Catherine Helen Spence (31 October 1825 – 3 April 1910) was a Scottish-born Australian author, teacher, journalist, politician and leading suffragette. Her family moved to South Australia in 1839. In 1897 she became Australia's first female political candidate after standing (unsuccessfully) for the Federal Convention held in Adelaide. Given the epitaph "Grand Old Woman of Australasia", Spence was commemorated on the Australian 5 dollar note issued for the Centenary of Federation of Australia. She was one of the prime movers, with C. Emily Clark (sister of John Howard Clark), of the "Boarding-out Society". This organization had as its aim the placing of destitute children, who would otherwise be sent to "Industrial School", into approved families. This robe was the last City of Moorabbin Mayoral Robe, and was worn by Mayor Ron Brownlees, (prior to the City of Moorabbin's amalgamation with City of Glen Eira and City of Kingston in 1994). The KCC possesses the Mayoral Chains of each former Council and they are displayed on the Mayoral Robes for the Annual Opening meeting of KCC in February .The City of Moorabbin developed from the Moorabbin Roads Board of 1862, becoming The Shire of Moorabbin in 1871 and the City of Moorabbin in 1934. In the 1994 Amalgamation of Councils the City of Moorabbin was divided between the new City of Kingston in the South and the new City of Glen Eira to the North . By the later 1800s the dirt roads in the then out-lying areas of the City of Moorabbin became dangerous, and almost impassable due to huge potholes and muddy swampy areas. The heavily laden market gardener’s carts regularly broke axles and wheels, and horses foundered on their way to the Melbourne markets. Even worse, the heavier “iron maidens”, carrying their malodorous loads of sewage from Melbourne’s inner suburbs for dumping in the outlying areas of the City of Moorabbin, also got bogged in the mire. It was decided that a practical solution to this problem was to install a metal plateway on the side of the problematic roads. In about 1887 the Moorabbin Shire Centre Road, in the Brighton East area, two parallel metal rails were installed so that the wheels of carts could run along smoothly, the horse travelled in the filled, middle area between the rails. Point Nepean Road plateway was removed in 1930 and Centre Dandenong Road plateway was removed in 1934-35. The worn plateway along Centre Road, East Brighton (now known as Bentleigh), was gradually taken up in several pieces, commencing in the the1920s, when its condition deteriorated and it caused a hazard to bikes, pedestrians, motor-cycles and the few early cars. The early steel plateway, constructed by David Munro, and opened on 23rd March 1885 by Thomas Bent, was built along Nepean Highway, between Asling St. and Bay St. The Point Nepean Track was subsequently extended into Moorabbin with branches along Centre, Cumins, South, Wickham, and Keys Roads, the total length was 13 miles. In 1908-1909 plates were laid along Centre Dandenong Road to Ross Street Bentleigh This innovative solution proved successful and was used until gradually the main roads were upgraded, and motorised vehicles started to appear. Two parallel metal rails were installed in the right hand side of a few main roads in the Shire of Moorabbin so that the wheels of heavily-loaded market gardener's carts on their way to markets in Melbourne could run along smoothly. The horse pulling the carts travelled in the filled, middle area between the rails. The Steel Plateway was constructed by David Munro, and opened on 23rd March 1885 by Thomas Bent. The wheelway first only ran along Nepean Highway, but it soon extended from Centre Dandenong Road, along Nepean road to its junction with Chapel Street, St Kilda. Later branch lines were built along Centre Road, Bentleigh as far as Warrigal Road and, according to early photographs, along Wickham Road Moorabbin as well. This innovative solution proved successful and was used until gradually the main roads were upgraded, and motorised vehicles started to appear. There was a problem with the wheelway : there was only a single set of rails and this was established on the right-hand side of the Nepean Road, travelling towards the city. Traffic FROM the city travelled on the correct or left-hand side of the road. The exception to this rule was the malodorous iron-clads, heavily riveted iron carts, generally travelling in convoy, carrying several tons of human effluent out of Melbourne to be trenched-in in the sandy soil of the Moorabbin district. City of Moorabbin was proclaimed 1934 and managed the areas of Cheltenham, Highett, Moorabbin, Bentleigh, East Bentleigh, East Brighton, McKinnon, Ormond until the Amalgamation of Councils in 1994. The City of Kingston then took over the area south of South Road while City of Glen Eira took the area to the north Kingston City Council possesses the original Mayoral Chain of former City of Moorabbin and it is displayed on the Moorabbin Mayoral Robe at KCC Office Cheltenham for the Annual Opening meeting of KCC in February . 2018 The Moorabbin Mayoral Robe was sent on 7 year loan to KCC for display at Cheltenham with the former City of Chelsea and former City of Mordialloc Mayoral Robes.Since the 1960s far-sighted community members have generously donated many significant items to the ‘Box Cottage’ museum, specifically to provide future generations with a fascinating, and tangible insight into day-to-day life from the 1800’s and up to the mid 1900's. The first photograph was taken prior to 1910. The location is at the corner of Centre and Jasper Roads, East Brighton, (now known as Bentleigh). It is an early view of John L. and "Minnie" Smith's Hay and Corn Store, situated on the South West corner of those two roads. The first photo was taken prior to the introduction of electricity in the area. A gas lamp and horse "hitching post" can be seen "in shot". There are several loaded wagons waiting in line to have their hay milled to chaff. Farmers came from places as distant as Carrum to have their loads of hay milled into chaff. John Smith was born in 1860 in Point Nepean Road, Brighton, and Minnie was born in Patterson Road, Moorabbin, in a wattle and daub cottage with earthen floor and butter muslin