In the early years of the 20th century adequate technical education was lacking and became a focus in the Victorian Parliament. After much debate and discussion among politicians and educationalists, the 1910 Education Act No 2301 was passed, making possible the establishment of new technical schools to address the dearth of skilled trades people. In July 1912 Collingwood Technical School opened in the modified bluestone buildings at 35 Johnston St, originally built in 1853 as the Collingwood Town Hall and Court House. Within three weeks, there were 57 boys enrolled - studying preliminary carpentry and pattern-making, plumbing, engineering, sheet iron work and bricklaying. They attended two hours a night on three evenings a week. In 1913, the school opened its doors to juniors and took residence in new permanent buildings erected on the site. It was classified as a trades school by the State Education Department. Two years later courses in electrical wiring and electrical and mechanical engineering were introduced. In 1988 Preston College of TAFE and Collingwood College of TAFE merged to become Northern Metropolitan Institute of TAFE (NMIT). The medal was won by John Dulfer who studied Sciemce at the Ballarat School of Mines. The President of the Ballarat School of Mines in 1916 was William Henry Middleton. Gold (15ct) round medal with a shield shape in the centre, and a gold jump link on the top, housed in it's original blue box. It is the Ballarat School of Mine's President's Medal for most meritorious science student and was awarded to John Dulfer. Hand engraved into the medal: Front:"School of Mines & Industries Ballarat. The Ballarat Gaol was one of the earliest gaols. Building commenced in 1856 and was completed in 1862. It provided accommodation for 74 prisoners - male and female. The materials use to build the gaol were locally quarried basalt combined with local bricks. At that time there were about 14 brick making plants in Ballarat. 1870 saw the opening of the School of Mines, Australia's third oldest tertiary institution. The purpose of the school was "to impart instruction in the various branches of science relating to mining engineering. It is proposed, as soon as practicable, to extend the operation of the school so as to impart instruction in those branches of technical science which may be considered most likely to exert a beneficial influence on the prosperity of Victoria." School was in a disused Circuit Court House in Lydiard Street South. Newspaper reports relating to the Australasian Association for the Advancement of Science, Hobart, 1892. "Australasian Association for the advancement OF SCIENCE. Several members of the Australasian Association for the Advancement of Science arrived in the city yesterday by the inter colonial steamers, some of whom went direct to Hobart, while others remained in the city, but leave for the capital this afternoon. Amongst those who arrived were Baron Von Mueller, the dis tinguished scientist, who has taken some interest in this colony's re sources, Professor W. Baldwin Spencer, M.A., professor of biology at the Melbourne University, who was general secretary at the Melbourne meeting; the Rev. Lorimer Fison, an able worker in the South Sea mission fields; Dr. Robert Giffen, L.L.D., C.ll.; Captain Pascoe, R.N.; Mr Napier Bell, C.E.; Professors Hutton, Nerich, Smith, and Morris, and Mr Richard Teece, F.T.A., the well-known actuary of the A.M.P. Society. A large number of other distinguished members also arrived. Judge Dorkerwho also arrived, was con ducted over the Exhibition in the after noon, and expressed pleasure with what he saw. His Honor leaves by express train to-day for Hobart. The hon. Dr. Campbell was met by Mr Arthur Day, the official agent for Great Britain to the Exhibition, an old friend, who conducted him over the Exhibition. The doctor confined his attention principally to the dry ore concentrator, in which he takes a great interest. He will, however, visit the Exhibition again after the meetings in Hobart has been brought to a termination. What he has seen of the Exhibition has impressed him favourably. There was a good attendance, including the Governor, Sir B. G. Hamilton. In the absence of the president, Sir James Hector, the chair was occupied by Baron Von Muellor. In the afternoon Lady Hamilton gave a garden party at Government House to 600 guests, including the members of the association, the Judges, the members of the Ministry, and leading citizens." The Ballarat School of Mines Botanical Garden was established in 1879, and was used by students of botany and materia medica. It was a school for preparatory technical work in trade, art and science. it opened in 1913 in the bluestone building adjoining Dana Street Primary School. Hector Brickbill paid 100 guineas to the Ballarat School of mines to be admitted as a Student-Assistant as part of a course of instruction in Chemistry, Metallurgy, Geology, Mineralogy, Surveying and Electrical Science. The indenture was for a three year period and required the student-assistant to undertake 40 hours of diligent and faithful work at the Ballarat School of Mines. Not less than 24 hours per week was to be devoted to instruction such as lectures at The School, and not less than 20 hours was to be devoted to the service of The School upon duties in connection with the Laboratories and Museum under the direction of a Professor. This book was discovered beneath the floor of a former Ballarat School of Mines office during renovations in 1970. It appears to have been placed there in safe storage, then forgotten for decades. Both State Library of Victoria and Monash University have a full run of all 10 volumes of Recueil de planches sur les sciences, les arts libereaux, et les arts mechaniques avec leur explication. This copy is the sixth volume, and contains 294 pages. School of Mines stamps are dated 1870. Etchings by Benard Fecit and Louis-Jacques Goussier (1722-99). Dick Richards has been honoured through the naming of a Ballarat School of Mines prize - The R.W. Richards Medal. This medal later became a University of Ballarat prize. It has been awarded annually since 1959 to the Bachelor of Applied Science graduate considered to have achieved the most outstanding academic performance of their course. The award was was introduced to commemorate the long years of service to tertiary education in Ballarat by Mr Richards. Dick Richards joined the Ballarat School of Mines (SMB) in 1914, and soon afterwards was granted leave to join an expedition to Antarctica. In 1915 he sailed from Australia with the Antarctic Exploration Expedition, led by Sir Ernest Shackleton.
