Field Marshal Viscount Kitchener of Great Britain was invited by Prime Minister Deakin in 1909 to visit Australia and advise on the best way to provide Australia with a land defence. Kitchener’s report echoed the bill, introduced to Parliament in 1909 and supported by the Opposition Labor Party at its 1908 conference, to introduce compulsory military training in peace time (referred to as universal training). On 1 January 1911, the Commonwealth Defence Act 1911 (Cth) was passed as law and all males aged 12 to 26 were required to receive military training. Men were divided according to age, with junior cadets comprising boys 12-14 years of age, senior cadets comprising boys 14-18, and young men aged 18-26 assigned to the home militia defence. The support of schools was vital to the success of the scheme, since the system of cadet training began in the primary schools, with physical training prescribed by military authorities. Junior cadet training was entirely in the hands of school teachers, who had first been trained by military officers. This early training was less military in nature than focused on physical drill and sport. It also acted to inculcate boys with the notions of loyalty to country and empire. At this age, uniforms were not worn, although there were schools with pre-existing uniformed cadet units, who continued to do so. Senior Cadets were organised by Training Areas, administered by Area Officers. If a school had at least 60 senior cadets, they could form their own units. Unlike their junior counterparts, Senior Cadets were issued uniforms, a rifle, and learned the foundations necessary for service in any arm of the defence forces. Boys and men could be exempted from compulsory training if they lived more than five miles from the nearest training site, or were passed medically unfit. Those who failed to register for training were punished with fines or jail sentences, and the severity of this punishment generated some of the strongest opposition to the scheme. While institutions such as the political parties and most churches generally supported universal training, some in the broader labour movement were less enthusiastic, as evidenced in the Daily Herald newspaper’s editorials and letters. Universal military training persisted after the conclusion of World War 1, with the Junior Cadet scheme the first to go, in 1922. Senior cadets and service with the militia was suspended in November 1929. Rees From the Ballarat School of Mines Magazine, 1916 "Our Competition Team, 1916 At a parade, held on the 25th August competition teams were called from from the three colleges - Ballarat College, St Patrick's College, and the School of Mines. In each case, a large muster was obtained, twenty-nine volunteering fro the School of Mines. On account of the number in a team being limited to 21, some had to be weeded out. The team decided to have a camp at Learmonth in the vacation for the benefit of training for the coming competitions. The tents, within our baggage, were brought to the Junior Technical School at 10 a.m. on Monday, 11 September. Everything was carted to the station on a lorry, which was very kindly lent by Mr C. Burrow. ... Arriving at our camp, which was in the Park, we first raised the tents. This was done in record time. Three large tents, A.B.C., were pitched one behind the other. We also pitched a smaller one to act as a provisions tent. The provisions supplied by each cadet were placed in this tent. Dinner was ready by 3.30, and was prepared by the three senior non-coms., who also acted as orderlies. Things went alright Monday night, the two senior non-coms. acting as sentries for the first two hours. On Tuesday morning Reville sounded at 7. There was no need for it, however, as nearly all the cadets were up before daylight, owing to their beds being too hard. After physical exercises were gone through we had breakfast. We then had rifle exercises until Messrs A.W. Steane and F.N. King arrived. The former put the team through the table of physical exercises set down for competition work, many valuable points being obtained. The visitors remained for dinner, afterwards returning to Ballarat. Wednesday was uneventful, until the soldiers arrived at about 11 a.m., stopping at the park for lunch. As we handed over the coppers, etc., to them, our lunch was delayed. Two more visitors arrived after lunch, and after taking a few photos returned home. That night we had a "Sing-a-long" in C Tent until "Lights out" sounded at 9.30. After physical exercises ad breakfast on Thursday, we went for a six mile route march round the lake, doing skirmishing on the way. In the afternoon we practised rifle exercises and the march past. A concert was arranged for that night, the chief singers being cadets H. Siemering and W. Shattock. Supper was served at the end of the entertainment. On Friday, Reveille sounded at 6.30 instead of 7, and, as usual, we had physical exercises before breakfast, after which the team went through skirmishing at the reserve. In the afternoon, section drill and the march past were practised. Friday night, being our last night in camp, leave was granted until 10 p.m., "lights out" sounding at 11. Reveille sounded on Saturday at 4.30, the reason being that all kits, tents, etc., had to be packed away ready to catch the 8.15 train to Balalrat. At 7.30 we were all ready to leave for the station. We had a very enjoyable time in the train, each cadet having a chip in at the patriotic songs. On arriving at Ballarat, we found the lorry awaiting us. The luggage was carted to the Junior Technical School, the team following. The team were here dismissed, everyone feeling that he had had a very good time. F.G. The Ballarat Catholic Young Men's Society was established on 01 August 1892. This is the organisation's first minute book. Rev. Dr Delaney advocated for the formation of the Ballarat Catholic Young Men's Society. Curtin and Scullin became members of this organisation, and it is where they learnt to debate. William White was one of the founders of the Hibernian Society. 