AGL - Bogong Information Centre
AGL took over the operation of the Kiewa Hydro Electric Scheme and constructed the 'Bogong Power Development Project. This involved the construction of a new underground Hydro Electric Power Station on AGL Hydro's Junction Dam regulating pondage near Bogong village in Vctoria's High country. Construction commenced in 2007 and was completed by the end of 2009The Bogong Power Development Project was important to Victoria as hydro power was environmentally friendly. This pennant includes all the main areas of construction done by the State Electricity Commission of Victoria during their construction of the Kiewa Hydro Electric Scheme. This item is part of a visual account of the construction ...The machinery in this photo shows a Tournapull C earth moving machine, one of many during this period Circa 1950 - 1960s when hydro electricity powered turbines were being constructed in both the Victoria and New South Wales Alps. This was Australia's answer to a non polluting supply of electricity for a fast growing city population. It was at this time that air pollution from coal powered furnaces was becoming more and more under attack by health authorities.This item is part of a visual account of the construction of dams and hydro electricity facilities during the early 1950s. It was the beginning of the environmental push not to allow the degrading of Australian Alpine regions. Air pollution of the major cities and the increase in power demands of both industries and population within them required an alternative pollution free alternative electricity supply. These for runners of Hydro electricity generators required both large supplies of machinery and human resources. This construction phase within the region brought not only tradesmen but also unskilled workers to an area which had mainly had farming and mining activities. Construction of dams, such as Clover Dam provided the large quantity ...As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) implemented the conversion strategy from mainly brown coal supply to hydro - electricity. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an every increasing demand for electricity by growing population and heavy industrial ares within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. Construction at the dams ...The Bogong Township (circa 1930s) was constructed by The State Electricity Commission of Victoria as a base camp for construction workers under the Kiewa Hydroelectric Scheme starting in 1938. The Scheme employed 4000 men during its construction phase. A small number were first housed at Bogong Village and when required the Mount Beauty Township was established(1949). Construction at the dams and Power Stations was interrupted during World War II. June 1951 started construction at full pace. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds(gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry.Scanned copy of original black and white photo. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office.This photograph is an excellent historical record of Bogong Village in about 1945. It shows the layout of the town in the fairly steep terrain, the workmen's camp between the houses and the lake foreshore, the Commissioner's Lodge on the hill behind the Village, the walkway through the dam wall can be seen to the left of the spillway, the dam is on spill and note damage to the large trees is still evident from the 1939 bush fires. This photograph was taken during construction of the Rocky Valley Dam and wall. Work was commenced in early 1947 but had to be suspended during winter and then resumed in October. Work continued in 1948 with the establishment of work facilities and, at the dam site, the river was diverted through a temporary pipeline. Rocky Valley and associated spillway and outlet works were completed in 1959.A pictorial record of the construction of the rock and earth filled dam wall at Rocky Valley. Lake Guy Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946.Shows the walkway placed as part of the Lake Guy (Junction) Dam wall. Howman's Gap camp was erected in 1948. The proposed dam to be built at this site was postponed in 1954 because of financial restraints imposed by the government at this time. It was to have supplied water for No. 2 Power Station at the Junction of the Pretty Valley and Rocky Valley branches of the East Kiewa River. This power station was not constructed until 2008 - 2010 and now gets it water from McKay Creek Power Station. The site of this camp is now occupied by the Howman's Gap Alpine Centre. Some of the original buildings still remain. VHS Tape - Kiewa Hydro Electricity Scheme x2, Kiewa, Circa 1990
This VHS was produced by the State Electricity Commission of Victoria, to show the pristine state of the Kiewa River and Valley post the completion of the Kiewa Hydro Electricity Scheme (Circa 1950s), The late 1970s on wards was the beginning of deeper social scrutineering by pro environmental groups such as the Australian Wilderness Society (1976) and the Greens (political Party), before, during and after the construction phases of any man made structures in forest/bush areas which may or could damage or adversely affect the natural flora and fauna of sites. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. With the passage of time since, and the issue of the global push to minimise carbon pollution, and as an alternative to coal fired power stations, the use of hydro electricity can now be seen as a highly efficient alternative to "coal powered" electricity. This VHS is a snap shot in time (1990) when the Kiewa Valley was still relatively under populated and holiday houses owned by city bound workers was still relatively insignificant. As more and more holiday makers retire to a small but friendly region(Kiewa Valley and Mount Beauty) the increase in visitor numbers will affect the local rural bush scene more and more. The changes that will occur (in time) can be measured against the scenes presented in this video. The additional resources provided by the State Electricity Commission of Victoria of "alpine bush" fire control and management, together with an ongoing educational scheme for school children in learning about what constitutes the Alpine country's unique environment, are a very important offshoot, benefitting to both the communities within the Kiewa Valley and regional Victoria.This VHS tape is stored within its own plastic cover which has a front side covered by a coloured photograph(both front and back cover) of the Kiewa River, just to the north east of the Mount Beauty township. Book - Non Fiction History, The Kiewa Story, circa 1993
This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. The front cover has a coloured picture of a snow covered Mount Bogong taken from the opposite mountain range. The valley between both ranges has a whisk of mist over it. At the bottom of this picture are three black and white photographs covering the construction of the Kiewa Hydro - Electricity Scheme. On the back cover is a photograph, (black and white) detailing the Bogong village and Junction dam containing lake Guy. The inside front cover is a black and white photograph which details the construction of the West Kiewa tailrace tunnel during April 1951. The inside back cover is a black and white photograph of the concrete pour at the Clover Dam circa 1952. All photographs and sketches are in black and white. This file contains five items relating to Caulfield Council Visits with the Melbourne & Metropolitan Board of Works (MMBW) from 1919 to circa 1974: 1/A photo album containing photos from the MMBW ‘visit to the Headworks, Yan Yean Water Supply, Wallaby and Silvery Creeks’ from 28/02/1919 to 03/03/1919, attended by members of the Caulfield City Council. The album contains 13 original black-and-white photographs, 3 of which are of the council members. The album is accompanied by a report by Felicitie Campbell, written 11/2008, about these visits. 2/A publication from the MMBW documenting its review of operations for 1973-1974. The report contains information about water supply, sewerage and drainage infrastructure completed or in progress during this period including infrastructure in Caulfield, Ormond, Carnegie and Bentleigh. 3/A periodical feature from the MMBW titled ‘Living City’, issue no. 16, Spring/Summer 1974. Included in the article titled ‘Program’ is a notice that construction will continue on the Elster Creek drain from Thomas St. to Wheatley Road, McKinnon. The periodical also includes the names of commissioners W. R. Walters from Caulfield and G. R.
