Kenneth Joynson Flecknoe joined the Ballarat School of Mines Council on 16 April 1975, and was elected Vice-President on 15 July 1979, and became its eleventh president in 1981. His time on Council was one of rapid chance for the School, from separation of the tertiary division and the Junior Technical School to the development of TAFE. Pamela Davies was the first female president of the Ballarat School of MInes School Council. In 1884 the Ballarat School of Mines Council reserved a three acre site on a spur of the White horse Ranges known as Mount Pleasant. The Vice-President of the Ballarat School of Mines, James Oddie undertook at his own expense (said to be 4,000 pounds) to erect and equip the observatory. By 1886 seven rooms, a workshop and a cottage had been erected. The first large telescope built in Australia, the Baker Telescope, opened 1888. In 1913 the Council of the Ballarat School of Mines handed over the Observatory to the Ballarat East Town Council. A number of images as depicted in a newspaper. Probably acquired for use in Telegraphy courses run at the Ballarat SChool of Mines between 1875 and 1893. Telegraph relays amplified electrical signals in a telegraph line. Telegraph messages traveled as a series of electrical pulses through a wire from a transmitter to a receiver. Short pulses made a dot, slightly longer pulses a dash. The pulses faded in strength as they traveled through the wire, to the point where the incoming signal was too weak to directly operate a receiving sounder or register. A relay detected a weak signal and used a battery to strengthen the signal so that the receiver would operate. This relay was made by the firm of Charles T. and John N. Chester, two brothers who successfully partnered in New York City. Henry J. Hall was an teacher Freehand Drawing and Model Drawing at the Ballarat School of Mines. In 1889 he reported to the Ballarat School of Mines Council that this class was never established for the cultivation of Art (as generally understood) or the making of pictures but with an idea of assisting artisans - of both sexes - and persons connected with mechanical industries, in acquiring lightness of hand, and facility in the use of a black-lead pencil so as to be able to place legibly and intelligibly upon a sheet. For many years Henry Hall advertised private tuition in Drawing, Painting and Perspective, at 'Ferndale', 25 Eyre Street. Handwritten letter on paper with the address 'Ferndale, 25 Eyre Street, Ballarat' printed at the top. The handwritten letter is from Henry J. Hall to Andrew Anderson, President of the Ballarat School of Mines. Handwritten in ink "March 19th 98 Andrew Anderson Esq President School of Mines Dear Sir I am informed by the registrar of the School of Miens that you are desirous of despensing [sic] with the services of Drawing Instructor at that Institution. The reason assigned being dis-satisfaction expressed by the inspector regarding "the quantity and quality of the freehand work done during the year. Before any definite action is taken, might I ask in justice to myself and the students whose work is thus maligned, that I be allowed a personal interview with Mr Monkhouse in order to ascertain the grounds of his complaint, and afford me an opportunity of vindicating my position. Kerrie Cross was a member of the Ballarat School of Mines Council from 1985 to 1992. In 1987 she was appointed as the first female senior vice president of the School of Mines Council. She was the President from 1988 to 1991. Prior to this she chaired the equal opportunity committee at the school. Kerrie has been the regional manager of the Department of Community Services and now the assistant regional director for the Department of Health in the Central Highlands/Wimmera region. The Circuit Court House buildings were located in Lydiard Street Ballarat. By 1862 the Ballarat Gaol was completed, including a tunnel connecting the Gaol to the Court House. The original initiative for the founding of the Ballarat School of Mines was taken at a meeting of the Ballarat Mining Board on 6 October 1869. The Provisional Ballarat School of Mines Council applied to the Government for the lease of the former Circuit Court House. It was approved for a 15 year period at one shilling per annum. The official opening of the Ballarat School of Mines by its first President, Sir Redmond Barry, was held 26 October 1870 in the former Circuit Court House, Lydiard Street Ballarat. Conversions were made to accommodate the new role it was to play. On 14 December 1912, demolition of the former Circuit Court House commenced. During a visit to Mount Helen campus a student presented Prince Charles a dandelion for his lapel. The Sun of 29 October 1974 ran the headline 'Some Splendid Girl Gives Charles Flower'. The newspaper reported that Prince Charles did not have the flower when he left a Ballarat Civic Hall reception for a tour of the Institute of Advanced Education at Mt Helen. When asked where he got the flower Prince Charles said 'It was given to me by some splendid girl'. Ferdinand von Mueller was an examiner of botany at the Ballarat School of Mines (SMB) between 1880 and 1888. During that era he was active in donating related items to the School. When the Ballarat School of Mines Council agreed to introduce pharmacy and botany classes in 1879, it was apparent students would require access to botanical specimens in order to further their studies. Council members, who were inspired by the work of Baron Ferdinand von Mueller, authorised development of an area along the School's northern boundary, fronting Lydiard Street South, and oversaw the establishment of the new Botanical Gardens. Baron von Mueller took a practical role the development of SMB's Botanical Gardens from the beginning. He became a generous benefactor who 'donated collections of seeds and leguminous fodder plants, including valued grasses of interest and use to agriculturalists and graziers generally' to SMB over many years. Each year The Australian Insitutue of Mining Engineers held a meeting in an important mining district or township. In 1906, via the good offices of David Ham