The recipient of the testimonial, Thomas O’Grady (1824-90) had migrated to Melbourne in 1854, practising the trades of building and contracting. The Australian Dictionary of Biography records that he became a Councillor of the City of Melbourne in 1868. It lists one of his major achievements as the construction ‘with Leggett & Noonan [of] the fifty-six-mile (90 km) railway from Essendon to Seymour’. He was chairman of the Tramways Trust from its formation in 1884. His obituary in the Melbourne Herald (29 Apr 1890) reported: "DEATH OF ALDERMAN THOMAS O'GRADY. Today we have the sad duty of recording the death of two old colonists, who for many years, havo occupied very, prominent positions in building, commercial and municipal circles. The first of these is Alderman Thomas O'Grady, who died last night at his residence in Carlton. Mr O'Grady has been ill for some time, and at one period his death was expected any moment. Then he rallied, and strong hopes of his recovery were entertained; but he had a relapse, and expired as stated. The deceased gentleman was one of the oldest members of the City Council, in which he has held the various positions of Councillor, Alderman and Mayor. At the time of his death he sat as alderman for Victoria Ward. Mr O'Grady also at one time represented the City Council on the Harbor Trust, and was chairman of that body. He has been the council's representative on the Tramway Trust and was chairman of that body for some considerable time." As late as 1951, the Advocate (11 Oct 1951) stated that: "To Alderman Thomas O'Grady, Lord Mayor of Melbourne in 1872-3, is due the credit of the successful inauguration of Hospital Sunday. Alderman O'Grady was the first Catholic Lord Mayor of the city. He was elected a councillor for Smith Ward in 1868, and an alderman in 1869. In private life he was an extensive contractor, being a member of the firm of O'Grady, Leggett and Noonan, the contractors for the first section of the Northeastern Railways (between Melbourne and Seymour)."This is a unique civic document, illustrating the life and contribution of Thomas O’Grady (1824-90), Melbourne City Councillor and first Chairman of the Melbourne Tramways Trust. Alex Reid was born in 1891 and began work on the Victorian Railways in 1907. He enlisted with the A.I.F in 1915. He served in Egypt and the Suez Canal but was discharged on medical grounds having contracted typhoid and dysentery. In 1917 he re-enlisted in the Anzac Light Horse. On his return to England, he survived the torpedoing of HMAT Ballarat and then served in France. On discharge from the army, Alex returned to the Victorian Railways and transferred to Wodonga. He was employed driving the “Spirit of Progress” and remained as “Driver in Charge” until his retirement in 1956. Alex was awarded the MBE in 1951 and the OBE in 1963 for his tireless efforts on behalf of Returned Servicemen and their families. He continued to work as a welfare officer for the RSL. As well as continued service to the RSL, Alex served as a member of the Wodonga High School advisory committee for 35 years and sat on the bench in the Wodonga Court for 15 years in his capacity as Justice of the Peace. Legacy staff numbers when this document was written in 1990 were 28 full time staff and 5 part time. In 1982 there were 31 full time and 1 part time. The report discusses increasing the hours of a clerk/typist, not re-appointing a person to replace The Senior Pensions Advocate and a new appointment with computer skills. Wages increased by 53.3%. The wage increase was in line with award rates. Salaries rose by 51.8% from June1983 to April 1990. The report also discusses staff leave, work environment, staff morale and adequacy of office equipment. The future (3-5 years) was discussed in regard to pensions, welfare, housing accommodation for widows and handicapped dependants and fund raising. Miss Olive Codling was a Foundation Member and a Life Member of the Wodonga Historical Society. Many of her prize-winning photos are held in the Society Collection, including a series of photos of buildings in High Street (formerly Sydney Road), Wodonga. The CWA Hall officially opened in 1938 having been built on land granted by the Wodonga Council. Wodonga Infant Welfare Centre also occupied part of the building until 1959. Last meeting of the CWA in that hall was in held in December 1983, with the Council resuming ownership of the land to build the current day Post Office. Country Fire Brigade’s new fire station opened in High Street on 31st March 1940. The building comprised an appliance room for housing the fire engine and plant. The floor had been especially treated to enable dancing when the occasion warranted. There was a meeting room, a station-keeper’s bedroom and a repair shop. A shower room and modern kitchen were also included. The Fire station relocated to Smythe and Stanley Street corner which opened in 1977. The author is unknown but it was addressed to President Foseltt - meaning it was 1972. It could have been in the 1960s when Syd Birrell was forming an archive, or the archive project by Frank Doolan in early 1970s. The photo is taken in 1890 and a man is depicted, entering the main gates of the Mental Hospital at Beechworth, with the lodge on his right side. The man is dressed according to the australian fashion of that time, wearing a dark suit and a top hat. The countryside surrounding the Hospital is in the background. The Mayday Hills Hospital was constructed