This file contains two items: 1/A group of eight letters, predominantly between Hon. Secretary of Caulfield Historical Society R. Ballantyne and members of the Caulfield City Council written between 1981 and 1983, regarding the installation of a plaque in commemoration of the centenary of the Rosstown Railway. The first two letters are handwritten from R. Ballantyne to G. Calder and Carol Camy, dated 01/06/1981 and 22/02/1982. The letter to G. Calder supports a suggestion in the May edition of the CAULFIELD CONTACT for the installation of a plaque in celebration of the centenary of the Rosstown Railway, suggesting a potential site for another plaque on Curraweena Road. The letter to Carol Harry discusses the costing of the plague and a possible contribution towards this cost from the Caulfield Historical Society. The letter appears to be incomplete, having no sign off from the author. Attached to the letter is what appears to be a suggestion for the inscription of the plaque. The letters addressed to R. Ballantyne are typed and dated 12/06/1981, 24/06/1981, 14/07/19891, 17/12/1981 and 08/09/1983, from A. Craig and D.B. Hogan on behalf of City Manager G.K. Calder and City Liason Officer Carol Harry. All letters concern the commemorative plaque, with these from Carol Harry including handwritten notes which appear to be in R. Ballantyne’s handwriting. The final letter is from Mayoral Secretary Norma Polglase to Miss B. Snowball, dated 23/08/1983, inviting her to attend the unveiling of the plaque. Also included in the item are Council Committee Meeting minutes, dated 16/05/1981, broaching the subject of installing the plaque in Koornang Road. 2/Four colour photographs and two black and white copies of one of the photographs, all dated 18/09/1983 and showing the opening of the commemorative plaque in Marrara Gardens. Two photographs picture Mayor Brian Rudski and City Manager Graham Calder with a crowd of unidentified people present. One photograph and both copies are of the inscription on the plaque, with the wording identical to that of the handwritten note by R. The 1930 Back to Bacchus Marsh celebrations were held on 23 to 28 October 1930. The committee were Cr L.M. Gugdale (president), A.W. Bond (General secretary), W. Grant Morton, J.G. Wells, Dr E. McDonald, Charles Dickie, G.H. Anderson, F.M. Crisp, W.R. Vigor. Bacchus Marsh State School No. 28 was established in 1851 as a National School in a rented building on the right-hand side of Bacchus Marsh-Melbourne Road, just beyond Woolpack Inn. Several willow trees mark the site. H.G. Ball was the first Head Teacher of the school, and the enrolmen towas 34. In 1854 Governor Charles Hotham visited the school. In 1855 two new schools, East and West, were recommended. School No. 28 closed in 1862 and the sitre was sold. The present school site was purchased in 1865 for 67 pounds. The cost of the building was 782 pounds. (Visions and Realisations, Vol 3., 1973) A clock purchased by public subscription was placed in the front of the building to the memory of scholars who served during World War One. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. In 1960 the Principal of the Ballarat Teachers' College was T.W.H. (Tom) Turner, and the President of the Students' representative Council was Bruce Vandenburg. Kenneth Joynson Flecknoe joined the Ballarat School of Mines Council in 1979 becoming its 11th President in 1981. He joined the Ballarat Courier newspaper in 1953 as company secretary, becoming General Manager in 1966. Flecknoe joined the board of directors in 1968 and was managing director from 1969 until his retirement in 1987. Flecknoe was chairman of the Ballarat Broadcasters Pty Ltd (3BA), of the gateway Publishing Company which published newspapers in Ararat and Stawell and of the Ballarat Publishing Company which published Ballarat News, and was formerly deputy chairman of associated Broadcasting Services Ltd (BTV6 Ballarat and GMV Shepparton). He was also Chairman of the advisory board of Ballarat's St John of God Hospital. Flecknoe's contribution to the Royal South Street Society, of which he was a past president, and a committee member since 1961, was rewarded with life membership. He was also a life member of the Ballarat Historical Park Association (Sovereign Hill). It was lit by teachers who taught beneath bark roofs in the gold rush days, but editors of newspapers who wrote angry editorials about grievances long forgotten. the candle was lit by those who founded mechanics' institutes and their valuable libraries, but the