Document - Report, 80th Annual Report from the President 2003, 2003
Legacy celebrated its 80th year in 2003, David Ford was the president and was about to hand over to George Mackenzie. The president's report shows pictures from the special anniversary function at Government House, and many of the activities the widows are involved in. The report also recaps events through the year such as camps for the junior legatees, the schools Anzac commemoration and the public speaking contest. Up to the 1980s the annual report would usually contain pages containing the Presidents report and photos of significant events of the year. Between 1987 and 1990 these were published in a separate document called 'Highlights from the Annual Report'. This could be used in promoting Legacy in different ways, without all the financial information normally held in an annual report. In following years it became called 'Report from the President' then 'Highlights from the President', before becoming 'Melbourne Legacy Highlights' which was published twice a year from 2007. It was eventually renamed, 'The Torch, Melbourne Legacy Highlights' in 2012. 'The Torch' is still published twice a year. Other annual reports in 00027, 01095, 01096 and 01097, 01098, 01310 and 01311. Book (item) - Scrapbook, W.H.C. Darvall, Victorian Seamen's Mission Scrapbook No 1, c.1896
This scrapbook holds numerous newspaper clippings recording events, functions and visits to the Seamen's Mission starting in 1896 through to 1902, although a few documents date from 1895. These dates coincide with the commencement of Mr WHC Darvall's various terms of office with the Mission from the mid 1890s. Mr Darvall's involvement with the Mission possibly stems from his arrival in Victoria in 1853 part working his passage from England as a purser on the migrant ship Asia. He first encountered Captain Pascoe on arrival at Williamstown who was also on the Mission executive when Darvall returned to Melbourne from Beechworth in 1871. 1898: Death of Captain Crawford Pasco with a photographic portrait. 1899: Small ink sketch by artist Charles Georges Darvall, WHC Darvall's cousin. 1900 Foundation of Geelong mission 1901: Queen Victoria's death (22 January) Australian Federation (1st January) Boer War (189-1902) Death of chaplain Ebenezer James Nautical exhibition On the inside of the rear cover of the book a plan of Williamstown has been pasted with no date provided. This scrapbook outlines the many events, concerts, important visits and social occasions held at and by the Mission during this time frame. Photos by Bill Kingsley who lectured in Civil & Traffic Engineering at Footscray Technical College. These would have been taken to show how an interchange functions. Dated on an envelope with negatives as 13/10/1971. 1 - Tram stop showing shelter, SW6 886 (City) and Melbourne Brighton Bus No. 660 (City, route 602). This image is one of a series of photographs taken by Melbourne based photographers Stevenson and McNicoll who visited Bacchus Marsh and its nearby districts between September and November 1883. William Marshall opened his new premises in Main Street in June 1869. In the following November he opened a wheelwright shop adjacent to his smithy. Mr T. Carlton was the wheelwright. The Marshall Blacksmith building was located next to the ANA Hall in Main Street. It was demolished in 1910 to make way for a new building known as the Chambers Building. In the nineteenth and early twentieth centuries, the blacksmith played an essential role in the functioning of the whole community. Before the industrialisation of manufacturing, all metal objects, including farm implements, building requirements and domestic utensils were made by hand. As mechanisation of industry increased, the smith commonly performed the role of farrier in the times when horse power was pivotal to all aspects of society. Complementing this work, the forge was often allied with a wheelwright's shop. These premises also acted as a meeting place for the men of the town, where news was shared and friendships forged. The photograph shows a brick building with two gables and two large doors, indicating that a second workshop has been added to the original building. Parts of a picket fence and two cartwheels lean against the wall. Three men stand at the front, two wearing the distinctive farrier’s apron slit between the knees. The third man is wearing more formal clothing. Two of the men hold the reins of two horses. A picket fence runs along the front of a spare block at the side of the building. It had been constituted a separate municipality in 1860 following its separation from the Kew Roads