In 1947 it was proposed to construct a dam on the Pretty Valley branch of the East Kiewa River. This was part of the initial planning in 1937. The Pretty Valley Reservoir was to be part of a pumped-storage scheme with a pumping station located immediately below the main structure. Preparatory work was commenced in 1946 with erection of staff accommodation. Between 1947 and 1950 the main camp was erected, access roads, constructed and banks and benches at the dam site undertaken. Following the financial crisis in 1951, a review of the scheme was carried out and work ceased in June 1951. The Warrnambool permanent Building and Investment Society was established in May 1869. It relied on investors buying shares in the society, thereby providing the funds which were available to be borrowed to use in the building of houses. A considerable number of houses in Warrnambool would have been built using this scheme. The stated trustees in 1872 were Samuel Macgregor, C A Cramer, James Astley Bromfield, and the committee comprised of James Hider, W. W. Jamieson, James Coulstock, Archibald MacFarlane, Robert Newton, David Evans, NT C Stelling and W Jones. The bankers were the national Bank of Australasia. It had some difficulties in the 1870’s but was still operating well into the 1930’s where it again was not putting through the volume of business compatible with its resources and it had been found necessary to pay off a considerable number of fixed deposits and Investors’ shares. There is little mention of it after the mid 1930’s. This document provides details of an organization which operated in Warrnambool for over 60 years and proved beneficial to homebuilders and investors alike. The minutes book of the Warrnambool Woollen Mill are an important record of the beginnings of one of Warrnambool's major industries for close to one hundred years. They record the struggle in the early days of 1909 and 1910 to raise the capital. Also mentioned is the support which had been given by local people of small means who were prepared to back the enterprise while those with financial means had been rather more reserved. Apart from a Mr Vidler all the initial directors were initially working in an honorary capacity. They lamented the fact that local banks held half a million pounds on fixed interest so there was no shortage of money. The first directors were appointed in March 1909 : Jas. Worland, W H Philpott, G S Mackay, E H Price, S McDonald, J C Beeching, W Rogers ,J Marfell, J Deany, Jas Duirs, Jas. Ponting, H Jessen, S Nettleton, J Blain, J Gooden, Drs. Holmes, Henderson and Powell. Mr J E Bennett was secured as first manager of the mill in 1910 Over the ten year period of this book there is much discussion on possible returns and share prices as well as decisions relating to the operation of and production from the mill. Within four years they were using more yarn than they were producing. Electricity was connected around 1914 and by 1915 shareholders were receiving eight percent return on their investment and were also contributing to the first world War effort by supplying blankets. By 1917 The Warrnambool Woollen Mill was considered to be one of the states best investments and it continued to prosper through the years. The second minutes book likewise records similar events and circumstances for the period 1933-1945. This like wise is an interesting period, covering the period of the second World War. In 1955 the Warrnambool Woollen Mill formed a partnership with the Wangaratta Woollen Mills. Dunlop bought the mill in 1968. From that time until its closure in 2000 it had a number of different owners, the last being the Smith Family Industries. These minutes books hold an important information regarding the establishment and early operation of one of Warrnambool's major industries. The mill itself has strong connection to the Warrnambool community and many of the names mentioned as directors and shareholders have held positions within the community as businessmen and city officials. The book has a plain brown leather cover, the front of which is scuffed, stained and completely detached from the spine. On the spine is printed Bankes's Bible, an alternative title. The pages contain text, black and white plates, images and engravings. Some of the pages are torn, others have been repaired with paste. The Bank of Victoria was located at 7a Liebig Street, Warrnambool. The building still exists in 2023 as a part of the Quest apartments. The Warrnambool Mechanics' Institute was formed in 1859 and the first reading room opened in 1884. Responsibility for all activities of the Warrnambool Mechanics' Institute activities were formally handed over to the Warrnambool city Council on 27th July 1911. This Bank of Victoria Limited passbook documents credits and debits of the Warrnambool Mechanics' Institute & Free Library from December 1904 until 30th June 1911 just prior to the transfer to the Warrnambool City Council. This is a badge of an Australian association of fellmongers, wool sorters and scourers. This group may have been part of the Amalgamated Fellmongers, Wool Sorters and Wool Scourers Union of 1912-1918 or it may have been an earlier association. A fellmonger was a dealer in the hides or skins of animals, especially sheep, or a person who removed the skins from animals. There were several fellmongery and wool scouring establishments in 19th century Warrnambool and district. These included the Dallimore Fellmongery at Lake Gillear, the Bennett Merri Bank Fellmongery at Dennington and the fellmongery businesses of James Evenett and Henry Mawbey on the Merri River in South Warrnambool.Although it has no known local provenance, this badge is of interest because there were several fellmongery establishments in the Warrnambool district in the 19th century so it may have belonged to a local person.This medallion has a gold coloured image of a suspended lamb on a circular royal blue enamel background which in turn is surrounded by a white enamel annulus with text. This book belonged to Robert Giles. He obtained it in 1914 and the bookseller was Mrs Tilly Rowan who was a well-known businesswoman in Warrnambool with a book shop and newsagency in the Oddfellows Hall in Koroit Street. Robert Giles (1895-1967) was born in Wangoom and went to the Wangoom State School and the Warrnambool Agricultural High School. He served in World War One and worked at the State Savings Bank in Warrnambool from 1911 to 1921 (excluding war service). He later worked in banks in Koroit, other Victorian country districts and Melbourne and retired to Mailors Flat. He was married to Vera King and they had one child, Joyce Aurelin. A Warrnambool branch of the Savings Bank was opened in Warrnambool in 1859 and it moved into a new building in Timor Street in 1885. (This building in now part of the Archie Graham Senior Citizens’ Centre). The State Savings Bank became the State Bank of Victoria in 1980 and in 1990 was subsumed into the Commonwealth Bank of Australia. This book is retained because it belonged to Robert Giles who lived in the Warrnambool area for part of his life and who worked at the State Savings Bank in Warrnambool early in the 20th century. This is a hard cover book of 408 pages. The cover is red with a gold-coloured image of a horse and a mounted policeman on the front cover and gold printing on the spine. This sign was probably attached to a building or placed in a window and was most likely to have been at the Timor Street, Warrnambool State Savings Bank building. The State Savings Bank had its origins in the Port Phillip Savings Bank established in Melbourne in 1841 and in 1853 it became known as the Commissioners’ Savings Banks in the Colony of Victoria. A Warrnambool Savings Bank branch was established in 1859 in temporary premises and in 1860 it moved to a new building in Liebig Street. In 1884 a new sandstone building was erected in Timor Street and the bank operated from there until 1957. In 1912 the Commissioners’ Savings Banks in Victoria became the State Savings Bank. From 1957 to 1990 the Warrnambool State Savings Bank (called the State Bank of Victoria, Warrnambool Branch after 1980) had premises in Liebig Street. In 1990 the State Bank was subsumed into the Commonwealth Bank of Australia.The Warrnambool State Savings Bank was a leading banking establishment in Warrnambool for 130 years and this sign is an important memento of that institution. This is a rectangular piece of fine brown metal mesh with an ornamental gold trim around the edges and gold lettering.