founders of art galleries and museums, and by those who erected statues in Sturt Street. [Extract from an occasional address by Emeritus Professor Geoffrey Blainey AO, inaugural Chancellor of the University of Ballarat, at a University Graduation Ceremony on 13 May 1994.] The University of Ballarat traces its origin to the foundation of the Ballarat School of Mines in 1870, just a decade after the building of the Ballarat Mechanics' Institute. The University is committed to keeping the candle of learning burning brightly i this city and beyond. It is fitting that the University join with the Mechanics' Institute to establish its city presence in this building. The University Room at the Mechanics' Institute is dedicated to the past, present and future scholars, teachers, artists and writers of Ballarat and district. Ballarat Junior Technical School opened in 1913. It was located at the Dana Street State School. As numbers grew a larger building was needed. Plans were drawn and a school built within the grounds of the School of Mines. Students started at this new school in 1921. It was officially opened on 9 September 1921 by Sir Alexander, resident of Creswick, local member for North Ballarat and the Minister for Education. He also opened the School Fair which coincided with the buildings ceremony. This was a fair on a grand scale and lasted two days and nights. Staff and students worked for weeks making articles for sale. A parent's committee led by Mr J Rogerson, a local police detective, had been organizing for months. Money raised funded the dodge-ball court, purchased a typewriter, a second-hand piano, an inter-room telephone system, an epidiascope and film projector. The timber display case was presented to Mr Richard Standcombe Harris of Warrnambool (1831-1923). He was a councillor (1875-1891) and predominant businessman. Mr C F Loggin had met Mr Harris while on a trip to Stratford upon Avon in the United Kingdom. Upon his return to Warrnambool, Mr Harris donated the item to the Warrnambool Museum and Art Gallery, (established 1886) where Joseph Archibald was Curator: he catalogued the case in 1894. THE LETTERS IN THE CASE The two letters contained within the display case confirm the authenticity of the oak wood sample. The first letter in the case includes the text; "[Stamped Header on banner] High Street, Stratford on Avon [Hand written] Sept. 22nd / 91. Mr. R. S. Harris, Dear Sir, Enclosed you will find [underlined next 3 words] every authentic proof of the Oak from Shakespeare's House (Birth place). I regret very much Sir, that you made a short-day at S. on A. I should have been delighted to have had the honour, & pleasure, of showing you around our Beautiful Country. You did not give [next 3 words underlined] me or yourself a fair chance. But however I hope that we may again some day have more time to go quietly around. With kind regards, and wishing you, Sir, a pleasant voyage, I remain, Dear Sir, Yours very truly, C.F. Loggin. P.S. A paper will be always acceptable to be as how you Jolly Warrnamboolites are desporting yourselves. “ The second letter includes text; “[Printed Letterhead with stamped impression] The Trustees and Guardians of Shakespeare’s Birthplace Incorporated by Act of 54 and 55, Vict. 1891 Secretary and Librarian - Richard Savage Shakespeare’s Birthplace Stratford-upon-Avon [handwritten] 22 Sept 1891 This piece of oak is a portion of what was cut away at at the restoration of Shakespeare’s Birthplace in 1857-58. C. F. Loggins Chemist 3 High Street Richard Savage Sec. – Shakespeare’s Birthplace Mr C F Loggin was connected with the Shakespeare Trust as the person who had originally donated a scion of Shakespeare's mulberry tree to the "Shakespearean Birthday Committee" in 1842. (The scion that was given to the Shakespearean Birthday Committee, from which the Mulberry sample is derived, still grows today in "New Place" garden.) Mr Richard Savage was the Secretary and Liberian of the then renamed “Trustees and Guardians of Shakespeare’s Birthplace when the display case was given to Mr Harris in 1891 by Mr Loggin. WILLIAM SHAKESPEARE Shakespeare was born in 1564 in Stratford-upon-Avon, where he also grew up. He married at 18 years and he and his wife, Anne Hathaway, had three children: They moved to London where he became successful as an actor, writer, and part-owner of a playing company. He later returned to Stratford and purchased his last home, which he called "New Place" in 1602 where he later died in 1616. For the next 150 years, it was known that there