William George Page was Shire and City Engineer in Wodonga from 1965 until 1989. When he arrived the Shire of Wodonga had a population of 17,000 people. In 1966 Wodonga was selected as a city for special growth assistance. In 1972 Bill Page presented a new Town Plan to the Wodonga Council. Over the ensuing years he dedicated himself to bring this plan to fruition. He often had to argue and campaign with the Albury-Wodonga Corporation to push for the interests of development in Wodonga. This included winning a planning appeal to allow the saleyards to be relocated to Bandiana on the outskirts of Wodonga. Bill Page retired on health grounds in July 1989. The Council honoured him with a farewell dinner and renamed the saleyards at Bandiana the W.G. Page Saleyards in his honour.The Mayor , Cr Valentina Gillard, said "Every development in Wodonga in the past 24 years has a bit of Bill Page in it". The Mordialloc-Cheltenham Community Hospital was a hospital in the suburb of Parkdale. Residents of Mordialloc and Chelsea worked towards a community hospital from the late 1930s. Having a community hospital meant residents who required routine surgery did not need to travel into Melbourne to the larger established hospitals. This was important at a time when few people had their own transport. For many years the Mordialloc Carnival Committee contributed to the cost of building the hospital, with one of its contributions to the ‘opening day’ appeal amounting to one thousand pounds, adding to the several thousand already committed. Construction work commenced on the Mordialloc-Cheltenham Community Hospital in 1950. on a site between Booth St and Carrier Ave on the Nepean Highway in Parkdale. The hospital opened in 1953 and serviced the community until 1996. On 1 August 1995, the hospital became a part of the Southern Health Care Network. A photo of President Sullivan at Brighton Grammar Junior School presenting a boy, Troy Robinson, with a plaque with the Legacy torch emblem alongside the Junior School Master, Mr Peter Toms. L/ Sullivan is also seen speaking at a school assembly and standing by a tree that had been planted in honour of Legatee Tom Bell in 1989 (see item 01538). The label explains the link to Brighton Grammar Junior School was fostered by the late L/ Tom Bell, although not a past pupil he endeared himself to the school that on his death shortly after the 1989 badge appeal the students planted a tree in his honour at a special memorial service. For many years the boys from Brighton Grammar Junior School raised money from the sale of Legacy badges and the President would present them with a plaque of appreciation. Between 1991and 1995 the boys have raised in excess of $16,000. Photos were in a scrapbook of photos spanning 1983 to 1991. Also a large black and white photo of him. "Alfred Argent, born in Lang Lang 1927 comes to the Presidency of Melbourne Legacy with a unique service record. At 18 he enlisted in the A.I.F. He was discharged to enter Duntroon, was commissioned and served in Japan, Korea, the UK, Malaya, Borneo, Vietnam, and the United States. He then joined the Public Service and served in the Antarctic Division, Public Services Board and the Bureau of Air Safety Investigation. Currently he is a part-time member of the Administrative Appeals Tribunal." He joined Moorabbin branch of Legacy in 1976. The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. Maintaining and reforesting native trees, shrubs and grasses are really important for a variety of reasons, including creating native habitat and food for birds and other animals, shade, biodiversity, visual appeal, cooling, shade for urban areas, sequestering carbon and conservation among other considerations. The planting must be consistent with the particular needs of the environment, such as trees or shrubs which would naturally occur and are native to the area. Tree planting demonstrations such as this one run by the Landcare Group ensures that the projects are being managed consistently with an overarching commitment to land protection and management and the best methods for best outcomes are employed.This photograph is significant as it provides evidence of a project undertaken by the Wooragee Landcare Group to educate themselves and members of the public on successful techniques needed to plant and maintain trees for replanting in the Wooragee area. Document - Report, Paul Jerome, Advisory Committee on a Proposed Convenience Centre and an Alternative Shire Proposal - Eltham Gateway Community Precinct Concept Plan - 895 Main Road Eltham, October 1997
On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Donations for structural improvements were often acknowledged via plaques. These plaques were on the walls of Kelaston then later the Vision Australia office in Ballarat until it closed in 2021. Anna Jane Bolte was a resident of Kelaston whose son, Sir Henry Bolte became the longest serving Victorian Premier. William Buckland Trust supported safe housing for vulnerable Australians, such as the residents of Kelaston. Other generous local donors who were also acknowledged are Thomas & Cora Turnbull and the work of Mrs C.M. A photo of Badge Day in the 1960s, with Ivan Layton, Mrs Mack and Legatee Bert Davis counting the donations near a Legacy Appeal tin. Ivan Layton was the Chief Executive Officer for many years. Legatee Bert Davis was the Chief Financial Officer in the early sixties. Mrs Mack was a generous fundraiser. She lived at Mount Macedon and opened her beautiful garden to the public on a regular basis to assist Legacy with fundraising. She was given a Legacy lone pine tree by a grateful Legacy to add to her garden. The letter accompanying the photo said the garden and tree was lost in the Ash Wednesday fires in 1983. Further research shows that Mrs