the 1896 Bathurst Convention. This Convention is considered by historians to have given the Federation campaign a new and vigorous vitality. In 1898 Astley wrote most of the official articles publishing the ‘Yes’ case for the Federation referendum. In 1883 Astley was in Warrnambool, working as a journalist for the Warrnambool Standard newspaper and examples of his journalism can be found in the papers of this time. He wrote lengthy reports in a free-flowing and attractive but verbose style. His two articles on the well-known horse stud and hop farm called ‘Bryan O’Lynn’ appeared in the Standard in October 1884. This book is of considerable interest as it was written by Price Warung (William Astley). Not only is he of importance in Australia’ history but also he has his place in Warrnambool’s history as a journalist for the Warrnambool Standard in the 1880s. This is a hard cover book of 206 pages. The cover is grey with pink lettering on the spine. The dust cover is white with a black, white and red sketch of a convict on the front and a black and white photograph of the author and his biography on the back cover. This eye wear transportation box was forwarded from and returned to Kiewa Valley in the 1960's. This period in time, the Kiewa Valley was still a semi remote location, and specialist eye facilities were not available in the region. It was not until the Australian Government proceeded with a "regional development Centre" (for relocating some Federal Departments from Canberra) that the Wodonga/Albury townships developed into a medium city, allowing "specialist" facilities to become available and multiply.This item is very significant to the Kiewa Valley as it demonstrates that even in the 1960's early 1970's the Kiewa Valley residents still had to obtain "specialist" services from MELBOURNE. The "isolation" of the Kiewa Valley was still in place due to unreliable transport routes, long distance travel needed to visit cities and a relatively "small" population. The slow but progress marketing of recreational areas in the region and the movement of retirees away from "city violence" and to a quieter location has been on the increase. The expansion of the existing small airfield to one that can accommodate larger aircraft will hasten the expansion of the population in the region, bringing an ever increasing "visiting specialists" covering among other fields, eye and medical practitioners.This brown coloured cardboard box was used by Coles and Garrard (Sight Testing Opticians) to transport spectacles to one of their clients. The box lid has four staples holding the four folded sides in place. This trophy was awarded in 1933 as a championship cup by the South Western District Rifle Clubs Union. Rifle Clubs have been operating in Warrnambool since 1860 and in 1904 the South Western District Rifle Clubs Union was formed. The donor of the trophy, James Fairbairn (1897-1940) was a pastoralist, aviator and politician. He served with the Royal Flying Corps in World War One and was injured and captured by the Germans. When he returned to Australia he acquired Mount Elephant Station near Derrinallum, Victoria and continued his interest in flying, becoming an expert on aviation. In politics he was firstly the member for Warrnambool in the Victorian Legislative Assembly and then held the Federal House of Representatives seat of Flinders. He was the Minister for Civil Aviation and in 1939 became the Minister for Air. He was killed in an aircraft accident in Canberra in 1940.This trophy is of considerable interest because it is a 20th century memento of the rifle clubs in the Warrnambool district and because of its association with James Fairbairn, a notable Western District personality in the first half of the 20th century. This is a silver-coloured metal bowl soldered on to a supporting stem on a circular base. There are two handles on each side of the bowl. The top of the bowl is covered with wire mesh with the original idea that the bowl could hold flowers (hence the name ‘rose bowl’). The bowl is inscribed on one side. This satchel belonged to John Malcolm Fraser (1930-2015), the 22nd Prime Minister of Australia from 1975 to 1983. Malcolm Fraser was educated at Melbourne Grammar and Oxford University and lived for many years on the family property, Nareen in the Western District. He was the leader of the Australian Liberal Party and was the Federal member in the seat of Wannon in the Western District, an area which included Warrnambool. As the Prime Minister he took a particular interest in foreign affairs. This satchel was donated by Malcolm Fraser to a charity auction held in Warrnambool in 1997 in aid of the Red Cross and the purchaser of the satchel at that time has since donated the item to the Warrnambool and District Historical Society. This satchel is of considerable significance as it belonged to Malcolm Fraser, the Prime Minister of Australia from 1975 to 1983, the local member in the Federal seat of Wannon and a property owner and resident in the Western District of Victoria. This is a brown leather brief case or satchel. The compartment on one side has a metal catch and holders inside for pencils and pens. This side also has another compartment with a zip fastener and