This photograph is part of a series taken at the Willsmere (Kew) Mental Hospital. The photographs were gifted to the Kew Historical Society in 2018 by Rosemary Barnes. The photos had been in the possession of her former husband, Dr Fred Stamp, the last medical superintendent of the hospital. In 2019, the photographs were transferred to the State Archives as Permanent Government Records, as the Society is only entitled as a Class-B Place of Deposit to hold Temporary Government Records. The Society was permitted to keep and publish a digital copy of each photograph. Many of the photographs include information on the reverse about individuals or locations. Where this is the case, these have been published here as images that can be viewed in the picture carousel. A notice of a charity ball that was being held for Legacy. It mentions that there was dancing from 8.30 pm to 3 am, dinner was at 9, and tickets were £15 each and could be ordered using the card inserted in the notice. A newspaper article on Trove talks about the organising committee being unusually all male doing such a good job. Charity balls were held with the proceeds from the evening going to aid Melbourne Legacy. The Carnival of 1953 was staged at College as part of the celebrations for the opening of the Tower, dormitories and Hall extension of the main Ballarat College buildings, 1425 Sturt Street, Ballarat. Opened by His Excellency, the Governor, General Sir Dallas Brooks and dedicated by the Moderator of the Presbyterian Church of Victora, Right Reverend W A Alston the formalities were followed by a two day Carnival and culminated in a dance on Saturday evening. This is a framed photograph showing a key event in Warrnambool's history - the proclamation by Sir Arthur Stanley of Warrnambool as a city in 1918. Warrnambool was the fifth non--metropolitan town in Victoria to be declared a city and a large crowd gathered outside the Town Hall to see this event. Sir Arthur Stanley (Lord Stanley of Alderley) was an English nobleman, Parliamentarian and soldier who was the Governor of Victoria from 1914 to 1920. The photographer was Arthur Jordan who, like his father Joseph, was a prominent photographer in Warrnambool at the end of the 19th and the beginning of the 20th centuries and took many official photographs of civic affairs. The donor of the photograph, probably immediately after the event to the Warrnambool Museum at the time under the auspices of the Warnambool Mechanics' Institute, was George Mackay, a prominent Warrnambool lawyer, Councillor and Mayor. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. Following World War One, the present Memorial Gates at the front of the Lara Recreation Reserve (opposite the service station), were erected and the names of 104 men and woman who enlisted from Lara Districts were added. Twenty four paid the supreme sacrifice. They were erected at a cost of £380 by Barklamb Brothers of Caulfield. His Excellency The Governor Lord Somers officially opened the gates on 22 December 1929. RSM Cadwell was in charge of the program. The ceremony involved a large gathering where Lord Sommers inspected a guard of honour from the 23rd Battalion (City of Geelong Regiment). In addition to a parade of returned soldiers, music was provided by the Geelong City Band.The gates commemorate the names of the 104 men and women of the Lara region who served in World War One. The foundation stone of the Victorian Seamen's Institute, which is to be erected in Beach street, Port Melbourne, was laid on Wednesday afternoon by His Excellency the Governor, in the presence of Lady Loch, the Post master-General (Mr. F. T. Derham), Sir James MacBain, Colonel Sargood, and Mr. S. Fraser, M's.L.C., the Dean of Melbourne, the members of the local council, Mr. John Blyth, and a large concourse, of spectators. Captain Pasco then presented His Excellency with a silver trowel and a silver-mounted ivory mallet, whereupon the stone was lowered into position. The stone was placed in the 1937 building then given into the care of the Port Melbourne Historical and Preservation Society during the demolition in 1995. Then it was placed in the bluestone wall in front of the building with the other building stones.The 1888 Mission was sold in the 1930s when the new building, designed by Harry Norris was open in 1937. The 1888 building is still standing but is now for commercial use (restaurant). The Museum was first considered in 1963 when it was felt that Victorian narrow gauge railway history was quickly being destroyed by progress. Originally it was planned to only cater for two locomotives and some rolling stock associated with the Moe and Walhalla Railway. Construction of the site commenced on Labour Day Weekend in March 1964, the area was then fenced. The first exhibit arrived soon after and companies with locomotives and other railway features offered items to the Museum. When interesting exhibits from the "Steam Era " were known to be coming available,discussions were held with the owners in an attempt to obtain the item for preservation. In 1965 an Umbrella style shed was built and by May, the first locomotive ex Erica State Saw Mill (CLIMAX) had arrived. Kew War Memorial is a fine example of a classical style war memorial design. Built in granite and marble as a circular temple supported on ionic columns, its design takes advantage of the centrally-located site and allows a clear view of all faces of the memorial. It honours 917 local residents who served in World War One. Kew Municipal Council appointed a sub-committee in June 1919 to consider a suitable war memorial to commemorate soldiers from the district. In August 1920 the land in front of the Post Office was transferred to the Council for the purpose. A competition for the design of the Memorial offered prizes of offered were £50, £15 and £10. The estimated cost was not to be more than £3500 F. Bruce Kemp won first prize, but Council later rejected the design constructing the Memorial to the original design of former Kew Council Mayor and notable Melbourne architect Harry W. Tompkins. The War Memorial was unveiled by His Excellency the Governor of Victoria, Lord Stradbroke on 30 August 1925 in front of 5,000 people.
