This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages.From the Victorian Heritage Register Database - Citation for Halstead, 23 Bambra Road as at (as at 12/10/2020) https://vhd.heritagecouncil.vic.gov.au/places/276 Halstead is believed to be the oldest standing residence in Caulfield constructed in 1857 with subsequent additions during the 19th Century. The house was built for and owned by James Dickson, a stock agent, until his death in 1880. Although on a much reduced parcel of land, Halstead is one of the few remaining remnants of Caulfield when it was an area of mansion houses occupied by town residing squatters, professional and business men. It is important for its place in the socio-economic history of south eastern suburban Melbourne, the inland pattern of development stretching from Malvern through Murrumbeena. Architecturally the single storey building displays a history of alteration and addition. Its main front presents with a single storey cast iron verandah across the full width, including the two pavilion wings at each end. Located towards the rear on the Halstead Street side is the substantial three storey tower with its Mansard roof and cast-iron balustrade which makes the house clearly visible from Halstead Street and Bambra Road. Because of internal alteration the importance of the building relates to the exterior only of the main house. House is commonly spelt as "Payneswicke".From: Glen Eira Heritage Management Plan (1996) by Andrew Ward and Associates "Payneswicke" is locally significant as a prominent and substantially intact villa of its period, distinguished by its cast cement enrichment, unpainted stuccoed surfaces and commanding aspect to the south-west. Its role for a period as home for local builder, Patrick Millane (compare no. 11 Gladstone Parade) is of interest. In 1889, a nine roomed brick house was in the course of erection on the site. The house was completed in 1890 and Millane took up residence. Millane continued as owner/ occupant in 1894. However, in 1899, although Millane still occupied the house, ownership had been taken over by the Land Mortgage Bank. By 1910, Andrew Brown was occupant. Occupancy passed to Edward Brown by 1920 and to Miss A.N. Brown by 1930. He was born in England in 1834 and arrived in Melbourne in 1850. He soon joined his father's wholesale soft goods firm, spending some time as its manager on the goldfields. Sargood entered the Legislative Council in 1874. He was Victoria's first Minister for Defence in 1883. Sir Frederick Sargood was created CMG. In 1885 and KCMG in 1890 as a reward for his contribution to public life. He died suddenly in 1903. Rippon Lea was designed by the leading firm of architects, Reed and Barnes. Joseph Reed had travelled in Europe in 1863, including northern Italy. When he returned he introduced the use of polychromy. While not the first examples, Rippon Lea and the Independent Church in Collins Street were the best and set a fashion which became a distinctly Melbourne style, particularly used for houses and churches. Its popularity was possible because of the new availability of different coloured bricks. Reed's fine Lombardic Romanesque details soon became debased by others. As Sargood's family grew and his fortunes prospered, Rippon Lea was extended to include 33 rooms - a complete mansion. The cast iron porte cochere and the northern conservatory were added in 1897. The architects were Taylor and Fitts. The ballroom was added in 1882 and remodelled in 1889. Many alterations have changed the interior and exterior during the ownerships of Benjamin Nathan and later his daughter Mrs Louisa Jones in the 1930s and are in their own right of significance. Sir Thomas Bent owned the property from 1903 until 1911 but never lived there. He subdivided much of the land. The original garden dates from about 1868, and it seems that William Guilfoyle of the Botanic Gardens was involved. It was redesigned in a more natural style in the 1880s by Sargood and his head gardener, Adam Anderson. The lake, waterfalls, fernery, hill and grotto are balanced by mighty deciduous trees and conifers. These are interspersed with, but never dominated by Australian species such as eucalyptus and other exotics. The sinuous drive with its carefully prepared approach to the house is notable. The original vegetable gardens, orchard and outer paddocks no longer survive. The shade house is important as the largest known in Australia and possibly the world. Its curved plan and form of construction are particularly notable. Programme, The Opening of Civic Hall, 1956, 1956
