Construction commenced in 2007 and was completed by the end of 2009The Bogong Power Development Project was important to Victoria as hydro power was environmentally friendly. The Timer is started by having a voltage of 250 volts direct current (as supplied by batteries). A DC motor then rotates driving into a clockwork mechanism, the output of which is an arm rotating at the same speed as a minute hand on a clock. Attached to this arm is a mercury switch which tips and makes an electrical circuit operate in a sequence control system. The sequences that use these timers are when starting and stopping Hydro Generators. They check that the machine has connected to the power system grid before 20 minutes duration. Brakes must go on for a set time when shutting down a generator slowing at the right speed as measured by this apparatus. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This Timing Relay apparatus is very significant to the Kiewa Valley as its use was introduced during the Kiewa Hydro Scheme. Although only a relay apparatus, it was however part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both an industrial and a larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley. This Hydro Scheme was instigated by "the Government of the day" as a bold move and was the major force behind the acceptance of World War II refugee and "technical" workforce. Inclusion of skilled and unskilled migration into the Australian environment was of a higher priority than a selective quota system of later years.. Terminal Station. sec vic kiewa hydro scheme alternate energy ...This Favag Timer apparatus was a part of the first electronic control system -(1960's), in Victoria), which worked using telephone stepping selectors to convey a change in voltage providing a regulated pulse from the control centre(Mount Beauty) to the remote Power Stations opening and closing (stop/start) of various devices at the Power Station and a return signal confirmed the action taken. Testing of this unit was carried out using a "dummy" device at the remote Power Station so as not to disrupt the power plant's operation. This timer was one of many electrical apparatus connected to the large SEC Victoria Hydro Scheme's electrical power producing generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro Schemes was achieved from the early 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. From the top of these hooks runs a thick leather "carry" strap.The instrument, itself, a small "micro motor" at one end tape feeding spool on the other. Aluminium metal structures offer a preventative barrier against any electronic spikes from static electricity sources. There are two toggle switches to the bottom right hand side and twelve coloured "pin" connection points.There is a sliding access sleeve which exposes a circuit board.with various leads fastened on each side. In front of one of this slide are two "screw in" fuses, spare fuses are in a small envelope taped above. Circuit diagrams are etched white on black background on the top face of the main structure. At the base of the back section is a two pronged input terminal. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. On site accommodation for the workforce is still a requirement for some mining areas but high market returns have produced fly in/out labour.This anodised metal sign has been "block" stenciled on. As part of the Occupation, Health and Safety requirements, equipment used to monitor the performance of electricity producing generators, regularly, hand held testers were used to check the insulation and the "earth" pin were up the the required operational levels. As the generators and their ancillary monitoring equipment was spread over a large area and cumbersome to service small hand held devices were required. These had to always be safe for the user to operate. A selected range of high quality meters were recalibrated every two years in the Meter and Calibration Laboratory at Yarraville(near Melbourne) This meter is very significant to The Kiewa Hydro Electricity Scheme because it was an integral part of maintaining the electricity producing water driven generators of the power stations. The reason why this meter was so essential is that provided the safety check on equipment used to monitor each Hydro Generator that they were complying within the grid network parameters. Grid parameters are set so that if there is an electrical fault on the system, that fault can be attended to with a very small change in the output stability of each generator. It is essential that the voltage of the network remain within the set limits. Generators are at Dartmouth, Mackay, Clover, West Kiewa, Yarrawonga, Cain Curran and three Power Stations in the Thornton area.This hand driven current generator produces 500 volts by winding the handle(on funnel curved side) to keep the voltage constant(one minute per test). The whole body is made from caste aluminium. One of the functions of this meter is to test the isolation resistance of any equipment being tested. This is to see if that equipment is safe to handle(no electrical shocks). The second function is to test the earth pin of any portable electrical equipment. The turn key on one side can direct which function is required(marked insulation or continuity). On the top side(enclosed in a glass fronted marked scale) is a continuity scale(top) and an insulation scale(bottom). This is covered , when not in use by "flip up" lid with manufacturer's details and name of the instrument. Opposite the winder are two screw tight knobs. One marked earth(left side) and one marked line(right side). On the top and next to the glass windowed scales in a post manufacture SEC Vic equipment equipment ID number. The amount of pre-planning and scientific studies ...This framed sketch details, in graphic form, where the core samples in the display cabinet were removed. The drilling was a precursor to the decision where to locate, in this case, the McKay Creek Power Station. The information gained by structural engineers from the core samples would be used also for the placements of underground tunnels entry and exit points and the overall effective size of the plant. This would have included drill and blast techniques(rock characteristics play an import part of explosion control), requirements for support