Board. The Kew Historical Society had been founded in 1958 to assist in the celebration of the anniversary. The Society’s main contribution was to author a 24-page booklet on Kew’s history. The Information file contains a copy of the book and a later separate index of its contents. Various copies of the book record their donor’s names - Margaret Bertuch (2005), Mr Keith Hobson (2007), Betty Huston. The file also contains a detailed three-page signed manuscript/typescript by Dorothy Rogers, noting her ‘Impressions of Functions During the Centenary, Kew, 13th to 18th December 1961’. The commentary lists all formal events during this period, including performances. Magazine - 20 A4 pages centre stapled - titled "MetLines - Vol 1, No. 9 December 1985", staff newspaper of the Metropolitan Transit Authority. Has a number of "Santa Claus" on the front cover. Contains an article on page 8, "Keeping tram lines clean" and "Scrubber Cars" - featuring Frank Reale-Key posing in front of Scrubber 8W. Also has a photo of scrubber No. 11. Gives a background to the cars, when they are used, operated by Civil Branch. Gives hours of use and crews. Another item is "Tram centenary celebrations a success" - Event and cavalcade of trams on 11/11/1985, celebrating the commencement of the cable car services in Melbourne. Notes the unveiling of a plaque by Mr Roper, assisted by Keith Kings of the TMSV. Other items tramway related are the celebration - 70th marriage celebration of Harry Heaton who worked at Preston, Glenhuntly depot cricket team and on the rear cover a photo of Norm Maddock at the Picnic function at Wattle Park. In 1877 the Victorian Infant Asylum was founded in Kew. In 1881, the asylum relocated to Berry Street in East Melbourne. By 1908, it was called the Foundling Hospital and Infants Home. It was non-denominational and controlled by a committee of management. By 1956, Berry Street consisted of a Mothercraft Training Centre and two main residential units: Berry Street for infants aged zero to 18 months, and Vale Street for toddlers aged zero to two years old. In August 1956, Berry Street was declared an approved category 2 Children's Home. In 1960, Vale Street was converted to an adult nursing home. In 1964, the name was changed to Berry Street Babies Home and Hospital. Berry Street was also an approved adoption agency. By 1968, Berry Street comprised the Training School for Mothercraft Nurses, the adoption agency, an infant life-protection house, a long-stay home for children to three years of age (the toddlers’ wing) and a small house for unmarried mothers. The home's infant life-protection work was seen as a critical agency function, particularly where family illness was putting pressure on mothers and Berry Street was able to provide respite and support. By the late 1960s, 30–40 adoptions annually were being arranged from Berry Street. By 1974 the home's orientation had shifted. Four family group homes had been established (two in Burwood, one in Ashburton and one in St Kilda), the mothercraft training function had been phased out, the toddlers wing converted to day care, and the main building (containing the nursery, administration, kitchen, dining room and single mothers accommodation) was demolished in favour of four home units, which housed 24 children, supervised by cottage parents. Berry Street provided short term, emergency and residential care for 'protection of infant' cases and state wards. Two flats were also established for short-term family accommodation. The nurses’ home was converted to house the home’s administration function and a social work service. The social work service coordinated family aid and family counselling services, and a neighbourhood house. In 1975 Berry Street also provided short-term care for 42 Vietnamese children brought to Australia in the official government-sponsored airlift. In 1976 Berry Street made application to change its category 2 Children's Home classification to category 1, as it was now catering for a wider range of children. It had ceased to be a babies’ home and hospital, and had started providing child and family care, including residential care. In 1977 Berry Street to established a family group home in Richmond to house children affected by the closure of St Cuthbert's Children's Home in Colac. Berry Street changed its name to Berry Street Child and Family Care in 1977. In 1978, the range of services provided by Berry Street Child and Family Care consisted of a social work counselling service, a financial aide, a family aide program using volunteers, two temporary accommodation units each housing eight children, an information and