The arrival of explorers Hume & Hovell in 1842 brought about the widespread clearing of land in the valleys for pastoral uses and the displacement the original inhabitants in the high country which became a boon for cattlemen due to extensive lush summer grazing for cattle. High country cattlemen built a variety of huts for shelter and storage, when driving cattle up to the plains in summer, during mustering and bringing the cattle down from the mountains before winter closed in. These same huts now provide shelter from the elements for hikers, bush walkers and skiers. Wallace’s Hut is the oldest of the Cattleman’s huts still standing in the Alpine National Park and is classified under the National Trust. Due to their age and the ravages of the elements, including bush fires, many of the huts have been destroyed, or are falling into disrepair. Groups of willing volunteers are now working to preserve as many of the huts as possible with restoration or rebuilding.The numerous cattleman’s huts of the Alpine National Park and the colourful characters who erected them represent a significant part of the history of the high country area and early cattle grazing, which has been the theme for many poets and film-makers alike. They also have a significant role in the early days of the SECV when they were used by surveyors and other workers for shelter and temporary accommodation. More recently the huts have functioned as shelter for hikers and skiers caught out in the elements and a refuge along the long trek for bush walkers. They are a popular attraction for tourists and feature prominently in much of the tourist information of the region. These photos of the Bogong High Plains were all taken by Ronald George Thorn who was a cadet engineer with the State Electricity Commission. He worked on the Kiewa scheme from 1948 to 1950 doing overhead line construction and maintenance plus electrical design and drawing work. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The Victorian Government took control of power generation in 1921, forming the State Electricity Commission (SEC). Construction approval on a grand scheme to build five power stations with a combined capacity of 289 megawatts was received in 1938, and the Clover Power Station was completed by 1945. The original scheme was dramatically pruned after World War II and only two more power stations were built. The Junction Dam and Clover Dam Power Station, stages of the Kiewa Hydro-Electric Scheme, were needed to meet the increased power demands of the wartime industry in Victoria. Clover added 26 megawatts to the grid. Junction Dam was completed and ready to hold water by September 1943, but was emptied in December 1943 and not filled again until May 1944. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bush fires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. The early forties saw rapid growth of Bogong Village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Bogong Primary School opened in 1941 to provide an education for the families of employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from school inspectors. It closed circa 1970.The Bogong State School was opened for the children of S.E.C.V. workers who lived in Bogong in a remote part of north east Victoria. This bag was used by the Timekeeper at Pretty Valley camp to carry timesheets to the administration building at Bogong and later at Mt Beauty. The State Electricity Commission of Victoria built the Kiewa Hydro Electric Scheme and was keen to promote tourism in the area. The booklet includes Facilities, Falls Creek Ski Resort, the Kiewa Works Area, the Three Floras of Bogong, the Geology of the Kiewa area, the Bird and Animal life of Bogong and the Kiewa Hydro Electric Scheme. The colored photos and the map on the back appeal to the reader/tourist.The SECV promoted tourism in the Kiewa Valley especially the area of the Kiewa Hydro Electric Scheme. This booklet is attractive and informative with a lot of detail. Southern Hydro Ltd. was established in the late 1990s as a result of the disaggregation of the former State Electricity Commission of Victoria. It operates 10 power stations mainly in the north-east of VictoriaSouthern Hydro continued to encourage tourism as did the former State Electricity Commission of Victoria. This brochure is very similar to one previously published by the SECV "Victoria's Hydro Power" except only including those that it operates. Within the KHES the power stations were McKay Creek, Clover and West Kiewa. Mt Beauty was a construction town built from 1948. The houses were English Pre-cut Types - several of each type were erected with several variations. This house had 3 bedrooms and is dated as 'traced on 18 Dec. 1956'. Mt Beauty is a construction town built by the SECV during the Kiewa Hydro Electric Scheme for workers and their families. Houses were provided along with many other facilities eg. schools. Ronald G. Thorn was a cadet engineer with the SEC on the Kiewa Hydro Electric Scheme. The SEC employed young engineers as cadets to gain experience in their profession. As a cadet he took notes on his work for future reference. This shunt is a type of resistor built of copper and designed to carry a current. It was part of the Hydro generator control metering system. This one has been typed up without the glossy quality of others that were issued from the Sales Department of the S.E.C.V..The SECV constructed the Kiewa Hydro Electric Scheme employing many workers. They built the townships of Bogong and Mt Beauty and assisted with the infrastructure required to support the influx of population. In the Mt Beauty shopping centre, one of the shops was the SEC Showroom which sold electrical appliances and gave advice on their use along with recipe booklets for cooking on the new electrical appliances.