structures and reinforcing cement/steel forms. The use and replenishment of diamond drill bits(the strongest available, see KVHS 0280) was dependent on the "type" of rock found. Support beams for reinforced ceilings and floors was also a necessity.The visual derails of where the rock core samples were removed is very significant in the formulation and placement of the underground Power Stations and their maze of tunnels(in and out) for a successful implementation of the Hydro Scheme. The amount of pre-planning and scientific studies required for such a large scheme must be undertaken to ensure that a "white elephant" was not the result.This framed and glass front rock core display sketch has type written information of the rock samples displayed in KVHS 0279 (A). It has a softwood stained and glossed frame with a fixed(nailed) back board and a brass fixture for mounting onto a wall.The paper and type are slighted faded (sunlight affected). It was used extensively as mobile recorder placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. It can also be the result of defective wiring and overloading at peek operational times (milking machines).This mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.The mechanism of this voltage recorder has been installed(by the manufacturer) into its own protective wooden box. This box has a front (swing open) lockable section which permits direct access to the installed measuring equipment (for servicing and data collection). The top section of the box has two screw on terminals for access to the machine being tested. This tester has its own inbuilt ink supply facilities and a mechanical clockwork device that unwinds a roll of paper onto a second roll at a rate of 10 mm per hour. The recording chart is marked with time slots against voltage. There is a recording arm which has an ink pen at the end. Both arm and pen carry the ink supply from the ink reservoir, located on the left side of the cabinet door in specially constructed bottle holder( three small bottle capacity). To record a suspect power problem to a home or business establishment the voltmeter is connected to a power supply outlet being tested and wind the recording clockwork mechanism (gives a four week running time). All enamel equipment was eventually replaced with stainless steel. The Tawonga District Hospital was built as the Kiewa Valley population increased due to the Kiewa Hydro Electric Scheme.White enamel bucket with a black lip around the top. It has a thick wire handle with a wooden handle in the centre. The bottom of the bucket is 30 mm above the ground as the bucket rests on the base of the wall of the bucket. This meter measured the power used by all the houses in Mount Beauty and provided an inked one month period chart. This information was used to quantify and pay for the power consumption to the Transmission and Generating Department from the Distribution Department which then went on to bill local consumers.The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme from the late 1930's to the 1960's. The construction towns of Bogong and Mt Beauty used electricity which was measured by this meter resulting in billing customers for the power they used.Black box with black painted wooden frame top and bottom screwed on holding clear glass at the front so that the instruments can be seen. A metal cylinder is at the bottom of the instruments with a connecting rod to the 7 digit meter in the middle of the instrument panel. Box First Aid, Snake and Spider Outfit, Circa 1940's
... kiewa hydro scheme... were issued to workers on the Kiewa Hydro Electricity Scheme ...At the time of manufacture, circa 1940's, the first aid treatment for snake bites, was to lance(cut) open the bite, wash it out and apply a ligature or tourniquet between the bite and the heart. This method was abandoned later after scientific evidence suggested that it was better to stop the blood system from carrying the poison to the heart (pressure immobilization). Australian snakes do not have long fangs therefore deep incisions into main arteries is rare. This research took many years to develop therefore the information supplied with the "Sanax" kits of this era is well outdated. Rural areas were more attuned to the possibilities of snake activity on farms, in sheds and in out houses and farm homesteads. This was not the case for mainly city and large townships environments. The mice plagues in wheat areas during the warmer month s has always been a high risk time for encountering snakesThese snake bite kits were issued to workers on the Kiewa Hydro Electricity Scheme. Some of these snake bite kits were kept at doctor's surgeries e.g. Bogong Village, House 13. The kit was carried by bushwalkers, scouts, farmers and high plains cattlemen. This item is of significance because it demonstrates the main dangers faced by all rural industries and towns, especially remote areas, and the portable remedies that where required as a necessity of the Australian bush environment. This item was in use at a time when the air ambulance and rescue facilities were not in existence and remote locations were more isolated and the availability of anti venom was hard to obtain locally.This item is a red coloured cardboard box(250 - 300 g/m) with white writing and containing the following 12 items. 7 clear red coloured capsules, 2 opaque red plastic capsules, 2 wooden capsules and 1 brass screw on capsule. The capsules are divided into two sections (compartments) horizontally. Each compartment has a screw lid. One compartment contains a lancet (for piercing the snake bite) and the other compartment contains the "Condy's" crystals compete with tightly rolled instructions.On top of the pull up lid, and flanked by two coiled snakes (at the strike position) is printed: "Trade Sanax Mark" below this " SNAKE and SPIDER BITE OUTFIT" and below this with instructions for use". Front side: "Sanax snake and spider bite outfit" underneath "Nepean Highway Morabbin" The later printing has been severely scratched but decipherable. The back side of the box has "Note to the retailer" and due to wear no more of the writing can be read. On opposite edges of the earpieces a metal piece with handle is attached from which the 2 earpieces are connected with curved wire covered by leather to fit on top of the head. Each earpiece has