referral service, a neighbourhood house in Richmond, a day care centre for 36 children, and four family group homes. In 1980–81 the family group homes in Burwood were sold and the resources moved to the Richmond area. In 1994, Sutherland Youth and Family Services Inc. amalgamated into Berry Street Inc. During the 1990s, Berry Street combined with the Sutherland Community Resource Centre in Watsonia in Melbourne’s northern region. Stuart's career in the wool industry spanned over 43 years from 1960 to 2003 in various roles including Topmaking Plant Manager at Courtaulds Ltd. in Spennymore, U.K., Operations Manager at Port Phillip Mills in Williamstown Victoria, Marketing Executive, Early Stage Wool Processing at the International Wool Secretariat Melbourne, Australia and General Manager of Victoria Wool Processors Pty. Ltd. in Laverton North, Victoria. Throughout his career Stuart travelled extensively, and in the 1990s worked at many topmaking mills in China on quality improvement projects. A set of laminated A3 sketchbook pages depicting designs for the 1992 Barcelona Olympic Women's Official Occasions Uniform designed by Wendy Powitt. On the 1992 Barcelona Olympic Games donor Doug Pleasance wrote- The 1992 Barcelona Olympic Games saw an evolutionary change in designer selection. A Declaration of Interest Form was communicated to over forty potential designers. The task and especially tight timelines that were involved deterred many aspirants, however, there remained eight designers with the potential we were seeking. These eight designers were paid $3,000 per submission and the winning designer, Wendy Powitt, was paid $15,000. For the first time the judging panel included two athletes, one male swimmer and one female basketballer, their influence was pivotal. The Official Uniform was used for both travel and official functions. This included a tailored blazer and trouser/skirt set (all water repellent) by Fletcher Jones in pure olive green faille fabric by Foster Valley, a cotton PE formal shirt by Pelaco, pure wool knitwear by Spangaro, a printed wool tie by TD Noone, wool nylon socks by Holeproof and footwear by Hush Puppy.8116.1 - A laminated A3 sketchbook page depicting a design for the 1992 Barcelona Olympic Women's Official Occasions Uniform. Type used by RAAF Radar station at Wilsons Promontory Lightstation (RS 14) for backup communications 1942 - 1946. This is an AT5 MF/HF 50 watts radio transmitter with black face and multiple dials and switches; There is also an AR8 radio receiver with a brown face and various dials and switches; and an AT5 radio aerial coupling unit with black face and dials and switches in the WP collection. They functioned as a set and were manufactured in 1938 at the Ashfield, Sydney workshop of AWA (Amalgamated Wireless Australasia Ltd, later AWA Ltd), Australia’s largest electronics manufacturer and broadcaster. They are rare outside Australia as they were seldom exported to other air forces, and remained in service until the late 1950s. An AT5 transmitter and AT5 coupling unit are held in Sydney’s Powerhouse Museum.The three units in the Wilsons Promontory Museum were deployed by the RAAF in WWII and represent the types of communications equipment used at the 14 Radar Station, Wilsons Promontory. It is not known, however if these particular examples were used at the lightstation and are part of the same set. They have interpretive relevance to the collection, but their significance to the lightstation is dependent on whether they have a direct historical association with the radar station that operated there. David Gordon Collection. The monument was created and erected by Mr. Barber of Dunolly in October 1919. It was unveiled by Brigadier General Brand C.B. C.M.G. D.S.O. at 2:30pm on Saturday November 8th, 1919. The Welcome Home Committee, formed 2nd July 1917, was largely responsible for commissioning the monument. Foundation members were Mrs. B. Patterson, Mrs J. Bock and the Misses P. Lemin, Violet Radnell, D. Dyer and Doris and Phoebe Bock. The Committee arranged 'Welcome Home' functions for each local soldier returning home after service in the First World War. Tarnagulla had a very large number of enlistments for its population. Angus M. Comrie is standing to the right of the Memorial with his daughter Mavis Comrie, and Nell Alexander. Mavis Comrie presented a new Union Jack flag to the Tarnagulla School on 25th July 1919 to commemorate Peace. Peace Medals were also distributed to the school students. The men in uniform at ground level are making up a Guard of Honour consisting of returned soldiers drawn from around the Tarnagulla district. They formed up at the Victoria Hotel, and there is a good photograph of them elsewhere in this collection. A large crowd is looking on, some spilling off the curb and onto the street, whilst several officials stand on a temporary platform. The obelisk monument is left of centre in the image. -

Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Dr Deanne GILSON (1967- ) Country: Wadawurrung Deanne Gilson is a Federation University alumni, and an award-winning multi-disciplinary artist. Her practice draws its inspiration from ‘Ancestral marks’ and design on cultural objects found in museum archives and family oral histories. Deanne’s practice seeks to interrogate the colonial legacy of settlement and the western hegemonic systems of class, race and representation in historical photographs that were imposed on her Ancestors. Her work also explores the matriarchal role through her feminist perspectives, looking at the history of marriage and the oppressive function it has played within her family. Bridget BODENHAM Bridget Bodenham has a Diploma of Arts (Ceramics) from the University of Ballarat (now Federation University. In 2006 she received an Emerging Artist grant from the Australia Council for the Arts and was also part of Craft’s annual graduate survey exhibition, Fresh!. She works full time making ceramic serving ware, tableware, utensils and jewellery as well as planter pots and flower vases. The majority of her work is designed to be used and enjoyed. Bridget feels a connection to her surrounding bushland landscape and interprets the tones and textures in her work. She takes great care in creating each piece by hand and firing them up to three times in her large gas kiln. Each firing is totally unique resulting in one off pieces. Bridget Bodenham was a finalist in the Bombay Sapphire Design Discovery Award (2008) for a series of ceramic mortars and pestles, and received an Honourable Mention in the Mino International Ceramic Award, Japan. Bridget aims to create a sense of curiosity and reflection in form and function. She hopes her work delights and engages the owners hands and heart into everyday activities. Their polished wood finish appears to be original to their date of manufacture during the 1960s‐70s. They were located in the head keeper’s and assistant keepers’ quarters, where their use for office purposes also may have crossed over to a domestic function. In the post‐war years the Commonwealth Lighthouse Service (CLS) introduced modern, low‐cost furnishings to lightstations. Most notably, it commissioned a number of light, compact and functional items in bulk from émigré designer, Steven Kalmar (1909‐ 1989), who played a significant role in popularising modernist design concepts in Australia and drew his ideas from Scandinavian and American design trends. Born in Hungary, he trained as an architect and his contemporary affordable furnishings were especially suitable for the open‐plan houses being built in Australia’s new post‐war suburbs. It is not known whether the bookcases bear the Kalmar label, but the design, particularly the legs and bar bracing, is a signature style that is associated with his Sydney‐based firm, Kalmar Interiors. The CLS supplied the same bookshelves to a number of other lightstations, including Point Hicks, Cape Otway and Gabo Island, as well as other types of furnishings such as tables and cabinets. The bookcases have first level contributory significance as examples of the modernist furnishings that the Sydney‐based firm, Kalmar Interiors supplied to the Commonwealth Lighthouse Service in the post‐war years.The bookcases stand at about bench level and are almost square in dimension. They have two adjustable shelves as well as the base shelf and stand on legs supported by a single stretcher with a polished wood finish. -

These programmes aim to develop independence and thus lessen the need for reliance on others for simple routine functions. Once a year there is a two week camp at Somers Camp (believed to be Somers School Camp). This photo is from 1991. An article in the widows' newsletter in 1992 explains more detail on the 1992 camp. The article mentions that the annual camps run for two weeks at Somers Camp. It is a wonderful gathering of Junior Legatees, Legatees, and dedicated helpers. 