09 August 1893 - Richard Sutton provided a piano for recital by Mr Bailey. Brown hard covered minute book with red spine. Francis Box was born in Withyham, Sussex and came to Australia with his parents George and Mary Box and siblings in 1856. He was assigned to work in Beaufort and had various jobs including ‘gold miner’ at Heathcoat where he married Eliza Jane Thompson. Francis decided to return to market gardening after the death of his 1st child Francis George Box in 1875 aged 13months. The child was buried in Brighton Cemetery and Francis then rent/leased the land on the corner of Tucker Road and Elizabeth Street East Brighton ( now Bentleigh) owned by his brother Henry who with another brother John helped Francis clear the land, and establish a market garden. They had 4 children and began to prosper until in 1882 their 2year old child Lena Caroline Box was killed in a fire that destroyed their house. Francis was burned trying to rescue the child. The local community raised money to assist the family. The land boom brought prosperity again and Francis bought more land around Tucker Road which was bequeathed to his children. Francis and Eliza Jane had four more children but one died in infancy and another aged 2 years. Only 5 of their 9 children survived. Francis and Eliza Jane, who died in 1922, are also buried in Brighton CemeteryBox Cottage Museum, a reconstruction of an early settler hut, is named after the Box family who resided there 1865 -1913 . John Hitchen was the manager of the first Cheltenham Post Office that opened 1/8/1857 in a boot and shoe store. Mail was transported to and from St Kilda to Cheltenham by coach 6 days a week and an additional service twice weekly to Tootgarook via Frankston also by coach. 1868 Post office Savings Bank began operation and the Telegraph office was established at the Railway Station 1885. A new building was built 1891 in Point Nepean Road for the official Cheltenham Post Office and a new manual telephone exchange began 1899 with 24 subscribers. By 1909 100 subscribers, 1951 there were 1700 and in 1974 12,000 subscribers . Hence this new building was designed by Oscar A. T. Gimsey & Assoc. and built by T W Morris & Sons Mordialloc. Henry Dendy , a farmer from Sussex England, purchased 5,120 acres of land in the area of a 'Special Survey 1841' that extended from Brighton bayside North Road, East Boundary Rd to South Road. This area became known as Dendy's Brighton and as part of the sale 139 emigrant workers arrived in 1842 however Dendy was unable to find work and lodgings for these people. J.B.Were, financier took over the management of the 'Special Survey 1841' area and began to sell and lease allotments. 1850 the Squatter King brothers sold land south of Dendy's 'Special Survey 1841' to Josiah Holloway who sectioned it into 2 acre lots @ £10 each for market gardens - 'Two Acre Village' and Charles Whorral opened a small hotel - 'The Cheltenham Inn' on the main Road - Arthur's Seat Rd, later Point Nepean Rd, now Nepean Highway. Notable settlers who moved into the area were Keys, Charman, Bruton, Le Page, Fairlam, Meeres and 1862 saw the separation from Brighton and the formation of the Mooorabbin Roads Board District. .By 1879 1000settlers were living in 'Cheltenham' serviced by a Post Office with Bank, Mechanics Institute, State School No 84,Keys Hotel, Meeres Store, Sir Thomas Bent ensured the new Railway Line from Caulfield to Mordialloc went through his constituency of Cheltenham 1881 and this changed the development to the bayside area of Cheltenham away from the 'Two Acre Village ' side causing some dissention, However Cheltenham as whole prospered and this house in Pine St is typical of the cottages built c 1890- 1900 in the area. Known as the Rosellas, the early Cheltenham Football Club sides began playing on a regular basis in 1890, and would travel long distances by steam train to play country teams, such as Ballarat where they would arrive at their destination, play the match, socialize then return to the station. Opposition players and supporters would give three hearty cheers on their departure. The Cheltenham home games were played on a paddock on the corner of Park and Charman roads in Cheltenham. In 1907 the Cheltenham progress committee made an application to the board of land works for land in Weatherall Road for recreational service to the public. That application was received and granted, then developed where Cheltenham Recreational Reserve now stands. The land in the early days was virgin bush and the response for voluntary