Although the organization name is not in the book, this ledger appears to have been used as a financial record for the Warrnambool Mechanics' Institute from 1904 to 1911. Most of the entries are the names of those subscribing to the Mechanics' Institute Library, the finances connected to the School of Art and Design and moneys received in connection with the Mechanics' Institute billiards room. The Warrnambool Mechanics' Institute was one of the earliest established in Victoria, being founded in 1854. The School of Art and Design, the second of its kind in Warrnambool, was established in 1883 and continued to be administered by the Mechanics' Institute until 1908. It eventually became part of the Warrnambool Technical School, opened in 1913. A local Museum was a feature of the Warrnambool Mechanics' Institute for many years. A billiards room was a recreational feature of many Mechanics' Institutes. This ledger contains copies of specifications and accounts dating from 1927 to 1935 with some entries dating from 1950 and 1951. The accounts were issued originally from the office of John William Crawley Junior, a surveyor, architect and engineer in private practice in Warrnambool and also the engineer for the Shire of Warrnambool from 1895 to 1935. His father, brother and son were also engineers, working in that capacity or as Shire Secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire. The Shire of Warrnambool existed from 1863 to 1994. The ledger was passed on to, and used by John Crawley’s son, Rolf, the engineer for the Shire of Warrnambool from 1935 to 1968. It then came into the possession of Michael Hand who took over the private practice of Rolf Crawley in Warrnambool. This ledger was started in 1901 when ledgers and other bookkeeping methods were hand written and with nib or fountain pen application. The various ink spots on the pages of this ledger suggests that when the office worker scribed they used the nib and the owner used the fountain pen. It was not until the mid 1950s that ball point pens were discovered and used in rural areas. The owner of this rural general store was more interested in recording transactions, be it in ink or pencil than the aesthetics of a neat and tidy document. Even though in this era, the principle of neat and tidiness was instilled in workers, this was overlooked and fell away through the economics of employing one staff member to do a variety of tasks for which they may not have had the proper training. It was in the early 1900s that the rural areas such as the Kiewa Valley "had to do" with local employees who had basic training but knew their customers very well and were very respectful of age and the mores of the trading public. The respect by shop owners and staff towards their customers was greater in small rural townships and villages within the Kiewa Valley than in the larger towns and cities. Their was no rushing to get the groceries or to spend the least amount of time within the shop. The social interactions where mixed with commercial activities at a very personalised level of one on one. This closeness gave the customer the confidence that those in the commercial transactions in the shop, where looking after them. This ledger is very significant to the Kiewa Valley as it lists the personal transactions of local businesses, farmers, graziers and miners. Larger accounts and other businesses had one or more pages set aside for their transactions. The words are in large freehand (Capitals 5 mm high) possibly to be read by those with poorer eyesight. The relative long distance to travel for reading glasses or specialised optometrist was overcome by writing in larger fonts. The time taken to register produce or other consumables was not critical during the period when this ledger was in use because the local population was not at the critical level where the demand was not as intense as later on when periods of tourist influx became more demanding. The lay back and relaxed attitude of the local population during this period (early 1900s) was not intense and impersonal as within the larger city shopping and commercial environment. The ability of the shop keepers to interact with their customers not only in the commercial sense but also in a social atmosphere permitted the long hand scribbling of purchases without causing any offence.This item is a cloth and suede leather covered ledger.The spine is suede leather with a red stamped "LEDGER" title. The cover is covered with a dark blue cloth and shows a faded unrecognisable pattern. Each page has light blue lines running horizontal and 90 mm apart. Each page has, from the second line going horizontal two fine 1 mm apart red line. Each page is divided horizontally by single vertical line (except for the two double lines in the centre of the page). The first division separates the month from the day.Next to these lines is an area for the description of the item being purchased. Within the central double lines are vertical lines separating the type of tender paid, i.e., pounds, shillings and pence. Friendly Societies were founded in the Australian Colonies in the mid-19th Century by immigrants from England who had been members in Societies which dated back to the 18th Century. Like all working people these immigrants experienced sickness, accidents, unemployment, death and burial. They needed help of like fellows to tide their families over these times. So they formed a branch of one of the Friendly Societies back in the mother country. The idea was to make fixed contributions to a fund and when they were off work they would receive a payment. When they died funeral benefits would be paid and the widow and children would be cared for. It was a form of local insurance for hard times. This was a time of 'look after yourself' as the Colonial Governments did not provide pensions or benefits. When Dr James Kerr came to be Orbost's first residential doctor, he was sponsored by M.U.I.O.O.F. This item reflects those times. Orbost Town Band amalgamated in 1913 to form the Orbost Municipal Band under the conductorship of Mr Charles Spink. The Orbost Municipal Band played a major role in the Orbost community activities. Charles Spink made sure each soldier returning home from the 1914 to 1918 war was welcomed home in front of the Shire Hall to the music of the Orbost Municipal Band. The band played in the main street on most Friday nights. an The various Orbost bands over the years played a major role in community activities providing entertainment and musical experiences for the many members. This ledger was kept by the management of a rural property in Marlo, East Gippsland. Entries were made by Hugh Cameron and Alaster Cameron. Their property was reputed to be the largest private dairy producer in Australia at one stage. (ref. Mary Gilbert) Some station owners or managers kept records like diaries, wage and ration books, and registers of births, deaths and marriages. This one records federal transactions, costs of produce and payments for share farming at Brodribb and Marl, as well as a list of donations made. Hugh Cameron (1850-1921) was on the Orbost Shire council from 1892-1915. His son Alaster was also an Orbost Shire councillor representing the East riding from 1932 to 1954. Hugh died at Orbost on 3rd May 1921, aged 71, and was buried on 5th May at the Orbost cemetery. This ledger was used by the Shire of Orbost from 1911 - 1914. It was used to record fees paid for Dairy Registration, Dog Registration and Sheep dipping. At that time dairy farmers were required to register all milking cows. Dogs, too, were to be registered and there were strict laws on sheep dipping. Every sheep-owner was to dip all his sheep immediately after shearing and directly from the shearing-board in every year and also at the time of dipping his sheep dip all his lambs. In case the sheep couldn't be conveniently dipped directly from the shearing board they were to be placed and kept in a securely fenced paddock to be dipped within sixty days after shearing. Sheep-owner who neglected or failed to comply with any of these directives were liable to a penalty of not less than One pound nor more than Twenty pounds. The toilet seat was made of a plank of wood secured at its ends to the walls of the building with a large round hole in the middle. Underneath was the removable sanitary pan and on a regular basis, usually weekly, the full pan was taken away and replaced with an empty one. This was the job of the sanitary carter. the sanitary depot was in Martins Lane, Orbost Development of the Orbost Wastewater Treatment Facility began in the 1960’s with the construction of four treatment lagoons. Shortly after the construction of the lagoons the sewerage system was installed throughout Orbost.This item is a record of accounting for the local government. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. The Country Roads Board was the government authority for the construction and maintenance of main roads in Victoria between 1913 and 1983. It was succeeded by the Road Construction authority on 1 July 1983 and later merged with the Road Traffic Authority on July 1 1989 to form the Roads Corporation. This ledger was used by the Shire of Orbost to record transactions relating bto the Newmerella Drainage Area from 1927 to 1950. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire.
