Ewan Ogilvy, former Melbourne Councillor and also of Community Services Victoria, Inner Urban Ministerial Advisory Committee and Uniting Church's Centre for Urban Research and Action (CURA), was instrumental in social justice approaches to town planning. He and CURA's Social Justice and the City Project funded Port Melbourne community groups protesting against the SCDC development in 1987. On 4th August 1978 the construction of the Goonawarra Housing Estate commenced. The estate was formerly known as the Goonawarra Farm and overloked the Sunbury town area and Jacksons Creek valley. Plans for the new development included a gold course, housing, community and recreational facilities. Souvenir Programme (1944), DIAMOND JUBILEE celebration of the SUNSHINE HARVESTER, 1944
As a youth while working on his father's farm, Hugh Victor McKay became tired of the labour involved in winnowing wheat by hand. In 1884 he built the first machine in the world which did the winnowing in conjunction with the reaping. On Monday 21st August 1944, which coincided with the birthday of the late H. V. McKay, more than 2000 employees and friends of H. V. McKay Massey Harris Pty Ltd were entertained at the Melbourne Town Hall, in celebration of the Diamond Jubilee of the Sunshine Harvester Works.The event was planned to "turn it on for the boys' in a manner befitting the occasion." The compere was Eric Pearce (of later TV newsreader fame) and the entertainment was provided by leading performers of song (W.M.Laird and Mary Miller), of music (John Robertson, W.M.King, and the Sunshine Brass Band), and of humour (Charles Sherman). The accompanists for some of the performances were Betty Miller and Eric Fox. Two films depicting the activities of the Sunshine Works were shown, and the managing director Mr C. N. McKay, was presented with a book by Mr Fred Bult who had 50 years service with the company. The book contained more than 1000 signatures from invited employees who had completed more than 10 years of service, Supper was provided in the Lower Hall, and the MC for dancing to the Synco-Harvesters Dance Band in the Main Hall was James Patrick. The committee which organised the function were Messrs. L.W. King (Chairman), G. Baker, J. Downing, R. Stewart, F. J. Lee, V. Armstrong, F. Fields, J. Aird, G. Wilson, J. G. McKay, T. N. McArthur, and R. Webb, with secretaries Messrs. G. Shaw and D. J. McKay. The above information was compiled from the Souvenir Programme, and from The Argus of Tuesday 22 August 1944 which can be viewed at http://nla.gov.au/nla.news-article11357700, and from the Sunshine Advocate of Friday 30 June 1944.The Souvenir Programme provides a historical record of how the Diamond Jubilee was celebrated, as well as the type of entertainment and the names of the entertainers and other people involved. It also lists the types of dances such as the 'Fox Trot' and the 'Pride of Erin' that were normal entertainment in 1944. The Souvenir Programme is also significant in what it does not tell us. There is absolutely no indication of what would be considered to be a supper for an event like this in 1944, especially in the Melbourne Town Hall. This plan records the Brighton Estate, also known as Dendy's Special Survey. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave him the right to choose land in Port Phillip for the low price of £1 per acre for 5120 acres. Dendy appointed Jonathan Binns Were, as his agent, who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Their Brighton Estate was first surveyed by T. S. Townsend in May 1841 and was re-surveyed by Robert Hoddle. Dendy and Were were making plans to sell the land and advertised a 30-guinea prize for the best subdivision which was to be divided into a village, marine residences, suburban and cultivation allotments, with the remainder being divided into country sections. The competition was won by H.B. Document - RESEARCH PAPERS: THOMAS WILKINSON PINNIGER, 1828
Thomas Pinniger (1828-1927) was born in England and emigrated to New Zealand before coming to Australia in 1852. With a team of 4 he conducted the first geodetic* survey of Victoria. He became the Government Surveyor for Bendigo in 1853 and in 1854 he laid out the plans for the town of Broadford. His son George, became the Victorian Surveyor General 1925-6. * Large scale mapping based on global measurements of large land masses. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). Public buildings, coloured grey on the Plan 1582 include the police station and post office, churches and schools. The earliest church school, Common School No.356 was located at the rear of the Congregational Church in Peel Street. It was constructed in 1859. The first buildings of Kew Primary School No.1075 on the other side of Peel Street were constructed in 1871. The school in 1903 only occupied a small fraction of its current site. In 1903, where the rear playground is now located, were two weatherboard and one brick villa. Trinity Grammar School was founded in 1902 and opened in the Parish Hall at the rear of Holy Trinity Anglican Church. It was not to move to its current site until 1906. The outline of the building housing the Kew Fire Brigade in the centre of the north side of Walton Street is shown but not named on the plan. Further down Pakington Street stood the two-storey Italianate mansion ‘Overton’. The home of Stanford Chapman, it was to be featured in the Imperial Institute series of bromide photographs of Victoria, Vol. 1: Homes and scenery. The Kew Historical Society's map collection includes a substantial number of real estate subdivision plans, mainly of Kew but also of surrounding suburbs in Melbourne. Most of the subdivision plans date from the 1920s and 1930s when the districts old homes and local farmland were being split up to accommodate residential growth in the postwar period. These early plans were assembled by a local firm, Jas R Mather & McMillan, which had an office in Cotham Road. Many of the plans, and sometimes photos, were annotated by the agents.Subdivision plans are historically important documents used as evidence for the growth of suburbs in Australia. They frequently provide information about when the land was sold as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.The photograph may also be aesthetically significant depending on the importance of the photographic atelier.The Normanby Estate, which was adjacent to Normanby Road, Kew East, included thirty-one lots for sale. Streets on the subdivision plan include Adeney Avenue, Park Hill Road, Normanby Road, Weir Street and Wharton Street. Cotham Road and its tramway are shown nearby. The plan is interesting as it shows Wharton Street, named after the architect and town planner George Wharton, who was the first chairman of the Municipality of Kew. