The document covers the year of 1941. Mention is made of the restrictions and difficulties (petrol rationing, scarcity of paper to name some) that occurred with running a wartime economy, and trying to implement the social welfare programme of Legacy. In particular, The Welfare Committee. Despite the difficulties of the time, Legacy not only continued its work but expanded the programme e.g. the establishment of a Legacy Dental Clinic in Collins St, Melbourne. The document also notes with some sadness the death of some Junior Legatees due to war service, and the realisation that the work of Legacy will need to be expanded due to World War 2. Legacy Probation Officers paid tribute to the never failing support of the Police department. To quote, "In all cases the Police were just as anxious as we to save the boys from the Reformatory of Gaol." There are many documents styled as 'The work of 19XX' so it was a way legatees reported the main events of the year. Many were put into the original archive started by Frank Doolan and were labelled with the letter 'H' to signify History.A record that Legatees were recording the major events of the year in a report for future reference. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. This bag belonged to by Mrs Alice "May" Moss CBE (1869-1948), Australian suffragist, social welfare campaigner and longtime resident of 59 North Road, Brighton. Born Alice Frances Mabel Wilson in Ballarat, in 1887 May married Isidore Moss, the son of Norwood's builder Mark Moss. While her children were young, she began to campaign for the rights of women and served as vice-president of the Australian Women's National League in 1906-14, during which time she actively campaigned in Victoria for women's suffrage. She was an Australian delegate at the League of Nations Assembly at Geneva in 1927, where she was the first woman to sit on a finance committee. She attended the International Council of Women in Geneva in the same year and in 1928 was elected as vice president of the ICW, a position she held until her death. She was the first president of the National Council of Women of Australia, serving from 1931 to 1936. May was active in many other community organisations and causes, including the Royal Women's Hospital, the Collingwood Crèche and the Free Kindergarten movement. She served on the board of management of the City Newsboys' Society in 1906-48 and was the first woman lay-member of the National Health and Medical Research Council in 1936-45. The photograph is a copy of the original one, with the latter been captured in 1870. The man depicted is Doctor Thomas Thomson Dick, who was the first Medical Superintendent at Mayday Hills Hospital. He was born in Scotland in 1840 and he died in East Malvern in 1919. He obtained his degree of Doctor of Medicine from Melbourne University in 1864 and, later in his career, he became Inspector-General of the mentally ill. Dr Dick promoted the hospital`s self-sufficiency by engaging patients in various forms of work, such as clothing alterations and cultivation of the farm. He also introduced monthly balls, which could be attended by patients, staff and guests, and they were later replaced by concerts. The Mayday Hills Hospital was constructed between 1864 and 1867, with buildings created in a number of periods. It formally opened on 24 October 1867 and, along with the Ovens Hospital and the Benevolent Asylum, made Beechworth a prominent social welfare centre in Victoria. The need for an institution of this kind was arisen due to the increased number of people with mental disturbances (induced by the harsh living conditions on the goldfields) and the remoteness of the district from Melbourne. The site was chosen for its panoramic view of the countryside, the hilltop atmosphere and the native fauna, all contributing to the cure of patients.The Hospital was originally named the “Ovens Lunatic Asylum” but, during the centenary celebrations in 1967, the name was officially changed to “Mayday Hills Hospital”, showing the gradual shift in the perception and understanding of mental health conditions over the last decades. In this photo, taken in around 1875, is depicted the exterior of the Beechworth Mental Asylum buildings, with the administration buildings far right of the photo. A sunken boundary wall in the foreground and some people in view, sitting at the pavillion in the centre of the image. The two-storey buildings, designed in Italianate style, and the three-storey towers at the front, influenced by the asylum at Colney Hatch in England. The architecture of the buildings shares key features with other contemporary institutions, like Aradale at Ararat, and its design is attributed to the Public Works Department architect, J.J. Clark, whose name is connected with the construction of many other important public buildings, such as the Asylums at Kew and Ararat, the front block of the Royal Mint, Melbourne and the Melbourne Customs House. This black and white photograph shows the front view of the Ovens Benevolent Home with one person sitting on a bench seat against the nearest part of the building and another person walking on the grass. This photo is estimated to have been taken in the early 1900’s when the Ovens Benevolent home would have still been fairly contemporary. According to Woods (p. 121) in the 1860’s the government spent considerable sums to establish several public buildings such as the Benevolent Asylum, the Hospital and Insane Asylum to support those in need of care in the area directly after the Indigo gold rush which had left Beechworth, a fairly remote regional and newly formed township (Gold was first discovered in Beechworth in 1852) with a number of infirm and destitute people in its wake and which due to the support and establishment of these facilities ‘made Beechworth a significant social welfare centre in Victoria’ (Woods, p. 121). Originally named the Benevolent Asylum, the building was renamed as The Ovens Benevolent Asylum in 1935 and again to The Ovens and Murray Home in 1954. The