two extra pockets with flaps on the top held by metal catches. There is another compartment on the other side with an extra pocket enclosed with a zip folder. There is a leather handle on the top of the satchel and inside one of the pockets is an extra leather strap to extend the handle length. The handle has a maroon-coloured airways tag attached with information on the satchel’s owner. There is some scuffing near the top handle. This coin was issued to commemorate the centenary of Federation in Australia in 2001. The six Australian States were federated into the Commonwealth of Australia in January 1901 after several years of campaigning and planning. The first Prime Minister was Edmund Barton and the first Federal Parliament was held in Melbourne and continued to be held in Melbourne until the establishment of the Australian capital at Canberra in 1927. In 2001 ceremonies and celebrations were held all over Australia to commemorate the centenary of Federation. This badge has been produced and sold to raise funds to assist Australian soldiers returning from active service in World War One. At the end of the war the Wannon and Corangamite Territorial Repatriation Scheme was set up to assist returning soldiers to adapt to civilian life. It is presumed that similar schemes were established in other electorates in Australia. Wannon is the name of a Federal electorate in the south west of Victoria and includes Warrnambool and the name on the badge may be an abbreviation of the fuller name mentioned above or an offshoot of the above organization. The scheme included assistance to soldiers with loans to set up businesses and build homes. This badge is retained as an example of a local effort to assist Australian soldiers returning from active service in World War One. This is a metal badge with a blue outer rim and an image on a cream background of a young man in a blue jacket and brown hat. The printing is in red. Childers Cove is situated about 15 ks east of Warrnambool in the area known as Mepunga. It is named after the shipwreck of 'The Children.The documents relate to the running of the Childer's Cove Progress Association. There are a number of social activities including gymkhanas, racing meetings, making of roads and improving with planting trees There are many names which are still familiar with the area nearly 100 years later, including Wallace, McDowall, Burleigh, Murnane, Bonnett, Abraham Laidlaw Keogh Holloway and Palmer. Some of the meetings were held at the Mepunga South School with others held at Eckers Hotel Warrnambool and some at the race course. Fundraising events were held also from athletic meetings and district school children's races. This collection of papers is representative of many small communities around Australia where people came together and worked to improve their community facilities. It therefore has strong social and historic significance.This is a collection of papers most of which relate to the Childer's Cove Progress Association. This opera coat was made for Louisa Jane Cam, nee Rust, born 24/6/1873. Her parents were John Rust born in Hamburg, Germany and Jane Mc Meekin from Port Patrick, Scotland. In 1892 Louisa married John Cam the director of the Hawthorn Brick Company. It is understood Louisa wore the coat to the opening of the first Federal Parliament in the Exhibition Buildings in Melbourne in 1901.This item being an early nineteenth century opera coat has aesthetic interest. It is also important because of its provenance being worn by Louisa Cam at a significant event in Australia's history.A three quarter length Mandarin styled gold threaded brocade, lined coat dress with long sleeves. The fabric is black with gold patterns of leaves and circles. Large circles feature gold, red, yellow, pale and dark blue flower like images surrounded by gold fringes. The yolk section finishes with a small pleat over the flared bottom section. Edging around the neck is black lace. It is understood a fur collar was previously in place. The cuffs of the sleeves are pleated and have a wide frill above the pleating. The lining is pale blue silk . At the end of the sleeves the lining has hand ruched binding. Nil

This medal was made by W.J.Amor Mint, a medal making company from New South Wales. It was made to commemorate both the 50th anniversary of the establishment of Canberra in 1963 and the Royal Visit of 1963. Because of the rivalry between the two major Australian cities, Melbourne and Sydney, it was decided to establish a new capital city somewhere between the two cities. The Australian capital Territory was established in 1913 and the American architect, Walter Burley Griffin, in association with his wife, Marion Mahony Griffin, was chosen to design the new city of Canberra. The first Parliament House was opened in 1927 and Melbourne ceased to be the location of the Federal Parliament meetings.This medal is of interest, mainly because it commemorates the 50th anniversary of the first Parliament House in Canberra and the establishment of Canberra as Australia's capital city.Circular brass medal with ring attached at the top and a split ring through the ring. In the newly established capital of Australia, Canberra, the federal parliament sat in 1927.
