BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. It was prepared to help celebrate the 140th year of the school's existence on its original land grant of 1856, which appeared on the first surveyed land for the formation of the Town of Eltham, in the Parish of Nillumbik, County of Evelyn, granted by the then Government of New South Wales. It is inscribed in Harry Gilham's writing on page 1 - "For Eltham P.S Chronology 209 - 150th Anniv. book; Harry Gilham Collection; Unpublished" and stamped "Eltham District Historical Society" Pages 3 and 4 missing. A copy of the Act of the Victorian Parliament relating to the property held in trust for Junior Legacy, Melbourne. It mentions that Richard Goldsmith of the United States wanted to mark his appreciation of services rendered in Australia to the armed forces of USA during World War 2 and in memory of the late David H Dureau. The company BG Corporation (of the USA), of which he was president, gave a gift of £27,059 to Junior Legacy Club of Melbourne for the purchase and fitting out of premises for the use of the club in its principal object of the care and welfare of children of deceased servicemen. Also that the building be perpetually known as the "D H Dureau Memorial Building". The first building that was purchased with the donation was 342 Swanston St, however it was found unsuitable and this Act allowed it be sold and a new building be found (293 Swanston St). The Act was cited as "Junior Legacy Melbourne (Dureau Memorial) Act 1953". The hand written note says that the Act "tells a story", is possibly part of the notes made when compiling the history of Legacy. They were in a folder of documents about the history of Legacy. Appears to have been mostly compiled by Legatee Cyril Smith as he has many hand written notes on miscellaneous pieces of paper (some are envelopes addressed to him). The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The call for public donations was partially due to the purchase of the Dureau building and the need to modify the building for Legacy's needs. The documents from this folder have been added in separate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally from the 1950s. A caricature drawing labelled 'Melbourne Good Samaritans - The Legacy Club', of the early Legatees with their names, roles and some characteristics. The artist was 'Wells' and it was reprinted in the Weekly bulletin in 1979. It was also printed in Blatchford's book in 1932 with the caption 'Some Club Leaders in 1928'. Many of these names appear through the archive but very few have photos, so this is one of the few examples of what some the early Legatees looked like. Book, David Rathgen, No Place Quite Like It; The family history of Walter Withers and Fanny Flinn, 2023
Summary For over 250 years the Withers family of Birmingham worked as tailors, sometimes also as butchers. During the Georgian era, English society changed and the Withers family with it. First came a gentleman amateur artist in the form of Edward Weston Withers, grandfather of Walter Withers. Then Edwin Withers, Walter Withers' father, took to tobacco, rope and twine manufacturing which put an end to the traditions of butchery and tailoring.The origins of Walter's painterly ambitions are explored. There was a physical altercation between Walter and his father, Edwin. That fight emerged out of contradictory expectations between Walter's father, Edwin and his grandfather Edward. Those expectations and the societies which kindled them contributed to Walter's character and art. Up until now there has been no family history about Walter Herbert Withers (1854-1914) a notable Australian landscape artist of the Heidelberg school and friend to Tom Roberts, Frederick McCubbin, Arthur Streeton and Clara Southern. Walter, the son of a rich Victorian businessman, married Fanny Flinn, the daughter of a commercial salesman who also owned part of a Birmingham brewery. In No Place Quite Like It, Walter, his wife Fanny and his family are depicted against the social contexts in which they each grew up. Our appreciation of Walter Withers' art is expanded: by knowing those forces which helped shape his early years and how he responded to them; by gaining new insights into his origins and how he grew into the man he was. We also gain a fresh appreciation of his wife Fanny, and the influence she had upon him, their children, and upon the society in which she lived. Two legatees with James Tierney and his Corps of Commissionaires service medal. The notes on the back infer that Legatees were involved in the commemoration of James Tierney's life by arranging his burial at sea. An article in The Age 6 Jan 1953 