help to clear the area was outstanding. Nearly all the market gardeners in the district along with horses, ploughs, axes, shovels completely cleared the area in three weeks. The Moorabbin council then leveled the playing area and erected a post and rail fence around the ground. Pine tree shrubs were then planted on the west side of the ground. The ground was opened in 1909 and the first Cheltenham side entered in the newly formed Federal Football Association along with seven other foundation members, Mordialloc, Mentone, Moorabbin, Frankston, Glenhuntly, Elsternwick, and Ellindale. The grand final for that year, 1909 was a hard encounter between Cheltenham and Ellindale with Cheltenham coming out victors, thus becoming the inaugural Federal Football Association premiers. Cheltenham went onto win five senior premierships in the Federal Football Association by the end of the 1920s, they won the flags in 1909, 1911, 1913, 1922 and 1925, with the late Percy Woff playing in all 5 premiership sides and was captain in 1922. 1928 saw the start of an outstanding career from our oldest living player Tom Connor. Cheltenham continued to win premierships in the 1920’s and 1930’s with juniors taking out the 1929 and 1933 flags, under the guidance of Woff, and that continued in 1934 when Cheltenham took out the 1st XVIII and 2nd XVIII premierships. Cheltenham produced its only Brownlow medallist in Peter Box who played in the late 1940s, before going to Footscray where he became a champion. The 3rd XVIII went through the season undefeated in 1974 winning the premiership, with Trevor Barker a key player before going to St Kilda the following year. The club won three senior premierships under coach Barry White in 1992, 1993 and 1995. Moorabbin played initially in the Federal Football League, making their debut in 1909 and competing until 1950. The club wore a black and white jumper like Collingwood. During this time the club won 12 premierships, including winning all six premierships staged over the nine years between 1940 and 1948 (the competition was in recess from 1942 until 1944) Moorabbin had a comparatively brief but quite successful stint in the Victorian Football Association between 1951 and 1963. The club won premierships in 1957 and 1963, and managed a highly impressive overall success rate of 62.5%. However, there was a sensational aftermath to the 1963 flag as Moorabbin fell foul of the VFA after agreeing to sell its ground to VFL club St Kilda. After a bitter wrangle the eventual upshot was that the Moorabbin committee voted 19-2 to disaffiliate from the Association. Before joining the VFA Moorabbin had spent four highly successful decades as a member of the Federal Football League and its precursor the Federal Football Association. During its debut season in the VFA the club played its home matches at Cheltenham, but the development of a new ground in Moorabbin had been a condition of entry. By 1952 that new ground, Moorabbin Oval, was ready, and over the ensuing eleven seasons it would become one of the most difficult grounds in the VFA for visiting teams to win at. Prior to entering the VFA Moorabbin enjoyed premiership success in the Federal Football League on a dozen occasions, including four times in succession between 1945 and 1948.. The Moorabbin name is now used by the Moorabbin Kangaroos Football Club in the Southern Football League. The club was originally known as Moorabbin West Football Club, taking on the new name from 2003. Moorabbin Football Club was established 1909 and was very successful playing in the Federal Football League, Victorian Football Association. The Cheltenham parish was created in 1865 by excising a portion of the parish of St Andrews Brighton. A small brick church was completed in 1867 to serve a rural community stretching from Brighton South (Moorabbin) to Mordialloc. 1867 St Matthew's Church of England was erected in Cheltenham beside the Nepean Highway near Charman Road. Whitmuir Hall was built 1850 using bricks hand -made from the clay of nearby Elster Creek. Early history of the 156 acre estate bounded by McKinnon, Centre, Thomas and Wheatley Roads is obscure. The gardens were laid out prior to 1850. Robert Gray Ford purchased 20 acres with mansion in 1872 for £ 1750 and it was valued at £ 25,000 in 1888 but sold after the Bank Crash 1890's for £ 5,000 in 1892. There were many owners over the years including Thomas Bent and in 1870 it was called 'Killearnan'. It is now is known as 'the Bentleigh Club and many original features have been restored and preserved . Whitmuir Hall, was a stately mansion built 1850 typical of the grandiose plans of successful early settlers. 1892-1953 The Methodist Children's Home in Cheltenham was founded c1880 to provide housing for neglected children from the inner city. The Founders aimed to provide regular nourishment, a stable environment and integrate the children into the local community thereby improving their education and lives. However new settlers to Cheltenham area who were seeking a healthier and more respectable lifestyle for their families were not happy to share Church and School with the Home's Children. 1911 school parents committee moved to exclude the Home's Children but this was countered by the Home's Committee who defeated the motion 60 to 8. 