a cord hanging from the middle attachment (on the outside) which joins and then continues as one to 2 metal pins that would fit into holes in the switchboard. It was used to drill and recover 50mm diameter (most common size) rock cores. The rock cores were assessed by geologists and engineers to provide information for design of structures such as tunnels, dams and underground power stations (eg. McKay Creek Power Station, West Kiewa Power Station). This type of bit was also used where damage to the surrounding rock had to be minimised. The Diamond Drill Bit,used in the early 1900's, when it was primarily used as a method of sampling rock for ore deposits and oil exploration resulting in a "coring" of rock. The use of "coring" to obtained samples for the SEC Kiewa Hydro Electricity Scheme(1920's onward) was to analyse the core to obtain temperature and rainfall patterns shown by the levels of layered solidified soil(rock). This diamond drill would have been used in the early 1900's to provide a sub strata map of temperature and water patterns (over an long period of time). This was a pre requisite to any decisions about the viability of the region to provide the water needed for a successful hydro electricity scheme.This diamond drill for core sampling was at the forefront of the analysis whether to construct a hydro electrical facility in the Kiewa Valley and the adjoining alpine region. The rock core samples produced were assessed by geologists and structural engineers. It was only after extensive core drilling covering the region that solid scientific evidence could be provided to start the "SEC Vic Hydro Electricity Scheme" within its current boundaries.This "diamond" drill bit has eight "teeth" at its cutting edge. The drill creates an 55mm hole in extremely hard rock material to obtain 50mm core samples.. Three quarters down the shank it has thread screw channels to attach the bit to the drill pipe. The coring pipe attaches via screwing it onto this bit. In the early stages of the Kiewa Hydro-Electric Scheme the State ...In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance The hospital was originally located in Tawonga away from the majority of the patients as the Hospital and Charities Board was not prepared to have it within the SEC controlled area and it was not until the gate at Tawonga South was taken down that the hospital was moved to the main centre of population at Mount Beauty.8 Colour photographs of the demolition of the original Tawonga and District Hospital situated in Mt Beauty circa 20001. The Ryder family are farmers in the Kiewa Valley and were involved in taking their cattle up to the Bogong High Plains where they had a lease. The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme opening up the area during the 1940's and 1950's. This type of map is an early one, used by people in the Kiewa Valley and possibly by surveyors prior to construction.The map is an early topographic map used by farmers living in the Kiewa Valley. It is historically significant as these people were involved in taking cattle up to the High Plains during summer and may have been used for bush walking and skiing.This is a sepia coloured paper map which was originally printed copyright registered. It was revised in 20/6.33/4.4.37/8.4.40/24.8.43/19/6/54. Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.This group of photographs are a pictorial record of the early history of the Kiewa Hydro Scheme, the people who worked in the background supplying administrative support and the workers and their families. Work proceeded in the following years when work on the High Plains was not practicable. In January, 1951 the special trimming machine, the special slip form and concrete mixing and placing equipment was put into service. A shortage of cement caused some delays as well as a sudden financial recession. The race line was completed and put into service in 1952.An historical record showing the machinery used during this time, the number of workers and supervisors involved and the mountainous terrain where they worked. It also demonstrates the OH&S of the period with workers mostly in street clothing with no hard hats or other safety equipment. Also in 1947 construction of a stream diversion was commenced to allow excavation to commence for the dam wall. In the summer of 1948/49, stripping of the foundation area on both sides of the river was carried out. Weather conditions were not always favourable during the construction, particularly 1955/56 summer, and work would have to cease each year for the winter season due to the severe conditions. The dam is a earth and rock fill structure with a height of about 30.5 metres and crest length 518.16 metres and was completed in March, 1959.These photographs show the type of terrain in the area prior to the construction and filling of Rocky Valley Dam. Also of interest is the type of accommodation provided for those working on the construction and the early cranes available in the 1940/50's. Hydro Electric Scheme; Lake Guy Photo 1 - On the back upper edge ...Junction Dam is a reinforced slab and buttress type construction and was commenced in February, 1940 by Lewis Construction Company. Stiff leg derricks were erected at appropriate locations at the site of the dam and used for the disposal of excavated material and the placing of concrete. A rock crushing and screening plant was established at a site a short distance upstream from the dam site and concrete was supplied from a central mixing plant placed close to the upstream toe of the structure. The SEC took over the construction in April 1942 and the dam wall was completed in March, 1944. Bogong township was commenced in early 1940 with the construction of a workmen's camp housing 96 men, (known as Junction camp). Construction of housing for families commenced shortly after. Forty houses, plus office, workshops, stores and laboratory accommodation were completed over the next 5 years,Of historical significance as a pictorial record of Junction Dam, Lake Guy and Bogong Village, as the photos were taken only 4 years after completion and one photo taken on completion of the dam wall but before the lake was filled with water.12 small black and white photographs of Junction Dam, Bogong Village and surrounding area.Photo 1 - On the back upper edge in pen 'Junction Dam'.