over the windows. The couple married in 1884, Minnie was a devout Methodist and the family became very involved in the development of the local Methodist church. The couple had four children and during the 1890s Depression their first child died, they lost all their possessions, and John's family struggled to survive. Finally in the late 1890s JL Smith was able to rent a shed from Mr Henry Box on the corner of Centre and Jasper Roads, and he later purchased that property. With the gradual improvement in the economy, and the development of the successful market gardening industry in the Shire of Moorabbin, JL Smith's produce store became quite prosperous. Over some years the little "shed" developed into a thriving Hay and Corn Store. JL Smith went on to become Moorabbin Shire President in 1914. He and his wife were active in assisting soldiers returning injured from the 1st WW, in the local Methodist Church and other early community projects. Smith was a typical example of the majority of the early settlers in the Shire of Moorabbin, being god-fearing and devoted to the idea of service to the community. The photographs demonstrate the primitive conditions and early development of what is now a bustling and well-recognised area of Bentleigh, (known as east Brighton before 1907). The photo shows a gas lamp in use before the introduction of electricity in 1916. The Smith's story is representative of the many early pioneering traders, who elected to "set up shop", who suffered the adversity of the 1890s depression, but who survived and made their living in the largely undeveloped area of East Brighton ( now Bentleigh) district. Two black and white early photographs both of the same location. The photos are of the corner of Centre and Jasper Roads, Bentleigh. (Prior to 1907 this area was known as East Brighton.) Both photos show J.L Smith's General Merchant Produce store. "Steam Chaff Cutting and Corn Crushing Mills" and the surrounding area at differing stages. In the first photo taken prior to 1910, we can see there are several horse-drawn carts loaded with hay waiting to be milled, a gas lamp and a horse "hitching post". The store is just a single unadorned, shed. The later, second photo of the same area, shows improvements and the further development of that site. A Map drawn in 1852 that shows the 5,120 acres that formed Dendy's Special Survey of 1841. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave Dendy the right to choose land in Port Phillip for the "bargain basement" price of only £1 per acre for 5120 acres, (an area of 8 square miles). The Special Survey also included the right to "the shipment of a worker for every £20 spent on land, whose free passage was paid by the Crown, equalling a total of 100 workers ". Accordingly Dendy sold his English holdings and paid the required £5120 and arrived in Melbourne in February 1841. However by this time land in the new colony was selling for £5 - £40 per acre. Because Henry Dendy possessed the order from the Colonial Office in London he was able to successfully oppose Governor LaTrobe's attempts to alter the price of the land. Dendy appointed Jonathan Were, (an entrepreneur, who had arrived in 1839), as his Manager and who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Were and Dendy pitched their tents in the area now known as ' Park St, Brighton' and sank a well near the corner of 'St Andrew's St and Wells St'. By 1845 J.B Were and Company had bought almost half of Dendy's land and Were built himself "Moorabbin House" in Were St Brighton made from stone, quarried from local cliffs. It was still standing in 1924. Legend records Moorabbin is named after the Aboriginal word for ' Mother's Milk ' The soil is very fertile and well supplied with water especially in the area called 'East Brighton' - now known as Bentleigh and East Bentleigh - By 1850 the area had developed with numerous market gardens, dairy farms, fruit gardens and vineyards supplying food for the growing population of Melbourne.This Map shows the birth of the Brighton and Moorabbin area. On 18th January1859 Brighton was proclaimed a Municipality and a Borough by October 1863. Meanwhile, following a Petition, the area of East and South Brighton, incorporating Mordialloc, Cheltenham, Mentone, Sandringham and Oakleigh separated from Brighton to form the Moorabbin District Roads Board becoming the first Local Government Authority. Col. William Mair was elected as the first Chairman of the Moorabbin Roads Board. Moorabbin Shire 1871 developed further and was declared a City in1934. In 1960 they entered the Fashion world with blouses and smocks . The ‘swinging sixties’ saw them in great demand for the feminine florals and flounces of the ‘maxi’ fashions and they opened in smart South Kensington, London. In 1970 they opened franchises in Australia, Canada, Japan, San Francisco that sold their range of fabrics, dresses and accessories. In 1980 home furnishings were added to the range. This item was donated to the Moorabbin Historical Society in the 1980's by Mr John Herron of Bentleigh. It was brought back from the Boer War by Private W.F. Daff of South Brighton [Later Moorabbin] Private Daff served in the Second Contingent sent to the Boer War 1899 - 1902 South Africa.This item is of Historical Significance because it is linked to the Boer War [1899- 1902] and is of native South African origin.Mr John Herron is a descendant of James Jones an early settler in Moorabbin Shire and the Daff family were early settlers in South Brighton ( Moorabbin).A large natual wood pipe in three pieces with carved bone mouth piece.The bottom piece is on an angle so it stands upright. The bicentenary of Australia was celebrated in 1988. It marked 200 years since the arrival of the First Fleet of British convict ships at Sydney in 1788. In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. It existed as a separate municipality until 1995. When local government boundaries were changed in 1994 about half of Moorabbin city was united with Glen Eira city and about half with Kingston city. On 15 December, 1994 the City of Chelsea, parts of the Cities of Mordialloc, Moorabbin, Springvale and Oakleigh were amalgamated to create the City of Kingston by Order of the Governor in Council.