1915 Dr Scantlebury was pressured by school parents into ordering the confinement/ isolation of all Homes Children if an infectious disease was contracted by a child. This resulted in the Homes Children missing school for months so an application was made to the Victorian Education Dept. for e School to be set up at the Home. However funds were short due to WW1. In 1917 John Livingston, former Homes child who had become successful, bequeathed his estate to the Home and the Vic.Education Dept agreed to a school at the Home. The Influenza epidemic 1919 saw the children quarantined for 4 months as a precaution at the Home. When Flu actually struck, a further 5 months isolation was ordered. July 1920 their own school was on site and continuity of education could proceed , however it reinforced the isolation of the institution contrary to the Founders vision of integration.. 1925 the Danks family funded a Domestic Economy Class for girls, but not until 1936 could the children attend the local High School so that they could pursue office work, apprenticeships, commercial college courses. 1947 a benefactor donated £5,000 to pay fees for school, university or apprenticeship in Arts & Cultural subjects. Some of the children were able to join the local society as Methodist minister, accountant, nurses, farmers, secretaries, trademen whilst others were unable to adjust as crime and misfortune ensued. 1939 some past residents began a group called Living Stones Union that they circulated to the others giving news and a sense of family connectedness among themselves. The new Burwood Homes Facility opened in 1951 and children were transferred from Cheltenham in 1952. Briquettes, made from Brown coal, were an economical source of heating for the Home The Methodist Children's Home in Cheltenham was founded c1880 to provide housing for neglected children from the inner city. The Founders aimed to provide regular nourishment, a stable environment and integrate the children into the local community thereby improving their education and lives. ( see 00561) 1950's saw a new direction for the support of children and families in poor and difficult situations . The new Burwood Homes Facility opened in 1951 and children were transferred from Cheltenham in 1952. Harry Hale 1861-1937, a silk spinner, builder, migrated from England c1890 and built his house using 2nd hand material from the old Mentone Baths, old Co-op Stores, and some windows from the old St Matthew's Church Cheltenham .Harry with wife Frances raised 9 children. Following an accident Harry lost his leg and dissatisfied with the artificial limb he found a 'peg- leg ' more comfortable. Harry built many houses in Cheltenham unhindered by his 'peg-leg' . 'Oak Bank ' , in Ann Street McKinnon, was originally owned by Mr Robert Smith. The house was later renamed 'The Whitehouse' and was still in use as a General Hospital in the 1950's, known as the Ann Street Hospital.. This small hospital handled some Surgery, Midwifery and general Medical cases from the fast growing Bentleigh / McKinnon area. As time progressed the Hospital became too small, and was unable to meet new medical standards When Moorabbin Community Hospital opened c1974 in Centre Road East Bentleigh, the Ann St Hospital closed. The Moorabbin Hospital is now a campus of Monash Medical Centre Clayton. August Rietmann (1877-1951) of Lustdorf ,Switzerland, married Maria Frieda Oesschlager (2/21878- 22/7/1942) of Baden Baden, Germany on 6/8/1910 In 1915 August and his wife Frieda migrated to Melbourne, Victoria, Australia. They leased Box Cottage, Ormond in 1917 and raised two children, Stefanie (1918 -2006) and William (1920- 1997). 1935 August purchased the property and the family used the Cottage during the day and slept in the Front House. August was a monumental mason, potter and sculptor, and was employed at Corbens Ltd Clifton Hill, to carve war memorials in Victoria post WW1 c 1915-1922. During the 1920's August set up his own business in pressed cement making pot plants, columns,paving slabs and lampstands. He continued to carve headstones and figures and took contract work for Artists eg Paul Mountford. He built a workshop in the Barn and used the Cottage for plaster moulding. His son William joined the business and and the family continued to use the site after August died in 1951. Rietman's Landscaping Ltd moved to Bay Road Highett in 1953 and later to Carrum. The land, containing the Box Cottage, was sold to Lewis Timber Pty Ltd in 1970 and Mr Lewis proposed that Moorabbin City Council should preserve the heritage Cottage. In 1984 the Cottage was dismantled and reconstructed in the adjacent Joyce Park.The Rietman family is an example of the diverse nationalities that lived and worked productively in Moorabbin Shire 1871–1933 , the City of Moorabbin 1934-1994 and continues today in the Cities of Glen Eira, Kingston, Bayside, and Monash. August, a sculptor and stone mason, was employed by Corben Pty Ltd Clifton Hill to carve WW1 Memorials before establishing his own successful masonry business in the Box Cottage during the latter 1920s. After becoming interested in pressed cement casting, he took on apprentices (1930s Depression) and among his products were garden furniture, pots and also street lamp standards, some of which were installed in St Kilda Road.