The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. The front cover features the City of Ballarat Coat of Arms. The programme starts with a message from the Mayor, Cr Neil T. Carrow. It includes the Concert Programme directed by James H. Davey, an asrtist's impression of the Civic Hall from Mair Street, and information relative to the New Civic Hall. The programme features images of the City of Ballarat Coat of Arms, Cr N.T. Callow, , James H, Davey, and an artist's impression of the Ballarat Civic Hall. Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. ... basalt local bricks prisoners circuit court house mining ...The Ballarat Gaol was one of the earliest gaols. Building commenced in 1856 and was completed in 1862. It provided accommodation for 74 prisoners - male and female. The materials use to build the gaol were locally quarried basalt combined with local bricks. At that time there were about 14 brick making plants in Ballarat. 1870 saw the opening of the School of Mines, Australia's third oldest tertiary institution. The purpose of the school was "to impart instruction in the various branches of science relating to mining engineering. It is proposed, as soon as practicable, to extend the operation of the school so as to impart instruction in those branches of technical science which may be considered most likely to exert a beneficial influence on the prosperity of Victoria." School was in a disused Circuit Court House in Lydiard Street South. The chimney extension on what was the former Carlton and United Breweries boiler house at Ballarat installed in 1972 and it is constructed of a special formulation of fibreglass reinforced plastics designed to operate at elevated temperature (ie boiler flue gas). It is thought to be one of 26 or 28 fibreglass boiler chimneys designed and installed in Victoria in the 1970s, and is thought to be one of the last to be removed. In its day the fibreglass chimney extension was at the cutting edge of fibreglass technology and is therefore well worth retaining. Removal of the chimney extension to the brick chimney outside the brewery building was deemed necessary to prolong the life of the chimney, and also because the fibreglass extension had reached end of life and posing a possible threat. According an Engineering assessment, fibreglass structures have a life expectancy of between 20 years (when fatigue loaded) and up to 100 years (static loaded). We don’t know when it was added to the chimney but believe it was most likely in the early 1970s. Given that it is subject to wind load and often observed to be moving in the wind it is likely that it will be at the end of its life. The chimney will be made good and we have the necessary planning approvals in place to undertake the works. The chimney extension was removed on 13 November 2015 in accordance with a planning permit obtained by the University. The extension is believed to have been added in the 1970s and was predominantly made from fibre glass. The structure was removed for safety reasons and to preserve the integrity of the historic brick chimney which supported it. The Circuit Court House buildings were located in Lydiard Street Ballarat. By 1862 the Ballarat Gaol was completed, including a tunnel connecting the Gaol to the Court House. The original initiative for the founding of the Ballarat School of Mines was taken at a meeting of the Ballarat Mining Board on 6 October 1869. The Provisional Ballarat School of Mines Council applied to the Government for the lease of the former Circuit Court House. It was approved for a 15 year period at one shilling per annum. The official opening of the Ballarat School of Mines by its first President, Sir Redmond Barry, was held 26 October 1870 in the former Circuit Court House, Lydiard Street Ballarat. Conversions were made to accommodate the new role it was to play. On 14 December 1912, demolition of the former Circuit Court House commenced. In 1881 Cyrus Bath Retallack purchased land now known as 1200 Mair Street Ballarat. Retallack was a successful Cornish miner and engineer. He built a two storey brick mansion between 1882 and 1883, naming the property ‘Carn Brae’ after the castle in Cornwall. Substantial grounds were established with with range of exotic trees planted, a tennis court was laid out and a stables building was erected. In 1918 the site become a campus of Queen’s GIrls’ Grammar School, then Aquinas College which was merged into the Australian Catholic University from 1973. The M.B. John Building (Building K), a three storey, face red brick, restrained Late Twentieth Century International styled building with an elongated, cuboid form (defined by the parapeted facades) that is offset by projecting exposed concrete framed, round‐arched entrance and stair wells on the east (Albert Street) elevation (the centrally located entrance breaking the brick façade with glazing). The facades are also characterised by banks of aluminium framed, horizontal ribbon windows, which wrap around the building corners. Metal shades project beyond the windows, while post‐supported bullnosed verandahs and hoods and projecting concrete stairs are other features. On the west elevation, the cuboid façade is punctuated by projecting curved concrete and glazed, elongated bays at first floor level.