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. On 19 July 1907, The Box Hill Reporter published an article on the Miniature Rifle Range. It stated: "Miniature Rifle Range for Kew. The Kew rifle club has made arrangements for the establishment of a miniature rifle range. The Kew borough council has provided a site in the yard at the rear of the town hall, fronting Brougham street. The site has been inspected by the military authorities, who have approved of the locality selected and the arrangements to be made to render the range absolutely safe. The plans are at present being prepared, and it is expected that the range will be completed within the next two months. The range will be under the direct control of the rifle club, subject to the supervision of a joint committee from the council and the club. The first committee will consist of Crs Wishart (mayor), Kellett, and Hiscock as representing the council, and Captain Argyle and Mr S. Abbott representing the rifle club. The range when completed will be available for the use of cadets, friendly societies, and other miniature rifle clubs in the district. Miniature rifle ranges are now occupying a great deal of attention in Great Britain, on the Continent, and in America. Lord Roberts, writing recently on the subject, remarks- "While I do not for a moment pretend that miniature rifle shooting is, in all respects, as useful as knowing how to shoot on a long range, I am satisfied that men can learn to shoot on miniature ranges, and that unless miniature ranges are very generally made use of, the greatest majority in this country will never learn to shoot at all." Plan - Subdivision Plan, Normanby Estate, East Kew, 1913
Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. The Normanby Estate, which was adjacent to Normanby Road, Kew East, included thirty-one lots for sale. Streets on the subdivision plan include Adeney Avenue, Park Hill Road, Normanby Road, Weir Street and Wharton Street. Cotham Road and its tramway are shown nearby. The plan is interesting as it shows Wharton Street, named after the architect and town planner George Wharton, who was the first chairman of the Municipality of Kew. The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). Plan No.1568 covers the area bounded by Cotham Road, John Street, Sackville Street, and Edward Street. Alfred Street and Rowland Street are in shown in the middle of the plan. The two most notable buildings shown are ‘St Helliers’, the home of the Dumaresq family, and St Hilary’s Church and school. While the colours used to indicate St Hilary’s are grey as in other civic/public buildings, the first St Hilary’s Anglican Church was at this stage constructed in weatherboard. At the left of the plan, facing Sackville Street is a house named ‘Glencara’. The 1988 ‘Kew Conservation Study’ recorded that “The first documentary evidence of this house comes from Rate Books which record that in 1893 a Mrs Treadway was the owner of this building with an N.A.V. of £81? At that date the occupier of the house was Charles B. Kelly, a clerk, while by 1910 Kelly had become the owner of the property described in that year ‘as a six-roomed stone, brick and wood house with stables and outbuildings’”. The Melbourne and Metropolitan Board of Works (MMBW) was established by an act of the Victorian Parliament in 1890 to prepare for and to implement a sewerage and water reticulation system across what was then inner Melbourne, its surrounding and middle distance suburbs, including Kew. The MMBW was disbanded in 1991.The map collection of the Kew Historical Society has at its core the historic maps assembled and originally stored in the City Engineer's Department of the City of Kew. These include maps in a number of scales. The vast majority of maps were produced by the MMBW in the first two decades of the twentieth century, and are solid working maps, backed by linen for durability. These maps are historically significant to Kew, the City of Boroondara and to the history of the development of state utilities in Victoria. A number of the Kew maps have additional details added by former municipal officers, including the levels reached by various floods. The map covers the entirety of the Town of Kew, bordered on its north and west by the River Yarra, by Burke Road in the East and Barkers Road in the south. The map shows the extent of urban development by that time, prominent institutions and the outlines of built structures in the municipality. It is listed on page 168 of Chapter 4 the Zoning section of the "Plan of General Development Melbourne Report of the Metropolitan Town Planning Commission 1929" - Melbourne's first strategic plan. Map No. 6 is mentioned throughout Chapter 4 of the 1929 Report. It states on page 156 that this Map was created to graphically illustrate the data collected by the Planning Commission. The Map illustrates the general distribution of uses of existing property throughout the metropolitan area. The coloured sections show the areas which were developed or were in the process of development in 1929. The colours indicate the distribution of uses in the developed areas. St. Matthew's Church has historic significance as the town's church and physical and social focus for the community. The standard design buildings are good examples and important streetscape elements. The war memorial cross is the area's monument to the 20th century wars and its modest scale in comparison with the granite Eltham and towered Kangaroo Ground memorials illustrates the lack of affluence in the town and surrounding area. The grouping of church, school, store and post office is typical of country villages throughout Victoria. The Radiata Pine plantings are significant as an intact line of shelterbelt planting typical of the early 20th century. (Bick Study 1992) Covered under Heritage Overlay, Nillumbik Planning Scheme. The building was also used for Sunday School, a school and a hall.1 The St Matthew’s Church and hall at the corner of Church Road and Kangaroo Ground-St Andrews Road, were built in the early 20th century in the standard rectangular style of the times. The intact belt of Radiata Pines was common at that time. The war memorial concrete cross is the area’s monument for the 20th century wars. It is much more modest than those in Eltham, and particularly in Kangaroo Ground, demonstrating those townships’ comparative affluence.2 Early settler J Hughes, who donated the land to the Church of England, was the first to be married at St Matthews when he married Rachel Coutie. In later life he became a minister of religion.3 One much-liked preacher was George Hollow, who with his sister playing the harmonium, conducted church services at Panton Hill, St Andrews and Christmas Hills, for many years.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