mentions that Jim Tierney was the first paid instructor employed by Legacy for physical training classes in 1927. He also became one of the two Commissionaires at the Shrine of Remembrance for 12 years up to 1953. The service medal he is receiving in the photo comes from the Corps of Commissionaires Association (Australia), which has information at http://www.thecorps.com.au. A summary: "The Corps of Commissionaires was founded in London 1859 by Sir Edward Walter KCB. The original aim was to provide to employment and welfare support for veterans of the Crimean War. The Corps of Commissionaires was established in Australia in New South Wales in 1939 and became based in Victoria in 1946. There are Corps members in all states in Australia from all three Australian military services. Our members range from World War 2 veterans through all conflicts to Timor and Peacekeepers. The Corps is currently an ex-service, welfare and philanthropic organisation that is located at the Veterans Centre in the Heidelberg Repatriation Hospital, Victoria." The details of the three legatees mentioned are: Legatee Samuel J. Benson (Lieut.Commander) – born 12.7.1909, inducted 17 October, 1950, died 26.7.95. Served in WWII with the RAN for 6 years. He was a Junior Legatee before the war, and Legacy found him a job in the office of an Adelaide Shipping Company. After the war he became a Master Mariner, Sea Pilot. He was proposed as a Legatee by Stan Savige. Legatee Donald J. Simonson (Captain) – born 21.5.1920, inducted 27 July 1953, died 11.7.2010. Served in WWII in 39th Battn., Decorated with M.C. Worked as an Importer and Manufacturers Agent after the war. President of Melbourne Legacy 1970. Legatee Adrian Beattie (Captain) – born 21.3.1920, inducted 10.10.1950, died 8.8.1989. Served as a Signal Officer in 24th Btn. Representative on delegation to prevent Melton post primary students being sent to Deer Park prior to the establishment of Melton High School. Tom farmed the family property with his father and brothers, and later the Ferris Road property which continued with his son Ian. His childhood interest in horses began with the draft horses kept at the bluestone stable and barn at Darlingsford. When the stables were empty in the late 1980s visit, he vividly recalled the names of the horses he had handled in his youth. When the draft horse became obsolete with the introduction of tractors and trucks this interest continued with the breeding and training of harness racers. Darlingsford Drafts and Ponies. A group of people with flowers and gifts after an Annual Demonstration. They appear to have been thanked for their efforts in producing the demonstration. The lady with the largest box of flowers was Miss Enez Domec-Carre, Miss Williams on far left was the Elocution teacher, other names are unknown. Enez was the instructor for the girls' classes for many years, she organised many annual demonstrations and was held in high regard by Legacy. The library at Legacy House is named in her honour. See also a newspaper article at 00978 which outlines her achievements, a summary of her career at 00458 and 00129, and her 80th birthday at 01541. She was a former Miss Victoria and was known for her physical education skills and for introducing grace and culture to Melbourne. In 1932 she joined Melbourne Legacy as assistant to Mrs Gilles (wife of a Legatee) later became the chief instructor of girls' physical education until she retired aged 65. In the post World War II baby boom the Legacy evening classes were attended by about 400 girls. She helped organise Legacy Widows and Legatee wives to sew the costumes for performances. Among her proudest moments was a display by 1000 Junior Legatees at the MCG during the 1954 visit of Queen Elizabeth II. As well her work for Legacy she ran physical education, ballroom dancing and debutante preparation classes in Windsor, Elsternwick, Gardenvale and Geelong. She also held a position on the Board of Studies and as director of physical education in Catholic Schools. Recognition of her work included being awarded an MBE in 1971. And in 1997 she received Legacy's highest award, the title of Guest of Honour, for her years of service. The year is unknown. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and Eurythmics. The Demonstration was an annual event to showcase their skills. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to the late 1970's, usually held at Melbourne Town Hall or Olympic Pool Stadium. The beautiful costumes were made by members of the Junior Legacy Mothers' Club and the Melbourne Legacy Wives' Association.Miss Domec-Carre worked for Legacy for many years and had a significant impact on the lives of many junior legatees. A summary about the Intermediate Legacy Club included in the Legacy Newsletter on 2 August 1949 for the information of Legacy members. The article mentions: The ILC was formed in 1930 (actually 1929) with a total membership of 16 (18 names identified in 01622). The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy.An important summary of the formation and work of the Intermediate Legacy Club up to 1949. No 4 Squadron, Australian Flying Corps, formed at Point Cook, Victoria, in October 1916. After embarking for England to complete its training, the squadron deployed to France in December 1917. From the outset, No 4 Squadron aircraft regularly engaged the Red Baron's elite 'Flying Circus' and, in spite of their lack of experience, quickly gained the ascendancy over the German squadron. During its brief war service, No 4 Squadron destroyed some 128 enemy aircraft and spawned a total of eleven aces. The squadron's highest scoring airman was Captain Cobby who, in addition to shooting down 29 aircraft, also destroyed 13 observation balloons. World War II saw No 4 Squadron Wirraways deployed to Port Moresby in support of Australian troops fighting in the New Guinea jungles. In their slow and vulnerable aircraft, losses from anti-aircraft fire were high, however, this never deterred the Wirraway crews from completing their assigned tasks. This aggressive spirit was exemplified by Pilot Officer Archer and his crewman, Sergeant Coulston, who, while on a reconnaissance mission, found themselves above a Japanese Zero fighter. Despite operating a vastly inferior aircraft, Pilot Officer Archer dived to the attack and shot down the enemy aircraft. In June 1943, No 4 Squadron received its first Boomerang fighters and continued to support Allied troops during the Cape Gloucester landings before moving to Morotai. No 4 Squadron ended the war in Borneo and returned to Australia in November 1945, where it was renamed No 3 Squadron - thus closing the chapter on a very distinguished and proud unit. Document, Intermediate Legacy Club ILC18
A one page typed summary of the ILC concerning members. It was clipped to other documents compiled by L/ Frank Doolan about the Intermediate Legacy Club (ILC). It mentions that the main assistance ILC was providing to Legacy was, through the Housing and Accomodation, the Firewood and Christmas Party committees. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A record of the activities of the ILC. This crucible was raised from the wreck of the LOCH ARD. It is one of six similar relics, in a range of sizes, now in the Flagstaff Hill collection. All bear markings to indicate their manufacture by the Morgan brothers of Battersea, trading as the Patent Plumbago Crucible Co. A crucible is a container used for purifying and melting metals so that they can be cast in a mould to a predetermined shape and use. They must withstand extremely high temperatures, abrupt cooling, and shed their contents with minimal adherence. The addition of graphite to the traditional firing clays greatly enhanced the durability of industrial crucibles in mid-Victorian Britain, a significant technological advance at a time of great activity in foundries and expansion of demand for refined metals. The Morgans first noticed the advantages of graphite crucibles at the Great Exhibition held in London in 1851. Initially they contracted to be sole selling agents for the American-made products of Joseph Dixon and Co. from New Jersey, but in 1856 they obtained that firm’s manufacturing rights and began producing their own graphite crucibles from the South London site. The Morgans imported crystalline graphite in 4-5 cwt casks from the British colony of Ceylon (now Sri Lanka) and mixed it with conventional English (Stourbridge) clays to be fired in kilns. Their products were purchased by the Royal Mints in London and India, and exported to official mints in France and Germany. They were successful exhibitors of their crucibles and furnaces at the London Exhibition held in 1861 (Class 1, Mining, quarrying, metallurgy and mineral products, Exhibit 265, Patent Plumbago Crucible Co). The range of sizes represented by the six crucibles retrieved from the LOCH ARD, suggest they may have been part of a sample shipment intended for similar promotion in the Australian colonies ― at Melbourne’s International Exhibition to be held in 1880. The summary of cargo manifest, by Don Charlwood in ‘Wrecks and Reputations’ does not mention any crucibles, implying that they were not a large consignment of uniform items. A newspaper account of an 1864 tour of the Morgan brothers’ ‘Black Potteries’ at Battersea