existed a black mulberry tree in the garden. At the time there was a fashion for planting mulberry trees. It was the early 17th century after King James had come to the throne, and he imported tens of thousands of saplings in an attempt to get landowners to start a silk industry in England. Unfortunately for posterity, Shakespeare's mulberry was felled around 1756, by the then owner of “New Place" the Reverend Francis Gastrell, who was apparently tired of continual visits by pilgrims asking to see the tree, so he chopped it down. Gastrell had applied for local permission to extend the garden but the application was rejected and his tax was increased. Gastrell retaliated by demolishing the house in 1759, this greatly outraged the local inhabitants. Gastrell was eventually forced to leave town having provoked the wrath of Stratford residents for committing such an act. Today only the garden remains where “New House" used to stand with a scion from the original mulberry tree still growing there. The wood from the felled mulberry tree at “New House" was purchased by an enterprising local clock-maker Thomas Sharp and he spent the next 40 years or so years making souvenirs from the wood. These became early tourist souvenirs and subsequently developed into a profitable sideline for various other makers, including George Cooper and John Marshall. These objects range from relatively small domestic wooden objects, such as snuff boxes and weight scales to large tea caddies and even tables. C. F. Loggin donated a scion or cutting from Shakespeare's mulberry tree to the Shakespeare Birthplace Trust in 1862, he was a chemist who lived and worked in Stratford. There is a note on the frame of the donation that the mulberry sample is from this scion, research shows that from Richard Savage's diary notes that there must have been a lot of wood taken from that scion over the years which was planted in the garden of “New Place” and is still growing there today. The "Trustees and Guardians of Shakespeare’s Birthplace" (1847 -1964) was formed after the house where Shakespeare is believed to have been born fell into disrepair. Subsequently in 1846 after the death of Thomas Court's widow the last owner. Interest in the house was revived when PT Barnum, the American showman, wanted to buy it and ship the house back to America. In response to this, the Shakespeare Birthday Committee was established (by a private Act of Parliament) with the help of such luminaries as Charles Dickens, the Committee of Trustees raised the necessary £3,000 and purchased the house the following year. Once the Committee had acquired the building, restoration work began. Originally the Birthplace formed part of a terrace with later houses built either side. The first stage in its conservation was their destruction. At the time it was thought necessary to avoid the risk of fire spreading to Shakespeare's birthplace. Reconstruction was carried out by the Shakespeare Trust between 1857 and 1864 that restored the outside of the building to its original 16th-century state. It is from this restoration that the donated piece of oak is derived, originally from a beam that was in the house. Communication from The Shakespeare Birthplace Trust, dated April 11th, 2019, confirms that the pieces displayed in this case have good provenance. The wood samples are significant for their association with the history of William Shakespeare. The display case and its content is significant to Warrnambool local history for its association with the establishment in 1886 of the Warrnambool Museum and Art Gallery. However, it should be noted that the letters of authentication that accompany the wood samples are only applicable to the oak sample. None the less, all the pieces have very good provenance, with Richard Savage's certificate of authenticity for the oak, and the mulberry sample with the letter to Mr Harris from Mr CF Loggin having also been the donor of the scion of mulberry in 1862 to the Shakespeare Birthplace Trust. This scion was then established at Shakespeare's garden at "New Home" that had been demolished by Rev Francis Gastrell in 1759. Two wood samples associated with William Shakespeare, presented in a hanging, timber and glass display case with metal trim around the frame. The case also contains two letters and a label printed on a card that refers to the contents, their origins and the donor. A card label with a printed number and a round adhesive label are attached on the back of the case. The left round section of wood is from a donated scion (or shoot) derived from the original mulberry tree planted by William Shakespeare at his last home "New Place", Stratford-upon-Avon. The outer section is light brown coloured while the centre is dark grain. The right wood sample in the case is a section of oak rafter from the house where Shakespeare was born in 1564. The wood is mid brown with a distinct grain. The included letters, each dated 22/9/1891, refer to only the oak sample. - The letter on the left comprises two handwritten pages from Mr CF Loggin to Mr Richard Standcombe Harris. The paper has the printed letterhead address of High Street, Stratford on Avon. - The letter on the right is a handwritten certificate of authenticity signed by Mr CF Loggin and counter signed by Mr Richard Savage, Secretary and Liberian of the Shakespeare Trust. It is on the printed letterhead of The Trustees and Guardians of Shakespeare’s Birthplace Cardboard label inside the glass case “Shakespeare Section of Mulberry Tree, traditionally said to have been planted by Shakespeare in his garden, “New Place,” Stratford-on-Avon. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. He joined the Ballarat Courier newspaper in 1953 as company secretary, becoming General Manager in 1966. Flecknoe joined the board of directors in 1968 and was managing director from 1969 until his retirement in 1987. Flecknoe was chairman of the Ballarat Broadcasters Pty Ltd (3BA), of the gateway Publishing Company which published newspapers in Ararat and Stawell and of the Ballarat Publishing Company which published Ballarat News, and was formerly deputy chairman of associated Broadcasting Services Ltd (BTV6 Ballarat and GMV Shepparton). He was also Chairman of the advisory board of Ballarat's St John of God Hospital. Flecknoe's contribution to the Royal South Street Society, of which he was a past president, and a committee member since 1961, was rewarded with life membership. He was also a life member of the Ballarat Historical Park Association (Sovereign Hill). Federation University Australia’s Student Commons Area at the Mt Helen Campus was the first FedUni building to be officially given an Aboriginal name, Gnarrwirring Karung. Meaning Learning Place in the local Wadawurrung language, the re-named centre (pronounced Narrowing Ker Ung) will provide recognition of the area’s cultural heritage and increase the vibrancy, diversity and rich culture throughout the campus. The re-naming ceremony was held at the Gnarrwirring Karung Student Commons Area, S Building, Mt Helen Campus. “The choice of name follows an extensive process of seeking suggestions from the student body, the University’s Aboriginal Education Centre and local Aboriginal custodians,” Geoff Lord, Chairman of the University’s Reconciliation Action Plan (RAP) Committee, said. “The official naming meets many elements recognised within the FedUni RAP such as enhancing community, embedding culture, providing opportunity and, most importantly, respect. “The ceremony is a fine example of putting Aboriginal culture at the centre of our daily lives.” Jasmine Graham, Manager of the Aboriginal Education Centre, said the re-naming was a milestone for the local Aboriginal community. “The University is committed to greater recognition of Aboriginal heritage and culture throughout all of its campuses,” Ms Graham said. “Gnarrwirring Karung will be an impressive landmark throughout the Mt Helen Campus and a welcoming learning place.” A number of photographs taken at the naming of a Federation University space in the Mt Helen Campus 'S' Building. Sue presents this talk about Melba's father, David Mitchell, who was born in Scotland in 1829. After completing a stonemasonry apprenticeship, he arrived in Melbourne in 1852. Rather than join the gold rushes, he set up business in Richmond as a building contractor. His first major contract was for the masonry for St. Patricks Cathedral in 1856, and from then on his busines thrived as Melbourne building boomed as a result of the gold. By 1878, Mitchell had established his estate near Lilydale and opened the limestone quarry. Introduction by Russ Haines, President, Ringwood and District Historical Society.

Allan Carter, Richard Carter's Father was a prominent business man and resident of Ringwood . The article describes how he was intrumental in obtaining the land for the school as one of the Formative Committee members. Also a member of the school's first Council and then the Chairman of the Building Fund. Richard Carter followed in his Father's footsteps in the Real Estate business.