Margaret Mack and her husband Mr John D. (Jack) Mack first opened their garden at Dreamthorpe, Mt Macedon, in April 1950 for a garden fete. It raised £140 for Legacy (source: Trove). The exact date of the photo is unknown but would be early 1960s. Photos of the launch of Legacy Week in 1991. The guest speaker was Sir Zelman Cowan, a former Governor General of Australia. The launch was in the Crest International Hotel in St Kilda on 3 September 1991. Sir Zelman spoke movingly on the work of Legacy and on the dramatic world events: the Gulf War; the reunification of Germany; the changes within the Soviet Union and his speech was warmly received by all who attended. The speaker and head table are under the Legacy Banner - which says "Legacy Caring for Australia's Biggest Family". The same banner is used at an event in Melbourne City Square - see 000491 (from the same roll of film). President John Sullivan is on the head table and is also in a photo at the Eternal Flame (000493 from the same roll of film). Part of a Legacy Appeal or Badge week launch in 1991. Photos of singers and performers during the concert also guests and some performers afterwards. According to a programme stored at 00056, 'A Legacy Night to Remember' concert was at Melbourne Concert Hall, some of the performers were Barry Crocker, Simon Gallaher, Rolf Harris, Anne & Johnny Hawker's Band, Colleen Hewett, Jackie Love, Paul Martelle, 3rd Military District 'Redcoats'. Special guest compere - Daryl Somers. One of the photos show a lady holding a programme saying 'National Australia Bank proudly supports The Melbourne Legacy Charity Concert' - so it might be a different concert but the same performers are present. 01412.6 shows Legatee J C Dean who was president in 1984. The highlights report in 2004 was published as the 81st report from the President. George MacKenzie was the incoming president to replace Geoff Ward. Ron Barassi promoted the 2004 Badge Appeal which achieved a record figure of $411,500. He had included a trip to Werribee Park Zoo and was photographed with the lions (see item 00. Up to the 1980s the annual report would usually contain pages containing the Presidents report and photos of significant events of the year. Between 1987 and 1990 these were published in a separate document called 'Highlights from the Annual Report'. This could be used in promoting Legacy in different ways, without all the financial information normally held in an annual report. In following years it became called 'Report from the President' then 'Highlights from the President' in 2004, before becoming 'Melbourne Legacy Highlights' which was published twice a year from 2007. It was eventually renamed, 'The Torch, Melbourne Legacy Highlights' in 2012. 'The Torch' is still published twice a year. According to the paper label "Expatriate Clive James was named the 1993 Legacy Personality of the Year at a special function conducted by Melbourne Legacy. Clive entertained over 500 guests with a personal address of his time as a young Legacy boy. Clive will be seen later in the year as part of Legacy's Annual Badge Appeal." It was a "Breakfast with Clive James" at the Regent Hotel in February 1993, and Australian author Patsy Adam-Smith and Sir Edward 'Weary' Dunlop were also guests. Document, Dr Angus residence plans, 1939
These are plans for alterations to the residence and surgery of Dr Angus in Koroit Street, Warrnambool (Birchwood). Dr William Roy Angus (1901-1970), after several years practising as a doctor in South Australia and northern Victoria, came to Warrnambool in 1939, purchasing the practice of Dr John Hunter Henderson (Birchwood). Dr Angus was a dominant figure in medical and community circles in Warrnambool for 30 years, becoming an important ophthalmologist in his later years. Birchwood, with its beautiful gardens, lawns and tennis court was suitable for entertaining and many distinguished people, including Vice-Regal personnel and representatives of the Red Cross stayed at the house. It was also a meeting place for representatives of the many organizations with which Dr Angus was associated (over 20 groups including the Good Neighbour Council, the Boys’ Club, the Food For Britain appeal, the Historical Society, Rostrum and the National Fitness Council). Birchwood or earlier buildings on the site was used as a residence/surgery by many doctors in Warrnambool, going back to the 1860s and Dr Angus and his family lived there from 1939 to 1967. In 1998 Birchwood was demolished and a new Warrnambool Police Station was built on the site. These plans are of interest as they show the 1939 alterations to the building known as Birchwood in Koroit Street Warrnambool. We have a good floor plan and a drawing of the front of the building so we know what it looked like in the late 1930s. Both Birchwood and Dr Angus are important in Warrnambool’s history. These are four sheets showing alterations for the residence of Dr Angus (Birchwood) in Koroit Street Warrnambool. One sheet shows the front of the house in colour drawn in ink and pencil and paint and there is a copy of this in black and white. The other drawing is of the plans for the house drawn in pencil and ink and with some red and blue colouring. Document - Fundraising for the 'Burgess Memorial Fund', c 1916-1917