between 1864 and 1867, with buildings created in a number of periods. It formally opened on 24 October 1867 and, along with the Ovens Hospital and the Benevolent Asylum, made Beechworth a prominent social welfare centre in Victoria. The need for an institution of this kind was arisen due to the increased number of people with mental disturbances (induced by the harsh living conditions on the goldfields) and the remoteness of the district from Melbourne. The site was chosen for its panoramic view of the countryside, the hilltop atmosphere and the native fauna, all contributing to the cure of patients. It was designed in Italianate style and around 250 workmen were employed for its construction. The Hospital was originally named the “Ovens Lunatic Asylum” but, during the centenary celebrations in 1967, the name was officially changed to “Mayday Hills Hospital”, showing the gradual shift in the perception and understanding of mental health conditions over the last decades. The Hospital lies on the traditional land of the Kulin Nation.This photograph is historically significant as it provides an insight into the location, surroundings and the exterior of the Mayday Hills Hospital at the end of the 19th century. It also contributes to the understanding of the district`s development and its importance to the course of Victoria`s history. This 1954 Roll of Honour board was an action of the WW2 Eltham War memorial Trust, for hanging in their Child Welfare Centre building on their property in Main Road, Eltham. The Johnstons Furniture Production Company made up the board and had the names of the local Eltham enlistees applied in gold lettering at a total cost of £13.10.00. The names were copied by the Eltham RSL from the obelisk which was first erected by the WW1 Eltham Peace Celebrations in August 1919 at the northwest corner of Bridge Street and Main Road. During road widening plans by the Council, the obelisk was moved to the garden area of the refurbished RSL branch building in Main Road for safekeeping. The Honour Roll Board was sent to the Eltham RSL sub-branch around 1999. Following the merger of the Eltham and Montmorency sub-branches and sale of the Eltham property, the obelisk was relocated to a location in front of the Eltham War Memorial. The Honour Roll Board was retrieved by former Eltham District Historical Society President, Harry Gilham in September 2004 who arranged for it to be hung in the Eltham War Memorial Hall (former Children's Library). This illuminated address was given to H.H.Smith, the Warrnambool Mayor, for his work with soldiers returning to Warrnambool and district during and after World War One. On the same occasion Smith was also given an armchair by the mothers, sisters and wives of Warrnambool returning soldiers. Henry Huntingdon Smith (1857-1941) started his own bakery business in 1885, firstly near the corner of Fairy and Koroit Streets and later building his own shop at the corner of Lava and Fairy Streets (Monaghans Pharmacy today). Smith was one of the most admired men in Warrnambool in the first half of the 20th century. He was a Warrnambool Councillor from 1918 to 1937 (Mayor for two terms) and served continuously on the Warrnambool Hospital Committee for 39 years. He visited patients at the Hospital twice a week. He took a particular interest in the welfare of returning soldiers and it was said that there was not a returned man or woman whom Smith did not greet on his return to the district. Smith also was a tireless worker for the Methodist Church as an office bearer and a Sunday School teacher. Smith was also Vice President in 1937 of the first Warrnambool & District Historical Society. This document is of particular interest as it is a good example of the type of illuminated address produced during the early years of the 20th century. It also shows clearly the respect and love that Warrnambool people had for Henry Smith, a great volunteer worker in the community. This is a piece of cream-coloured parchment paper with a margin ruled in black ink and handwriting in blue and black ink surrounded by red ornamental scrolls and flourishes. The paper has an address to H.H.Smith and is followed by 74 names and the date (1920). The paper is inserted into a piece of red leather cloth. This has folded edges and an ornamental gold pattern around the front edges and a gold border around the back edges. There are two holes at the top of the folder and these have metal surrounds. The backing folder is rounded at the top edges. ‘Warrnambool, 6th December 1919. To H.H. This photograph was taken on the 3rd April 2004 as part of an event called "Spotlight on Fox", organised by the Wooragee Landcare Group. It was addressed to all landholders in the area and involved practical demonstration of techniques suitable for integrated fox control. Camille Velesky, who is illustrated in the photograph, was the presenter; he is a specialist in fox behaviour and has worked for 27 years on pest control. Under the Catchment and Land Protection Act 1994 (CaLP Act) foxes are declared as established pest animals and landowners have the responsibility to take reasonable steps to protect their land from established pest animals. The most commonly used management techniques are baiting, shooting, guard animals, fencing, trapping, canid pest ejectors, above-ground harbour removal, property hygiene and fumigation. Trapping, due to the significant suffering and distress that causes to foxes, has significant