50 junior legatees attended this camp (in 1992) with the personal attention almost one-to-one. With ages ranging from 22 to into the 60s, Legacy has to ensure it caters for the differing needs. Legatees headed by Camp Chief, Jim Hammon and Chairman of the Handicapped Dependents Committee, Merv Tickell, were supported by two Camp Co-Ordinators and 50 helpers known as 'leaders'. Many of the leaders are people in the workforce wishing to give something back to the community. Junior Legatees are organised into groups. They participate in horse-riding, swimming, golfing, strawberry picking, and many other activities. Photos were in a scrapbook of photos spanning 1983 to 1991.A record of the type of activities Legacy provided for the handicapped dependents of the Legacy families. Black and White photo on a brown cardboard mount, showing a large group of men (about 30) and children (about 6) in front of and on the wooden frame of the partially constructed Belgrave Catholic Church Hall, Austral Hall, corner of (now) Reynolds Lane & Burwood Highway. The men are dressed in various combinations of hats, ties, shirts, jackets, trousers and work aprons. Some have tool belts or are holding hammers and other tools. Two small girls are seated on their fathers' laps. A man is sitting on his haunches at the front. He is wearing a suit and loose bow tie and holding a hat. He appears to be an official. Another man is patting or holding a dog. The building seems to have two walls partially constructed. There are trees visible in the background which are on the high side of the main road of Belgrave. A moulded brown cardboard mount measures 24.7 X 20.00. On the reverse side is written in pencil, 'Building Church hall/ at/ Belgrave/ Saturday 11th Dec 1920.' There is a stamped business name which reads 'Watson's/ photos/ Belgrave.' The Hall was built by largely volunteer labour as the Austral Hall, financed largely by Harry Luscombe's dances and functions. The land was donated by the Buckley Family. On the reverse side is written in pencil, 'Building Church hall/ at/ Belgrave/ Saturday 11th Dec 1920.' There is a stamped business name which reads 'Watson's/ photos/ Belgrave.' -

Clothing - Black Lace Evening Dress, c.1907
Lily and William Wishart lived during this period in 'Noranook', Fernhurst grove, Kew. There are numerous contemporary accounts of the social and civic activities of Lily Wishart as mayoress of Kew. In a description of a 'Mayoral At Home' in the Kew Recreation Hall, a report in The Australasian (10 Aug 1907, p.46) described the event thus: MAYORAL AT HOME In the Kew Recreation-hall on Thursday evening the Mayor and Mrs. W. Wishart gave an at home to between two and three hundred guests. ... Prior to the musical programme, the mayor and mayoress held a reception, standing on a dais at one side of the room. Mrs. Wishart was gowned in black glace silk, trimmed with handsome lace applique, and she wore a cream Maltese lace scarf over her shoulders, and held a bouquet of cardinal carnations.' This may be the dress in the collection. Another interesting and relevant report is an account in The Argus (19 March 1907, p.6): 'WOMEN'S WORK EXHIBITION The mayoress of Kew (Mrs. W. Wishart) invited the ladies of the district to meet in the mayor's room, town-hall, Kew, at half past 3 o'clock tomorrow afternoon, to consider steps to be taken locally in support of the proposed Exhibition of Women's Work.'The dress is locally significant as the work of a skilled home-dressmaker in Kew, who was also a leading civic figure in the municipality. One tends to think of amateur dressmakers as women who could not afford to purchase clothes from a retailer. Clearly, 'women's work' and the skills that educated and wealthy women acquired in the period allowed them to fashion their own garments.Full length evening dress in four parts. Undergarments include two items: a basic black silk petticoat and an upper black silk slip, the latter with two bands of ruffles. The lace dress is in two parts: a bodice and a skirt. The black, high-necked bodice is constructed of silk organza to which guipure lace has been extensively applied. The bodice has long puffed sleeves, gathered on the forearm to form a wide band of lace and ribbon at the wrist. The skirt is constructed of the same black fabric with descending bands of gathered black silk ribbon, used as ornamentation. The skirt also features a long train. Apart from the donor information about its provenance, the style of the dress can confidently be dated to the period 1900-1910. The dress was made and worn to civic functions by Mrs Lily Wishart, Mayoress of Kew in 1906-7. Earlier items belonging to William and Lily Wishart entered the collection as early as 2002. The dress was donated by a descendant of a friend of Lily Wishart in 2020. The photograph of the dress and its components attached to the record needed to be digitally enhanced so that details of the dress could be viewed online, as the fabric of the dress is an intense black.