indicates: “All the pots were numbered according to their contents, each number standing for one kilogram, or a little over two pounds; a No. 2 crucible contains two kilogrammes; a No. 3, three kilogrammes, and so on.” These numbers are obscured by marine sediment on three of the crucibles in the Flagstaff Hill collection, but those legible on the remaining three are 5, 6, and 8. None of the six are of the same size from a visual appraisal.The shipwreck of the LOCH ARD is of State significance ― Victorian Heritage Register S417A large crucible, or fluxing pot, for heating and pouring molten metal. It was recovered from the wreck of the LOCH ARD. The clay fired vessel rises from circular flat base to a larger rim with pouring lip. It is stained a rust colour and bears some sedimentary accretion. Half of its loose fitting lid with central knob has also survived. Markings on the artefact indicate it is a Morgan’s crucible, made with graphite to prevent cracking in the furnace and provide a smooth (non-adhesive) inner surface. On base: “…RGAN’S PATENT CRUCIBLE”. The crucible rises in a slight curve from a smaller flat base up to a wider top with a (chipped) pouring lip. It was recovered from the wreck of the LOCH ARD. The artefact is largely accretion free despite its long period of submersion at the wreck site. It has a number of visible maker’s markings which identify the manufacturer and the smelting capacity of the pot. The graphite crucible is in fair and stable condition. The number “6” which is framed in a square. The letters “THE PATENT PLUMBAGO CRUCIBLE COMPANY” and “BATTERSEA WORKS COMPANY”. Below rim "... SUMMARY - Schutt & Barrie Chaff Mills Partnership West Footscray, Parwan and Diggers Rest. Mary nee Barrie Robinson (1907 –1999) writes c1980 about her father Charles Ernest Barrie of Darlingsford Melton (1871 – 1931) Extract copied from her handwritten story - My father was born in Ballarat in 1871. … commenced his working life with a team of bullocks and a chaffcutter in the St Arnaud district, a work the he became most success at and would continue in to the end of his life. He eventually became the owner of a chaff mill at Melton station with an access line to the railway. [1900] The Schutt & Barrie partnership ….Dad later became involved in a Chaff mill at West Footscray run by John Ralph Schutt who when he met Dad was a very sick man and had begged Dad to come into the business and help him. That began a very happy association, the business was put on its feet. An empty quarry across Geelong Road opposite the mill was purchased, the chaffcutters were set up in the quarry and that was the start of a very busy and prosperous period. A branch line was run into the mill. Dad spent some afternoons at the mill going by train, and spending some hours there at night, at the same time running the farm with full time help. Two full 8 horse teams were used to work the land, which meant early rising for the horses to be fed and harnessed ready for the men to commence the days work. Charlie Lowe and Murdock Davey were two of the men who worked for Dad in those years. The firm purchased a mill at Parwan and Dad spent a lot of time and energy getting it running to their satisfaction. Monday was the day he spent time there also round the district of Parwan and Balliang. He came to know many of the their names were well known in our household for many years. [1920] Later a flour mill was built beside the Chaff mill at West Footscray but it never thrived like the mill. The chaff mill had many loyal and good men employed there and there was never any trouble between men and management. His childhood interest in horses began with the draft horses kept at the bluestone stable and barn at Darlingsford. When the stables were empty in the late 1980s visit, he vividly recalled the names of the horses he had handled in his youth. When the draft horse became obsolete with the introduction of tractors and trucks this interest continued with the breeding and training of harness racers. Darlingsford Drafts and Ponies. Letter - ELSTERNWICK POST OFFICE