animal welfare implications and should be avoided if there is another suitable alternative. The photograph is an example of the type of events and activities organised by Wooragee Landcare to educate and inform local residents and landholders on the most suitable techniques for integrated fox control. A brochure explaining 'A brief account of its ideals and work' in 1930. The notation H4 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. The brochure mentions clubs had started in the Federal and state capitals, and Geelong, Ararat, Ballarat, Fremantle, Ipswich and Bendigo. Members were all men who had served in the forces of the British Empire during the war. It shows the work of Legacy as : Junior Legacy Club - which had been running for 5 years, for sons (aged 9 to 21) of deceased soldiers. Members of the Legacy Club were in constant touch and acted as Big Brothers. Boys' Literary and Debating Branch - approximately 95 boys attended weekly meetings of a debating society at Anzac House. Boys' Physical Training Branch - for the boys physical welfare classes and conducted weekly by a permanent instructor (paid by Legacy). There were 270 boys attending. Also cricket, football, Lacrosse and swimming clubs, all supervised and coached. 'A permanent camp has been erected at Balnarring East, and this is occupied by the boys at the Christmas vacation under the control of Legatee Stan Savige, and the girls at Easter, with Mrs Gilles in charge. The value of these camps in enabling Junior Legatees to become better acquainted and in the development of character and the Legacy spirit cannot be overestimated'. Girls' Physical Training Branch - started in 1927 and now over 200 girls were being instructed by Mrs AM Gilles (the wife of a Legatee). Lending Library of over 600 books. Vocational placements for junior legatees. Meetings were held in the Victoria Palace Hotel, Little Collins St, on Tuesdays and included an informative lecture. The policy and objectives were laid out including to preserve the memory of fallen comrades and to assist their dependents, particularly the children. Also to maintain a spirit of comradeship, and to safeguard the good standing and interests of ex-servicemen in the community. The brochure shows activities as: Employment Committee, Comradeship Committee, a pledge to assist the National War Memorial being established on the Domain site, and for the children the 'Deceased Soldiers' Children's Welfare Committee. Also picnics, Christmas camp, cycle club, and rambles as arranged. There is help for vocational options for the children. It is mentioned during 1930 which consisted of 'a hospital ward, mess room seating 80, a kitchen and storeroom. Also tent frames and necessary offices are provided and the total value of the building and equipment owned by the Club is our £600.' This is a photograph of students of Orbost State School. Mary Gilbert has identified the girl holding the sign as Pen Gilbert. The 19th of March 1886 proved an important day in the lives of many early settlers in the Orbost area, because on this day the Orbost State School opened. The fact that the school had first operated tem­porarily in a leased building, and on a half-time basis with SS2745 Jarrahmond, did not dampen the enthusiasm of the local inhabitants as they saw their offspring commence their education under the guidance of HT Campbell Mackay. However he remained in charge only until 12th of May 1886. The second HT, John Rowe, served until 1908. On 30th of June 1887, a portable room was provided; it being brought to the area by schooner. The school now had accommodation for 30 pupils; the teacher's welfare was considered because quarters of two rooms were attached. As the population increased so did the needs of the school. This was reflected in the provision of a larger classroom in 1898. During 1910-11 the first approaches were made to the Department for the establishment of a HES in Orbost and this became a reality in 1912. Orbost HES supplied post-primary education in the district until a high school was built in 1948.This photograph is associate with the history of education i n Orbost.a black / white photograph mounted on brown card. Peter was born on 16/4/1950 at Corryong before moving to Barnawatha, Wodonga then Wangaratta in 1963. On the 5/1/1966 he joined the RAN as a junior recruit HMAS Leeuwin W.A. On 1/1/1967 he joined HMAS Yarra - Far East Strategic Reserve and Vietnam. Arriving back in Australia on 1/1/1968 he was posted to HMAS Watson in NSW. In 1969 he volunteered for submarine training in the UK at HMS Dolphin (Gosport). Joined HMS/m Onyx (3rd squadron at Faslane Scotland (Garelock Head) (HMS Neptune) On returning to Australia in 1971 posted to HMAS Platypus and HMAS/m Otway. In 1973 Peter was posted to HMAS Sydney - later decommissioned - then HMAS Torrens. Following the Royal Tour Pacific Islands in 1974 he joining the Naval Police in 1975 specialising in Fire fighting. Peter was discharged whilst still in hospital from the RAN in 1983 following a serious motor cycle accident in 1982. In 1984 on his return to Wangaratta he rejoined the RSL and held the office of Secretary for 10 years and Welfare/Pensions Officer for 22 years. The next building has the writing "ARGUS" and Printers, Bookbinders, Stationers, on it. This was known as Berry Anderson's. I suspect that these are photographs before the celebrations for the coronation. This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills.
