Mechanics' Institutes were formed originally for voluntary, self-funded organisations, to improve the education of working men and to instruct them on their various trades. The germ of the idea came from a class formed in 1799 by Professor George Birbeck in Glasgow, Scotland, for journeymen mechanics (apprentice trade workers), with the first Institutes being organised in London and Manchester in the 1820's. By then the original aim had broadened and the Mechanics' Institutes were established as popular agencies of adult education. The Mechanics' Institutes were run by committees that provided facilities for a meeting room, hall suitable for lectures, and a library. Funding was raised locally and often supplemented by grants from government agencies for the purchase of books and other resources. Activities were community based. In Australia, Mechanics' Institutes were set up in New South Wales and in Tasmania in the late 1820's. Mechanics' Institutes began in Victoria, with the first one in Melbourne dating from 1839, providing similar services but in time offered services tailored to their specific area. Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. "These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In q856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. In 1975 the original building was demolished and the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: - The new City Library took some of the historic books and some important documents, historic photographs and newspapers. - The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. - The Historic Society has some items - The State Museum has some items - Some items were destroyed - Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. Prior to the sealing of the Princes Highway west of Orbost, the road surface was anything but good, even by C1917 when cars started to use the road. From Orbost the old road via Marlo to Sydenham was abandoned for the new location which traversed more rugged country via Cabbage Tree, Bell Bird and Club Terrace to Cann River, and the reason for this diversion was on account of settlements being established at Murrungowar and Club Terrace, at which latter place there was a temporary rush to obtain gold. This road was constructed by the Public Works department and a maximum grade of 1 in 19 was adopted, and as speed was not to be catered for the grade followed in and out round the spurs and gullies, resulting in a maze of turns and twists which required a good deal of skill on the part of the horse driver to negotiate." - Bairnsdale Advertiser, Friday, May 2, 1947. The Orbost Rifle Club existed in the early 20th century. (There are records from 1900). It folded in the late 1970's. This book was used by the club just before it folded.Target shooting is one of the oldest organised sports in Australia. Records date back to the British Marines at Sydney Cove in 1788. The Victorian Rifle Association (VRA) was formed in 1860. One of the most important adjuncts to the militia system from 1903 to the re-organisation of 1912 was the role played by the Rifle Club movement in Australia. At the time, these clubs were seen as the reservoir of manpower for a potential guerrilla force should any invasion occur. For Australia, the invasion fear was uppermost in the minds of the population. So important were the rifle clubs for the defence of Australia that the Commonwealth provided the training staff, rifles and ammunition so the clubs could function. Members were drilled, wore uniforms and practised all the basic skills of soldiering as well as target shooting. The Orbost Rifle Club was active during this period.An almost new blue covered book for accounts and receipts. It has a navy blue spine and white print on the cover - "TUDOR DUPLICATE BOOK No. 37". This ledger relates to the original Woollen Mill which commenced trading in 1875 on the site of the Meat Preserving Company. It shows entries from July 1875 which lists the following men as shareholders: James Alexander, William Armstrong, Robert Hood, Anthony Mackenzie, William Ross, William Rutledge, Francis Tozer, Joseph Ware. It operated until 1882 when it was destroyed by fire. This ledger contains details of one of the earliest industries in Warrnambool. It provides the details of expenses as well as the names of the earliest shareholders. These pages of accounts are from the firm of Mackay Taylor, Lawyers, a prominent firm in Warrnambool for over 100 years. The Warrnambool legal businesses of George Mackay and James Fletcher merged in 1893 and was known as Fletcher and Mackay. In the 1920s Mr Mackay took J. McD Taylor as a partner and the premises at 131 Kepler Street were built about that time, with the firm being known as Mackay and Taylor. After the original partners died there was a succession of partners with the legal firm continuing as Mackay Taylor until the 1990s. These account sheets from a prominent 20th century legal firm in Warrnambool are of considerable importance as they document the legal records of many Warrnambool and district personalities from the early 20th century. The information contained in the sheets will therefore add to the known history of many local people from the past and will be very useful to researchers.These are handwritten accounts for bills to be paid to Mackay Taylor Lawyers for services rendered. The accounts are described in detail and are written on quarto size paper with the requisite red lines already printed on the pages. There are over 100 sheets and they date from 1938 to 1940. Ellerslie Hall was established in Warrnambool in 1889, as one of the first private schools of the time. Apart from use as a private college, the hall housed the first classrooms of the Warrnambool High School (then Warrnambool Agricultural High School) for a period in 1907 then went on to be established as the home of the 3rd Warrnambool Scout Troup... in the 1920’s which had associations with the Toc H movement. The hall was also the location of the first Lutheran services in Warrnambool from 1933. In more recent years the property has been used as a residence and for office use. In 2023 the hall is being used by the Sanctuary Church.This journal represents a link to an important International movement, the Toc H movement. One of the founders, Tubby Clayton, visited Warrnambool in 1925 and again in 1952 when he stayed with Sir David Fletcher Jones who considered him one of the greatest spiritual influences in his life. This is an invoice sent to Messrs W.& J. Hall in September 1871 by the Committee of the Tower Hill Presbyterian Church. It refers to the annual church seat rental fee of three pounds, half of which had been paid in January of that year. The Tower Hill Presbyterian Church was under the auspices of the Koroit Presbyterian Church and services had been held in the Tower Hill area as early as 1845. The first permanent minister, Rev. Lachlan McGillivray. was appointed in 1849 and a wooden church was erected at Tower Hill in 1850. William and James Hall were early farmers in the Tower Hill district.This invoice is of considerable interest as a rare memento of the 19th century Tower Hill Presbyterian Church and a record of the practice of charging an annual fee for a family's use of its own pews in a church.This is a sheet of blue and cream mottled paper with ruled red lines, black printing and handwriting in ink. The Bank of Victoria was located at 7a Liebig Street, Warrnambool. The building still exists in 2023 as a part of the Quest apartments. The Warrnambool Mechanics' Institute was formed in 1859 and the first reading room opened in 1884. Responsibility for all activities of the Warrnambool Mechanics' Institute activities were formally handed over to the Warrnambool city Council on 27th July 1911. This Bank of Victoria Limited passbook documents credits and debits of the Warrnambool Mechanics' Institute & Free Library from December 1904 until 30th June 1911 just prior to the transfer to the Warrnambool City Council.