This file contains seven items about the significance of this building and how this was established : 1/ Photocopies of a handwritten application (in duplicate) by Walter Kay of Elsternwick dated 13/10/1985 and Rodney H Bush’s dated 16/10/1985 to the Historic Buildings Council to register the former Elsternwick Post Office building, and an original typewritten letter dated 17/10/1985 from the Historic Buildings Council to Caulfield and Historic Society advising them of an application and inviting them to submit relevant information about the building with a copy of application attached. 2/ Six pieces of correspondence between various interested parties (Caulfield Council , Caulfield Historical Society, National Trust, of Australia and Ministry for Planning and Environment on behalf of Historic Buildings Council, Victoria) about the significance of the former Elsternwick Post Office building and the progress of efforts to include it on the Register of Historic buildings. Dated between November 1985 and May 1986. 3/ Two pieces of correspondence between the Caulfield Progress Association and the Caulfield Historical Society dated April and May 1986, regarding the efforts of the Historical Society to save the former Elsternwick Post Office building. 4/ Two pieces of ephemera by the Caulfield Progress Association, one original undated and one photocopy undated in 1986. Both appealing to the public for support to help the former Elsternwick Post Office building and to protest a proposal to demolish it, by Caulfield Council. 5/Original newspaper article dated 07/06/1989 from the Malvern-Caulfield Progress newspaper written by Robert Carmody. The article talks about the approval by the Historic Buildings Council of Caulfield Council’s restoration program of the former Elsternwick Post Office building worth approximately $850,000. The refurbishment would consist of a shop and office space which would then be rented out. Mayor Emil Braun outlines the progress to implement the plans. 6/ Caulfield Conservation Study by Andrew Ward dated September 1994 of former Elsternwick Post Office Building. The building plans for the Elizabethan Style building were approved in 1891. The original timber verandahs were replaced by the present brickworks in circa 1918 rear extensions in 1941-42. Similar Post Offices were built at Kew, Queenscliff and Portarlington. 7/ Computer printout dated 19/03/2010 of Statement of Significance held by the Victorian Heritage database of the former Elsternwick Post Office Building. It was built in 1891 in the ‘Queen Anne’ style. The substantial two story red brick building was set on a bluestone plinth with an ornate façade incorporating cement dressings. There is a brief summary of the settlement and development of the Elsternwick area with mention of how important the building is to the Elsternwick Community. This set of photos is from a leather bound album bearing the inscription "HUME RESERVOIR AUSTRALIA" plus 'The Rt. Hon. L. C. M. S. Amery, P. C., M .P.' all inscribed in gold. It was presented to The Rt. Hon. L. C. M. S. Amery, P. C., M. P, Secretary of State for Dominion Affairs on the occasion of his visit to the Hume Reservoir on 2nd November 1927. This album is of local and national significance as it documents the planning and development of the Hume Reservoir up to 1927. It was the largest water reservoir in the British Empire. The album records the pioneering engineering work that went into its construction.RIVER MURRAY WATERS SCHEME, HUME RESERVOIR THE LARGEST IN THE BRITISH EMPIRE. ' The history of the inception of the River Murray Waters Agreement under the terms of which the Hume Reservoir is being constructed, the purposes of the work, its correlation to the other works on the Murray and the methods of construction are all outlined in the attached article entitled “The River Murray Waters Scheme, the Nile of Australia”, by Mr H.H. Dare, M.E., M.Inst.C.E., Commissioner, Water Conservation and Irrigation, and the New South Wales Representative on the River Murray Commission. The article was published in 1925 and some alterations brought about by the efflux of time are necessary. As far as personnel is concerned, the death of Mr J.S. Dethridge, M.Inst.C.E., removed a very able engineer from the councils of the Commission. His place as Representative of Victoria has been taken by Mr R. Horsfield. It is also to be regretted that ill-health has caused the retirement of Mr E.M. de Burgh, M.Inst.C.E., the eminent Chief Engineer for New South Wales, who, with Mr Dethridge, was largely responsible for the Agreement cemented by the River Murray Waters Acts and, inter alia, for the design of the Hume Dam. The following summary of the progress of work on the Locks might be substituted for the latter part of Mr Dare’s paragraph. Up to the present time six locks and weirs have been completed, the highest in the series being at Torrumberry and the lowest at Blanchetown. Locks No.26 at Torrumberry and No.11 at Mildura were built by Victoria and are in use. A lock and weir (No.10) is in progress at Wentworth, and the necessary camp arrangements, purchase of plant, etc., have been undertaken in connection with lock and weir No.15 at Euston, both under the direction of New South Wales.