an invitation was extended to the Ballarat students to take part in a trip to Broken Hill, via Wallaroo and Moonta, and Port Pirie. They left the Ballarat station on Saturday May 19, 1906 aboard the Adelaide Express. The Ballarat party consisted of David Ham (Ballarat School of Mines Council Member); staff members Frederick J. Martell, A.D. Gilchrist, John Sutherland, A.E.C. Kerr, A. Garard and E.J. McConnon. The attending students were W.P. Avery, M. Boyer, M.H. Bade, E. Booth, E. Crossly, A. Cooper, G.H. Davenport, W.E. A mining safety cage was used in a mine lift. It was fitted with mechanisms to prevent the cage from dropping if the lifting rope broke. In the 1870s in Victoria, deaths and injuries from falling cages in vertical shafts of gold mines were a major problem. The inventor of this safety cage was Robert Allan, a machinery maker of Creswick Rd, Ballarat. He said his cage featured a ‘dissolving’ fulcrum. Others called it an eccentric (off centre) system. Note the pair of clutch levers designed to grab the side guides if tension ceases in the suspending rope from the poppet head pulley. Also, the hinged ‘lids’; designed to protect miners trapped in a braked cage from falling rope, and to enable rescue of the miners. This model was presented to The Ballarat School of Mines Council in November 1876. This model was shown at the Smeaton Show in November 1874, Ballarat School of Mines Museum from 1876, and examined by the 1879 Victorian Board of Inquiry (Pg 15 of FedUni Catalogue 3437) From the Argus of 13 November 1874: At Smeaton Show, Robert Allan of Ballarat won 1st prize for a Model of a Mining Cage, a Butter working machine, a Cheese press and a Curd Mill. By 1878 an Allan Safety-Cage was in operation in the Number 6 shaft of the Band and Albion Consols mine in Ballarat. This cage was judged the best inspected by the Victorian Board of Inquiry by 1879, p. 39.Mining was a big industry in Ballarat in the late 1800s and a lot of deaths were recorded because of mining accidents, the development of the mining safety cage brake limited the deaths and injuries from falling cages in vertical shafts. The model also has links to the Ballarat School of Mines, being presented to the council in 1876. Ballarat School of Mines is the oldest Technical School in Australia and is a predecessor of Federation University. The model is significant to Ballarat's mining history.Model of a mine safety cafe. In the early 1880s the Ballarat School of Mines Council introduced a three year course of training under the professors to qualify students in the following professions: 1. Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. By the 1890s the professorial staff had drawn up a curriculum leading to an Associateship of the Ballarat School of Mines. The first two years work was to be common to all courses, but in the third and subsequent years the student wold be devoted to a specialised branch of study. The Associateship was to be conferred in one of another of the following Courses: Agriculture, Civil Engineering, Electrical Engineering, [Geology], Metallurgy and Mining Engineering. All were three year courses except for Agriculture which was two years. Each course was conducted in accordance with a prescribed curriculum and syllabus. During the 1910s there was an expectation that candidates for the Associate course should have attained the age of sixteen, and have received preparatory training equivalent to University Matriculation at least in the subjects of Elementary Mathematics, English Grammar and Composition, or have passed through Junior Technical School. In 1960 an new procedure for admission to graduate status as Associates was introduced to the Ballarat School of Mines where Associateship would be conferred at a public ceremony. After 01 July 1976 graduates of Ballarat College of Advanced Education and Ballarat College of Advanced Education were admitted in major studies relating to mining for Australian accreditation and overseas purposes. Lindsay F.J. Hillman was born in Ballarat in 1910, and attended the Ballarat Junior Technical School. He became a cadet in Electrical Engineering Laboratory at the Ballarat School of Mines where he gained eventually gained a student Teachership for diploma studies at the School. Hillman was particularly active and excelled in a wide range of sporting interests and in student activities. In 1928 and 1928 he was awarded the Ballarat School of Mines Honour blazer by the Old Boys' association for all round athletic ability, leadership and scholarship. After spending two years with the Melbourne City Council Electric Supply Department gaining industrial experience Hillman was awarded his Diploma of electrical engineering in 1931, returning to the School in 1932 to teach apprentices and senior students. Hillman was appointed lecturer in Engineering Design and Graphics in 1937, lecturer in Engineering Design and Civil Engineering in 1944, Lecturer-in-Charge of Mechanical and Civil Engineering in 1948 and Head of the Electrical Engineering Department in 1949, a position he held until his retirement in 1973. In 1975 Lindsay Hillman was appointed to the Council of the Ballarat School of Mines and played an active role in school affairs.As Vice-President of Council from 1981 until his death in 1991 Hillman took a leading part in the implementation of many of the major building projects on the Lydiard Street Campus. The L.F.J. Hillman Award was established by the Ballarat School of Mines Council in conjunction with and through the generosity of the Hillman family in honour of the late Lindsay Frederick John Hillman. The bronze medal was presented annually to an enrolled student in an accredited course in the field of electrical/electronics studies at the Ballarat School of Mines. specific Criteria for the Award consisted of a balance of academic performance, leadership qualities, commitment to further study and involvement in sporting and/or community groups. Bronze medal designed depicting the portrait of Lindsay Hillman. The medal has a copper finish, and is presented in a blue hinged box. The first Hillman Award was presented in 1992.