At a public meeting in January 1917 the residents of the Shire of Moorabbin decided to appeal for funds for the purpose of erecting a memorial to the memory of the late Councillor William George Burgess, who died on 29 November 1916. The committee that was formed to oversee this project described Mr Burgess and his accomplishments: “Mr Burgess served the Shire of Moorabbin in the that capacity faithfully and will for upwards of 35 years. Mr Burgess was a resident of the shire since early boyhood and all through life either initiated or identified himself closely with every movement for the advancement of the district. The acquisition of the Bentleigh Reserve is evidence of his untiring energy and zeal, and it is now proposed to erect a brick pavilion thereon as a monument to the memory of one who had striven to leave the world, and the district in which he resided, a little better than he found it.” The “Burgess Memorial Pavilion” was opened on 13 October 1917. The pavilion was built of brick, with tiled roof, containing two rooms, one 12ft x17ft, the other 12ft x 9ft, a spacious verandah, supported by brick pillars was provided on two sides of the building. Unfortunately the Burgess Pavilion burnt down in June 1928. William Burgess was a Councillor for the Shire of Moorabbin for over 35 years, during which he was the President for five terms. William was a market gardener in Mackay Road, Bentleigh. "Two hundred men of the Holy Name Society made a striking spectacle on March 26 when they marched through the streets of Daylesford to the Town Hall for a Communion breakfast, after Mass at St. Peter's Church, which concluded a tridium for the men of the parish, conducted by Rev. Father Whelan, P.P. There were many "New Australians" present. Among the visitors present were Mr. C. Condon, Mr. F. Frawley and Mr. Hooper, of the Melbourne Diocesan Union executive of the IIolv Name Society, and also eight members of the North Melbourne branch, beaded by their president, Mr. V. Sheahan. The president of the Daylesford branch (Mr. J. A. Gleeson) proposed the toast of "The Hierarchy and Clergy," to which Father Whelan and Father Moynihan, P.P.. responded. Mr. H. Poulson, vice-president, proposed the toast of "The Holy Name Society," and appealed for in increase in membership. Mr. C. Condon responded. The toast of "The Visitors" was proposed by Mr. H. Lilburne, who referred to the unavoidable absence of Father Day, spiritual director of the society. Mr. V. Sheahan and Mr. Hooper responded." The stylish Tullo ‘look’ in the first half of the 1960s was young, colourful, feminine and most importantly had a strong American appeal. The patterns were distributed worldwide except to Russia and Germany. In the second half of the 1960s, she developed a new design range, influenced by the American 'hippie' style, featuring floor length dresses with long narrow sleeves, high round collars, and ruffles on the hems and at the cuffs. Patterns and colours became brighter to match prevailing tastes. Patricia Desmarchelier, the donor, purchased this and two other items of evening wear by Norma Tullo in a Brisbane CBD boutique fashion store during 1967/8 for her personal use. In 1880, the Melbourne Benevolent Asylum launched an appeal to raise funds to relocate away from the inner city. The location in North Melbourne was considered a great risk for the residents, particularly the 'old and feeble', in the event of an epidemic. In 1887, the secretary to the Premier of Victoria wrote to the Asylum, suggesting Frankston as a possible alternative to North Melbourne. The Asylum committee considered Frankston to be too far away. The Royal Commission into Charitable Organisations (1890) strongly recommended Cheltenham as the preferred location but the government failed to act on that recommendation. Former Asylum committee member, Mr James Hingston, bequeathed £25,000 to the Asylum on his death in 1902. After many more years of toing and froing, the foundation stone for the new asylum at Cheltenham was laid in 1909. It was almost two years later that the transfer of residents from North Melbourne to Cheltenham began. The move happened in stages over three days, with the first group of residents to move to Cheltenham being 125 women from the invalid wards. The Asylum continued to operate throughout the 20th Century and, in 1970, was renamed the Kingston Centre. The focus of services also changed. This is an example of Melbourne Legacy promotional material, it uses the phrase. 'Lest YOU Forget'. This advertisement with an image of a family, with a shadow behind them, may have been used to focus the public on the missing father who lost his life in service. The slogan was used again in 1990 with an image of the statue of Simpson and his donkey rather than a personality. Possibly to bring the focus back onto the service given to Australia by service men and women. It is possibly from 1989 as it was in a folder with marketing material from about that time. For several years in the 1990s a "personality of the year" was used to promote the Badge appeal. The main time of year for fundraising is September when Legacy holds 'Badge Week'. Often there is a celebrity who gives his or her time as 'Personality of the Year'. Examples are Sir Weary Dunlop (1992), Clive James (1993), the Scott family (1994), The Emmanuel brothers (1995), Daryl Somers (1996 and 1997), and Patsy Adam Smith (1994?). A newspaper article from 1956 when Melbourne Legacy appealed to the public for the first time for donations. It outlines the work of Legacy. The call for public donations was partially due to the purchase of the Dureau building and the need to modify the building for Legacy's needs. From a folder of documents about the history of Legacy. Appears to have been mostly compiled by Legatee Cyril Smith as he has many hand written notes on miscellaneous pieces of paper (some are envelopes addressed to him). The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The call for public donations was partially due to the purchase of the Dureau building and the need to modify the building for Legacy's needs. The documents from this folder have been added in separate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally from the 1950s.The documents provide an insight into the working of Legacy, especially in the 1950s.
