The stimulus for this project to investigate health and safety in art teaching and to suggest cost effective control measures, arose from concerns that had been expressed by some members of staff within the Arts Faculty at the Ballarat College of Advanced Education about aspects of health and safety at their workplace. As a non-artist it is hard to attempt to describe the artists' perspective of their working environment. Within the artistic community there is a great concern for individuality and this is expressed in the artists' work. The need for flexibility and spontaneity is a vital and intuitive part of the artistic environment. Consequently codes and standards of practice that would restrict this environment ethic are unlikely to be viewed favourably by artists. Verna Barry commenced worked as a typist at the Ballarat School of Mines (SMB) in 1961. In 1965 she became private secretary to Jack Barker, Principal of the Ballarat School of Mines and later Director of the Ballarat Institute of Education (BIAE) and the Ballarat College of Advanced Education (BCAE). A trusted and loyal member of staff, Verna was devoted to her job, her workplace and greatly respected Jack Barker with whom she worked loyally for until his retirement in 1987. In 1988 Verna was appointed Administration Officer with Engineering Faculty. She spent five years with Engineering Science from 1990, and in 1996 worked for Information Technology & Mathematical Science (ITMS), becoming a key member of the Research Support team. He enlisted on 22.1.1942 age 18 years 6 months as No 50704 which was a ground staff No. From 12.2.1942 to 12.9.43 he went through various courses at Sale, Lake Boga, Somerset, Richmond and Adelaide. Finally accepted into Aircrew he embarked from Melbourne for Canada for training as a Bomb Aimer on 27.9.1943, arriving Canada via San Francisco 19.10.1943. He then attended Bomb Aimers Courses at Mossbank and Edmonton. Granted a Commission as a Flying Officer on 24.3.1943, embark for England 10.4.1944 and posted to various bases for advanced training. Finally on 7.3.1945 he is posted to No 462 Sqd RAAF flying Halifax Bombers in Bomber Command and begins operations from Foulsham. Arthur completes 8 missions before the war is over with Germany. In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. Its key people had shaped opinion and won political support for a concept. There was about to be transformation from hand-to-mouth existence into a nation-wide business with resources to build for the long term. This Emergency Edition of the map of Panmure, Victoria, is part of the W.R. Angus Collection. It was printed in 1942 during World War II. It is one of two maps donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, who served as Surgeon Captain in the Australian Defence Department. The map was compiled for the Dept. of Army by the Dept. of Lands and Survey in Melbourne, prepared by the Australian Section of the Imperial General Staff, which was a British Government body created in 1907 to co-ordinate the defence of Britain and its Empire. It was printed by A.H.Q. Cartographic Company, Survey Corps, which was formed in 1941. The Corp changed its name to L.H.Q. Cartographic Company of Bendigo. In 1947 the name reverted back to the A.H.Q. Cartographic Company until 1955 when it became the A.H.Q. Survey Regiment. The W.R. Angus Collection includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus who began practice in 1924. Dr. Angus served with the Australian Department of Defence as a Surgeon Captain during the Second World Was from 1942 to 1945. He served in Ballarat, Victoria, and in Bonegilla, N.S.W. until he suffering from a heart attack just before the war ended. After many varied experiences Dr Angus and his family moved to Warrnambool in 1939 where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson. He was appointed on a part-time basis as Port Medical Officer in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer. Dr Angus was a surgeon at the Warrnambool Base Hospital 1939-1942. After further studies he commenced practice as an ophthalmologist in Warrnambool, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years and made monthly visits to Portland to perform eye surgery. Dr Angus and his wife Gladys were very involved in Warrnambool’s community with a strong interest in civic affairs. They were both involved in the creation of Flagstaff Hill Maritime Village, including the layout of the gardens. After his death on 28th March 1970 his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. This late 1920’s elastic belt is decorated with an anchor, giving it a nautical theme. It was worn by Dr W.R. Angus during his service as ship’s surgeon on ships "BANESHIRE" and the Australian Commonwealth Line’s T.S.S. “LARGS BAY”, when he worked his passage to the UK and return to Australia for his overseas studies. He was awarded the FRCS (Fellow from the Royal College of Surgeons) in 1928 in Edinburgh, Scotland. The belt was donated to Flagstaff Hill Maritime Village, along with photos of the ship LARGS BAY and of Dr Angus in his ship surgeon’s uniform, by the family of Doctor William Roy Angus, Surgeon and Oculist. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) According to Berry, her mother Gladys made a lot of their clothes. She was very talented and did some lovely embroidery including lingerie for her trousseau and beautifully handmade baby clothes. Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . Its first station was in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. A lot of his work during this time involved dental surgery also. Between 1928-1932 he was surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. In 1933 Dr Angus returned to Nhill and purchased a share of the Nelson Street practice and Mira hospital (a 2 bed ward at the Nelson Street Practice) from Dr Les Middleton one of the Middleton Brothers, the current owners of what previously once Dr Tom Ryan’s practice. Dr Tom and his brother had worked as surgeons included eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He had been House Surgeon at the Nhill Hospital 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan had gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. When Dr Angus took up practice in the Dr Edward and Dr Tom Ryan’s old premises he obtained their extensive collection of historical medical equipment and materials spanning 1884-1926. A large part of this collection is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. and an ALDI store is on the land that was once their tennis court). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, Dr Angus served with the Australian Department of Defence as a Surgeon Captain during WWII 1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. He had an interest in people and the community They were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. This belt is representative of the uniform worn by ship’s staff in the 1920’s. The belt is also representative of Australian medical students travelling overseas to complete their medical studies. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, being an historical example of medicine, administration, household equipment and clothing from late 19th to mid-20th century. The kit bag was used by James Thomas Alfred Ralph, who was born in South Australia on 25 September 1897. He enlisted for service in the First World War on 17 May 1918 in Adelaide with the Australian Medical Corps General Reinforcements. He was allocated the service number 20568 and embarked from Adelaide on the HMT Gaika on 6 August 1918. He arrived in London, England on the 13 October 1918 and allocated to the Australian Army Medical Corps Training Depot. He transferred as a medical officer to the 1st Australian Hospital (Hayfield?) on 2 December 1918, and was attached to the 1st Australian Army Hospital (Sutton Vale?) in January 1919. He returned to Australia in Febuary 1920 on the Cape Verde as nursing staff. He was discharged from service in Adelaide on 17th March 1920.Tan coloured canvas kit bag used by a member of the Australian Army Medical Corps during World War 1. The tubular kit bag has 12 brass eyelets placed around its opening, and is reinforced with a second layer of canvas at its base. The kit bag has a side stitched seam, stiching around the base and top opening. A circular lightweight tan canvas flap is stitched to the top opening at the side seam.On the side if the kit bag is a red cross on a white background, surrounded by a circular yellow line. It also has the numbers 20568, with the words JAS.T. A. RALPH, A.A.M.C, A.I.F., AND 4.M.D. The base of the kit bag has a map of Australia in black ink, with 4.M.D printed in black ink above the map. HMAS AustraliaHMAS Australia has been a significant link with and factor in the history of the Mission and staff. Padre Frank Oliver Chaplain from 1930-60 served on the ship in WW2. Cadets and officers also regularly visited the Mission. Alexandra is a regional centre in the Shire of Murrindindi in Victoria, Australia and 130 kilometres north east of Melbourne. Alexandra Police Station opened in the Benalla Police District on 8 May 1867 in Bon Street, on the north side near Grant Street. When the station opened it was staffed by one Senior Constable; one 1st Constable (Mounted); one Foot Constable. The original building was a nine-roomed brick building with an iron roof on land measuring 84' x 97’. The house included a wash-house, pantry, bathroom, office, one W.C., stabling for three horses, a lock-up with two rooms and a single man's room. It closed in June 1977 and was replaced by a new police station which opened on 16 June 1977 in Bon Street, on land adjacent to the old police station.