building construction began in 1862 and was unique in its features of Flemish Gothic Revival style which utilised red brick and granite, ‘the main facade is dominated by four curved, Flemish gable ends, […] incorporates paired windows of pointed Gothic form and dark brick diaperwork patterning. The adjacent J. A. Wallace Wing of 1899 was designed by Donald Fiddes as a separate building. Initially established to provide housing and care for aged, orphaned or widowed members of the population, over time the Ovens Benevolent Home focused more on the age care responsibility which functioned as such up until 2005.The Ovens Benevolent Home is significance due to its association with the early development of Beechworth. It shows the civic, social welfare development that took place in the town after the peak of the gold rush which helps to establish the character of the community being built at the time and their cultural values at play. Ryan was an Irish politician. He was elected to the First Dáil at the 1918 general election and, apart from the Third Dáil (1922–1923), held his seat for Wexford until his retirement at the 1965 general election. During his long career he served as Minister for Agriculture (1932–1947), Minister for Health and Social Welfare (1947–1948 and 1951–1954) and Minister for Finance (1957–1965). (Wikipedia) While studying at university in 1913 Ryan became a founder-member of the Irish Volunteers and was sworn into the Irish Republican Brotherhood the following year. During the Easter Rising in 1916 Ryan was the medical officer in the General Post Office (GPO). He was, along with James Connolly, one of the last people to leave the GPO when the evacuation took place. Following the surrender of the patriots Ryan was deported to Stafford Jail in England and subsequently at Frongoch. He was released in August 1916. Ryan rejoined the Volunteers immediately after his release from prison, and in June 1917 he was elected Commandant of the Wexford Battalion. His political career began the following year when he was elected as a Sinn Féin candidate for the constituency of Wexford South in the 1918 general election. Like his fellow Sinn Féin MPs Ryan refused to attend the Westminster Parliament. Instead he attended the proceedings of the First Dáil on 21 January 1919. As the War of Independence went on Ryan became Brigade Commandant of South Wexford and was also elected to Wexford County Council, serving as chairman on one occasion. In September 1919 he was arrested by the British and interned on Spike Island and later Beare Island until he was released after the truce with the other TDs to attend the deliberations of the Dáil concerning the Anglo-Irish Treaty which he voted against. Ryan was later imprisoned again during the subsequent Civil War, however, while interned he won back his Dáil seat as an abstentionist Sinn Féin TD at the 1923 general election. This rectangle black and white photograph shows a bush scene with part of a suspension rope and wooden plank bridge visible in the middle of the image. It is likely this suspension bridge was used by the Tannery workers to move between the town and the Ovens Tannery located South-West of Beechworth due to its secluded bush location, the bridge likely spanned the gorge across Spring creek. The tannery itself was located alongside Gimlet Creek, about three kilometres from town, down what is now known as Malakoff and Old Tannery Road but which at the time was remote and accessed through bushland. The Ovens tannery was stablished in 1858 by Matthew Dodd and Hallahan and later Matthew and his brother Thomas Dodd in 1866 who developed it over the years. According to Doyle, 'we have little information about its early operations except the tannery itself comprised four small buildings' by 1870 ‘a small village with gardens of vines and fruit trees surrounded the tannery’ (Woods, 121), and by 1887 the Tannery employed fifteen men. The Ovens tannery was among several new businesses establishing themselves such as a foundry that brought industrial manufacturing alongside the developing township and which strengthened the economic stability of Beechworth after the receding mining surge. WINLATON 1956 - 1993 • Established in 1951 with the name “Winlaton” the property was a children’s home run by the Mission of St James & St John. • By 1953 it was acquired and ran as a state facility under the same name (Winlaton), for female offenders and for girls under protection orders - otherwise known as ‘wards of the state’. • By the time of its closure in 1993, it was operating under the name “Nunawading Youth Residential Centre”, housing both males and females. WINLATON YOUTH TRAINING CENTRE By 1956, the state had constructed a purpose-built facility at Winlaton which would cater for both girls, and young women, who were under either a protection order/ward or who were female juvenile offenders. Some of the juvenile offenders were transferred to Winlaton from other facilities such as Turana, originally called the Royal Park Depot, due to overcrowding, or from convents. With the new facilities Winlaton, supposedly, could offer a separate training, education and treatment regime for those girls or young women who had been admitted under protection orders separately to those who had been committed under a custodial order. With this focus on training and rehabilitation the facility had 3 residential sections, or cottages. A Winlaton “trainee”, showing signs of good behaviour and progress, could be promoted up through any of the 3 cottages and likewise demoted down with bad behaviour. However, by 1957 one of the 3 cottages at Winlaton housed sentenced offenders and wards of state together. A 4th hostel – named ‘Leawarra’ - was added in 1959 which functioned as a reward, or privilege, for residents deemed worthy. Of note, this hostel kept offenders segregated from wards of the state. Juvenile offenders were termed as “trainees” through the Social Welfare Act 1960. By 1985 Winlaton was restricted to only providing programs for young offenders.
